Liberia: Head of Programmes & Policy

A. MAIN PURPOSE AND SCOPE

The post holder is the Head of Programmes & Policy and reports to the Country Director. It is a senior management position with highly responsible functions. These include strategic management, the development and management of all programme and policy advocacy activities at the Country Programme levels. It also involves ensuring the financial management of donor funded projects.

The post holder will be responsible for leading, advising, motivating, and supporting the programme team to plan and manage activities aimed at achieving the goals and objectives of the Country Strategy Paper. To provide strategic leadership on program, policy & advocacy issues arising from the LRPs and national levels. He/she will also initiate, manage, supervise and provide guidance for advocacy & campaigns generated from grassroots whilst liaising closely with the Communications focal person. The postholder will be responsible for co-ordinating networks and will facilitate processes that enhance space for the poor in the national arena. He/she will also link community level governance issues with direct support from programme management specialists and LRP staff from all the programme areas from the community based work at the national level, as well as linking to wider macroeconomic and governance issues including at the Africa and international level. The position will have overall responsibility to establish a functional system to work on country specific policies and their enforcement which is pro-poor and excluded people. This has to be further related with work at international level and learning shared from this to have wider support to influence national and international government agencies at various levels.

B. RESPONSIBILITIES

Strategic Planning and Development

  • ?Support the Country Director and the Senior Mgt Team to lead the development of both strategic and 3-year plans in accordance with Country Strategy Paper (CSP) and 3-year planning guidelines.
  • Monitor the implementation of the CSP ensuring short term programmes are within the framework of the CSP.
  • Manage the review of the CSP: Mid-term review of CSP successfully conducted and on time
  • Support the various teams/sectors in the development and revision of strategic plans
  • Undertake the review of any sector when due

Programme Management

  • ? Manage the development, implementation, monitoring and evaluation of programmes in AAIL programmes
  • ? Support the Programme staff in the development and implementation of programme support activities
  • ? Manage the development of project proposals in accordance with the CSP and donor guidelines
  • ? Manage the appraisal and development of LRPs as well as provide support for the management of developed LRPs working closely together with Sponsorship team.
  • ? Ensure the timely submission of good quality programme reports as agreed with donors or in project proposal
  • ? Ensure project reports are submitted on time and queries calls for information from donors promptly acted on.
  • ? Manage the evaluation of programmes; both mid-term and final evaluations conducted on all projects and programmes.
  • ? Manage the Annual Participatory Review and Reflection Process. Ensure annual reports are prepared and shared with all partners and within AA.
  • ? Support the documentation and sharing of experience in all programmes within AAIL and with partners.

Regular production of documents on experiences

  • ? Represent AAIL in alliances and networks both within and outside Liberia as may be required.
  • ? Contribute ideas from the micro level work for the development of advocacy at the macro level while feeding macro level policy to inform our work at the micro level
  • ? Manage the development, implementation and monitoring and documentation of the outcome of periodic advocacy plans
  • ? Contribute to policy briefs and media strategies that inform stakeholders about the policy positions of ActionAid and partners.

Policy & Advocacy

  • ? Ensure advocacy plans are developed regularly and outcomes of advocacy activities documented and shared.
  • ? Provide a forum through which civil society and the general public can make an input and contribute to the parliamentary policy making and legislative process
  • ? Identify key issues and key collaborators for AAIL advocacy work
  • ? Conduct pro-poor analysis of policies and programmes aimed at reforms that will have impact on the lives of the poor and excluded.
  • ? Initiate, direct and co-ordinate the programme activities relating to parliaments or directed at reforms and policies impacting on poverty
  • ? Identify areas of critical concern and within the priorities of the CSP for research and advocacy work aimed at policy influencing, policy input and initiatives and policy measures on poverty issues.
  • ? Promote rights based approach with specific focus on women’s rights, in advocating for citizen’s rights.
  • ? Contribute to the development of the Country Programme as member of Senior Management Team

Human Resource Management

  • ? Support the recruitment and induction of programme staff
  • ? Provide line management to direct reports
  • Support in highlighting and applying women’s rights values to programmes and organizational development activities
  • ? Build a strong programme team among the programme staff located in the Head Office and other locations across Liberia.

