Objective of the position- To develop, organize, coordinate, monitor and evaluate projects in the field of Internet, digital security of activists and journalists. Both in The Netherlands and abroad;- To advise management on policy and strategy.

Place in the organization-Reports to steering committee Internet Protection Lab-Works under the guidance of daily operational management of the relevant team leader of Free Press Unlimited;-Provides operational guidance to project staff engaged in several projects within the Internet Protection Lab.

Core Activities-Coordinates partnership-Develops and implements annual reports of the Internet Protection Lab on behalf of the steering committee; prepares meetings of the steering committee.-Communication-Updates website and social media; informs members of the Internet Protection Lab on a regular basis; manages and aligns member of the Internet Protection Lab.-Project Management-Acquires new project activities with members of the Internet Protection Lab;-Manages, coordinates, guides and oversees the planning and execution of project goals;-Ensures qualitative reporting to donors and the steering committee on a regular basis.-Representation and acquisition-Visits relevant conferences; tracks new developments in the field of surveillance, filtering and liberation technologies;-Gives presentations about Internet Protection Lab to stakeholders (including potential donors);-Together with other members, gives guidance to project developments for the purpose of acquisition.

Tasks-Examine the demand for projects in the fields of Internet, Internet freedom, mobile digital technology, technological support that contributes to the protection of journalists, civil society activists and digital dissidents;-Design project proposals that meet those demands (including financial -, personnel - and logistical implementation), according to the guidelines of the involved funding agencies;-Detect new developments in the digital information domain, identify opportunities and threats and advise the steering committee of the IPL on strategy and policy;-Deepen and broaden his / her knowledge and experience in the field of Internet, mobile digital technology and keep track of current developments.-Design the content of project activities, assess potential participants and ensure the development of appropriate (educational) materials; responsible for planning, organization and implementation of projects and if necessary hire project staff - within the financial and qualitative frameworks - and reports this regularly to the Steering Committee IPL through meetings;-Responsible for writing communication contributions, web texts and keep the external project information up to date, including the design and development of educational multimedia materials for projects.

The incumbent will work in the Budget Division, which is staffed by two international and 15 area staff members and deputize for the Chief, P-5 in the general supervision of the two main sections: Staff Costs and Standards and the Programmes and Projects, each headed by a grade 18 post. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities• Assist the Chief, Budget Division (CBD) in the preparation of the Agency's Biennium Programme budgets; monitor budget status in respect of changes in the programme budget and setting out operational instructions to guide users in the planned accounting periods;• Assist CBD in monitoring and supervising project budgets including the preparation of budget data for submission to donors and control of releases of funds; coordinate with Accounts Division the preparation of financial reports to donors and keep CBD briefed on projects implementation by the operating departments; review and comment on audit reports and donor agreements;• Assist CBD in the establishment and updating of appropriate financial management information systems and in the development of budgetary systems and procedures; draft technical instructions and plans and implement training programme on budgetary techniques for the Finance and Administrative staff;• Establish the work programme for the Budget Division and coordinate budget activities with other Programme and Support Departments; • Review the Budget Division’s reports for any possible deviations between budget and expenditure and recommend to CBD the required corrective action by Finance or operating departments;• Provide timely and accurate financial data and analysis to the Management Committee and respond to relevant ad hoc requests;• Act for the Chief, Budget Division during his/her absence.

Professional Knowledge and Experience• Advanced university degree from an accredited educational institution, in finance, accounting or business administration;• Membership in an international professional body of accountants such as Chartered Management Accountant;• At least eight years experience in the application of knowledge acquired above, including three years in a senior supervisory position in a large international, governmental or commercial organisation, outside one’s home country, in areas of programme planning, budgeting or other related financial work;• Excellent command of written and spoken English.

