2 - General Objectives of the position
A – Finance and Administration

2/ VAT tracking: maintains an up-to-date VAT refund overview and reports to
transport/custom and finance departments;
3/ Administration: photocopies bookkeeping, scans documents, files documents;
4/ Supports the Finance Unit with data entry (bookkeeping), cheques tracking, payments
preparation when needed ;

B - Customs and transport
1/ Export goods process: returns export doc to supplier(s)/ clearing and forwarding agent;
2/ Logistics database management: enters data into logistics database - log7;
3/ Logistics database management: closes export doc in log7;
4/ Transport administration: takes copies weekly and at every end of the month;
5/ Transport administration: organizes documents into folders;
6/ Transport administration: files documents in the designated files;
7/ Supports the Transport and Customs Unit by assisting in preparation of export documents
and transport file (TF); tracing transport related documents; following up endorsed doc with
relevant parties involved;

C- Procurement
1/ Logistics database management: enters data into Logistics Database – Log7;
2/ Procurement administration: files documents and properly maintains the procurement
archives;
3/ Liaises with clients and suppliers to expedite orders;
4/ Service Level Agreements (SLA) and Suppliers’ prequalification: follows up the
prequalification process, arrange meetings, keeps the Suppliers archives in tidy order;

D-Warehouse
1/ Operations: supervises in/offsite loading/offloading upon request;
2/ Operations: assists with creating packing lists and other documents as required;
3/ Logistics database management: supports Warehouse Control Officer receiving goods
(physical and in Logistics Database – Log7) and preparing cargos (picking, packing,
dispatching, etc.);
4/ Supports Warehouse operations when needed;
E-Other
1/ performs any other task if required to do so.

The role

As a member of the Senior Management Team, theDirector of Logistics shares in the overall responsibility for the direction and coordination of the Country Office (CO). Qualifications and experience

* Recommended a minimum of 7 years management experience in a corporate or an NGO environment, including significant field operations experience supporting both emergency and development programs

* Masters degree in Logistics or MBA (preferred)

* Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure

* An excellent understanding of supply chain management in complex and challenging environments.

* Substantial experience in logistics, including procurement, supply chain, fleet management and inventory

* Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management

Mauritania: Supply and Logistics Specialist,P3

1.Context

In addition to its current Programme delivery, Mauritania is confronted with two Humanitarian crises further to the 2011 drought and with a massive number of Malian refugees who fled their country to seek refuge in Mauritania. UNICEF is committed to improve access to basic services for refugees and host population.

By year end 2012, the total value of Orders stood at US$ 6,7 million. The overall amount represented an increase by some 117% compared to 2011. This big increase is mainly due to the emergency orders placed and also due to CO orientation and advocacy for strategic procurement that is targeting the end users (children) directly. Mauritania is a large country with poor roads often not practicable due to weather conditions and only one international airport.
Government logistics capacities are very low and UNICEF provides direct support, planning and distribution for all campaigns and routine activities (with the exception of vaccines for which CO only performs customs clearance and delivery to central cold room) either through its own truck or through hired vehicles.

2.Purpose of the assignment

Field assessment on the situation and management of government supply and logistics chain.
Elaboration of a training and facilitation of training for key government counterparts in the field of logistics.
Assessment of UNICEF warehouse capacity and management of drugs and perishable items. Reinforcement of UNICEF staff competencies in Logistics.
Act as OIC for Supply Section as needed.
Main activities and outcomes
The incumbent will work on 3 specific objectives:

Objective 1, Rapid assessment of supply/logistics management by Government:
conduct a rapid field assessment of Government capacity in supply/logistics and particularly drugs and perishable items warehousing conditions.

Objective 2, Assessment of warehouse and distribution management: produce an evaluation and formulates recommendations for the logistic management of current UNICEF warehousing and distribution conditions in Nouakchott. Propose risk mitigation strategy. Reinforce staff capacity through on the job training.

Objective 3, Ensure business continuity and leadership in Supply section in the absence of the Supply officer.

