United Arab Emirates: Regulatory Affairs Officer

Our Company’s Head office in Dubai is seeking to welcome Regulatory Affairs Officer to support product licenses/registration in a country or group from initial submission/approval and through the product life cycle. We are a leader in manufacturing and supplying core relief items in the humanitarian aid sector.

Job Description:

  • Preparation of dossiers and technical files for tenders and responsible for product registration in different countries.
  • Ensuring that a company's products comply with the regulations of the World Health Organisation Pesticide Evaluation Scheme (WHOPES);
  • Keep track of the ever-changing legislation in all the regions in which the company wishes to distribute its products.
  • Responsible for the presentation of registration documents to regulatory agencies, and carry out all the subsequent negotiations necessary to obtain and maintain marketing authorization for the products concerned.
  • Co-ordinate with the cross functional departments for primary data documents, certificates and samples required for submission. Collate and review primary data received from different departments towards regulatory dossier compilation for the relevant markets.
  • Preparing submissions of license variations and renewals to strict deadlines.
  • In coordination with manufacturers to obtain all the relevant licenses and certificates for pesticide products and manufacturing licenses perform registration renewals & variations during the life cycles of products or dossiers filed in assigned markets.
  • Reviews and evaluates information on applications for registration of products containing pesticides chemicals for compliance with statutory regulations: Reads registration applications from manufacturers and distributors of pesticides, fertilizers, and other products containing pesticides chemicals.
  • Reviews statements concerning product ingredients, effects of misuse, and administration of antidotes for adequacy of information and conformance to regulatory requirements for substances.
  • Contacts manufacturers and distributors of products not meeting standards to clarify regulations and to suggest changes in label information to permit registration.
  • Obtain and defend regulatory approvals for sourced products.
  • Provide input on design and reporting of studies for use in regulatory dossiers.
  • Contribute to the preparation, including substantial independent writing, of regulatory applications for submission to EPA and PMRA.
  • Monitor the progress of applications through regulatory review processes and draft responses to questions from regulatory agencies.
  • Interact with regulatory agencies on matters related to compounds.
  • Participate in the management of post-approval regulatory activities.
  • Serve as primary contact and information source for registration authorities’ regulators and maintain good working rapport with regulators

Skills:

  • Strong capabilities in the interpretation and communication of results from scientific studies performed to support registrations.
  • Experience in conducting and defending weight of evidence evaluations.
  • Ability to independently prepare succinct, scientifically accurate, and clearly written technical documents.
  • Strong computer skills, including database management and use of modeling software for dietary and/or environmental risk assessment.
  • Knowledge of Good Laboratory Practice (GLP) and regulatory study requirements.

Qualifications

  • 5-6 plus years work experience with regulated products, through prior similar position in industry.
  • BS or preferably higher degree in chemistry, biology or related field, with background in conducting scientific studies for agrochemical registration.

United Arab Emirates: Great Plains Superuser/Warehouse Technician

Special Service Agreement for duration of 3 months with possibility of extension. The first three months considered as a probation period.

The incumbent shall have the following duties and responsibilities:

? Receive all the FITTEST commodities;
? Report on the quality, quantity of the received commodities;
? Maintain clean and pest-free storing conditions;
? Ensure good warehousing practices;
? Supervise the off loading and stacking of the commodities;
? Ensure that assistants assigned to the various stores keep records of the FITTEST stock offloaded/loaded at the warehouses, adhering to the WFP systems Great Plains;
? Control incoming goods Non-food commodities by such methods as physical counts, random weight checks, rejection of any spoiled commodity, reconditioning of underweight bags, etc. Update Great Plains;
? Sign waybills of received cargo;
? Deliver goods on request against official and approved documentation;
? Keep updated records on Great Plains;
? Make periodic physical inventory checks. Using Great Pains and Panatracker WMS solutions;
? Liaise with field monitors and others on matters pertaining to logistics;
? Report on and, in consultation with others, take appropriate action for the disposal of spoilt commodities;
? Provide overall supervision and training of other storekeepers and casual labor in use of Panatracker;
? Maintain system data in Great Plains. Entering new item codes and details upon receipt. Update details as might be required into Great Plains;
? Provide monthly reports of stocks, and transactions to stock owners. From Great Plains;
? Managing, maintaining, refurbishing & assessing of stock items In Great Plains;
? Tracking of items procured & dispatched for warranty purpose in Great Plains;
? Organize and supervise repairing/installing of ICT equipments in FITTEST, and any other stocks as might be required;
? Train staff as might be required on usage of handling material and Panatracker system;
? Perform other related duties as required.

Academic Qualifications/ Experience/ Language required:

? Education: Completion of secondary school education.
? Experience: At least four years of progressively responsible support experience in warehouse/logistics or other related field.
? Language: Fluency in both oral and written communication in English.

