The IRC has been among the leaders in the field of reproductive health in conflict-affected settings for over fifteen years during which time enormous strides have been made in integrating and prioritizing reproductive health in humanitarian responses. IRC is a founding member of the Reproductive Health Response in Conflict Consortium and an active participant in the Interagency Working Group on Reproductive Health in Refugee Situations. Reproductive Health programs constitute the largest portion of IRC’s health programs.

IRC’s main reproductive health priority is Family Planning. The other priorities are the provision of quality reproductive health services in accordance with the MISP+ to populations affected by acute crises and promoting of facility deliveries. The RH team also works in close collaboration with the Women’s Protection and Empowerment Unit to provide quality clinical care for sexual assault survivors

The IRC for the past 2 years have been improving its emergency reproductive health response capacity and has a technical advisor to oversee implementation of the MISP+ and related activities in acute emergencies. The IRC strives to prepare disaster-prone countries to deliver RH services in new emergencies by conducting MISP+ trainings. Finally, the IRC also acts to ensure that medical supplies and kits are deployed in the first days of acute emergencies and that on-the-ground service provision are initiated quickly and effectively during acute emergencies.

Scope of Work:The main focus of work of the Reproductive Health Program Manager – Emergency response focus (RHPM-E) is to provide logistical, administrative and technical assistance to ensure timely initiation of reproductive health activities in IRC’s Health Emergency Responses. While the Emergency Reproductive Health Technical Advisor is deployed in a new emergency, the Emergency RH Program Manager will serve as the primary headquarters contact and provide a key link to the organization’s procurement, logistics, communications, finance and HR departments. Under the direction of the Emergency RH TA, the Program Manager will also channel information and data from the field to key constituents at IRC leadership, with donors and with other humanitarian practitioners.

Between acute emergencies, the Program Manager will assist the IRC’s RH team in its efforts to build RH capacity in emergencies and in IRC country programs. He/She will assist in the coordination of MISP+ trainings for IRC field staff and document lessons from the field.

The responsibilities of the RHPM-E also include managing the IRC’s emergency RH funding and expenditure, working with external relation department to disseminate information on IRC’s emergency RH responses to the media as well as other relevant parties and providing overall administrative and logistical support to RH programs and RH team members according to the direction of the Senior Technical Adviser for Reproductive Health (STA-RH)

The RHPM-E would also be the focal point for gathering semi-annual RH data from selected IRC country RH programs and preparation of IRC’s annual RH data report. He/she will also be responsible, under the guidance of the STA-RH for preparing . 1. Support to Implementation of RH Activities in Acute Emergencies

• Provide administrative and logistical assistance required for the successful implementation of the MISP during acute emergencies to TA and STAs for RH• Serve as communications focal point between Em- RH TA and IRC finance, logistics, procurement, human resources, and external relations during acute emergencies• Assist in the development, editing and review of proposals and tools related to IRC’s RH service delivery in emergencies• Review and track budgets related to Emergency RH interventions• Participate in weekly EPRU meetings• Arrange shipments and orders of RH supplies from the IRC warehouse and/or external vendors to emergency zone• Assist in the recruitment and deployment of additional RH staff as needed• Liaise with UNFPA/IMRES/Global Supply Chain to manage RH Emergency Kits /virtual stocks• Provide regular updates to IRC’s Health Unit, International Programs Department, and Senior Leadership about status of Em-RH activities• Draft and edit reports and other communication materials related to emergency RH activities (one-pagers, blog posts, field assessments, etc)

  1. Coordinate trainings and activities related to IRC’s emergency RH capacity

• Assist the STA, the TAs and country programs in organizing MISP trainings in collaboration with the Emergency RH TA and the STA-RH depending on filed needs and resource availability • Follow up of MISP trainings conducted in program countries, coordinate IRC participation in those trainings and ensure IRC field RH staff complete the MISP online training module• Maintain contact with regional SPRINT sections and keep track of MISP trainings and changes related to the MISP • Maintain constant communications with IRC country programs and inform them of resources and opportunities available for conducting MISP trainings in their countries

  1. Prepare the annual IRC RH data report• Maintain continuous communications with IRC countries’ RH programs, gather semi-annual RH data using the standard data collection questioner

• Prepare semi-annual IRC RH reports using the gathered data in collaboration with the STA-RH

Administrative Responsibilities• Schedule and participate in weekly RH Team meetings• Maintain an updated field RH staff contact list• Provide administrative and logistical assistance to the RH team as requested by the RH-STA during periods where the Em-RH TA is not deployed• Manage contracts with consultants and external vendors related to Em-RH matters• Conduct other activities as agreed with supervisor

    Note: Depending on the frequency and scale of emergencies, holidays and other matters, the two reproductive health managers might have to share each other’s responsibilities under the guidance of the STA-RH

    REQUIREMENTS:

• Bachelors Degree. Masters degree in public health or related field • 2 years of international work experience + demonstrated interest in reproductive health• Significant international travel experience including African countries• Excellent writing and editing skills: the ability to quickly draft professional documents and accurately review and edit professional documents written by others• Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment• Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with and motivate a variety of people in a multi-cultural environment• Flexible work attitude: the ability to work independently and work productively in a team environment and remain calm under pressure • Being proactive, imaginative and capable of taking initiative in all matters related to the position and the ability to communicate and discuss ideas within the RH team• Experience working with budgets preferred• English fluency. French language capacity a plus• Excellent computer skills: MS Word, Excel, and Desktop Publishing

This position is based in New York with field visits (approximately 10% of work time).
