Pakistan: Food Security Coordinator

Duration: 12 monthsGeneral Objectives:This is a Senior Management position expected to develop national FSL programming and co-ordinate the effective technical implementation and strategic engagement with the cluster/working groups by ACF departmental staff at the national and provincial levels in Pakistan. The FSL Coordinator is the primary focal point in giving key technical guidance on program development at all stages of the project cycle to FSL staff as well as validating reporting. He/she assists Program Manager and Field Coordinators in ensuring mission strategic objectives are supported and realized. He/she sets guidelines and standards and is responsible for capacity building, technical support and ensuring quality for all FSL activities. Specific Objectives:Objective 1: To develop national Food Security and Livelihoods programming and co-ordinate its effective technical implementation nationally.Activities: Provide technical guidance and support the field-based program managers towards implementing high-quality programs which adhere to governmental and organizational rules and guidelines. To attend national level and where appropriate, important international/provincial/field-level technical fora, working groups, workshops and strategic think tanks related to the department. To plan, prepare and, where needed, directly support or execute technical assessments (taking in to account ACF integration approach) and ensure reports are correctly and timely submitted to line management. To validate the technical approaches and methodologies used in the field according to latest ACF and government guidelines. To work with the Field Coordinators and Program Managers in identifying needs, gaps, priority areas and appropriate interventions in locations where ACF works and in new locations in the mission country. When possible, to ensure integration of programs with other departments. To technically support the monitoring, evaluation and reporting procedures and systems set forth by the mission management. To support the annual development of the mission’s departmental strategy in line with the ACF International Strategic Plan 2010-2015, ACF-USA strategic plan, and context needs.Objective 2: To develop technically relevant reports and proposals reflective of government, organization and donor guidelines and to ensure they are submitted on time to line management.Activities: To work with the Program Managers in developing new proposals for relief, recovery and developmental interventions, and contractually required donor and internal reports. To coordinate with the Field Coordinator, Logistics Coordinator and Administration Coordinator in finalizing and validating proposals and reports before submitting to the Deputy Country Director. To ensure all reports and proposals submitted to the Deputy Country Director have been technically consulted with the relevant Technical Advisor(s) in HQ. To ensure technical work plans are coherent with financial and procurement plans based on context and experience. To coordinate with other Technical Coordinators for integrated projects and, with the Field Coordinator, ensure technical field staff is supported in doing the same. To continuously compile and improve mission technical documentation (maps, reports, evaluations, meeting minutes, guidelines) and proactively disseminate it to the field staff, Field Coordinators and PQA staff as well as add this to the library in ISL head office Ensure a cohesive and harmonized roll out of monitoring, capitalization, accountability and learning initiatives within the FSL department. To submit all required and requested reports and ad hoc updates (TMR/APR, MEAL support information, government reporting, etc, see below for further info.) on time. To submit, before End of Mission, a substantial Handover report to the replacement, DCD, and HQ Technical Adviser and when possible, to ensure a field handover visit is made.Objective 3: To support proper and adequate resource management: HR, Finance and assets.Activities: To support in the recruitment of departmental staff: Technical validation of Job Descriptions, recruitment testing and if needed, interviews. Ensuring Job Descriptions are reflective of the major national technical context changes. National coherence of Job Descriptions in the mission. Direct recruitment in field in the absence of a Program Manager (for example for new or emergency interventions) To ensure timely, accurate and complete technical feedback and objectives are submitted to Field Coordinators and other line managers of field staff To foster the career development of national and international technical staff and to carry out relevant technical training for the staff as evidenced by appraisal or directed by management. To support the field Program Managers in evaluations of the national departmental staff To support, with the Field Coordinator, the Program Managers in creating field-level departmental organigrams. To support, with the Logistics Coordinator and Field Coordinator, the Program Managers in creating programmatic Procurement Plans. To support the Logistics department in ensuring timely delivery of equipments and materials by making sure supplies have the required technical validation on time nationally and in the field. Support the Administration Coordinator and Field Coordinators in financial forecasting for programs.Objective 4: To represent the department and the organization at national, regional, or international levels and promote ACF’s technical viewpoints, guidelines and methods of work.Activities: To represent ACF within national co-ordination groups and actively seek out high-level groups in which to advocate for ACF and its beneficiaries.’ To represent ACF at any relevant forum as required/requested by the CD. Significant experience managing food security and livelihoods programs, including cash-based interventions. Proven management and coordination skills (HR, projects, and stress management). Context and BackgroundMerlin’s country programmes vary considerably in terms of their focus, size and complexity, and also in levels of financial capability and strategic thinking. The Country Finance Director is a key member of the Country Management Team, which is responsible for managing existing country activities and developing a clear country strategy and associated income streams.

