Oxfam GB's work in Yemen is along a spectrum that includes direct humanitarian intervention, long-term development work and national and international advocacy & campaigns. We seek to integrate these components into a 'one programme approach' to maximise benefits for poor and marginalised people in Yemen. It is envisaged that this post will build programme teams’ capacities in, and lead a unit that is responsible for ensuring effective Programme Monitoring, Evaluation and Learning systems, programme alignment with organisational quality and accountability standards, development and maintenance of effective partnerships across all programmes.

The roleReporting to the Head of Development Programmes, you will contribute to the development of long-term vision and strategic planning to achieve significant impact for the poor, especially for vulnerable women and men. That means taking leadership of a broad spectrum of internal actions that focus on ensuring that programmes and projects are technically sound in terms of their design and that their implementation is in adherence to Oxfam’s programme quality standards. Through effective programme monitoring and evaluation you will support teams and partners to develop a culture of high quality work across all programmes and projects. Not only that, you will also initiate and lead research and information gathering and analysis with the prime aim of contributing to programme development. In addition to building and maintaining effective relationships that facilitate shared programme processes, you will also take a leading role in the management of all programme consultancy contracts, as well as support staff in the programme quality unit.

What we’re looking forWhilst first-hand experience of implementing or advising on international development projects in the Middle East would be desirable, we’re looking for someone who combines a passion for and experience of improving effectiveness of development programmes with practical experience of mainstreaming gender in development or humanitarian work. Previous experience of gathering, analysing and presenting quantitative and qualitative data is essential, as is a sound understanding of project cycle management in international development. With good organisational skills and the ability to plan your workload, you’re a creative yet practical thinker, with the tenacity and the ability to work well under pressure. You also possess effective communication skills and a proven ability to inspire colleagues.
