PROGRAM BACKGROUND

The conflict in Syria is entering its fourth year and shows no sign of cessation. At December 2013, there were an estimated 2.4 million registered Syrian refugees in neighboring countries, with an additional 1.7 million people estimated to become registered refugees in 2014 due to ongoing conflict, deteriorating economic opportunities and unavailability of social services in Syria. The UN estimates that 6.5 million people are internally displaced within Syria, and a total of 9.3 million are in need of humanitarian assistance. The ongoing protracted nature of the displacement is resulting in deteriorating economic opportunities and shrinking social services. As a result, families are becoming more vulnerable over time as they exhaust both their funds and coping mechanisms, and the systems in host countries are struggling to support their needs.

JOB SUMMARY

The Monitoring & Evaluation Manager is a key position in the IMC Turkey ERT program responsible for cross-cutting programmatic information management, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports. The individual holding this position will be responsible for developing (in coordination with program staff), coordinating, maintaining and constantly improving M&E systems to collect information and analyze trends related to emergency response activities and donor requirements, using mobile technology and other technological solutions when feasible. This position entails regular and ongoing staff capacity building in M&E best practices. In addition, the M&E Manager will coordinate with the Regional M&E Coordinator on harmonizing regional approaches to data management and evidence building for IMC’s response to Syrian refugees and displaced populations.

ESSENTIAL RESPONSIBILITIES

Capacity Building

• Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data;
• Develop work plans to mentor and coach staff to build their capacity;
• Implement and train on program monitoring tools (e.g. PMP, IPTT);
• Train technical focal points on the use and interpretation of data;
• Test and implement flexible reporting structures and data collection mechanisms.

Program Monitoring

• Manage and modify country based database to manage cross-cutting sector data;
• Establish and maintain feedback mechanisms of program results for decision making;
• Adapt tools supported by International Medical Corps to ensure accountability measures and reporting are integrated in programming;
• Integrate mobile technology and other technological solutions where feasible;
• Perform other duties and responsibilities.

Assessment and Survey

• Coordinate and lead rapid assessments with prompt analysis and dissemination among stakeholders;
• Lead program personnel in the design, implementation and drafting results of household and KAP surveys;
• Design, implement, and draft reports for customer satisfaction surveys.

Quality Control

• Establish and maintain feedback mechanisms of program results for decision making;
• Adapt tools supported by International Medical Corps to ensure accountability measures and reporting are integrated in programming;
• Support the Regional M&E advisor in conducting quality assurance activities for key program interventions (water, sanitation and hygiene, mental health and psychosocial services, and primary health care);
• Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.

Other

• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;
• Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
• Represent the organization in the M&E and Assessment Working Groups promoting a positive image;

Qualifications:

• Masters level or higher degree in social science, statistics, international development; experience or background in epidemiology, public health, health information management, biostatistics or a related discipline is preferred;
• At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks;
• Demonstrated experience managing teams and building staff capacity within complex programming;
• Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;
• Experience with M&E approaches for key donors such as USAID, OFDA, ECHO, DfID and BPRM
• Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis; experience with various survey and rapid assessment approaches;
• Experience in database design and other tools for information management;
• Competent in MS Excel, word processing, Power Point and experience using statistical software EPI-Info, SPSS and STATA are a plus;
• Fluency in written and spoken English is essential. Arabic is preferred.

South Sudan: 14-344: M&E Officer

International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
In addition to the above, International Medical Corps is also providing emergency medical services out of four sites to tens of thousands of people who were displaced by the crisis started from 15th December 2013. Simultaneously, the organization is in the process of increasing its surge capacity and ramping up programming in order to respond to the countrywide emergency humanitarian needs emerging from the conflict erupted in December 2013.
JOB SUMMARY
International Medical Corps has a 4m+USD project in Maban providing emergency health, nutrition and medical services to more than 37,000 refugees living in two camps: Gendrassa and Kaya. Project interventions include all aspects of primary health care, nutrition education including supplementary feeding, reproductive health care and referral services for secondary health care etc.
International Medical Corps manages its program in Maban County of Upper Nile State from the town of Bunj where the organization has a compound to house more than a dozen expatiate and 20+ relocated staff. Some staff also reside in Kaya camp.
MONITORING AND EVALUATION/REPORTING OFFICER SCOPE OF WORK:

