KEY AREAS OF ACCOUNTABILITY:
Strategic
• Design/ Establish a citizen-led independent mechanism to monitor and influence the implementation and efficacy of accountability-related interventions that are part of Health Operational Plan (2012-15)
• Design and Implement Advocacy campaign and planning, including policy dialogues at community level and civil society in PHNP priority areas.
• set-up mechanisms for health accountability and laws.
• Develop and implement an in-house facilitation system to provide information, advice and complaint facilitation for consumers of RMNCH services
• Work with the Partnership Manager on establishing effective system of coordination with CSO and Develop community case management System
• Work with civil society to strengthen proactive disclosure of information and accountability in health departments, especially at the level of service delivery units.
• Develop and Implement mechanisms for availability of necessary information and facilitation to beneficiaries, beneficiary feedback system, complaint redress and community monitoring of health services.
• Budget Analysis/Budget Tracking of Health Ministry.
• Develop Advocacy Networks like (Child Rights Movement) but more specifically for health.
Regular
• Oversee the design, preparation and implementation of proposed program.
• Ensure that the Grants Management team review all grant agreements to ensure that the terms and conditions are acceptable and practicable
• Ensure that the GM team post all proposals, grant agreements, budgets and amendments on the IPU equivalent of CGRS, and that these are approved and circulated to appropriate staff, field offices and RO.
• Supervise the preparation of Financial CAP, 1st budget revision and 2nd budget revision
• Supervise the preparation of global/core budgets and inform the Deputy CD of Support Services of funding positions for various activities
• Ensure that your team, with the relevant program staff, review grants projection and advise the Budget Holders for cost extension, no cost extension and budget revisions
• Design tools/reports along with finance department to facilitate budget monitoring
• Review all sub-grant agreements and contracts to ensure that they fulfil donor’s/legal requirements with subsequent financial monitoring
• Participate in organizational strategic and operational planning
• Keep track of receivables and review draft AADS
• Ensure GM team members visit sub-offices and conduct trainings in grant compliance for all relevant staff in Pakistan

QUALIFICATIONS AND EXPERIENCE
• Masters in Public Health or Masters in Public policy.
• At least 5-10 years’ experience in Health Advocacy or Public health Management at scale in Pakistan and preferably other countries
• Experience in developing user friendly tools for budget monitoring
• A “Can do” and service oriented attitude
• Excellent management and communications skills
• Ability to work independently to a high professional standard
• Sensitive to the cultural & political environment
• Fluent spoken & written English language
• Knowledge of Pakistan and Region
