Salary: £ 35,090- £ 35,840 per annum (dependant on relevant experience) inclusive of Cost of Living Allowance.Benefits: Insurance cover, accommodation, R&R , annual leave entitlement of 24 days per annum rising to 30 days at the completion of 12 months of continuous employment with Merlin.

Context and BackgroundMerlin has been operational in Pakistan since responding to the 2005 earthquake in Kashmir. In addition Merlin provided essential healthcare to the affected population in Baluchistan following the Yemyin Cyclone in June 2007 and Ziarat quake in 2008 in Baluchistan, and the IDP crisis from 2009 onwards, affecting various districts of KPK.Merlin also responded to the catastrophic floods in 2010 and 2011. Currently Merlin is operational in two Provinces (KPK and Sindh) and 7 districts implementing integrated health and nutrition programmes.

Since 2008 Merlin has also been implementing a large-scale development project focusing on malaria control in is currently working in collaboration with the Pakistan Ministry of Health and the Global fund to implement the Government’s control programme across 14 districts of the country.

Main purpose of the roleThe Logistics Manager is responsible for ensuring sound logistics practices and rigorous controls are in place in-country. This role provides leadership, technical support and capacity building to the international and country logistics staff in all areas of their roles. And as part of the Country Management Team, this role also provides strategic and operational logistics advice to the Country Director and the rest of the management team. This role is also responsible for reviewing and improving logistics policies & procedures, and for leading on specific logistics projects and initiatives.

Senior Leadership and Management Responsibilities• Co-ordination and overall responsibility of all programme logistics; develop the country procedures, guidelines and policies for the management of procurement, vehicle fleets, communication systems, emergency preparedness, IT and security in line with Merlin guidelines and procedures.• Ensure that Merlin minimum standards of logistics procedures and country policies are understood and adhered to throughout the country programme, briefing and training all relevant staff as required.• As part of the Country Management Team (CMT) contribute to the development and implementation of the country strategy. Assisting the operations manager and projects coordinators in developing the logistics elements of their project plans.• Develop the annual logistics strategy and implementation plan for the logistics teams.• Work in close collaboration with members of the CMT; sharing information on the assessments and proposed interventions, providing overviews of logistics requirements for the development of project proposals and subsequent projects.

Technical Management Responsibilities• Forecasting and inputting into the country budget development, preparation of spending plans relating to logistics expenditure and operational costs for the whole programme.• Review current working systems within the programme; forms, tracking system, data entry, stock keeping etc. ensuring their robustness and compliance against Merlin systems
• Take a strategic approach to supply management utilising sound practices to ensure accountable, timely, and cost effective delivery of appropriate supplies to the programme. Develop a supply plan for the programme or projects with input from the Country Director, Country Finance Director and Project Coordinators.• Ensure local, national and international procurement practises are compliant with Merlin and donor regulations.• Ensure international and national transportation of freight by land, sea and air is in line with programme budgets and needs; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects.• Ensure management of vehicle fleets is in line with Merlin standards; ensure appropriate allocation and safe use of vehicles throughout the programme, ensure servicing and maintenance schedules are adhered to and ensure accountability with particular reference to fuel consumption.• Develop and maintain warehouse systems and ensure that stock management and administration systems are implemented throughout the programme. Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands.• Manage the programme communication systems (HF, VHF, IT) ensuring that all programme locations have appropriate and reliable means of communication, ensure standardisation of all communication equipment throughout the country.• Ensure that a centralised programme asset register is maintained; ensuring that all programme assets are logged, issued with unique Merlin asset numbers and ID cards, and are tracked.• Regularly visit all project sites to ensure that systems are in place and functioning and that capacity is built. Provide prompt technical support when required to logs staff within Programme. In agreement with the CD set up and maintain appropriate evacuation procedures across the Programme.• Monitor security information and networks and ensure that security information is disseminated appropriately and effectively. Facilitate the evacuation/relocation of field-based teams as and when appropriate as well as implementation of security guidelines.• Develop the logistical aspects of the programme emergency preparedness plan, in co-ordination with rest of CMT, and train logistic staff in managing emergencies. Provide specific Logs training for staff managing emergencies.• Liaise closely with the Logistics Department in London to support head office initiatives around international logistics systems, as required. Liaise with government, UN and other agencies as necessary.• Comply with all relevant Merlin policies and procedures with respect to vulnerable people, health and safety, fraud, equal opportunities and other relevant policies.• Undertake any other tasks as required by the Country Director within the skills and experience of the Logistics Manager.• Ensure facilities and compound management across all sites; ensuring that adequate security measures, asset maintenance, power and water supplies are carried out. Also ensure facilities and compounds condition are in line with health and safety standards of Merlin.

Person Specification

Essential: Qualifications, experience and competencies• Substantial experience of developing and implementing a departmental strategy and plan as well as having the ability to contribute to the country strategy.• Extensive experience of developing and managing a department budget• Developed experience of assisting in the development of country logistics policies and procedures and ensuring that they are effectively implemented and maintained• Considerable International experience in supply chain management including procurement, transport and distribution, warehouse and stock and asset management and communication.• Experience in vehicle and fleet management to meet the requirements of the programme.• Substantial experience in the set up and use of HF & VHF radio systems, satellite phones, IT systems and development of communications procedures.• Clearly developed experience of emergency preparedness planning from a logistical perspective.• Substantial experience of creating, maintaining and developing effective security guidelines.• Substantial experience of developing and maintaining personal security and evacuation plans.• Extensive experience of monitoring, disseminating and sharing security information with a range of stakeholders.• Consistent experience of building and developing the capacity of logistics staff through the use of training, and Merlin's performance management framework.• Strong communication skills, with excellent written and spoken English • Confident and proficient in the use of MS Office • Experience of establishing strong working relationships with colleagues from different functions and cultures• Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines• Experience of proactively identifying and addressing issues • An understanding of and commitment to Merlin’s mission and values and behaiviours
