Namibia: Senior (M&E) Specialist (Adult Education, Community Learning, Economic Growth)

International Business and Technical Consultants, Inc. (IBTCI) is currently seeking a Senior M&E Specialist with extensive experience evaluating economic rates for return for education interventions in southern Africa. The tasks include developing and conducting performance monitoring and evaluation of an adult and community learning project in Namibia. This is a long-term intermittent contract for three years, which entails several field trips per year to Namibia.
Must be proficient in: developing and piloting survey instruments; overseeing data collection and entry protocols; obtaining Institutional Review Board and International IRB approvals; overseeing training of data collection staff, field work, and data entry; reviewing raw files from survey firms; analyzing data using STATA and producing reports; coordinating consultations with stakeholders; disseminating report findings including participating in presentations.
- Master’s degree with concentration in economics, public policy or related field that has a strong emphasis in quantitative analysis, including cost-benefit analysis;
- 10 years conducting program evaluations in developing countries;
- Experience in managing mixed-methods (quantitative and qualitative) research and data collection;
- Experience managing multi-disciplinary teams;
- Experience evaluating social services interventions intended or promote education and/or labor market outcomes;
- Excellent written and oral communication skills in English;
- Publications in peer-reviewed journals for past evaluations preferred.