This role is directly managed by the Country Director, and is technically managed by the Regional Finance Manager in Head Office. This role links directly with the Regional Finance Officer in Merlin’s Head Office in London on a day-to-day basis and the effectiveness of this relationship directly impacts project management and accountability. Appraisal for this role is undertaken jointly by the Country Director and the Programmes Finance Manager.

Main purpose of the roleThe Country Finance Director, as a member of the Country Management Team, plays a key role in developing and implementing the country strategy especially the required financial inputs, as well as ensuring that there are sound financial practices in country and rigorous budgetary control.

This position provides financial management for a multi-programme and multi-site operation in a challenging living and working environment. A key priority in all locations is to embed clear financial management controls and to ensure understanding of and compliance with these by all staff.

Overall Objectives Reporting to the Country Director, and working closely with Regional Finance team in Merlin’s London Head Office, the Country Finance Director will:

• Be a member of the Country Management Team and take the lead role on financial planning, forecasting, budgeting and developing financial management capacity throughout the country.
• Directly manage the Country Finance Team to ensure effective and proactive financial leadership, support and guidance is provided to managers in country.• Be responsible for the preparation and reporting of field finances to head office and ensure that budget preparation, financial reporting and amendment planning for donors is completed in a timely manner and approved by head office before submission.

• Lead on country programme annual audits, as well as donor project audits.• Ensure appropriate systems and procedures, support and guidance for country programmes.

• Ensure that country processes, charging methods and documentation comply in all respects with donor and internal audit requirements

ResponsibilitiesFinancial Oversight• Ensure internal financial procedures, systems, policies and controls are applied and complied with throughout the country programme operations by all staff• Be the lead person and provide financial support on all financial issues in the country Management Team • Develop the funding/finance strategy for the country • Prepare budgets, amendments and forecasts working with the Country Director and others• Provide Head Office with all necessary financial information both proactively and on request • Ensure donor reports and requirements are complied with to maximise available funding• Monitor and control the balance sheet accounts• Be an integral part of the country management structure, ensuring that the appropriate financial reporting is submitted in an accurate and timely manner.• Process and analyse field financial data to ensure that Merlin’s accounts are a true and fair reflection of the current financial situation

Procedures, Systems and Controls• Ensure compliance with local regulations in respect of financial and other matters (e.g. Registration, Foreign Exchange, taxation and labour laws).• Ensure compliance with the financial and other requirements of donors• Ensure the development and implementation of in-country financial security guidelines and regularly review their effectiveness and the compliance of all staff with these guidelines• Conduct internal audits for the field sites every three months, to ensure that all financial and administrative procedures are carried out in line with Merlin policies and guidelines and local Legislation• Regularly review the financial and reporting systems to ensure that they continue to be fit for purpose• Lead the country teams in improving and maintaining adequate financial controls and procedures in the field• Create and maintain systems that flow into and inform programmatic, logistics and HR operations at a Country Management Team level.

Treasury• Co-ordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the programmes• Ensure that payments are made in a timely and secure manner across all the country operations• Along with the finance department in Head Office, ensure that all debts are recovered promptly• Be fully aware of the overall cash flow position of the country liaising with the treasury function in Head Office.• Compile and maintain the cash flow forecast for all country projects, and ensure that all donor debts are recovered promptly

Donor Reporting & Monitoring of expenditure• Prepare donor financial reports in line with donor reporting requriements• Monitor ongoing levels of expenditure on individual programmes against budget, and provide timely advice of likely over or under-spends to the Country Management Team, and the relevant Programme & Finance teams in head office.• Ensure respective Programme Coordinators and Programme Managers understand variance implications and how to respond to and manage them effectively.

