The role

The WASH Infrastructure Manager is responsible for the day-to-day management of the implementation of WASH infrastructure in an EC-funded pilot urban sanitation project in Jacmel, which comprise of cosntruction of sanitaitin infrastructures and the delivery of a comprehensive hygine promotion programme in the area of focus. S/he will work in collaboration with a WASH Hygiene Promotion Manager (who will handle a partnership with local organization CRESFED) and in association with the government, to deliver a comprehensive programme that supports Haiti to make tangible progress towards its Millennium Development Goal on sanitation: ‘’to halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation’’

Qualifications and experience

* Bachelors degree in either Civil/ Environmental engineering and any discipline relating to Water and Sanitation Engineering

* At least 7 years related work experience and a minimum of two years’ experience working in a developing country.

* Two years’ practical experience in developing countries in appropriate sanitation facilities constructions, water supplies, sanitation and hygiene promotion with some experience been in emergency and development relief programs.

* Good understanding of the public health needs of poor rural and urban communities, including the particular needs of women and children, and of appropriate ways of tackling them.

* Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts.

* The ability to prepare concise reports, som etimes at short notice, reflecting the problems.

* Experience in capacity building and setting frameworks for staff and partner team development.

* Excellent oral and written communication skills in French and English (Creole a plus).

* Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change.

* Willingness to travel on short notice, and often in difficult circumstances.

* Commitment to humanitarian principles and action and to Save the Children’s child protection policies.

Haiti: Urban Planning Manager

General Description of the Programme:
GOAL have been in Haiti since the devastating earthquake in January 2010 and has since then developed a programme portfolio targeting affected communities and supporting resilience building at household and community level. GOAL’s programmes have so far been in both the urban and rural contexts, in Port au Prince and Gressier, respectively. While continuing its support to the housing, water and sanitation needs of vulnerable families affected by the earthquake, GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach.

With support from the European Union, GOAL will be starting a 30-month urban planning and development programme in two targeted neighborhoods in Port au Prince affected by the 2010 earthquake. This programme is in line with GOAL’s integrated community-led model and will include urban planning, infrastructure repair/construction, owner-driven home repairs, and livelihoods/IGA as well as support community-managed Disaster Risk Reduction (DRR), in line with the National Plan for the Management of Risks and Disasters (PNGRD). The objective of the programme is to create communities that are safer and more disaster resilient, with greater access to the economic resources and opportunities to drive their own development at household and community levels.

General Description of the Role:
The Urban Planning Coordinator will responsible for leading the design of an urban development plan for Haut-Turgeau and Debussy neighbourhoods in Port-au-Prince. S/he will also support de design of urban development projects (public spaces, other infrastructure) to be implemented in the second and third year of the programme.

Specific deliverables include:

  1. An in-depth assessment of urban planning needs (diagnostic urbain) in the targeted neighbourhoods, with a written report, as well as all relevant documentation
  2. The design of an urban development plan (Plan d’amenagement urbain) for Haut-Turgeau and Debussy in accordance with standards set by the Comité interministeriel d’Aménagement du Territoire (CIAT), the MTPTC and other stakeholders involved in urban planning, and ensuring their full participation in the process.
  3. The identification and design of community projects in the Haut-Turgeau and Debussy neighborhoods.
  4. Work closely with the Community Liaison Team to ensure effective communication with local authorities (CIAT, MTPTC, LNBTP, and ULCBP) and community leaders, facilitating their involvement and understanding of the project.
  5. Prepare all technical reports, maps, and analyses relevant to the present programme for internal and external use.
  6. Carry out other tasks and activities as requested by Programme Coordinator (EU)
  7. Line manage 2 Urban Planning Officers and 1 GIS Officer

Qualifications/Person Specifications (Requirements):

  1. Fluent French/Creole speaker, English is a plus
  2. A relevant university degree in Urban Planning, Architecture, Urban Geography or a related field
  3. Minimum 5 years of experience working in urban planning with a minimum of 2 in an INGO
  4. Substantial experience managing urban development projects/programmes
  5. Proven mastery of cartography and Geographic Information Systems, including related design software (Adobe Illustrator, ArcGIS, etc.)
  6. Knowledge of the legal framework for urban planning in Haiti (a plus)
  7. Mastery of techniques and tools for participative urban planning
  8. Strong writing skills and ability to write quality donor reports, updates and success stories
  9. Proven project management skills, including budget, activity and data management
  10. Willingness to adapt to basic living conditions
  11. Strong analytical and strategic planning skills, creative approach to problem solving
  12. Experience of liaising with other agencies and government officials.
  13. Excellent communication and interpersonal skills
  14. Flexibility to adapt to changing requirements.