Regular meeting of programme staff to share information

  • ? Set annual targets for each staff of the Unit in consultation with the staff. Maintain ongoing monitoring of the performance of staff against targets and take corrective steps if targets are not being met.
  • ? Provide support and motivate staff to meet targets.
  • ? Ensure appraisals are conducted for all programme staff through their line managers in accordance with AAIL staff policies.
  • ? Ensure the development of work plans by all reporting directly to HOPP
  • ? Develop annual staff development plans for subordinate staff taking into consideration areas of weaknesses and skill gaps noticed during appraisals and from staff career plans.
  • ? Provide line management functions to all staff of the Programme Support Unit.

Collaboration with Partners

  • ? Support the LRP Managers and other programme staff to strengthen networks AAIL is collaborating with. Provide support to the networks for building of their capacity and building the capacity their member organisations.
  • ? Ensure AAIL’s collaboration with networks and other partners to conduct research and disseminate the findings on issues of common interest.
  • ? Coordinate AAIL’s collaboration with government agencies in order to share information, experiences, influence them and/or build capacity
  • ? Collaborate and exchange information with networks and other organisations in areas of common interest.

Financial Management

  • ? Ensure that programme activities are carried out within agreed budgets
  • ? Ensure the timely completion of programme processes for the release of funds of donors
  • ? Ensure that documents required for release of funds are submitted by dates agreed in each project

General

  • ? Support resource mobilization effort and utilization of field programs and evaluate contract management processes of donor funded projects as per planned objectives.
  • ? Coach, mentor and develop program staff for better efficiency and coordination.
  • ? Perform other related duties as required by the line manager
  • ? Participate in international and Regional initiatives, teams and projects

The M&E Advisor will be responsible for collaborating with the MOHSW and CHSWT to identify data management challenges, provide feedback, and improve existing data management, collection and analysis tools and timelines. (S)he will support routine data quality audits, and serve as a catalyst to enhance systems that bridge data collection with analysis and data-driven decision making and planning. Building on previous gains, focus on accurate and timely data collection at the health facility level will be paramount.

Qualifications

• Post graduate degree in data management and data analysis, with a focus on health data management preferred.

• Experience using DHIS 2.9 or similar national HIS architecture.

• At least seven years’ experience in experience in evaluation design, development of indicators and data analysis with proven record in monitoring and evaluation.

• Demonstrated expertise with data management, data analysis tools and software.

• Demonstrate experience with qualitative and quantitative research methodologies and research design.

• Previous work experience in Liberia, and in particular, community health, preferred.

The Capacity Development and Health Systems Strengthening (CD&HSS) Specialist provides capacity development and coordinates technical assistance in management and leadership development for the central MOHSW and county health and social work teams (CHSWTs) to build capacity at three levels: (1) individual (health workforce), (2) organization (health services), and (3) systems (leadership and governance). The CD&HSS Specialist collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international and local NGOs and FBOs. He or she will work with the MOHSW, through the newly established Capacity Building Core Group (CBCG) and NGO and FBO partners to assure that health facilities have the staff and technical support necessary to sustain the delivery of the EPHS; to ensure that roles are designed to make effective use of skilled workers; and to build a network of highly functioning g CHVs as part of a national strategy to empower communities and strengthen their role in governance and service delivery. The Specialist will work collaboratively with the MOHSW’s CBCG to design and implement capacity building programs for central, county, hospital, and health center managers. She or he will participate in periodic seminars and conferences to share and disseminate experience among key actors in the public, NGO/FBO, and commercial sectors on best practices related to capacity building strengthened health systems and improving health outcomes.

Specific Responsibilities

  1. Provide necessary technical and logistical capacity building support to MOHSW and county health and social work teams (CHSWTs) to implement the EPHS.

  2. Strengthen capacity of MOHSW and CHSWTs in financial management, procurement, and HMIS in order to successfully meet the requirements for the Fixed Amount Reimbursement Agreement (FARA).