External Relationships & Compliance • Ensure that contractual commitments (e.g. for the rental of vehicles and/or premises) are financially sound and appropriate for the circumstances of the programme. • Liaise with local legal advisors when necessary• Ensure appropriate and timely contact with in-country government agencies to ensure that all legal requirements are met, e.g. work permits, import licences • Liaise with International NGO Finance Directors in-country and actively participate in inter-agency co-ordination meetings.

Management and training• Manage and support the performance and development of the in-country finance and administration staff, to ensure the provision of an efficient and effective service. • Make regular visits to Field sites for monitoring and supervision purposes• Provide financial support, training and advice to all individuals in country.

Since the first days of its involvement in Pakistan in 1999, ACTED has always combined a strong emergency response capacity to address the regular humanitarian disasters that affect the country – be they related to conflict or natural disaster, and a steady focus towards development for Pakistan. In July 2010, populations were confronted with the worst flooding the country has ever faced. In a country already struggling with the enduring challenges of conflict and food insecurity, the unprecedented floods that swept through Pakistan and affected 20 million people, presented the population with immense challenges to overcome. ACTED and its partners have been working throughout 2010 and 2011 to support communities in Pakistan as they have struggled to overcome this latest disaster and the chronic issues of escaping conflict and achieving food security. There is still much to do to support communities recover from the floods, as well as those still facing the grim spectres of conflict and food insecurity. ACTED continues its efforts to assist those vulnerable communities rebuild their lives, with a specific focus on food security interventions, support to sustainable livelihoods, with disaster risk reduction components.

III. Position Profile

  1. Ensure ACTED Representation in the area of activity
  • Representation vis-à-vis provincial authorities:Participate in official meetings to ensure maximum visibility vis-à-vis provincial authorities.
  • Representation vis-à-vis Donors:Establish and update contact details of potential Donors active in the area of activity;Participate in Donor meetings at provincial level and communicate relevant information to the Country Director;Circulate the Annual Report.

  1. Contribute to the development of a global intervention strategy and to support its implementation at provincial level
  • Analyse the context and develop strategic plans, in consultation with the Country Director:Gather and analyse information regarding opportunities and risk;Define an operational strategy for finances and HR.

  1. Oversee Staff and Security
  • Guide and direct the staff of the area of intervention:Organise and lead coordination meetings;Prepare and follow work plans;Ensure a positive working environment and good team dynamics (solve out potential conflicts);Promote team working conditions in the limit of private life;Adapt the organigramme and ToRs of personnel according to the area development;Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Administrator with recommendations (new position, changes to contract or salary etc.);
  • Contribute to the recruitment of expatriate staff:Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for open vacancies; if necessary undertake phone interviews with candidates;When requested by HQ, undertake interviews of expatriate candidates living in the area of intervention.
  • Oversee staff security:In cooperation with the Area Security Officer, monitor the local security situation and inform both Country Security Officer and Country Director of developments through regular written reports;Update the security guidelines in the area of intervention;Ensure that security procedures are respected by the whole staff.

Pakistan: Chief of Party Pakistan

About the role Plan has been operating in Pakistan since 1997 and has active programming in education, health, governance, livelihoods, and disaster risk management. The Sindh Community Mobilization Programme project will engage communities to consolidate, design, and build new schools, and to increase girls’ enrolment and improve the nutrition status of children.

Serving as the key liaison with USAID, the COP is responsible and has authority and oversight for the entire programme, ensuring high quality implementation, achievement of project objectives, and donor and Plan compliance. The COP provides managerial and technical support throughout the implementation of the project, including management of key personnel and sub-grantees, ensuring an integrated vision among different components and actors, and ensuring achievement of project requirements.

This is a five-year position based in Sindh province.

Pakistan: WASH Coordinator

The 2010 Pakistan floods began in late July 2010, resulting from heavy monsoon rains in the Khyber Pukthoonkhwa, Sindh, Punjab and Baluchistan regions of Pakistan and affected the Indus River basin. Approximately one-fifth of Pakistan's total land area was underwater, approximately 796,095 square kilometres (307,374 sq mi). According to Pakistani government data the floods directly affected about 20 million people, mostly by destruction of property, livelihood and infrastructure, with a death toll of close to 2,000 .