This is a 12 month contract which reports to the Programme Coordinator.

J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for OneMonitoring & Evaluation Project Manager”based in Delmas.

Summary:

The M&E Manager will head the central M&E unit which takes the lead in supporting, maintaining and improving monitoring and evaluation systems across J/P HRO Programs while promoting demand for quality data, the use of effective evidence-based methods, and dissemination and sharing of institutional knowledge. The M&E Manager will play a key role in proposal development, collection of high quality data, data analysis, evaluation and reporting. S/he will provide administrative and technical leadership to the M&E Officer(s) and lead M&E capacity building efforts.

S/he will work in collaboration with the rest of the Program & Organizational Development department under the supervision of the POD Manager. Additionally, s/he will coordinate work with other members of the team as need be on other tasks given to him/her.

Responsibilities and Duties:

Under the supervision of the Program & Organizational Development Program Manager, the responsibilities of the Monitoring & Evaluation Project Manager are as followed:

1.Grant and/or Program Management Support

· Supervise all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.

· Work alongside the Program Development/Grants Writing Officer and Manager to brainstorm and develop project results and objectives.

2.System Development

· Oversee M&E Officer and activities while creating a framework, standards and protocols for Program activities.

· Define and implement the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.

· Propose and implement strategies to increase data use and demand amongst Program staff.

· Collaborate with Project and Program Managers to clarify project information needs.

· Propose ways to properly document, organize and capture program progress.

· Draft and revise tools and databases as well as data collection procedures adapted to program activities (eg. performance tracking, indicators, data flow chart, M&E manuals)

· Review the performance of existing management information systems to help identify potential modifications and resources for strengthening them.

· Assess organizational and performance gaps within the different programs and report on corrective actions needed

· Assist Program Managers and the Program Development Officer in the formulation of baseline measures and targets, during writing and set up of donor project proposals as well as throughout project implementation.

·

3.Data Management and Analysis

· Meet regularly with program teams to keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results

· Identify strengths and weaknesses in existing data collection and management systems and propose solutions in collaborative manner to Program and Project managers

· Develop and improve data quality assurance and control systems in partnership with Program staff to ensure high data quality are collected (eg. field visits, data quality assessments)

· Propose and regularly analyze changes and patterns in KPI indicator data communicate findings to the appropriate Program staff

· Ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner

· Review and validate program and project evaluations as requested supervising or performing thorough qualitative and quantitative analysis as needed

· Provide technical review and coordination in development of Terms of Reference, recruitment of consultants and validation of their deliverables

4.Communication and Reporting

· Regularly review donor reports to ensure consistency of reports with internal data sources so that high quality reports are submitted on time for this grant/program.

· Provide technical leadership and support to Program Development/Grants Management and Program Managers in establishing log frames, M&E work plans, and targets during the drafting project proposals as well as throughout project implementation

5.Knowledge Management

· Maintain and promote means of sharing relevant institutional knowledge amongst J/P HRO staff (eg. Knowledge Library, lessons learned, oral presentation of findings)

Qualifications

· Bachelor’s Degree in Public Health, Information Management, Project Management, Engineering, Finance or other relevant academic background (essential), Master’s Degree (desirable)

· 3 to 5 years of Monitoring and Evaluation experience (essential)

· Capacity to produce high-quality briefs and reports in both French and English.

· Project Management certification (PMP or Prince 2) (desirable).

Contexte et background

Diakonie Katastrophenhilfe (DKH) est actif en Haiti depuis 2007. DKH concentre ces actions surtout dans le Département du Sud-Est avec aussi quelques projets dans le Sud et le Nord-Ouest. Haiti: Haiti - Coordinateur Urbain H/F - Port au Prince

MISSION

Plus de trois ans après le séisme, Haiti compte encore 172 000 personnes déplacées, soit 45 000 ménages déplacés vivant dans 306 camps. 90 % de ces camps se trouvent dans la métropole de Port au Prince.

Ces camps sont aujourd’hui peuplés de personnes très vulnérables :

  • L’âge moyen y est de 23,8 ans.
  • Les familles y sont majoritairement monoparentales.
  • Le taux de chômage est de 66% et concerne un grand nombre de jeunes adultes (54% de la main-d’œuvre non qualifiée).

Dans ces camps, la promiscuité s’accroit et l’accès à des conditions d’hygiène décentes deviennent de plus en plus difficile : alors que le nombre de personnes par latrine dans les camps augmente et dépasse à présent les 220 personnes par latrine soit 3 fois les normes Sphère en situation d’urgence, l’ « open défécation » devient la norme.