  3. Provide technical assistance (TA) to MOHSW and CHSWTs in HMIS, operations systems, financial management, human resource management, and continuous quality improvement.

  4. Work collaboratively with CHSWTs to identify gaps in strategy and budget development, quality of care, and staff retention, and design appropriate strategies to address challenges.

  5. Assess gCHV capacity and conceive and develop modules to train gCHVs to ensure sustainability, ownership and decentralization of health services at the community level.

  6. Receive input from MOHSW Program Heads on opportunities to build capacity within their technical areas and work collaboratively to design appropriate state-of-the-art strategies to address capacity challenges.

  7. Participate in periodic seminars and conferences to share and disseminate capacity building best practices, experiences and results among key actors in Liberia, in the public, private, and civil society sectors.

  8. Strengthen MOHSW capacity to shape, drive and own their development.

Qualifications

  1. Minimum of 10 years of relevant technical experience working on capacity development in a developing country environment.

  2. Must possess an MPH or similar a related degree from an accredited university program, or have equivalent experience.

  3. Experience and progressively increasing responsibility in the areas of training and human capacity development.

  4. Demonstrated effectiveness working on USAID-funded projects with MOH counterparts.

  5. Significant involvement in health reform activities is desirable.

  6. Demonstrated ability to develop and maintain effective working relations with government officials, private sector entities, and professional associations.

  7. Demonstrated effective interpersonal skills, leadership, and creative problem-solving and ethical management.

  8. English fluency required.

  9. Ability to travel within Liberia as needed.

Specific Responsibilities

The Finance & Administration Manager provides oversight to all financial and administrative/operations matters, directly supervising operations staff and related functions. S/he also prepares financial and other reports and develops, maintains and monitors budget details. S/he manages project support staff and participates in preparation for, and completion of, the semiannual/annual reports and the annual performance review process. The Manager trains staff ensuring compliance with standard operating procedures (SOPs) in the areas of finance and accounting, human resources, procurement and operations and acts as signatory authority for project expenses.

Qualifications

  1. Master’s degree in Business Administration, Finance, Commerce or related field.

  2. Minimum of 7 years of experience managing USAID/USG projects on a similar scale and complexity.

  3. Experience managing grants, contracts, and subcontracts strongly preferred.

  4. Experience managing the procurement of goods and commercial services up to $100,000 (excludes goods procured in and shipped from the US and restricted goods) in accordance with USAID regulations.

  5. Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management and procurement, among other management support areas/functions, as required.

  2. Work with MOHSW counterparts at central and county levels to explore short- and long-term health financing options to reduce out-of-pocket payments and expand access to quality health services.

  3. Support the nationwide scale-up of performance-based financing, including assistance to transition from performance-based contracting of NGOs to public sector PBF, institutionalizing incentives for productivity and quality.

  4. Develop and pilot options for expanding health insurance coverage/financial risk protection for lower income quartiles, such as community-based health insurance.

  5. Support the expanded implementation of the Essential Package of Health Services through any modifications of the “Free Care” model and any needed additions or re-costing as the health finance system is developed.

  6. Coordinate with Oversight Committees, Technical Working Groups, County Health and Social Work Teams and other stakeholders to ensure that necessary health finance interventions are reflected in project objectives and indicators.

  7. Review technical performance of the project and counterparts in meeting target indicators for health finance; conduct and/or support health finance impact evaluation and other related health financing studies as needed.

  8. Analyze feasibility and implement plans to scale up, institutionalize and sustain health finance interventions beyond the life of the project.

  9. Provide training and other capacity building to staff and counterparts as required; identify needs for health finance STTA.

  10. Work with the COP and other technical leaders on the project to ensure coordination and achievement of all technical requirements.

Qualifications

  1. The proposed Health Economist/Health Finance Advisor must have a minimum of 8 years of experience in designing and implementing health finance interventions in developing or middle income countries.

  2. S/he must have at a minimum a Master’s Degree in economics or social science, or a related advanced degree relevant to the field of public health or business or public administration.