Expected Specific Results:
Detailed situation report on Government supply and logistics capacity.
Detailed situation report and recommendations on UNICEF warehouse and logistics management capacity.
Place of work
Based in Nouakchott with frequent travel to project sites.

3.Supervision, Feedback and Reporting
The incumbent will be based in the Supply Unit in Nouakchott, under the direct supervision of the Operations Manager.
In the absence of the Supply Officer the incumbent will supervise a team of 3 staff.
The incumbent will work in close daily cooperation with the relevant Programme Staff, NGO and Government counterparts.

4.Key qualifications and required skills:

Education
Advanced University degree in Logistics and Supply Management. A combination of a first level University degree and relevant work experience may be accepted in lieu of an advanced University degree.

Work Experience
-Five years of professional work experience in Supply and Logistics.
-International work experience in emergency duty station with a security component would be an asset.-Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner.
-Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization.-Independent and creative thinking.
-Excellent oral and writing skills in French, good command of English

  1. BACKGROUND

Under the direct supervision of Supply/Logistics Specialist, the consultant will administer the supply operations of a relatively simple nature and limited impact, requiring basic professional technical expertise in support of operations and programme objectives. Responsible for effective planning, contracting, procurement, distribution, and inventory management of UNICEF's supplies, in support of the Country Programmes and operations.

UNICEF therefore is looking for an individual international consultant to provide support in the Supply Unit.

  2. Support the effective delivery of Procurement Services

• Supports the Supply & Logistics Specialist in the coordination of all activities required for the provision of Procurement Services to national partners.
• Communicates with Supply Division to facilitate smooth supply of goods, and provides guidance to partners on the purpose, framework and procedures for UNICEF Procurement Services mechanism.
• Shares regular updates with PS partners on Cost Estimates, Statement of Accounts and status of orders and shipments

  1. Implement sound, accurate logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability in the supply chain.

• Ensure effective contract management of vendors/agents providing logistics and supply chain services to UNICEF Malawi. The consultant shall oversee daily management of existing contracts for clearing and forwarding, warehousing and in-country distribution. This includes systematic assessment of vendor performance, regular benchmarking and daily troubleshooting for smooth programme delivery.

• Ensure all supply systems are in place for the effective delivery of essential medicines to health facilities under the Primary Healthcare project.

• Maintain effective working relations and contact with the Supply Division, Copenhagen, to confer on supply procurement and shipping policies and procedures. Advise the country office on policies and procedures impacting on offshore and local procurement and delivery. Maintain link with Copenhagen on international shipments, deliveries, claims and appropriateness of supplies.

• Participate in the preparation/compilation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, etc.
• Oversees the receipt, storage and issue of goods under control of UNICEF Malawi. Maintains information systems that enable regular and accurate reporting of inventory positions, stock aging and incoming pipeline.

  1. Support UNICEF as well as Government capacity-building in order to enhance efficient, effective and timely supply delivery,

• Assists in the identification of training needs, planning of training activities and their timely implementation, with an aim to strengthen national partners’ capacity in supply chain areas that are critical to ensure improved access to essential commodities in the country.
• Works with MoH - HIV/AIDS department to develop an attainable exit plan for UNICEF's support in provision of in-country logistics services. The plan should incorporate clearly defined ( and mutually agreed) timelines and responsibilities
• Facilitates the procurement of a consultancy firm to evaluate the supply chain of key inputs for Community based Management of Acute Malnutrition (CMAM), including the potential for integration into national supply systems

  1. Collaboration and Partnership
    • Coordinates with the Programme Section on supply planning, providing technical support on procurement specifications and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme.

• Teams with the Programme Section and other members of the Operations Section to facilitate procurement as well as efficient customs clearance, storage and distribution of supplies and equipment.

• Assists the Supply & Logistics Specialist in the daily management of the procurement, supply and logistics functions within Malawi Country Office.

