ERRB works with partners to strengthen the global public health workforce, support public health systems, and strive for program sustainability through key strategies that emphasize applying public health science and practice and demonstrating measurable public health results. The ERRB Branch uses training and consultation to help ministries of health (MOHs) to make short-term interventions and develop health systems to address health threats with Refugees and Individually Displaced People in affected countries.

The incumbent will serve as Epidemiologist in providing substantial input in the day-to-day technical and scientific planning, implementation and analysis of scientific research studies conducted by other scientists.

DUTIES:

As an epidemiologist you will:

· Develop policy and objectives, appraise programs, and initiate requirements for reproductive health epidemiological studies.

· Provide technical advice and assistance in the development of criteria and standards for the planning, implementation, and evaluation of contract, grant, and/or cooperative agreement proposals.

· Design, plan and initiate reproductive health epidemiologic studies, surveys, and investigations.

· Conduct research of existing literature and data in a specialty area, and preparing and/or presenting summaries for a variety of purposes.

· Serve as a national or internationally recognized consultant and expert on epidemiological issues on critical problems in the field of epidemiology.

· Evaluate data collection, quality control, and data utilization methods used to study epidemiological problems and issues.

· Serve as a project coordinator and recommends resources for epidemiologic projects.

· Identify or develop appropriate intervention methods to identify, treat or resolve emerging reproductive health issues.

· Serve as senior reproductive health subject matter expert and recommend resources for reproductive health epidemiologic projects.

· Represent the agency on reproductive health epidemiological issues.

South Sudan: Emergency Reproductive Health Manager

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 927,000 people have been displaced across six states, Central Equatoria, Unity, Lakes, Upper Nile, Jonglei and Warap. Th e IRC South Sudan country program has been responding to the ongoing emergency and is looking to increase its emergency response to assist with this.

SCOPE OF WORK:

The Emergency Reproductive Health (RH) Manager is the focal point for the IRC’s Emergency Reproductive Health care services in South Sudan. The Emergency RH Manager ensures that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations).

He/she reports to the Health Coordinator and works closely with the Health Managers in those program sites where he/she will be supporting the RH program teams and activities (Bor and Bentiu and possibly other locations).

RESPONSIBILITIES:

Under the supervision of the Health Coordinator, the Emergency RH Manager is responsible for:

* Program Management

  • Ensure that proposed emergency RH interventions are guided by the MISP (Minimum Ini tial Service Package for RH in Crisis Situations), including the following services/activities: Facility deliveries, Emergency Obstetric Care (EMOC) or referrals for EMOC, Early neonatal care, Family Planning, Post-Abortion Care, Screening of blood donors and safe blood transfusions, Clinical Care for Survivors of Sexual Assault (CCSAS), antenatal and post-natal care services;
  • and oversee the implementation of good quality RH program activities;
  • Ensure that all stated RH goals and objectives are met, that projects are monitored, and that reports are submitted in a timely manner;
  • Ensure with proper RH data recording in the IRC supported facilities, assisting with the compilation of data and production of RH reports on a regular and timely manner;
  • Provide technical oversight and training to field-based health staff in the area of RH, with an emphasis on national staff capacity building;
  • Scale up of Community Mobilization on RH;
  • Implementing strategies to increase Family Planning (FP) uptake with a special focus on community awareness raising and ensuring the availability of FP supplies in IRC supported facilities;
  • Implement trainings to create capacity for MVA and long term family planning service provision at all supported PHCCs;
  • Assisting the Health Coordinator in proposal writing for RH funding opportunities;
  • Continuously assessing RH needs and suggesting new projects to address identified unmet needs;
  • Work closely with the IRC’s WPE or GBV teams at the field level to implement holistic programming to meet the diverse and unique needs of women and girls;
  • Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory;
  • Any other duties as assigned by the supervisor to enable and develop IRC programs.

* Grants Management and Reporting

  • Mana ge and oversee all the health grants; develop and maintain work, spending and procurement plans for all projects;
  • Participate in Grants Opening, Mid-Term and Closing meetings when possible;
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required;
  • Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

* Staff Management

  • Recruit national staff in conjunction with the Human Resources Department;
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the Health program;
  • Supervise the RH staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met;
  • Undertake RH capacity-development activities/training for RH and clinical health staff;
  • Work closely with Health Managers to build their capacity to oversee RH activities.

* Coordination and Representation

  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate;
  • Represent the IRC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.

