United Arab Emirates: HUMANITARIAN ASSISTANCE SPECIALIST – 160 days input - UAE

About the role:

The Specialist will establish close working relationships with counterpart staff and develop good working relationships with foreign aid stakeholders in UAE.

Key responsibilities include:

  1. Contribute to the support to client in the development of the humanitarian assistance aspects of UAE Foreign Aid Policy and Strategy with significant inputs on humanitarian matters to:
  • preparation of the Foreign Aid Policy White Paper and the Foreign Aid Strategy,
  • preparation of the periodic aid evaluation and policy and strategy review framework,
  • documentation of stakeholder mandates, policy and strategy,
  • [organisational capacity assessment of stakeholders],
  • the stakeholder engagement plan and support to client in its execution,
  • preparation and delivery of stakeholder workshops,
  • workshops and knowledge transfer to staff,
  • development of the monitoring and evaluation framework,
  • support to client exploratory dialogue with potential best practice sharing and implementation partners,
  • development of the aid programming framework (particularly participants, roles and competencies),
  • Development of the M and E framework (particularly participants, roles and competencies).

2. Contribute to the timely production and submission of relevant deliverables, the presentation of findings and recommendations and progress reporting to client and GRM.

3. Assist in the process of obtaining client feedback on deliverables, findings and recommendations and their finalisation.

4. Undertake other tasks as reasonably required for the efficient and effective delivery of the services to the satisfaction of the client.

Afghanistan: Short Term Public-Private Partnership Investment Promotion Consultant – Kabul, Afghanistan – 50 input days

In Afghanistan, Futures Group is implementing the Health Policy Project (HPP), a global, 5 year cooperative agreement funded by USAID. The overall goal of HPP is to strengthen developing country national and sub-national policy, advocacy, and governance for strategic, equitable, and sustainable health programming. HPP focuses on key health issues—namely, family planning/reproductive health (FP/RH), HIV, and maternal health (MH)—while also promoting health systems strengthening and program integration.

A key activity within the HPP Afghanistan workplan is to build the capacity of the MoPH to design, negotiate and manage PPPs.  With support from the an earlier USAID-funded project (COMPRI-A), the MOPH PPP Unit was established within the MoPH General Directorate of Policy and Planning to design, negotiate, and manage large PPPs, starting with hospital PPPs and scaling up to other areas, such as the pharmaceutical sector. HPP is providing technical assistance to the PPP Unit to, among other things, develop supportive legislation to enable required PPP activities within Afghanistan’s legal framework; develop PPP guidelines and manuals; finalize the lease agreement; finalize the operation and maintenance agreement; develop and implement a PPP website and database for all PPP- and M&E-related documents; finalize the draft investment promotion strategy and support its implementation, including organizing local and international PPP promotion events; and develop PPP marketing materials, such as brochures, promotional CDs and promotional videos.

We are currently recruiting an Investment Promotion Consultant who will work with the MoPH PPP Unit, Ministry of finance, the private sector and other relevant stakeholders to attract potential investors and operators to run the future PPP hospitals.

You will demonstrate:

  • Master’s degree in Public Administration, Business Administration, Economics or other relevant fields;
  • At least 5 years of professional experience in investment promotions institutions’ set up and operations, preferably in the private sector;
  • Knowledge of finance networks (banking, loans, etc.) in Afghanistan and internationally;
  • Knowledge of private hospital budgets and return on investment;
  • Knowledge of financing models employed by Special Purpose Vehicles (SPVs) in PPP hospital projects;
  • Sound investment promotion policy design and implementation experience;
  • Proven ability to provide advice at the senior regional government/stakeholder level;
  • Proven ability to deliver training to senior officials/stakeholders;
  • Strong practical experience in research and analysis linked to investment promotion issues;
  • Experience and knowledge of operations and maintenance of private hospitals;
  • Experience in the health sector PPPs is a plus.

We are currently recruiting a Legal Advisor to provide legal advice and technical assistance on matters relating to securing and managing large hospital PPPs.

Specifically, the Legal Advisor consultant will:

  • Lead finalization of the draft PPP regulation;
  • Undertake legal due diligence and assist in the preparation of all aspects of securing a PPP hospital lease and performance contracts by reviewing relevant Afghan laws and HPP technical documents, including PPP feasibility studies and value for money assessments, to ensure project risks are appropriately borne by the successful private sector bidder;
  • Provide written opinions on legal and regulatory matters related to PPP project development;
  • Assist the PPP Unit in drafting and finalizing upcoming hospital PPP agreements;
  • Provide legal input in all phases of procurement, including, but not limited to: tender documentation (service standards, performance indicators, payment mechanism, and all other contractual aspects), bid evaluation and negotiation prior to financial closure;
  • Ensure international PPP probity and transparency standards are incorporated in the above processes;
  • Provide on-the-job training on PPP legal matters to the PPP Unit.

You will demonstrate:

  • University degree in Law, Master’s degree preferred;
  • At least 5-7 years of professional, verifiable experience in legal aspects of PPPs, especially hospital PPPs;
  • Experience in drafting and negotiating complex PPP/Concession agreements;
  • Excellent written and spoken English Language.

Proposed timeline

The consultancy timeline is from August 1 – October 31, 2013.  The maximum number of days for this consultancy is 48 days, not to exceed 6 days in any one week or 8 hours in a day. This is inclusive of remote work and 2 trips to Kabul for periods of 3 weeks (August and September/October).