• Supervises the staff in the execution of logistics procedures, so that all transactions are conducted in line with UNICEF Rules and Regulations. Ensures appropriate documentation is available, and works with relevant players to streamline work processes.

  1. Provide rapid and relevant assistance and support to evolving supply needs and situations facing children and families, including emergency situations, with a priority on achieving value for money.

• Supports the logistics and supply planning process through active coordination with Programme Sections. The consultant shall provide input and technical support throughout the supply planning and implementation cycle, facilitating cost-effective efficient procurement, clearance, storage and distribution of supplies and equipment to implementing partners, in support of the country programme.

• Assists in the implementation of supply/logistics component of the Country Programme, including systems for storage and distribution of supplies to all project sites.

• The consultant shall also support the Emergency Specialist in emergency preparedness planning to ensure that sound logistics arrangements are in place. Contributes to the development and maintenance of emergency contingency stock lists, as well as to implementation of replenishment and pre-positioning strategies

  1. EDUCATION AND WORK EXPERIENCE
    • University degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting. Or, a recognized qualification in procurement and contracting.
    • Minimum of 2 years of relevant professional work experience. Both national and international work experience in supply, logistics, purchasing, contracting and administration and/or other related fields.
    • Work experience in emergency duty stations.

PROGRAM BACKGROUNDInternational Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.

Simultaneously, International Medical Corps is in the process of increasing its surge capacity and ramping up programming in order to respond to the countrywide emergency humanitarian needs emerging from the conflict erupted in December 2013.

JOB SUMMARYThe Logistics Coordinator is responsible for managing and supervising the departments or sections of general administration, logistics and procurement. The portfolio includes procurement of approximately 0.5m US$ worth materials and inputs for the program in a year, management of a fleet 15+ vehicles dispersed in 5 States, care and maintenance of 10+ facilities, management and control of a large inventory including oversight to warehouses and management of communication equipment in 9 locations including Juba. The position will also be involved in providing extensive support to emergency response that the country mission is mounting across 4 States. Special aptitude in solving problems, paying attention to details, staying on top of everything and commitment to building capacity of national staff are pre-requisite for success in this fast-moving, complex and dynamic position.

ESSENTIAL RESPONSIBILITIES- Manage mission Supply Chain and ensure implementation of International Medical Corps procurement and logistics policies & procedures while observing respective donor regulations and local law.- Ensure continued support to building capacity of national logistics team. POSITION SUMMARY

Under the direct supervision of the Project Manager, the LSO will be responsible for Adeso Administrative, Logistics and Security roles with overall control and responsibility over the sections of Procurement, Transportation, Warehousing / Assets, Communication, Equipment Maintenance, and Reporting.

POSITION PURPOSE

The Logistics and Security Officer will be responsible for ensuring quality in logistics support across Adeso HQ, field offices, and projects. You will also ensure the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work.

SPECIFIC ROLES AND RESPONSIBILITIES

Procurement• Ensure that procurement tracking is current and updated; • Ensure timely & accurate logistical reporting to Project Manager;• Continuously assess the market for new procurement opportunities; • Ensure timely delivery of program supplies to field sites in line with project implementation; • Assist in the development, monitoring and review of procurement plans.• Ensure that all contracts with the organization are in an updated database spreadsheet and are paid on time.

Transport and Travel• Manage and coordinate vehicles and drivers currently used by the team;• Hire additional vehicles where necessary;• Ensure that the Drivers fill in the log sheets accurately on a daily basis;• Arrange for road transportation of goods when necessary;• Ensure that vehicles are periodically scheduled for maintenance and service;

Warehousing / Assets• Ensure that all Adeso assets and equipment used in Garissa are properly assessed and documented (including physical location and condition) to contribute to an updated country program asset register;• Ensure that all documentation is completed and stored in readiness for external and internal audit requirements;• To carry out periodic stock checks and to provide physical count of random items in storage. To manage all paperwork related to stored items, including Stock Cards, delivery and receipt papers.