The M & E Officer will have two overarching tasks and will work with the Team Leader and technical teams (Health, Wash and Nutrition)
-Maintenance of IMC-SS health information systems
-Ensure proper data collection and management processes are in place and followed. On a daily basis, collecting and reviewing appropriate health, EPI, referrals and nutrition tally sheets from appropriate staff and updating the Emergency Response Information System.
-Using information reported in the ERIS, provide weekly statistical analysis and updates to relevant IMS-SS and HQ staff, and partners such as UNHCR and ACTED.
-On a monthly basis, update the internal IMC-SS HIS.
-Identify one national staff (Clinical Officer-level) to be trained on the ERIS, and HMIS in general.
-Assisting in training staff to understand and be confident in using a monitoring system
-Use IMC data to update the AJS, Measles and Meningitis line list, UNHCR HIS and MOH IDSR on a weekly basis (twice per week for AJS).
-Compiling a lessons learnt and assessment of the Maban response (3 month, 6 month)
-Continue and further develop implementation of the accountability mechanism currently used in the camp and host community
-Conduct gender sensitive focus group discussions to enhance community understanding of IMC
-Manage expectations of IMC programs in Gendrassa Camp and the Host Community and gather community feedback and health practices
-Work with health, hygiene and nutrition community promoter supervisors to build capacity of outreach workers. This includes trainings on the mandate of IMC, services we provide, locations we work, gathering feedback and complaints, and referral to accountability focal point.
-Working with the Team Leader and Medical Coordinator ensure a holistic view of the program is in place and assist and liaise with her where necessary.
-Provide input on proposals and reports, including technical writing as necessary
-Develop and review all proposal indicators, ensuring appropriate tracking mechanisms and data collection tools are in place.
Provide responses to ad-hoc data requests for Gendrassa Task Force, health partner and other relevant meetings.
-Provide general quality oversight of ERT programs, ensuring minimum standards are achieved in health, nutrition and WASH activities.

  • Develop and implement a monitoring tool to measure effectiveness of community outreach activities.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

  • Qualifications:•Degree-level qualification in Social Science, Public Health, Nutrition, Development Studies or a related field, including studies relating to research and statistical analysis; Master’s degree highly preferred;
    •At least two years’ experience managing M&E in an international NGO context;
    •Strong knowledge of donor reporting – particularly for USAID, OFDA, ECHO and UN agencies;
    •Demonstrated experience in applying quantitative and qualitative/participatory research methods;
    •Capacity to build the research and M&E skills of colleagues and community members;
    •Ability to write clearly and concisely and to translate complex concepts into non-technical language;
    •Operational knowledge of primary and secondary health care, WASH, nutrition and gender principles as they apply to development work;

Project DescriptionThe USAID Guatemala Policy Regulatory Support for Economic Growth Program (PRS) is implemented by the Crown Agents consortium, including Chemonics International and AGEXPORT, the local partner. The PRS project is designed to strengthen the institutional capacity of the Government of Guatemala to conduct food security programs that reduce chronic under-nutrition and rural poverty. The work under this Task Order derives from the Global Hunger and Food Security Initiative (GHFSI, also known as Feed the Future or FTF). The PRS project includes institutional strengthening and policy development for sustainable rural development, trade and environment, oriented to economic growth and food security of Guatemala.

The PRS contract had a base period of two years, during which the project supported key Feed the Future policy objectives in rural development, trade and environment with the Secretariat for Food Security and Nutrition (SESAN), the Ministry of Agriculture (MAGA), the Ministry of Economy (MINECO), Ministry of the Environment and Natural Resources (MARN) and FONTIERRA. During the option period the PRS project will continue supporting SESAN, MAGA and other government and private entities in policy and regulatory issues related to food security and rural development.