Dans la zone métropolitaine de Port-au-Prince, SI a adapté sa stratégie à l’évolution du contexte humanitaire en étant particulièrement engagé dans l’appui au processus de retour des populations dans leurs quartiers d’origine. SI a achevé en août 2011 la mise en place d’un projet pilote, basé sur une approche holistique destiné à répondre à un besoin prioritaire en termes de retour des populations sur leurs lieux d’habitation.

Depuis janvier 2013, SI met en œuvre:

  • Un programme d’urgence épidémique dans 141 camps de déplacés de la métropole de Port au Prince financé par la DG ECHO
  • Un programme de reconstruction et réhabilitation de quartier sur Port au Prince financé par l’Union Européenne (section développement – EuropeAid)
  • Un programme d’urgence épidémique (choléra) dans le département des Nippes financé par UNICEF

Contexte spécifique au poste :

  • Le coordinateur urbain est en charge de la mise en œuvre et de la réalisation des objectifs définis dans la proposition du« Projet intégré de reconstruction, d’aménagement urbain et de développement économique du quartier de Christ-Roi »
  • Le coordinateur urbain sera en charge de réviser le projet en fonction des contraintes terrain rencontrées ceci afin d’atteindre les objectifs initiaux,
  • Il est chargé de la supervision des équipes opérationnelles affectées à son programme : Equipe de coordination urbaine (1 adjoint co-urbain, 1 RT ACO et 4 mobilisateurs), Consultants, Responsables Volets EHA et Infrastructures

STATUT

Poste salarié : à partir de 2000 euros brut par mois, selon expérience, plus 10% de prime de congés payés versés mensuellement et Per Diem mensuel de 750USD.

CONTEXTE DU PROGRAMME HAÏTI

Handicap International est intervenu en Haïti depuis 2008 dans le domaine de l’urgence (via sa direction de l’urgence=DAU) et depuis 2011 dans le domaine du développement (DAD).

Le Programme de la direction du développement (DAD) HAITI a vu un développement important durant les deux dernières années et a élaboré sa stratégie pluriannuelle en 2012 (2012 - 2014).

Actuellement le programme s'articule au niveau opérationnel autour de 4 thématiques:1. La réadaptation, avec trois principaux axes2. Santé & Protection3. Insertion sociale4. Gestion des risques et désastres

Handicap International intervient à Port au Prince et dans la région du Sud-Est. La stratégie géographique consiste à diminuer ses actions sur la capitale et de renforcer celles en province (au-delà du département du Sud-Est).

DESCRIPTION DE LA FONCTION

La mission générale du Chef de projet est de garantir la mise en œuvre du projet selon les documents (narratif, chronogramme et budget) déposés à ECHO, en respectant la stratégie présentée et en s’appuyant sur son équipe.

Les enjeux principaux du poste de Chef de projet sont les suivants :• Mise en place des préalables à l’exécution du projet : recrutement de l’équipe, création d’une dynamique d’équipe, rencontres et contractualisation avec les acteurs, mise en place des schémas de coordination interne et externe.• Etre le chef d’orchestre de la mise en œuvre du projet (management, supervision des équipes, assurer la coordination avec les acteurs,…)• Assurer un suivi de qualité selon les outils de Handicap International (PSE, reporting, suivi budgétaire, suivi RH,…)

  2. Assurer la coordination avec les acteurs • Mettre en place les mécanismes de coordination avec les acteurs. Préparer et animer les réunions de coordination générale en début et en fin de projet.• Participation aux groupes de coordination déjà existants (CLUSTER, groupe de travail,…).• Assurer la contractualisation avec les services locaux prévus dans le projet. • Créer les modalités d’accompagnement des acteurs et les modalités de prises en charge en direct pour les personnes handicapées ayant des besoins complexes. Favoriser l’appropriation de ces modalités par son équipe et par les acteurs.• Intervenir en cas de difficultés rencontrées par son équipe avec les acteurs.

  3. Assurer le suivi et la supervision du projet • Rédiger le plan d’action du projet à partir de l’outil PSE (Planning Suivi Evaluation) développé par Handicap International.• Créer les bases de données bénéficiaires.• Assurer le suivi trimestriel des activités, des indicateurs et des hypothèses du projet.• Assurer le suivi mensuel du budget du projet et engager les dépenses liées au projet.• Assurer le reporting vers la coordinatrice insertion selon des modalités à définir en début du projet.• Assurer la rédaction d’un document de capitalisation sur les bonnes pratiques issues du projet.• Valider les modules de formation / sensibilisation qui seront proposés aux acteurs.• En collaboration avec son équipe élaborer la boite à outils sur l’insertion des personnes handicapées.