REQUIREMENTS:

* Health professional (MD, RN, PA or CO) with strong public health background, MPH preferred;

* 3 years experience in coordinating, implementing and managing reproductive health programs in emergency contexts and/or refugee settings;

* Experience in technically supervising reproductive health staff in a complex setting;

* Thorough understanding of gender-based violence response protocols and service provision;

* Ability to validate and interpret health data;

* Demonstrated ability to support and build staff capacity;

* Ability to work independently and as a collaborative team member;

* Fluency in English;

* Excellent oral and written communication skills;

* Ability to live in a high security environment;

* Excellent computer skills: MS Word, Excel, PowerPoint, EpiIinfo/SPSS, Outlook and the internet.

WORK ENVIRONMENT:

* Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING:

* Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites, accommodation ranges from tents to traditional huts to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.

Papua New Guinea: Reproductive Health Manager

The Reproductive Health Manager is the focal point for PSI/PNGs reproductive health activities in Vanimo of the West Sepik Province in Papua New Guinea; s/he reports to the Program Director and works closely with the HMM Project team for specific program sites. The Reproductive Health Manager ensures the implementation of good quality reproductive health program activities, in accordance with national and international standards. The HMM Project is implemented through a network of community volunteers and with a funding from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM).

Start Date: September 1, 2014 for a period of 2 years.

Key duties include:

• Manage the set up and implementation of Reproductive Health activities in West Sepik province
• Manage and supervise all reproductive health staff based working under the West Sepik HMM program

• Timely report to CR on any safety and security incident that might occurs in the project area of intervention
• Contribute to the quarterly internal progress reports to DC
• Ensure proper filing and archiving system in Vanimo
• Quarterly RH program progress report to be submitted and discussed with local provincial authorities (PDoH).
• Contribute to the preparation of accurate and timely quarterly reports for submission to the donor.

  1. GENERAL DESCRIPTIONHealthNet TPO’s programme in South Sudan dates back to 1996. HealthNet TPO mission is to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. PURPOSE OF POSITIONThe Public Health/Reproductive Health Advisor is responsible for strengthening the institutional and operational technical capacity in the area of reproductive health in the health care system implemented by the County Health Departments HNTPO is active in the Bahr el Ghazal States.

  3. CORE RESPONSIBILITIES AND TASKS:
    • Provide technical assistance to the County Health Departments across the two States in the development and implementation of practical approaches for strengthening Reproductive Health services delivered at health facility and at community level.
    • Support the CHD in the implementation of the national strategies and frameworks for Sexual and Reproductive Health particular on EmONC, youth friendly sexual and reproductive health services, family planning and birth spacing.
    • Support the States Ministry of Health towards capacity building in the CHD and the HF’s, using training modalities, and retention of qualified human resources for maternal health and family planning, including training of midwives and enhancing midwifery skills among other health service providers.
    • Support CHDs in the preparation of annual work plans.
    • Assist the CHDs in preparation and implementation of guidelines that include strategies to reach youth and rural populations with reproductive health and family planning services.
    • Advise in and support the development, consensus building and introduction of effective coordination mechanisms for Reproductive Health in BPHS interventions.
    • Advise in and ensure the realistic planning and implementation of basic services provision.
    • Support and accompany the CHD in supervision visits and ensuring direct follow up activities on identified gaps.
    • Responsible for the monthly, quarterly and annual project reports.
    • Participate in the county level, and state level PH/RH meetings and related technical working groups.

    • Advanced degree in Public Health/ Reproductive Health or related discipline.

    • Affinity with and proven experience / skills in institutional capacity development.
    • Excellent written and spoken English is required, the ability to speak Arabic or any of the local languages in the Bahr el Ghazal region a distinct advantage.

Background Information

The availability of quality socio-economic and demographic statistics in Liberia is seriously hampered by a combination of low economic and human development with a fragile situation resulting from the long civil war. Formulating post-conflict policy responses and designing effective development programmes, including macro-economic management, preparation and implementation of poverty reduction programmes, monitoring programmes towards the MDGs, etc., require the timely availability of demographic, health, education, economic and many other types of data at the national, local and sectoral levels. The development of data collection tools as well as the collection, analysis and use of data at different levels, including at policy and program level, is critical for development.