Required Competencies and Knowledge:

? General knowledge of UN system policies, rules and regulation will be an advantage;
? Practical knowledge of Microsoft Great Plains software is essential and SAP ERP system is highly desirable;
? Prioritizes team activities based on urgencies, time constraints;
? Ensures that internal clients’ needs are properly met (e.g., follows up with clients); Customer focused;
? Ability to extract, interpret, analyze and format data;
? To work effectively with people of different national and cultural backgrounds;

  1. Background

UNICEF Somalia Support Centre is the agency of the United Nations mandated to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. For UNICEF to effectively expand its procurement activities in Somalia, a more substantial supplier base must be established to ensure fair competition. This market survey is to locate those manufacturers/suppliers that are able, willing and financially capable in supplying those commodities to Somalia according to the requested specifications from UNICEF Somalia Office. These potential manufacturers/suppliers should be capable, both technically and financially and have useful production facilities, warehousing including well established quality control system. UNICEF therefore seeks the services of a consultancy firm to conduct a comprehensive market survey for sourcing and identification of potential manufacturers/suppliers in Dubai.   1. Background

UNICEF Somalia Support Centre is the agency of the United Nations mandated to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. For UNICEF to effectively expand its procurement activities in Somalia, a more substantial supplier base must be established to ensure fair competition. This market survey is to locate those manufacturers/suppliers that are able, willing and financially capable in supplying those commodities to Somalia according to the requested specifications from UNICEF Somalia Office. These potential manufacturers/suppliers should be capable, both technically and financially and have useful production facilities, warehousing including well established quality control system. UNICEF therefore seeks the services of a consultancy firm to conduct a comprehensive market survey for sourcing and identification of potential manufacturers/suppliers in Dubai. UNICEF’s preference is to procure directly from manufacturers and authorized representative and/or dealers. Therefore, to the greatest extent possible, UNICEF shall endeavour to obtain competitive bids from suppliers as follows:

(a) As first preference, from manufacturers of goods required or, in the case of services, the service provider;

(b) As second preference, and in recognition of the fact that manufacturers may not always be at liberty to deal directly with UNICEF due to the existence of legally binding geographic distribution agreements with third parties, from authorized distributors of a manufacturers goods/services.

2.1 For the contractor to be able to effectively evaluate suppliers, these must submit the following documents:

  1. Justification

Dubai being the ‘Trading Hub’ and with its strategic location at the crossroads of Europe and Asia, makes it in a to service Somalia and access a diverse range of markets spanning the Middle East, North and South Africa, the Asia Pacific. The market survey in Dubai will help sourcing and identification of suppliers, how they run their business, warehousing facilities, etc. It will also help to know the source of commodities and whether it will have impact on the timely clearance of the commodities or delays in delivery of final manufactured product to UNICEF in emergency situations where speedy delivery is a crucial factor. Some suppliers use others as sub-contractors and sometimes some form a group of companies complementing each other. The process of assessing the suppliers should help to determine whether it is a weakness or it supports expediting the local procurement process. However the overall process is required in order to minimize the risk of financial losses, and at the same time ensure stable delivery of supplies by the suppliers.

  1. Main Tasks

The purpose of this comprehensive market survey is to:

4.1 Identify new and potential suppliers in Dubai to increase competition for its procurement business to Somalia for the following, but not limited to, commodities and services:

4.2 Conduct a thorough evaluation of the supplier’s capabilities (financial and production) and reliability through review of documentation submitted, physical visits, interview and verification with references.

  1. Methodology

UNICEF Supply Section will issue a Request for Proposal in accordance with established procedures. All proposals shall be opened at UNICEF Somalia Support Center - Supply Section at the date and time specified in the Request for Proposal. The methodology to be followed will be decided by the consultancy firm and should be stated in the offer, however, the areas expected to be covered will be, but not limited to, the following:

(a) Determine the criteria for selecting the manufactures/suppliers to be visited and the criteria of assessing them such as availability of products, production capacity, solid financial status, good quality of commodities, warehousing and transportation facilities, availability of quality and control measures, after service warranty, maintenance facilities, reliability of meeting agreed upon delivery schedule, etc.

(b) To look into whether the registered suppliers are in the market and in the same line of business registered for, and to fill-in the supplier’s profile forms for the existing companies, their full contact address, telephone numbers and their contact person (s), etc.

(c) Determine the schedule of visits to the manufacturers/suppliers to validate the information provided by them, inspect the premises (office, warehouse, etc), assess their capacity whether to include or exclude them in the suppliers’ database for all those who expressed their interest to do work with UNICEF.

At the end of the assignment the consultancy firm is expected to have achieved the following:

6.2 Write a comprehensive report including the methodology carried out for the market survey and the main conclusions and recommendations of the comprehensive market survey which should include the following:

6.2.1. The report should mention about the types of suppliers i.e are the majority traders, manufacturers, sole agents, distributors, dealers, etc.