Role & ResponsibilitiesThe Monitoring and Evaluation Specialist (M&E Specialist) will support the Chief of Party in monitoring project operational plans, goals and results by verifying compliance with set indicators. He/she will establish procedures to obtain and validate the necessary information to assess indicators, impact and achievements of the project. He/she will be responsible for preparing weekly, monthly and quarterly reports, as well as assisting with drafting and writing success stories of the project.

The M&E Specialist will report to the project office in Guatemala City Monday to Friday, with potential trips to other regions of Guatemala as necessary. He/she will be supervised directly by the Chief of Party.

The M&E Specialist position will begin in March 2014 and end January 2015 (11 months). Biweekly timesheets of the M&E Specialist will be reviewed and approved by the Chief of Party. The M&E Specialist will be paid monthly.

Specific Responsibilities• Responsible for updating and maintaining the project’s monitoring system with indicators and verifiable results.• Record the progress of each indicator, as well as track the advancement of goals and activities for the project as laid out in the Annual Work Plan.• Responsible for the inventory and filing of digital and print backup documentation for all project deliverables and indicators.
• In conjunction with the Food Security Specialist and Rural Development Specialist, write reports which incorporate findings.• Present Weekly, Trimester, and Success Story reports to the Chief of Party for edits and revisions. • Attend weekly team meetings and provide feedback to specialists in order to improve project impact and execution.

Description:

The Database Development Volunteer will support database and tool development Program departments under the supervision of the M&E Manager. The M&E Unit supports Program teams in improving data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established throughout J/P HRO. Project teams such as Education, Community, Livelihoods, and Medical require assistance in developing database tools. The Database Development Volunteer will provide technical support to the M&E unit, within the POD department and will work closely with the Senior M&E Officer.

S/he may be assigned to focus on specific grants or projects that have the greatest need for database tools that can track service provision to beneficiaries over time as well as the location of beneficiary homes by decimal GPS coordinates. Such databases must respond to all information requirements of the concerned program and should be able to generate useful and accurate reports.

Additionally, s/he may be asked to create other data collection and management tools as assigned to her/him by the M&E Manager or the Program & Organizational development Manager (POD).

Responsibilities:

  1. System Developmento Assist M&E Manager in clarifying project information needs of Program staff based on observed and reported use of information.o Support project/program staff on ways to properly document, organize and capture program progress.o Identify strengths and weaknesses in existing data collection and management systems and propose solutions in cooperation with the M&E Manager.

How the GOAL Global M&E Advisor Role is Evolving

GOAL has invested considerably in the development of monitoring and evaluation over the past number of years; from the beginning where the post involved championing organizational investment in the scale up of M&E, to leading the establishment of country programme M&E units, and driving monitoring systems strengthening particularly in results based development programmes with a view to both donor and community accountability.

Key objectives of this role

Leadership/ Championing Investment in M&E: Consistent with GOAL’s value for money ethos, the M&E advisor must effectively communicate the necessity and value-added from on-going and increased investment in the M&E amid a competitive funding environment and competing organisational priorities.Strategic Planning: Playing a central role in providing senior management with an evidence basis for strategic planning.

Human Resources: supporting the GOAL HR function to hire and retain a high quality of M&E personnel in field. Line management of M&E professionals in the field and HO.

Coordination: acting as information cross roads in the organisation between programme technical team, head office senior management and M&E field staff, external consultants, GOAL finance team and academics.

Including:Leading discussions and resolution of M&E technical issues which span sectors technical team advisors, in order to support the integrated programme approach GOAL has adopted.

Updating senior management regularly on M&E and any organisational implications

Coordinating with internal audit regarding risks identified through M&E units

Evaluations: being the head office lead on technical review of country programme evaluations proposed, sharing experiences in similar evaluation designs from other country programmes, coordinating with relevant technical advisors, seeking opportunities to pilot innovative evaluation designs using both quantitative and qualitative methods.