  4. Assurer la communication interne et externe• Faire appel aux expertises techniques du siège ou d’autres acteurs externes si besoin.• Assurer l’interface du projet et sa représentation :o A l’interne : logistique, administration, réunion de coordinationo A l’externe : visites bailleurs, média,….• Rechercher des alliances et de nouveaux partenariats dans le cadre du projet en Haïti ou à l’extérieur.• Assurer le lien institutionnel avec le BSEIPH et l’UCLBP.

  5. Participer à la coordination insertion et à la dynamique du programme • Rédiger des fiches de liaison mensuelle permettant la communication interne du projet (description mensuelles des activités, des difficultés,….).• En collaboration avec le DP et le coordinateur insertion, écrire des projets pour renforcer le projet.• Représenter son projet dans les rencontres internes organisées par le coordinateur insertion et celles organisées par le DP (réunion programme).• Participer aux rencontres des expatriés du programme HI Haïti.

PROFIL RECHERCHE

Diplôme- Diplôme BAC + 5 en sciences sociales, santé, management, gestion de projet, développement.

Expérience/Connaissance- Expérience professionnelle dans de gestion de projet complexe (budget au-delà de 500.000 Euros et/ou management d’une équipe de plus de 4 collaborateurs et/ou multipartenaire).- Expérience professionnelle sur des projets de réinstallation de populations déplacées.

II. Program Description:

TechnoServe’s Haiti Peanut Program is currently funded primarily by the Abbott Fund and aims to help over 20,000 smallholder peanut farmers improve their incomes by increasing peanut yields while decreasing overall production and distribution costs. The peanut pilot project was launched in 2013 and the first year of project funding has already been secured.

III. Position Description:

The Peanut Program Manager will serve on the management team of the Haiti Program Office and will manage the operational activities of the Peanut Program including: field administration, training, credit access, partner relationships and program monitoring and reporting. S/he will be work closely with the Country Director in securing further program funding, will drive key new business processes, carry out strategic analysis and develop industry strategic plan for the Peanut Program.

RESPONSIBILITIES

FIELD ADMINISTRATION
• Support program managers to develop detailed work plan and program budget and ensure they receive regular supervision, reviews and feedback,
• Monitor program expenses against budget and participate in monthly budget reviews meetings,
• Ensure field admin functions are efficiently supporting program staff,
• Review and advise on administrative polices and directives,
• Guide and assist on the preparation of annual operation plan of resources to improve and maximize resource utilization.

CREDIT ACCESS
• Support beneficiaries to access credit facilities, namely short-term working capital and longer term investment capital,
• Work with banks, international guarantors and other partners to ensure clients have access to sustainable credit facilities (post-TechnoServe support),
• Provide mentoring and training to partner organizations and local bank officers.

TRAINING
• Manage the Peanut Program’s training - provide supervision and coaching to the training coordinator,
• Support training coordinator to develop detailed annual work plans.

STRATEGY & LEADERSHIP
• Provide the vision and technical leadership to the team executing the program,

Résumé du Projet:
Lancé par USAID en novembre 2012, KONEKTE (KONesans E Konpetans TEknik) est un programme de trois ans conçu pour assister le gouvernement Haïti à augmenter les capacités au sein des ministères haïtiens en identifiant et plaçant des conseillers expérimentés aux postes clés. KONEKTE est un partenariat entre une firme haïtienne de ressources humaines et développement, Centre de Formation et d'Encadrement Technique (CFET), USAID et le Gouvernement d'Haïti (GOH) qui vise à renforcer les capacités locales pour créer une Haïti plus stable et viable. Le partenaire principale de KONEKTE au sein du GOH est l'Office de Management et des Ressources Humaines (OMRH). KONEKTE travaille en étroite collaboration avec l’OMRH pour identifier des conseillers de haut niveau à travers un processus de recrutement transparent et compétitif qui accorde la priorité aux compétences spécialisées des Haïtiens et de la diaspora haïtienne.   • Assister à établir les relations entre les tarifs douaniers en vigueur et les niveaux de production actuels dans les différentes filières agricoles, d’élevage et de la pêche.
  • Assister à analyser les implications des niveaux actuels des tarifs douaniers sur la production agricole, sur l’élevage et la pêche.
  • Assister à mettre en relief la capacité des producteurs locaux à répondre à la demande locale et les actions à entreprendre pour renforcer cette production.
  • Assister à étudier l’impact d’une augmentation des tarifs douaniers sur le niveau d’inflation en Haïti.
  • Assister à proposer une politique tarifaire cohérente pour l’ensemble des produits agricoles, d’élevage et de pêche et des industries associées ; pour les biens semi-ouvrés, les intrants, les biens d’équipement, les engins et outillages relevant de ces différents secteurs.