Communication/IT• Ensure logistical support in event of emergency, and that all necessary advance measures have been taken;• Be responsible for office laptops, project cameras, codan radios, satellite phones and telephones;• Manage the contract with the internet service provider;• Ensure that all printers and scanners are in good working conditions;• Provide IT support/networking support when necessary;• Liaison with other NGOs and UN agencies on logistics issues.

Equipment Maintenance• Ensure that systems for regular maintenance or repair are implemented for vehicles and other equipment and that routine maintenance and repair of communication and office equipment (computer, radios, satellite phones, power generators) is carried out per schedule.• Ensure that proper tracking of equipment out for maintenance is followed.• Provide technical supervision of drivers for matters related to safety and security

Security• Act as the security focal point for North Eastern Kenya;• Provide all staff with regular security briefings and updates and ensure that all staffs adhere to security policies and procedures;• Conduct regular security and risk assessments for all operational areas;• Supervise the security guards performance in Garissa;• Ensure that field communications needs are met and that staffs are trained in the use of radios and other communications equipment as necessary;• Liaise with Kenyan Government Security Agencies, UN Agencies, NGOs and other external actors to gain security information and analysis in NE Kenya.

The role
The Senior logistics manager has responsibility for the oversight and management of logistics activities within Lebanon, for a programme of a predicted size of 35m USD. Mission and Principal Activities

JOB SUMMARYThe Logistics Manager will be responsible to, and accountable to, Logistics Coordinator and Field Site Manager for assisting with the delivery of all logistics related activities, commensurate with their level of knowledge and experience, in accordance with International Medical Corps Logistics policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:1. Logistics Operations• Provide to your supervisor the support to assist with the delivery of, and implementation of, all logistics support systems according to IMC Logistics policies and procedures.• Work with your supervisor to provide input to planning for procurements and the provision of advice to those making a procurement request, then assist with the processing of such requests in accordance with IMC policies and procedures, in a transparent, accountable, efficient and cost effective manner. Assist with ensuring that all procurements are managed, tracked and recorded.• Lead on local market surveys, to gain knowledge of the availability and price of local items.• Manage tracking of all medical supplies, equipment, materiel and food in transit, through its receipt, storage, and onward distribution.• Assist with capturing pipeline information to help ensure that Program staff are kept well informed of incoming goods and material.• Oversee timely reporting on stock status, to help Program staff with planning of stock replenishment, and, support Program staff to verify that distribution has occurred according to the intentions and plans of your supervisor, donors, IMC, and project partners.• Manage of all matters logistics relating to transport and fuel management, to develop your understanding of fleet management procedures, to include ensuring that the fleet is asset managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment (tools, comms etc) are complete and serviceable.• Oversee and ensure that the usage of fuel is correctly managed, and logged and recorded.• Raise issues to your supervisor on security-related transport issues, such as booking in/out, satcomms, etc., and assist with addressing them.• Capture preparedness information relevant to your mission site so that logistic systems are robust and flexible enough to cope if a crisis occurs. This may include assisting with assessments of warehousing capacity, transport available, access routes, fuel availability, field comms issues, staffing challenges, training required etc.• Oversee with maintaining accurate filing systems, with documented and supported records of actions for audit purposes.• Be flexible and manage your time accordingly, to be prepared to tackle other taskscommensurate with your role, and level of experience, at short notice.

  1. Compliance• Ensure compliance with IMC policies and procedures, donor regulations and local laws.• Ensure that the procurement and disposal of commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented.• Ensure that vendor eligibility screening is carried out in a timely fashion, updated regularly, and, recorded appropriately.

  2. Human Resources• Supervise, manage staff under your supervision with integrity and foresight. Actively seek advice on HR procedures and policies to ensure that the highest standards of accountability and professionalism are upheld.• Make frequent site visits to where staff supervised by you, to ensure that the appropriate care and support is being offered.• Ensure that staff supervised by you are evaluated regularly, trained and/or mentored in a structured accountable manner, and written records of such are retained.• Provide input to the recruitment, selection and performance of logistics staff, as required.