Specific tasks would include:

Review of all evaluation terms of reference from country programmes and in coordination with the head of Programme Quality, provide HQ technical feedback and approval

Establishing new and maintaining existing mechanisms to enable country programme technical recommendations to be tracked through to implementation

Coordinate multi country thematic/sector specific evaluations

Dissemination/ Sharing of learning:

Sharing internal best practices found through evaluations with other country programmes, senior management, technical team members and within the M&E team in GOAL.

Sharing relevant journal/publication articles with technical team members on best practice or innovations that relate to M&E in their sector (Health, WASH, HIV, Nutrition, Livelihoods)

Networking/Representation with Donors:

Attending and presenting at conferences and creating networking opportunities for GOAL in the M&E sphere with a view to learning and also demonstrating GOAL’s work

Preparing and presenting evidence based presentations for donors, governments or other stakeholders to demonstrate GOAL’s work

Research:

Identifying research needs/ opportunities in conjunction with country programmes, coordinating a very focused set of research priority topics per year

Linking to or maintaining relationships with research institutes/ universities

Requirements:

A primary degree in Development or related field with Masters level degree indicating experience in operational research, action research or associated field.

Minimum 3 (three) years practical field experience in emergency and development humanitarian programmes, with a particular focus on planning, monitoring and evaluation.

Our interventions have included provision of ambulances, training of health staff and a large component on community education. Our work in Sierra Leone is innovative using our understanding of local culture and norms to adapt tried and tested models to the Sierra Leone context.Our work in Northern Bombali complements that of the Government of Sierra Leone and other partners and has had huge proven impact; knowledge of maternal and child health has sky rocketed and Northern Bombali stands out as one area in the country where SGBV survivors are able to access justice.

We specialise in the fundamental connection between health and poverty. These two are inseparable. Yet so often they are addressed in isolation, as if health was the responsibility only of the health sector. An unhealthy population has little chance of working its way of poverty, and families struggling to survive in extreme poverty have almost no chance of sustaining good health. But if the two are tackled together, in an integrated way, this fundamental link becomes a powerful positive. Improving health works to eradicate poverty, and vice versa. The multiple determinants of health and poverty such as gender equality, education, nutrition, safe water and proper sanitation and shelter must be tackled holistically to bring sustainable change.

Prioritising the poorest and most marginalisedMuch of Health Poverty Action’s distinctiveness derives from the priority we give to those whose health rights have been most neglected. Development efforts often tend to cluster in particular areas, leaving others almost untouched. Prioritising the poorest and most marginalised means we have become particularly skilled at working in hard to reach areas, and with marginalised populations such as ethnic minorities. We attach great value to the precious relationships we have developed with communities who have learnt through bitter experience to trust few others. While working with those most neglected frequently leads us to rural areas, we also work in large cities and urban areas. We know there are marginalised people there too.

Action – what we doHealth Poverty Action conducts a wide range of activities each year to strengthen poor and marginalised people in their struggle for health. • Responding to emergenciesThose with few resources and little support are extremely vulnerable at times of particular hardship – maybe an ongoing problem that has reached crisis proportions, or maybe a sudden disaster of some kind. At such times we work with those affected to respond to these emergencies. We always remember that emergencies are not identified by what is given profile in the global media, but by the experience of those affected by particular crises (most of which are never reported). We also know that for the poor and marginalised, emergencies are not discreet events, but one additional factor they face in an ongoing struggle for health and well-being. We help them mobilise all possible resources for urgent response – and do this as an integrated contribution to their ongoing development work.

UNFPA-funded obstetric fistula prevention projectA Fistula is a permanent abnormal passageway between two organs in the body or between an organ and the exterior of the body.

Obstetric fistula is the most devastating and serious of all childbirth injuries. It happens when a woman gives birth without appropriate medical help. Usually after enduring days of agonizing, obstructed labour, a woman's body is literally broken by childbirth. During labour contractions, the baby's head is constantly pushing against the mother’s pelvic bone - causing tissue to die due to lack of blood flow to this area. All of that pushing creates a hole, or in medical terms a "fistula", between the birth passage and an internal organ such as the bladder or rectum. Because of this hole the woman cannot hold her urine, and sometimes her bowel content as well and so becomes incontinent. Many fistula sufferers are young girls.