Right to livelihood

The Regional Representative will manage the Latin America and the Caribbean Regional Office (LACRO), with a staff of approximately 20 persons. The Representative will report to the FCA Headquarter in Helsinki, Finland.

Areas of Responsibility:

• Represent FCA in Latin America and the Caribbean, mainly in Honduras, Guatemala and Haiti;
• Manage FCA’s exit from Central American countries in accordance with guidance from HQ
• Overall responsibility for managing the Regional Office;
• Be responsible for all FCA contracted staff (both national and international), including staff security;
• Be responsible for the development of regional and country plans in co-operation with FCA HQ;

Haiti: Construction Coordinator

ASB has been working in Haiti since January 2010, with its efforts concentrated in the towns Petit Goave and Grand Goave, ASB is committed to an approach that seeks to link Relief, Rehabilitation and Development with a special focus on victims of the earthquake. Moving forward, ASB will expand its involvement in DRR to encompass a wide range of activities that are divided into five main interrelated areas:

1) The construction of six disaster resistant schools in order to ensure the safety of students in the event of a disaster and provide emergency shelter for the population of the catchment area.
2) The upgrade of particularly vulnerable sections of rural roads (about 8 km) to ensure that the roads remain passable in case of natural disasters.
3) Basic skills training in safe construction practices to ensure all aspects of resilience in terms of (re-) construction of houses and social infrastructure are applied.
4) Building on ASB past successes, 250 primary schools in the school district Petit / Grand-Goave will receive disaster preparedness refresher lessons through regular trainings and other extracurricular activities.
5) The establishment of school gardens in 12 selected schools. Parents and students will be introduced to new crops and methods of food preservation.

Reporting to the Country Director and the Program Manager, the Construction Coordinator will direct, manage, supervise, and coordinate the activities of all ASB-Haiti’s community infrastructure initiatives. S/he has oversight over projects led by the Program Manager and follows the overall development, implementation, scale-up, monitoring and reporting activities of construction projects. S/he will provide professional and technical assistance to the Program Manager on all engineering & construction issues and will coordinate assigned activities with other divisions, departments, and outside agencies. The Construction Coordinator will work closely with the Program Manager to effectively manage relationships with a variety of stakeholders including external partners and vendors. S/he will be responsible for timeliness and meeting requirements of deliverables within the scope of all infrastructure projects; including the construction of six primary schools, approximately 8KM of rural road construction / rehabilitation as well as assist in the training of 60 trainers of “Safe Construction Practices”.

Connaissances spécifiques :

  • Capable d’assurer la prise en compte des exigences techniques dans la mise en œuvre d’opérations de réhabilitation/construction d’équipements et d’infrastructures
  • Très bonnes connaissances technique en dimensionnement d’ouvrages (plans, devis, notes techniques….) et en procédure de passation de marché
  • Connaissance en encadrement et supervision de chantiers
  • Connaissances en normes parasismiques et para cycloniques serait un atout.
  • Connaissances des spécificités techniques et organisationnelles du travail en milieu urbain.

Langue :

  • Maitrise du français à l’écrit et à l’oral, la connaissance du créole serait un plus.

Informatique :

  • Excellente maîtrise des logiciels bureautiques en particulier le Pack Office (Word, Excel…).
  • Maitrise des logiciels de DAO / CAO indispensable (Autocad ou similaire).

STATUT :

PosteVolontaire: 800 euros brut par mois, selon expérience, plus 10% de prime de congés payés versés mensuellement et Per Diem mensuel de 750 USD.

Solidarités International prend également en charge les frais d'hébergement ainsi que les frais de déplacements entre le pays d'origine de l’expatrié et le lieu de mission.

  • Couverture sociale : L’expatrié bénéficie d’une couverture sociale de qualité permettant de couvrir tous les frais de santé et d’une prévoyance accident incluant les risques de guerre.

  • Break : En cours de mission, une alternance travail - repos est assurée par des breaks prévus tous les trois mois. Sur la base d’une mission de 1 an, l'expatrié prendra un break d’une semaine à 3 et 9 mois de mission (avec une participation de 500 euros versée par Solidarités) ainsi qu'un break de 15 jours à 6 mois de mission (avec une prise en charge du billet d’avion aller et retour entre la mission et le lieu de résidence).
