United Arab Emirates: AID EFFECTIVENESS SPECIALIST (M&E) – 105 days input part time - UAE

About the role:
The Specialist will establish close working relationships with counterpart staff and develop good working relationships with foreign aid stakeholders in UAE.
Key responsibilities include:
Lead and quality assure the work of the supporting team member(s) for the following:
- preparation of the M and E framework,
- preparation of the guidelines for project selection for M and E,
- definition of system participants, roles and competencies,
- preparation of operating manuals and processes,
- Workshops and knowledge transfer to staff.
Contribute to the support to client in the development of the UAE Foreign Aid Policy and Strategy with inputs to:
- preparation of the Foreign Aid Policy White Paper and the Foreign Aid Strategy,
- preparation of the periodic aid evaluation and policy and strategy review framework,
- [organisational capacity assessment of stakeholders],
- the stakeholder engagement plan and support to client in its execution,
- Support to client exploratory dialogue with potential best practice sharing and implementation partners.
Contribute to the timely production and submission of relevant deliverables, the presentation of findings and recommendations and progress reporting to client and GRM.
Assist in the process of obtaining client feedback on deliverables, findings and recommendations and their finalisation.
Undertake other tasks as reasonably required for the efficient and effective delivery of the services to the satisfaction of the client.

About You
Selection criteria
- A minimum of 10 years’ experience in quantitative and qualitative monitoring and evaluation and aid effectiveness assessment,
- Strong communication and interpersonal skills,
- A very high level of numeracy and IT literacy,
- Fluency in Arabic is preferred
