1. BACKGROUNDThe United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.
2. MAIN OBJECTIVES AND DELIVERABLES OF THE PROPOSED ANALYTICAL WORK.Assignment objective: The consultant will prepare an analytical report assessing the level and the extent of the opiate trade via the southern route. The study will also include an analysis of acetic anhydride trafficking (heroin precursor) to Afghanistan via the southern route.The consultant will be based in Islamabad with frequent travels in the region. S/he will work under the overall managerial supervision of the Afghan Opiate Trade Programme Manager in STAS and administrative supervision of UNODC Pakistan office Representative. Consultant will liaise with fellow UNODC research officers in the region and at Headquarters. For the purpose of data/information collection, and under the guidance of the responsible UNODC staff, the consultant will establish and maintain contacts with relevant government officials as well as relevant international/national agencies and NGOs. The consultant is expected to produce an analytical report assessing the level of opiate trade on the southern route, with a specific focus on heroin trafficking routes and flows (including volume) and precursor trafficking. The report will also include information on the nature and the extent of the involvement of organized crime in the opiate trade. More specifically s/he will:• Preparation of study on heroin and acetic anhydride trafficking via southern route;• Collect and analyze data/information on heroin/opium trafficking routes;• Collect information and analyze acetic anhydride flows to Afghanistan;• Analyze the main beneficiaries of the heroin/opium trade;• Analyze the role and the modus operandi of organized crime located;• Collect and analyze data/information on opiate prices and purity;• Assist the research capacity building activities in Pakistan; and • Execute other duties given by the Afghan Opiate Trade Programme.

Expected DeliverablesA written report (approx.35,000 words). [The report will have to be prepared in close consultation with the Programme Manager of Afghan Opiate Trade Project and the Representative of UNODC Country Office for Pakistan. Due date for the draft report is 1 May 2013. The final report is due 1 June 2013. The outputs should be delivered by email in English in Word format on the specified dates.]Weekly progress reports.NB. The copyright of the all versions of the report remains with UNODC. The work of the consultant will be acknowledged in the study.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS• Knowledge of and/or expertise in statistics, social sciences, economics, or closely related field with sound knowledge of illicit drug related topics (trafficking, abuse, production, etc.)• Minimum 4 years work experience in areas of drugs and crime, at the national and the international level; • Experience in data/information collection and data analysis • Fluency in English, including excellent drafting skills.

Performance indicators for evaluation of result All the outputs should meet the satisfaction of UNODC (as assessed by Programme manager of Afghan Opiate Trade Programme and the representative of the UNODC Country Office for Pakistan) according to the following indicators:• Quality of the documents produced• Technical competence• Timeliness of the delivery

The consultant will be issued an Individual Contract and paid in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates.5. FINANCIAL PROPOSAL

• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;Travelling would not be required under this assignment or consultancy.

EVALUATIONIndividual consultants will be evaluated based on the following methodologies:1.