It is against this background that UNFPA Liberia wishes to engage the services of an international consultant to build the capacity of strategic partners, including implementing partners, in overall data management for effective reporting on results.and specifically to conduct the GPRHCS annual survey

Responsibilities of the Consultant:

• Build national capacity in the conduct of scientific annual surveys to measure annual progress against set indicators.• Specifically support national efforts to conduct of the 2013 GPRHCS survey ensuring adequate and effective skills transfer in the process.• Provide guidance in the establishment of baseline data for program indicators including on an annual basis hence setting a basis for reporting on demonstrable annual results.• Build capacity in the development, management, maintenance and use of databases.• Provide technical support for data collection, analysis and using data to report on results against annual work plans.. • Ensure that technical and programme knowledge is updated, generated, collected and disseminated for effective technical support, capacity building and policy dialogues.Conduct other related tasks as directed by the Representative.

Work modalities and partnerships

For the GPRHCS survey, the consultant will work closely with a national consultant, the Assistant Representative and the P&D Officer ensuring skills transfer in the process. H/She will work in close partnership with the Ministry of Health and Social Welfare and the Liberia Statistics and GIS Office building their capacity in the process.

H/She will also work with implementing partners and NPOs in the development of the program database and in designing monitoring data collection tools for the 2014 Annual work plans for effective reporting on results.

DepartmentThe Health and Policy Department provides strategic and technical leadership and support to ensure the effective development and implementation of quality health programmes and enhance Merlin’s health sector profile in the UK and internationally, in order to implement Merlin’s mission and achieve the organisational goals and strategy. Background

In 2010, Merlin secured substantial funding from a major US foundation to strengthen organisational capacity to reduce maternal mortality and morbidity by increasing access to quality reproductive health (RH) services with a particular emphasis on family planning and post abortion care.

The second phase of this Family Planning Approach (FPA2) programme will continue to build on achievements of the 3 interlinked projects implemented across several departments in Merlin Head Office; and in specific geographic areas within Merlin’s programmes in Democratic Republic of Congo (DRC) and Pakistan. In addition to increasing access to services in each country, the programme aims to strengthen technical skills and knowledge of providers and supervisors; strengthen the commodity supply chain management; strengthen quality assurance and impact measurement process and tools. Lessons learned will be used to roll out and scale up these services across Merlin’s country portfolio and inform and influence other health sector actors working in fragile contexts.

Main purpose of the roleThe FPA Reproductive Health Manager has a key role in ensuring successful implementation of the FPA 2 program. He/She will line manage the FP/PAC learning and development coordinator and the regional SRH coordinator and will provide necessary technical and management support to the program staff to ensure the implementation of the FPA head office component of the program on time and on budget. The post holder will also provide the technical support across the organization on the planning and implementation of RH activities at the organizational and country levels. This role is expected to foster good working relationships and reinforce partnerships at global, regional and country levels with the donors, collaborating INGOs and the MOH.

End-of-Project Performance Evaluation

TMG is seeking a team leader for an end-of-project evaluation of a USAID/Nigeria-supported activity to improve the enabling environment for family planning/reproductive health (FP/RH). The activity offers leadership development activities in FP/RH to traditional and religious leaders as well as political office holders in 3 selected states (Niger, Sokoto and Zamfara) in northern Nigeria. The purpose of the evaluation is to determine the levels of achievement of expected results and to document best practices and lessons learned during project implementation. The evaluation will also assess the challenges faced during project implementation and suggest directions for future USAID activities to improve the enabling environment for FP/RH in northern Nigeria.The evaluation field work will occur in Nigeria from o/aOctober 14 - 26. A total LOE of 35 working days is allocated, including travel time, document review and report preparation prior to and following departure from country, with a six-day work week approved while on assignment in Nigeria.

Team Leader:The team leader will be responsible for overall management of the evaluation, including coordinating and packaging the deliverables in consultation with other members of the team. The team leader will develop tools for the evaluation in collaboration with the team member and NMEMS II and share it with USAID/Nigeria. The team leader will develop the outline for the draft report, present the report and after incorporating USAID/Nigeria staff comments if necessary, submit the final report to USAID/Nigeria within the prescribed timeline.

Skills/Experience:

The Team Leader should have:
-Advanced degree in public health, sociology or related field

The SHARP (South Sudan Health Action and Research Project) has 4 main pillars: 1) Improve access to and utilization of Emergency Obstetric and Newborn Care (EmONC) services; 2) Women, families and communities know their RH rights and responsibilities and are supported in claiming quality RH services; and 3) RH governance increased through evidence-based policies, planning and practice. The SHARP project has both State MOH and County (facility) level components.

The RH Advisor will have the main supervisory responsibility for the management of SHARP and coordinate closely with the Health Pooled Fund Project that supports Wau county in the provision of primary health care and emergency obstetric care. S/he will work closely with SMOH, and HPF implementing partners in each county.