  3. S/he should have demonstrated experience with Health Finance Policy, Financial Management, Public Expenditure Reviews, National Health Accounts, Health Service Contracting and Performance-based Financing, Costing of Benefit Packages, Benefit Analysis, Financial Risk Protection and Health Insurance Models.

Liberia: Family Planning – Operations Research Intern

Currently, IRC Liberia implements multi-sector programming with a specific focus in Women’s Protection and Empowerment (WPE), Child and Youth Protection and Development (CYPD) and Health in Lofa, Nimba and Motserrado countries. In addition, the IRC provides services to Ivorian refugees who fled from the 2010 election violence in Cote d’Ivoire.

Background

IRC Liberia seeks a research intern to oversee the operations research component on a new multi- year grant funded by USAID’s Child Survival Health Grants Program (CSHGP). The project aims to reduce maternal and child mortality by increasing Liberian women’s access to quality family planning services within the MOHSW’s Essential Package of Health Services ten-year health care plan. The project will target the catchment population of JDJ Hospital in Monrovia, Curran Hospital in Zorzor, Lofa County and five health clinics in rural Lofa. The IRC partners with the MOHSW, implementing project activities through their facilities and cadre of community health workers. The project strategy includes piloting and extending approaches which have the support of the MOHSW, but have not yet been tried in Liberia. These approaches include:• Introduction of injectable contraception into the service package of Community Health Volunteers (CHV), who currently deliver child and maternal health interventions in a house-to-house model• Development school reproductive health programs for adolescent girls• Integration of family planning services into other service delivery areas in primary health care facilities such as childhood immunization• Dispensing long-acting reversible contraceptives (LARC) and promoting PPIUCD as a routine part of post-abortion and post-partum care at two hospitals and one health center

The purpose of the Operations Research (OR) component of the “Better Future, Better Lives: Reducing Child and Maternal Mortality in Liberia” is to provide essential information to policy-makers on effective mechanisms to expand family planning use in Liberia. The OR study will use a quasi-experimental design to measure the effects of integrated FP/MNCH service delivery at health facilities and in communities on FP and MNCH acceptance and continuation in Lofa County. The research methods employed will be a cohort study of family planning acceptors; exit interviews with health facility clients; surveys of health staff and community volunteers; and analysis of HMIS.

This study is a collaboration between IRC and Columbia University Mailman School of Public Health.

Scope of Work? Responsibilities

Management

Safety and security

  1. EOD Capacity Building

In coordination with the Senior Technical Advisor, provide training in EOD Levels 1 and 2 to Armed Forces of Liberia (AFL) personnel, ensuring that personnel understand and become competent in explosive ordnance disposal. This must include sufficient theoretical and practical evaluations to confidently graduate successful operators.

  2. In coordination with the Senior Technical Advisor, support the organisation of EOD teams to work within the AFL on an ongoing basis, ensuring that teams are organised, coordinated, responsible and are working safely in accordance with the SOPs and IMAS.

  3. Where requested, support the organisation of field operations, including tasking, logistics, community liaison, risk assessment and mitigation, in coordination with the Senior Technical Advisor.

  4. Conduct monitoring and evaluation of operations on a regular basis, addressing any unsafe or inefficient aspects of operations, in coordination with the Senior Technical Advisor.

  5. Ensure that EOD Teams are liaising responsibly with communities.

  6. Provide oversight, refresher training and quality assurance to operational EOD teams.

  7. Conduct regular capacity building, helping teams and operators to become increasingly independent and competent in their work.

  8. Ensure that all equipment is well-maintained and that it is stored and transported in a safe and appropriate manner. Ensure that EOD teams are knowledgeable in the maintenance, storage and transfer of equipment, and that they increasingly take a leading role in this, with oversight.

We are seeking a market network development specialist consultant for the USAID-funded Smallholder Oil Palm Support project (SHOPS) in Liberia. The objectives of SHOPS are to 1) increase the productivity and profitability of Liberia's smallholder oil palm sector; 2) improve the marketing and trade capacity of this sector; and 3) improve the enabling environment and support functions.