A woman with fistula is likely to be rejected by her husband because of her foul smell and her inability to bear more children. She is usually shunned by her community and forced to live in isolation. These women suffer profound psychological trauma resulting from their utter loss of status and dignity, in addition to suffering constantly from their physical internal injury. To compound it all the woman usually loses her baby in birth process.Building upon HPA’s previous work addressing maternal health through community based training and sensitisation, this project extends HPAs work to two new districts- Koinadugu and Kambia. Through intense sensitisation and active search, HPA trained volunteers find women with Fistula in the remote villages and refer them to Aberdeen Women’s Centre (AWC), and West Africa Fistula Foundation (WAAF) where FREE operations are provided for the women

PURPOSE OF CONSULTANCYThe objective of the consultancy is to work with Health Poverty Action and its partner organisations to analyse data from fistula surgery centres and search partners to provide up to date information, robust of fistula incidence trends by location, age, ethnicity etc.

The consultant will also set up an M&E system that will allow continued data collection from partners and consolidation and analysis of data.

SPECIFIC TASKS TO BE CARRIED OUT BY THE M AND E CONSULTANT

Main tasks

Position Summary:MSI is recruiting for a Senior Monitoring & Evaluation (M&E) Specialist to be embedded in the Government of Tanzania (GOT), directly supervising the Partnership for Growth (PFG) component for the project.

Please note: This is a local position. Only candidates with Tanzanian citizenship will be considered.

Responsibilities:

  • To facilitate performance monitoring and evaluation as indicated in PFG work plans and score cards. Conduct and/or facilitate data collection and reports preparation, follow-up on communication and logistical needs from pertinent ministries and agencies
  • Work regularly with the GOT-PFG secretariat housed at the President's Office of Planning Commission.
  • Coordinate M&E efforts with the USAID/Tanzania mission and other GOT offices (e.g. PMO).
  • Develop and implement a strategy that will ensure sustainability of performance monitoring & evaluation process even after the five-year implementation of PFG.
  • Coordinate and be responsible for all data collection, monitoring, report generation, evaluation and related tasks.
  • Facilitate training and capacity building of M & E staff and/or units from different GOT ministries & agencies.

Qualifications:

  • A Bachelor’s degree in International Development, Statistics or Economics with ten years of demonstrated experience in M&E systems design, management and implementing development projects at a senior level; or a Master’s degree with minimum of five years demonstrated experience in the requested field
  • Experience and knowledge in working with GOT and monitoring and System framework of MKUKUTA.
  • Proven experience working within the GOT (former GOT employee will be preferred).
  • Ability to provide expert guidance to technical teams in developing and updating performance monitoring plans.
  • Demonstrated M&E experience on USAID-funded projects in East and Southern Africa.
  • Experience leading an evaluation team.
  • Familiarity with current USAID policies related to evaluation and performance management.
  • Fluent speaking Kiswahili language is required.

(IBTCI) is currently seeking a Senior M&E Specialist with extensive experience evaluating economic rates for return for education interventions in southern Africa. The tasks include developing and conducting performance monitoring and evaluation of an adult and community learning project in Namibia. This is a long-term intermittent contract for three years, which entails several field trips per year to Namibia.

Must be proficient in: developing and piloting survey instruments; overseeing data collection and entry protocols; obtaining Institutional Review Board and International IRB approvals; overseeing training of data collection staff, field work, and data entry; reviewing raw files from survey firms; analyzing data using STATA and producing reports; coordinating consultations with stakeholders; disseminating report findings including participating in presentations.

  • Master’s degree with concentration in economics, public policy or related field that has a strong emphasis in quantitative analysis, including cost-benefit analysis;
  • 10 years conducting program evaluations in developing countries;
  • Experience in managing mixed-methods (quantitative and qualitative) research and data collection;