6.2.2. The report should indicate from where suppliers import the goods and the raw materials to give an idea on the delivery of the final manufactured product.

6.2.3.A complete physical addresses and contacts details for the suppliers’

6.2.4 Each supplier should provide a copy of their financial statements and/or any legal proof of their financial capability.

6.2.5. An assessment sheet should include the summary of the visit conducted by the consultancy stating: i) whether the documents submitted by each supplier were reviewed or not, ii) whether interviews had been conducted with representatives, iii) whether the references obtained were verified or not, iv) no review on the scope of abilities and skills for each supplier and vi) no review/analysis on identifying the origin of each supplier’s stock / goods and services, as well as the availability of these items.

6.2.6 A database of the recommended suppliers’ categorized by line of business or commodity and classified by reliability/acceptability and capacity, should be provided for use by UNICEF when selecting suppliers for bidding process. A separate list should also be provided for non-recommended suppliers’ with reasons for not recommending.

It is essential that a breakdown of the cost for conducting the comprehensive market survey is divided into the following categories:

  1. Proposal Evaluation

After the public opening, each proposal will be assessed first on its technical merits and subsequently on its price. The proposal with the best overall value, composed of technical merit and price, will be recommended for approval. UNICEF will set up an evaluation panel composed of technical UNICEF staff and their conclusions will be forwarded to the internal UNICEF Contracts Review Committee.

The evaluation panel will first evaluate each response for compliance with the requirements of this RFP. Responses deemed not to meet all of the mandatory requirements will be considered non-compliant and rejected at this stage without further consideration. Failure to comply with any of the terms and conditions contained in this RFP, including provision of all required information, may result in a response or proposal being disqualified from further consideration.

The price/cost of each of the technically compliant proposals shall be considered only upon evaluation of the above technical criteria. The bidders should ensure that all pricing information is provided in accordance with the following:

Liquidation Damages: Strict penalties imposed due to delays from the contractor, without written justification and UNICEF’s approval, for failure in performance without the need for any previous notice or failure to meet requirements/expected deliverables, UNICEF may without prejudice to any other method of recovery, deduct the amount of 0.5% percent of the value of contract per day from the date of such failure until it is cured, up to a maximum of twenty-five percent (25%) of the value thereof

  1. General Conditions: Procedures and Logistics

Travel: Cost of travel, DSA and own living arrangement in the states shall be responsibility of the contractor and therefore cost, if any, to be included in the RFP.

Facilities: The consultancy will be expected to arrange for provision of laptops and other accessories/facilities that will be required during the consultancy period to complete the work efficiently and effectively.

The contracted company is expected to source for, recruit and manage all the human resources (subject to UNICEF review and approval), supplies, logistics and other functions necessary for the successful implementation of the market survey.

UNICEF may request at any time the replacement of any personnel assigned by the company under the contract. Any such a request by UNICEF shall not be deemed a termination of the contract. The company shall, at its own expense, replace such person forthwith.

Institutional partnership development

  • Research the institutions and foundations in the UAE and the Gulf to identify potential partnership opportunities
  • Develop and implement an effective strategy to cultivate and manage relationships with institutions and foundations in the UAE and other Gulf countries
  • Implement a range of activities aimed at increasing partnerships with national and regional organisations and foundations
  • Maintain in-depth knowledge and understanding of the non-profit environment in the UAE and the Gulf, and adapt strategy to respond to new opportunities and challenges

Due diligence and compliance

  • Ensure all partnerships fulfil the requirements of MSF’s policies and guidelines
  • Be a main point of contact and expertise on corporate and institutional partnerships
  • Keep up to date on compliance issues related to corporate fundraising and partnership with foundations/ non-profit organisations

Other

  • Work collaboratively with the fundraising and communication teams in support of the overall fundraising strategy and activities
  • Collaborate closely with other MSF sections and participate in international working groups as appropriate

REQUIRED SKILLS AND COMPETENCIES

  • At least two years of non-profit fund development or related field in a corporate environment

About the role

The Irrigation Specialist/Manager is based in the Abu Dhabi Farmers’ Services Centre (FSC) and is tasked with oversight of irrigation activities, including distribution of irrigation materials, assisting in the adoption of better on-farm irrigation practices among local farmers, and identifying and promoting alternate irrigation methods that make efficient use of available water in crop production.