In 2011, again the Southern parts (Sindh province in particular) were again hit by monsoon torrential rains and riverine floods. District Sangarh, Badin, Umer Kot & Mirpur Khas and other lower parts were worst affected this time. This time property and crops lost was higher and comparatively less response by the humanitarian agencies as was in the massive 2010 floods.

In July 2012, one district of Sindh province was about to be declared drought affected by the Govt that the late monsoon hit Sindh. Then in August, monsoon rains drenched Sukkhur, Shikarpur and Jacobabad districts. Although the Govt of Pakistan has not called for any international assistance, preliminary reports indicate that families have lost their homes and livelihoods and are in need of assistance.

Militancy in Khyber Pukthoonkhwa:

Since 2008, fighting between Pakistani forces and armed opposition groups (militants) in the Federally Administered Tribal Areas (FATA) of Pakistan has led to series of large-scale displacement crises. In response, the government of Pakistan in collaboration with UNHCR established a number of camps for IDPs, the largest of which is Jalozai camp located near Peshawar in Khyber Pakhtunkhwa province. At the end of 2011, it was projected that the majority of IDPs living in and around Jalozai would soon return to their areas of origin. However, military operations in Khyber Agency which began in January quickly led to the displacement of approximately 63,000 additional families to the Peshawar area – 10% of whom have settled in Jalozai, and 90% of whom are living off-camp in Peshawar and Nowshera. The IRC has been responding the needs of IDPs by providing them with education, WASH and protection services since the launch of military operations in 2008.

Objective:

In the next month, the IRC Pakistan seeks to develop new emergency Environmental Health projects in KP and Sindh for submission to the Pakistan ERF, Concern’s Rapid Fund, and ECHO. These proposals will require strong needs assessments to inform the design of appropriate interventions and prove the relevance of proposed projects to donors. Technical expertise is required to accurately assess WASH needs and develop WASH programs which will respond appropriately to those needs.

Specific responsibilities:

Management:• Oversee the recruitment of a WASH assessment team in Sindh, and manage the activities of the WASH assessment teams in Sindh and KP

Technical:• Based on available data (OCHA bulletins, MIRA report, reports from and coordination with other humanitarian actors), identify appropriate areas of Sindh and KP/FATA where EH needs are reported but are not covered and require further assessments • Work with ex-EH Coordinator for Sindh (currently District Manager) to assemble assessment team• Supply appropriate EH assessment data collection tools • Lead existing KP team and newly assembled Sindh teams through rapid assessments in selected districtso Assess current knowledge, attitude and practices related to key hygiene behaviour with a focus on safe water management, hand washing, excreta and solid waste disposal amongst the target community.o Explore existing EH conditions in health facilities: access to safe water, sanitary facilities, solid and waste management facilitieso Identify critical unmet EH needso Identify the constraints/challenges faced by water users: flood/conflict damage, cultural restrictions, etc• Prepare presentable assessment reports that can be shared with donors and other actors• Using assessment data, develop EH interventions that respond in appropriate ways to the specific identified needs, such as:o Provision of clean drinking water (where, how, design) o Household sanitation facilities (for who, design)o Sanitation facilities for health facilities (including latrines, hand washing spots, bathing areas, drainage and solid-waste removal) o Hygiene promotion (in coordination with PEFSA project)• Prepare IRC logframes for EH activities that can be adapted for upcoming project proposals• Ensure that disaster risk reduction strategies and sustainability/durability of intervention are prioritized throughout development of new projects

Main purpose of the roleThe Logistics Manager is responsible for ensuring sound logistics practices and rigorous controls are in place in-country. This role provides leadership, technical support and capacity building to the international and country logistics staff in all areas of their roles. And as part of the Country Management Team, this role also provides strategic and operational logistics advice to the Country Director and the rest of the management team. This role is also responsible for reviewing and improving logistics policies & procedures, and for leading on specific logistics projects and initiatives.