The position will be based in Wau as the majority of the health facilities that SHARP supports are in Wau County. For those SHARP supported facilities/activities in Raja, the RH Advisor will also regularly have to travel to Raja and on occasion to Juba.

ESSENTIAL RESPONSIBILITIES:

Program Management

In response to the influx of refugees from South Kordofan, the IRC South Sudan has established a Women & Girls Wellness Centre in Yida Camp. The centre provides holistic health and emotional support services to refugees, combining both reproductive health care and psychosocial support for vulnerable refugee women and girls. A new refugee site is being established in Ajuong Thok, which will accommodate up to 20,000 refugees. The IRC is establishing a similar Women & Girls Wellness Centre within this new camp.

SCOPE OF WORK:

The Emergency Reproductive Health Manager will manage the health program implementation in the Ajoung Thok refugee camp. The manager will also be responsible for monitoring and reporting to ensure quality of service within a portfolio that will include basic delivery care, ante-natal and post-natal services, clinical management of rape, sexually transmitted infection (STI) treatment and awareness raising, family planning services and post-abortion care.

The Emergency Reproductive Health Program Manager will report to the Health Coordinator, with a dotted line to the Emergency Field Coordinator for Unity State in terms of day-to-day operations and security.

RESPONSIBILITIES:

Management of the reproductive health program in Ajuong to ensure that the RH services are provided in accordance to MISP standards and Health services in line with Ministry of Health/WHO standard guidelines. Ensure that the program is implemented according to schedule and budget, and that project objectives are met.Lead the Health emergency team in Ajuong. Provide ongoing supervision, training and technical support and guidance to national staff. Hold regular meetings with program staff to discuss issues, problems, accomplishments, and assist in finding solutions to problems identified. PSI seeks a Technical Advisor, Reproductive Health to assist the Chief of Party and support the Reproductive Health programs under the USAID-funded Regional Reproductive Health project in West Africa. The position will likely be based in Accra, Ghana and will support countries in Francophone West and Central Africa. The Reproductive Health Technical Advisor will report to the Chief of Party.

RESPONSIBILITIES:

• Work in close collaboration with the Chief of Party and the program technical staff to provide strategic inputs to the programs’ activities.• Monitor program results and be responsible for ensuring that the program provides high quality technical services, meets its annual targets, and maximizes health impact.• Participate in the development of appropriate high impact service delivery models and advocacy tools based on local country context and international best practices. Compile, review, and prepare technical and other reports required by USAID and PSI/W.• Provide technical oversight and strategic direction for program implementation and development.• Work with partners to optimize reproductive health programs and build the capacity of the community, the government, and the regional partners to sustain the health impact of the program. • Develop and disseminate project case studies and/or other technical briefers/program highlight documents.• Ensure technical compliance and adherence to quality assurance standards and policies for FP/RH activities• Represent project at relevant stakeholder meetings and technical fora• Serve as Chief of Party when s/he is away from the program.

QUALIFICATIONS:

• At least 10 years of experience in successfully managing complex projects and maintaining consistent standards and quality • A clinical degree (MD, MW, RN) required; a combined clinical degree with an MPH preferred• Minimum 5 years experience managing Reproductive Health/ Family Planning programs, preferably in the West and Central Africa region.• Experience with implementing and managing USAID funded international health project design, monitoring and evaluation methodologies.• Background in clinical and community-based FP service delivery approaches; working with governments, NGOs and the private sector• Experience testing and adapting service delivery models and approaches to a variety of contexts and organizations• Experience developing reproductive health capacity at individual and organizational level.• Experience in policy analysis, developing and implementing advocacy plans/strategies• Experience managing, implementing, and evaluating large complex projects involving the collection, analysis and presentation of health and population data that covers the full range of technical, field and administrative skills required for successful implementation of short and long term family planning methods and interventions.• Solid skills in data analysis, synthesis, reporting and presentation• Well organized, attentive to detail, with an ability to multitask.• Works well independently and in teams.• Fluency in English and French required

The IRC has been among the leaders in the field of reproductive health in conflict-affected settings for over fifteen years during which time enormous strides have been made in integrating and prioritizing reproductive health in humanitarian responses. IRC is a founding member of the Reproductive Health Response in Conflict Consortium and an active participant in the Interagency Working Group on Reproductive Health in Refugee Situations. Reproductive Health programs constitute the largest portion of IRC’s health programs.