  3. Training/ Capacity Building• Advocate and plan for professional development for yourself, and any staff supervised by you.• Provide input to, and deliver, where applicable, training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs.

  4. Working Relationships• Proactively engage with your supervisor, and key staff (Program, Finance, Medical) on all matters logistic.• Proactively engage on a regular basis with your supervisor, and regional IMC logistics officer colleagues to develop working networks to seek advice where needed.• Assist your supervisor with engaging with donors, local government, project partners, UN agencies and other non-governmental organizations in order to manage the distribution of goods and material as, well as to ensure adequate information sharing, address common concerns/problems and seek solutions.

  5. Representation• Represent IMC in a positive and professional manner to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors

  6. Security• Ensure the application of, and compliance with, security protocols and policies of you and your supervised staff.

Role & Responsibilities

The Logistics Specialist will provide technical assistance in the area of medicines to the Botswana Ministry of Health and implementing partners. The Logistics Specialist will support a range of programs to strengthen logistics systems for HIV/AIDS and related commodities, while improving supply chain management practices and data management systems. Antiretroviral drugs (ARVs), drugs for opportunistic infections (OIs), TB, and other essential medicines will be a key focus for this role. The Logistics Specialist will also work to ensure that logistics management requirements are adequately provided for in all USG-funded HIV/AIDS commodity support programs in Botswana.

Specific Responsibilities

• Provide support to the Botswana Central Medical Stores, the Logistics Management Unit (LMU) and the MOH for the forecasting, supply planning, procurement, management and distribution of HIV/AIDS related commodities as well as essential medicines to all sites.• In collaboration with the MOH Pharmaceutical Services Division, the MOH HIV/AIDS Unit, and CMS/LMU, monitor the functioning of the ART and Medicines Commodity Logistics System, ensuring that stock outs and overstocks at the ART sites and other health facilities are avoided or kept to the minimum.• In collaboration with MOH, CMS/LMU and procurement unit as well as other stakeholders, monitor in-country pipelines, supply plans and stock status at CMS and treatment facilities so as to avoid stock outs and overstock at all levels of the ART and medicines supply chain to ensure that adequate levels of all required commodities are maintained at treatment facilities and CMS.• In collaboration with MOH, CMS and other stakeholders set up and operate an ART and Essential Medicines Commodity Tracking System in Botswana.• In collaboration with relevant partners support the operations of the logistics management unit to obtain and analyze data on ART commodities and Essential Medicines from all health facilities reporting LMIS data. • Support the analysis of data generated from the LMIS reports for understanding of performance of Botswana’s logistics system for HIV/AIDS commodities, and provide analysis to stakeholders to guide the supply chain management decision making for the affected commodities.• Provide technical assistance in forecasting and quantification of ARVs and other HIV/AIDS related commodities as well as essential medicines and in the preparation of procurement and supply plans.• Provide technical assistance in the vetting of orders for ARVs and other HIV/AIDS related commodities as well as essential medicines to support the distribution process for these commodities to facilities.• In consultation with the Logistics Management Unit Head identify the need for specialized logistics technical assistance from SCMS and support the coordination of this assistance when provided.• Conduct on-the-job trainings and other logistics training workshops for MOH, Health facilities and cooperating agency staff in order to improve forecasting, storage and distribution, data management and inventory control.• Monitor the national pipeline for all ARVs and other HIV/AIDS related commodities as well as essential medicines and provide support in the maintenance of these pipelines.• Coordinate closely with all donor organizations and other stakeholders to ensure rational and timely procurement of HIV/AIDS-related commodities.• Regularly brief the LMU head on developments in and activities concerning the logistics system for HIV/AIDS commodities.• Provide support to USG-supported HIV/AIDS projects, as necessary.• Maintain close working relations with all USG-funded HIV/AIDS cooperating agencies.• Participate in the development of SCMS Project work plans with the SCMS Botswana team including the promotion of innovative logistics approaches.

Qualifications