Senior Leadership and Management Responsibilities• Co-ordination and overall responsibility of all programme logistics; develop the country procedures, guidelines and policies for the management of procurement, vehicle fleets, communication systems, emergency preparedness, IT and security in line with Merlin guidelines and procedures.• Ensure that Merlin minimum standards of logistics procedures and country policies are understood and adhered to throughout the country programme, briefing and training all relevant staff as required.• As part of the Country Management Team (CMT) contribute to the development and implementation of the country strategy. COPAK requires the services of a national contractor to oversee the implementation of UNODC activities under the Country Programme in Khyber Pakhtunkhwa. It is expected the contractor will liaise with law enforcement, criminal justice and health institutions, as well as collect and maintain information and data relevant in related areas.

MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK.The objective of the assignment is to liaise with law enforcement, criminal justice and health authorities in Khyber Pakhtunkhwa regarding the implementation of technical assistance under the UNODC Country Programme. Contracts based on daily fee

The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.   1. BACKGROUNDUNODC Country Office (COPAK) is mandated to provide the Government of Pakistan (GOP) with technical assistance to enhance the capacity of national authorities to tackle drug trafficking. The government-endorsed Country Programme 2010-2014 identifies key outputs with specific activities which contribute to the overall improvement of relevant systems, processes and knowledge. In addition, UNODC headquarters has an equal mandate to support the actions of regional actors in Central Asia. A region-wide awareness of the methods and process required to cooperate in the pursuit of drug traffickers will ensure that regional cooperation is not a limiting aspect of drug control.
    A regional cooperation and training programme will include a review of national legislation/regulations and provide an overview of compatibility of law enforcement approaches. The training programme will provide a suite of state-of-the-art knowledge-based tools that officers can use to increase their interaction with cross-border counterparts. The consultant will review existing policies, integrate international best practices, adapt practices to the Central Asia setting and provide recommendations for implementation of procedures. The outcome of this consultancy will result in a clear set of principles, procedure and documentation to assist in the establishment of a region-wide regime of illicit drug control enforcement.
  2. MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.The objective of the consultancy is to create a set of documents (manual, policy and handbook) that will be used by officers, policy makers and foreign affairs attaches to address the needs of regional cooperation.
    The consultancy has one key outcome:

Training package: The package will include full course schedule, outline and notes, manual, cases studies (narcotics cases should be included, although other case types be used later for trainees related to other crime types), and presentation materials for different sessions. Pakistan: International Consultant for Afghan Opiate Trade Programme

MAIN OBJECTIVES AND DELIVERABLES OF THE PROPOSED ANALYTICAL WORK.Assignment objective: The consultant will prepare an analytical report assessing the level and the extent of the opiate trade via the southern route. The study will also include an analysis of acetic anhydride trafficking (heroin precursor) to Afghanistan via the southern route.The consultant will be based in Islamabad with frequent travels in the region. S/he will work under the overall managerial supervision of the Afghan Opiate Trade Programme Manager in STAS and administrative supervision of UNODC Pakistan office Representative. Consultant will liaise with fellow UNODC research officers in the region and at Headquarters. For the purpose of data/information collection, and under the guidance of the responsible UNODC staff, the consultant will establish and maintain contacts with relevant government officials as well as relevant international/national agencies and NGOs. The consultant is expected to produce an analytical report assessing the level of opiate trade on the southern route, with a specific focus on heroin trafficking routes and flows (including volume) and precursor trafficking. The report will also include information on the nature and the extent of the involvement of organized crime in the opiate trade. More specifically s/he will:• Preparation of study on heroin and acetic anhydride trafficking via southern route;• Collect and analyze data/information on heroin/opium trafficking routes;• Collect information and analyze acetic anhydride flows to Afghanistan;• Analyze the main beneficiaries of the heroin/opium trade;• Analyze the role and the modus operandi of organized crime located;• Collect and analyze data/information on opiate prices and purity;• Assist the research capacity building activities in Pakistan; and • Execute other duties given by the Afghan Opiate Trade Programme.

Expected DeliverablesA written report (approx.35,000 words). [The report will have to be prepared in close consultation with the Programme Manager of Afghan Opiate Trade Project and the Representative of UNODC Country Office for Pakistan. Due date for the draft report is 1 May 2013. The final report is due 1 June 2013. The outputs should be delivered by email in English in Word format on the specified dates.]Weekly progress reports.NB. The copyright of the all versions of the report remains with UNODC.
