Description:

The Database Development Volunteer will support database and tool development Program departments under the supervision of the M&E Manager. The M&E Unit supports Program teams in improving data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established throughout J/P HRO. Project teams such as Education, Community, Livelihoods, and Medical require assistance in developing database tools. The Database Development Volunteer will provide technical support to the M&E unit, within the POD department and will work closely with the Senior M&E Officer.

S/he may be assigned to focus on specific grants or projects that have the greatest need for database tools that can track service provision to beneficiaries over time as well as the location of beneficiary homes by decimal GPS coordinates. Such databases must respond to all information requirements of the concerned program and should be able to generate useful and accurate reports.

Additionally, s/he may be asked to create other data collection and management tools as assigned to her/him by the M&E Manager or the Program & Organizational development Manager (POD).

Responsibilities:

  1. System Developmento Assist M&E Manager in clarifying project information needs of Program staff based on observed and reported use of information.o Support project/program staff on ways to properly document, organize and capture program progress.o Identify strengths and weaknesses in existing data collection and management systems and propose solutions in cooperation with the M&E Manager.

  2. Data Management and Analysiso Construct Microsoft Access databases and other data collection tools and revise them under the supervision of the M&E Manager (eg. patient, or student databases).o Pilot tools in collaboration with Program staff and assess their compatibility with field conditions to ensure tools are as user friendly yet powerful as possible.o Input pre-approved questionnaires into iForm mobile data collection software in preparation for surveys.o Ensure that data queries are addressed in an accurate and timely manner.

  3. Capacity Buildingo Train Program and M&E staff in operation of drafted tools as necessary.

Qualifications and Experience:

  1. University courses in Information technology, computer Science, data Management or other relevant academic background (essential), Master’s Degree (desirable)
  2. Demonstrated ability to create innovative data bases in MS Access.
  3. Monitoring and Evaluation experience (desirable)

Skills:

  1. Experience living or working in low-resource environments (desirable)
  2. Ability to read and understand both French and English (desirable)
  3. Ability to write fluently in French or English (required)
  4. Strong interpersonal and communication skills
  5. Strong quantitative analytical skills
  6. Detail-oriented and flexible

Performance Indicators:

  1. Construction of database tools that are useful, user-friendly, comprehensive, and adaptable.
  2. Communication with supervisors and collaborating Program staff.