Presently SHOPS works with a network of over 60 actors involved in the oil palm trade throughout Liberia, including: individual and group processors; oil palm depots; group and individual traders. While crude palm oil is traded easily on the local market at favorable prices, due to the introduction of additional palm bi-products (PKO, palm kernel cake, etc), there is a need to formalize the trade sector to improve trade linkages and usage and distribution of new products. Equally, extension of market linkages may allow commodities to extend beyond their current distribution networks.

This consultancy will include a two-person team with an international and a local expert.

Responsibilities:Undertake a market survey of 15-20 diverse key actors to understand the current local market conditions for oil palm traders.Collaborate with local institutions such as the MoCI, CDA, CBL, and LPMC to understand their roles and support to the formalization of trade networks.Use appropriate tools to analyze key aspects of the market including the 6 C’s: context, channels, customers, competitors, choices and communication.Work with technical staff to organize appropriate meetings to address key issues relating to trade and strengthen networks amongst key actors.

University of Michigan’s School of Natural Resources and Environment (SNRE) and Namati seek qualified applicants for the position of Research Manager for a randomized control trial (RCT) in Liberia. The study explores the impact of the Community Land Protection Program (CLPP), a community land and natural resources management and community land titling program. Using a randomized control trial as well as community-collected qualitative and qualitative data, this study explores the effects of the CLPP on a range of community and individual outcomes, including community governance, natural resource management, conservation, conflict and productivity. The CLPP evaluation is currently in the first phase, with the launch of baseline survey planned for January 2014.The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. This position is currently open for January 2014 through April 2014 with the possibility of extended involvement as the program rolls out across different countries.

The resident research manager will need to be present full time in Liberia for the duration of the training and data collection for the baseline survey, which is anticipated to begin January 2014 and extend through April 2014. The Research Manager will work closely with the Principle Investigators and other field staff to perform a variety tasks including, but not limited to: overseeing pretesting of the survey and other data collection documents, managing an electronic data collection platform, conducting qualitative research, refining study design and surveying instruments, managing survey teams, negotiating contracts with enumerators and/or survey firms, checking and analyzing data, cleaning data and assisting in preliminary analysis, assisting in the writing of project reports and policy memos, coordinating with local partners, and supporting outreach to policymakers in country.

Desired Qualifications:

• A Master's degree in economics, social sciences, public policy, or related fields is required, enrollment in a PhD program in economics, political science, geography, or other related field preferred.

Pro-Poor Market Development Assessment Consultant, Liberia

We are currently seeking a Pro-Poor Market Development Assessment Consultant for an ongoing six-year, $3.2 million cooperative agreement, funded by the USAID Displaced Children and Orphans Fund (DCOF). This project, called STRIVE, is implemented in close collaboration with the USAID Microenterprise Development Office. It uses market-led economic strengthening initiatives to benefit vulnerable children while aiming to fill current knowledge gaps on effective approaches to reducing the vulnerability of children and youth. STRIVE is implemented through four country-based programs in the Philippines, Afghanistan, Mozambique and Liberia. The consultant will produce a case study of the STRIVE program in Liberia, Agriculture for Children’s Empowerment (ACE), which documents the evolution of ACE project interventions, the outcomes that transpired among different project beneficiary segments and captures key learning for practitioners interested in pro-poor market development programs.

Responsibilities:Conduct initial preparation for assignment, including production of inception report that includes the research methodology, proposed report outline, interview guideline questions and work plan with Gantt chart.Conduct interviews or focus group discussions with project staff, representatives from main project farmer groups, and other private sector partners.Carry out site visits at project field offices in Bong and Nimba counties.Meet staff on other projects in-country involved in similar pro-poor market development activities such as USAID’s FED and LAUNCH projects.Deliver a field research report summarizing the meetings and interviews conducted.Finalize case study report for submission to project team and donor.Participate with project staff in several Washington, D.C.-based learning events, such as the annual SEEP conference, debrief with DCOF and a presentation at a Microlinks or Agrilinks speaking event.