The Financial Accounting and Systems Officer will have two key areas of responsibility: a) ensuring Policy and operational adherence to International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS) and b) being a key focal point from Finance Department to work with ERP staff in ensuring the planned new ERP system is IPSAS compliant. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities• Interpret all IPSAS standards and act as a focal point to resolve any accounting interpretation and reporting issues to ensure that UNRWA is and remains IPSAS compliant;• Interpret reporting requirements under IPSAS with reference to UNRWA’s circumstances; play a lead role in the development and maintenance of UNRWA IPSAS compliant financial statements and reports;• Provide a lead role in liaising with the ERP team in testing and proving that the accounting treatment of transactions in the “to be” developed new ERP solution is IPSAS compliant in all functional respects;• Provide a lead role in collating finance department requirements and take primary responsibility in data conversion, training and support activities in the implementation of the new ERP system; • Coordinate implementation of new accounting standards and financial policies and systems in cooperation with senior staff in the Finance Department and with Heads of Field Finance Offices (HFFOs);• Provide financial accounting guidance and training to finance staff regarding IPSAS compliance;• Maintain regular dialogue on IPSAS matters with internal and external auditors as well as UN stakeholders;• Prepare notes, guidelines and replies relating to or arising from implementation of Accounting Standards.

Professional Knowledge and Experience• Advanced university degree from an accredited educational institution, in accountancy, finance, public or business administration, or related field;• Membership in a professional body of accountants (e.g.: Institute of Chartered Accountants, Institute of Certified Public Accountants);• Eight years' experience in the application of the knowledge acquired above, including at least five years at the senior supervisory level in a large and dynamic organization, outside one’s home country;• Excellent command of written and spoken English.

Competencies? Thorough knowledge of financial accounting standards, computerized finance and procurement systems;? Ability to develop and implement appropriate finance policies and technical instructions;• Ability to develop and maintain productive relationships with staff and clients of the Finance Department; including the ability to operate effectively across organizational boundaries and in multiple locations;? MAIN DUTIES AND RESPONSIBILITIES:

• Coordination with national/local authorities, state institutions, local civil society and other relevant actors to ensure that the targeted schools meet minimum standards for Child Friendly Schools• Coordination of different sectors at field level to promote multisectoral collaboration. • Facilitating and provide technical support in the development of training and resource materials for the training of teachers, school principals and supervisors on CFS;• Ensuring regular inspection of schools by MoE and Education offices in targeted governorates and districts.• Through appropriate participatory and community-based approaches ensure that each school has carried out a school self-assessment and a school development plan.• Through field visits, ensure appropriate attention to priority cross-cutting issues such as water and sanitation, protection, nutrition, social mobilisation and communication in the targeted 263 Child Friendly Schools;• Ensuring the application of appropriate standards for CFS are met in the targeted Child Friendly schools;• Ensuring support to the Early Childhood Education Activities in targeted schools for ages 3-6 by training teachers/ caregivers.• Conduct field visits, guide field teams in applying the child friendly school standards, collect relevant data and information and contribute to section and office reports.• Providing detailed reports at the end of Mission trips• Any other duty assigned by supervisor or Head of section.

MINIMUM QUALIFICATIONS:

• University degree in one of the disciplines relevant to the following areas: Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance. • One year of professional work experience in the field of Education. PURPOSE

Under the guidance of the Chief of Education responsible for the planning, implementation, monitoring and evaluation of assigned programme/project(s) within the Education sector.

MAIN DUTIES AND RESPONSIBILITIES:

  1. Contributes towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and contributing to the writing of the Analysis. Actively participate and contribute to the development of country program and the Annual Work Plans.

  2. Designs, prepares, implements, monitors and evaluates programme activities. Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.

  3. Plan and supervise implementation of research, assessments on specific areas related to the program produce evidence based reports and advocacy materials necessary to influence policies and attitudes.

  4. Participates in intersectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.

  5. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to UNICEF field office teams and government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).

  6. Meets with national and international agencies implementing programmes in education and related field to ensure coordination of activities and maximize the impact of our inputs to the program. Participates in meetings with ministries responsible for programme review, and follows up on implementation of recommendations and agreements.

  7. Assists government authorities in planning and organizing training programmes. Identifies training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.

  8. Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Deputy Representative or Representative, as required.

  9. Participates in the development of the sectoral workplan, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.

  10. Ensures the accurate and timely input of project information in the computerized programme system, and issues status reports for monitoring and evaluation purposes.

  11. Prepares programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc.

  12. Provide leadership in timely development and operationalization of EPRPs as well as crises program response plans when required, in line with CCCs and humanitarian reform accountabilities

MINIMUM QUALIFICATIONS:

• Master Degree in Social Sciences, specialization in Education, an advantage, or related technical field.

• Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.

• Fluency in English and Arabic is required.