Key responsibilities include

  • Evaluate and manage existing practices in irrigation in the UAE, for both outdoor and protected crops;
  • Identify and implement improvedirrigation practices and recommend new and alternate techniques and methods  that could be introduced locally for use by the small farmer clients of FSC;
  • Liaise with different FSC departments to ensure large-scale procurement, distribution and use of irrigation material is efficiently and effectively managed;
  • Manage technical team to ensure efficient distribution of materials and quality communication with farmers and farm labourers;
  • Provide direction for the FSC technical team in best options for achieving the 40% reduction in water usage target;
  • Identify manageable technical packages of modern irrigation and control equipment for improved on-farm water usage and irrigation;

About You

Selection criteria

  • University degree in Agriculture / Irrigation (or related science), preferably with post graduate skills or qualifications in an appropriate area (water resource management, irrigation system design, etc,.) would be a distinct advantage;
  • Previous experience with agricultural extension, procurement of irrigation materials and personnel management
  • The candidate will possess over 7 years of experience in similar climatic zones
  • Work in rurally-based commercially operated agri-business
  • Experience in working within a multi-layered organizational structure with an international staffing profile and operating out of several dispersed offices;
  • Experience in date palms in arid areas of The Middle East – UAE;
  • Experience in coaching and motivating staff in a previous leadership position necessary;
  • The candidate must be conversant with health and safety legislation, and more importantly to have the dedication to enforce industry standards at all times;
  • Ability to work in remote areas under difficult conditions;
  • Ability to work and make decisions under field conditions remote from management;
  • Ability to work in Arabic (preferred) and English language (mandatory).

The Farmers’ Service Centre (FSC) is an Abu Dhabi government initiative implemented to facilitate a change in the manner in which agriculture and agribusiness are conducted in the Abu Dhabi Emirate. This encompasses the entire spectrum from on-farm production to retail sales.

The broader objective encompasses a progression from a government-supported agriculture sector to a more market based sector. To this end, the Abu Dhabi Government has contracted GRM International Pty Ltd to facilitate the formation of the Abu Dhabi Farmers’ Service Centre to a fully functioning, locally managed organisation.

Responsibilities

Your primary responsibilities will revolve around financial and project operations audit and risk assessment and management. In particular, you will be expected to:

Terms of Reference - Senior Adviser

The UAE Office for the Coordination of Foreign Aid (OCFA) was established in 2009. It documents all foreign aid provided by governmental and non-governmental entities based in the UAE, and reports to the Government of the UAE, as well as to relevant international organizations, including the Organization for Economic Cooperation and Development (OECD) and the United Nations Financial Tracking Service. OCFA also provides training and capacity-building services to UAE-based donor organizations. It publishes information on humanitarian emergencies for UAE donor organizations, as well as advice and guidance on policy issues.

OCFA promotes the recognition of the UAE as a major international donor through its website (ocfa.gov.ae), its media outreach and its monthly newsletter, Musa’adat.

OCFA’s Senior Adviser reports to the Director-General (DG) and Executive Director (ED). He/she:

  1. Provides strategic advice on how to enhance the role of OCFA, consistent with the office’s mandate and its contribution to applicable UAE strategic priorities.

  2. Maintains an updated knowledge on key issues and emerging themes concerning humanitarian and development aid globally and provides relevant strategic information to the DG/ED.

  3. Represents the office when requested by taking part in strategy and policy discussions related to UAE Foreign Aid

  4. Plays a leading role in the Office’s strategic planning, advising on all aspects of the process, facilitating consultations and reviewing and editing drafts.

  5. Advises on the methodology for recording and reporting foreign aid data and supports the DG and ED in discussions with relevant international organizations.

  6. Advises on OCFA’s training program, taking part in the design of the annual training needs assessment, helping to identify appropriate organizations and individuals to conduct training workshops, interacting with trainers, advising on the format of workshops and facilitating discussions.

  7. Advises on issues surrounding the UAE’s response to humanitarian emergencies, including on the content and format of OCFA’s regular publications – Emergency in Focus, Humanitarian Country Profile and Humanitarian Flash, as well as the manual published jointly by OCFA and the UN Office for the Coordination of Humanitarian Affairs, “Responding to Emergencies”.

  8. Advises and assists the DG and ED in their interaction with diplomatic missions and international organizations, accompanying them, where appropriate, on their international travel.

  9. Plays a leading part in the development of policy advice for submission to the Office’s President or to the Prime Minister’s Office.

  10. Maintains an effective dialogue with senior advisers in other entities of the Government, as well as with senior officials of International Organizations with offices in the region and OCFA’s key stakeholders.

  11. Provides editorial advice regarding OCFA’s monthly newsletter and other publications, and contributes articles where appropriate.

  12. Provides guidance and assists with other related tasks requested by the DG/ED.

OCFA’s Senior Adviser will have held several positions at senior level in international organizations working on humanitarian and/or development aid. He/she will have demonstrated the ability to work effectively and in utmost confidence with senior officials of national governments in different parts of the world. He/she will be completely fluent in spoken and written English. Knowledge of Arabic is an advantage.