Purpose of the position: Under the supervision of the Chief, Education (Post # 16871, P-4), the incumbent is accountable for the formulation, design, planning, implementing, monitoring and evaluation of the Peacebuilding, Education and Advocacy Programme to ensure its efficient and effective operational and financial management of the programme, global level delivery and accomplishment of programme goals and objectives, as well as selected activities in the Education Section's workplan.

Major tasks to be accomplished:

  1. Programme Planning, Development and Management: Lead the development and implementation of the programme including finalization of programme design, start up, implementation and oversight of programme activities and results at country level and in collaboration with relevant staff at regional and global level; and assessment of resources and capacity of UNICEF, governments and other partners to advance programme goals. Support and manage selected technical activities in the workplan related to education and peacebuilding in Liberia as well as other tasks that are part of the Education Section's overall responsibilities as required. Provide support to sections and ministries to ensure integration of Conflict-Sensitivity and Peacebuilding in programmes. Collaborate across the programme to ensure gender mainstreaming.   2. Programme Delivery, Evaluation and Reporting. Direct, supervise and coordinate the efforts of the operational and support staff attached to the PBEA programme. Assume responsibility to follow up on recommendations from meetings and participate in relevant sector working groups and coordination bodies. Oversee the monitoring of the PBEA programme and contribute (with the Monitoring Specialist) to ensure follow-up on results monitoring, using the programme’s log-frame/monitoring and evaluation framework, conflict analyses, and evaluability documentation (findings and baselines). Provide ongoing advice to Liberia country office on possibilities and limitations under the PBEA programme (to ensure funding is used strategically). Conduct field visits in coordination with Government and key partners. Oversee knowledge generation and evidence building and through the Knowledge and Documentation Specialist ensure that the knowledge generation activities and implementation needs are in line with outcome 5. Coordinate submission of country office donor reports, review country office donor reports for quality and completeness, and finalize reports in collaboration with the communication section. Coordinate submission of brief reports to ROs and HQ Divisions/ Sections for the annual donor report. Oversee the preparation of the official consolidated annual report, financial and narrative, including analysis of inputs and results for all country reports.

  3. Partnerships, Collaboration, Networking. Promote and coordinate relations with partners including internal UNICEF, UN, government, businesses, international organizations, community leaders and donors working in the sectors associated with education and peacebuilding. Promote intersectoral partnership in order to ensure that progress benefits mutually education and others programmes, in particular Health, Nutrition, water and Environmental Sanitation. Conduct periodic programme reviews with Government counterparts and others partners. Support the organization of UNICEF internal fora/meetings with different sections on peacebuilding and meetings with donors including the annual progress review meeting with other programme partners. Coordinate donor/UNICEF monitoring missions related to the programme.

  4. Knowledge Management. Further promote knowledge management by drafting or finalizing sectoral documents and reports as well as through orientation and training programmes targeted to Government authorities and partners. Ensure exchange of knowledge, information, experience or lessons learned; provide solid technical recommendations on major programme directions and on introduction of new initiatives in the country. Strengthen partnership with the stakeholders, including knowledge institutions strengthened to further understanding of barriers to and opportunities for advancing the peacebuilding, education and advocacy programme.

  5. Advocacy, communication and outreach. Provide strategic direction for advocacy and to the Communication staff on the programme’s website and other communication, visibility and evidence building and related activities. Ensure quality of ad-hoc reports, updates for donors, brief donors on progress, coordinate lessons learned, and evidence building and research activities on education and peacebuilding.

Minimum requirements

  • Academic: Advanced university degree in one or more of the disciplines relevant to the following areas: Education, Peacebuilding and/or a Social Sciences field relevant to international development. Some demonstrative capacity to identify and monitor gender inequalities, as well as develop and implement gender mainstreaming in programmes. A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • Work experience: Eight years of progressively professional work experience at national and international levels in fields relevant to education and development programmes. Background/familiarity with Emergency. Experience working in the UN or other international development organization an asset. Experience of programme management covering financial and operational management as well technical leadership is an asset.
  • Languages: Fluency in local working language of the duty station and English required.
