Vacancy Announcement Number 13-HQ-AM-42Grade P-4Deadline for Applications 24 September 2013Duty Station HQ Amman, Jordan

The incumbent will work in the Budget Division, which is staffed by two international and 15 area staff members and deputize for the Chief, P-5 in the general supervision of the two main sections: Staff Costs and Standards and the Programmes and Projects, each headed by a grade 18 post. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities• Assist the Chief, Budget Division (CBD) in the preparation of the Agency's Biennium Programme budgets; monitor budget status in respect of changes in the programme budget and setting out operational instructions to guide users in the planned accounting periods;• Assist CBD in monitoring and supervising project budgets including the preparation of budget data for submission to donors and control of releases of funds; coordinate with Accounts Division the preparation of financial reports to donors and keep CBD briefed on projects implementation by the operating departments; review and comment on audit reports and donor agreements;• Assist CBD in the establishment and updating of appropriate financial management information systems and in the development of budgetary systems and procedures; draft technical instructions and plans and implement training programme on budgetary techniques for the Finance and Administrative staff;• Establish the work programme for the Budget Division and coordinate budget activities with other Programme and Support Departments; • Review the Budget Division’s reports for any possible deviations between budget and expenditure and recommend to CBD the required corrective action by Finance or operating departments;• Provide timely and accurate financial data and analysis to the Management Committee and respond to relevant ad hoc requests;• Act for the Chief, Budget Division during his/her absence.

Professional Knowledge and Experience• Advanced university degree from an accredited educational institution, in finance, accounting or business administration;• Membership in an international professional body of accountants such as Chartered Management Accountant;• At least eight years experience in the application of knowledge acquired above, including three years in a senior supervisory position in a large international, governmental or commercial organisation, outside one’s home country, in areas of programme planning, budgeting or other related financial work;• Excellent command of written and spoken English.

Competencies? Proven skills in modern methods of budgeting including results-based budgeting;? Demonstrated ability to operate personal computers and knowledge of standard applications;• Excellent analytical skills;? Ability to cope with multiple tasks effectively;? Ability to work under difficult conditions;? Demonstrated management skills in a multi-cultural environment;? Ability to motivate staff;? Excellent communication skills and an ability to work effectively with people at all levels in the organization.

Desirable Qualifications• Coursework in management studies;• Experience in a budget or finance office of an organisation in the UN common system.

Additional InformationThe incumbent will be required to travel in the Agency's area of operations in the Middle East.

Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $72,467 net tax free with dependants or $67,483 single, plus post adjustment of 47.4% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. This is a temporary vacancy for one year only.

NB: If a current UNRWA staff member already employed with the Agency on Area staff contract is found suitable and consequently selected for the post they would be required to choose to either:a. transfer to an International staff contract. Return to an Area staff contract at the end of the assignment would not be possible; orb. undertake the temporary appointment in the form of an Acting assignment with applicable allowances, and return to their Area staff contract at the conclusion of the assignment.