IRC’s main reproductive health priority is Family Planning. The other priorities are the provision of quality reproductive health services in accordance with the MISP+ to populations affected by acute crises and promoting of facility deliveries. The RH team also works in close collaboration with the Women’s Protection and Empowerment Unit to provide quality clinical care for sexual assault survivors

The IRC for the past 2 years have been improving its emergency reproductive health response capacity and has a technical advisor to oversee implementation of the MISP+ and related activities in acute emergencies. The IRC strives to prepare disaster-prone countries to deliver RH services in new emergencies by conducting MISP+ trainings. Finally, the IRC also acts to ensure that medical supplies and kits are deployed in the first days of acute emergencies and that on-the-ground service provision are initiated quickly and effectively during acute emergencies.

Scope of Work:The main focus of work of the Reproductive Health Program Manager – Emergency response focus (RHPM-E) is to provide logistical, administrative and technical assistance to ensure timely initiation of reproductive health activities in IRC’s Health Emergency Responses. While the Emergency Reproductive Health Technical Advisor is deployed in a new emergency, the Emergency RH Program Manager will serve as the primary headquarters contact and provide a key link to the organization’s procurement, logistics, communications, finance and HR departments. Under the direction of the Emergency RH TA, the Program Manager will also channel information and data from the field to key constituents at IRC leadership, with donors and with other humanitarian practitioners.

Between acute emergencies, the Program Manager will assist the IRC’s RH team in its efforts to build RH capacity in emergencies and in IRC country programs. He/She will assist in the coordination of MISP+ trainings for IRC field staff and document lessons from the field.

The responsibilities of the RHPM-E also include managing the IRC’s emergency RH funding and expenditure, working with external relation department to disseminate information on IRC’s emergency RH responses to the media as well as other relevant parties and providing overall administrative and logistical support to RH programs and RH team members according to the direction of the Senior Technical Adviser for Reproductive Health (STA-RH)

The RHPM-E would also be the focal point for gathering semi-annual RH data from selected IRC country RH programs and preparation of IRC’s annual RH data report. He/she will also be responsible, under the guidance of the STA-RH for preparing . 1. Support to Implementation of RH Activities in Acute Emergencies

• Provide administrative and logistical assistance required for the successful implementation of the MISP during acute emergencies to TA and STAs for RH• Serve as communications focal point between Em- RH TA and IRC finance, logistics, procurement, human resources, and external relations during acute emergencies• Assist in the development, editing and review of proposals and tools related to IRC’s RH service delivery in emergencies• Review and track budgets related to Emergency RH interventions• Participate in weekly EPRU meetings• Arrange shipments and orders of RH supplies from the IRC warehouse and/or external vendors to emergency zone• Assist in the recruitment and deployment of additional RH staff as needed• Liaise with UNFPA/IMRES/Global Supply Chain to manage RH Emergency Kits /virtual stocks• Provide regular updates to IRC’s Health Unit, International Programs Department, and Senior Leadership about status of Em-RH activities• Draft and edit reports and other communication materials related to emergency RH activities (one-pagers, blog posts, field assessments, etc)

• Assist the STA, the TAs and country programs in organizing MISP trainings in collaboration with the Emergency RH TA and the STA-RH depending on filed needs and resource availability • Follow up of MISP trainings conducted in program countries, coordinate IRC participation in those trainings and ensure IRC field RH staff complete the MISP online training module• Maintain contact with regional SPRINT sections and keep track of MISP trainings and changes related to the MISP • Maintain constant communications with IRC country programs and inform them of resources and opportunities available for conducting MISP trainings in their countries

Papua New Guinea: Sexual and Reproductive Health Project Manager

The Sexual and Reproductive Health Project Manager will oversee the KTA Youth Project. The project has staff undertaking an established youth peer educator program to strengthen behaviour change and build demand for services and which will in 2013 incorporate new activities among more at risk youth in urban and peri urban locations. The role will also oversee staff focusing on a recently developed health service strengthening component that involves supporting the Autonomous Bougainville Government health department to model and improve sexual and reproductive health related service delivery in KTA Youth Project sites. This will involve a mixture of direct facility support and mentoring and working with regional authorities on broader health services systems and processes. The SRH Project Manager will have four direct reports and will have direct program oversight of a KTA Youth Project field office in Arawa. The SRH Project Manager will have responsibility for ensuring CIPNG country strategies and key program directions in Women’s Empowerment, and working with government and other partners is incorporated and implemented within the KTA Youth Project.
