Overall Responsibilities

MSH is seeking candidates for an upcoming Health Systems Strengthening and Quality Improvement program in Liberia that will strengthen health systems and improve the quality of priority health services. The program focus areas will include performance-based financing, supply chain management, and institutional capacity building with emphasis on effective decentralization of services. Anticipated health-specific focus will be on maternal and child health, reproductive health and family planning, malaria and HIV/AIDS. . The following position is subject to project award.

MSH seeks a Monitoring & Evaluation (M&E) Advisor to provide technical assistance and build capacity of the Ministry of Health and Social Work’s Monitoring and Evaluation Unit, and of the County Health and Social Work Teams. The M&E Advisor will be responsible for collaborating with the MOHSW and CHSWT to identify data management challenges, provide feedback, and improve existing data management, collection and analysis tools and timelines. (S)he will support routine data quality audits, and serve as a catalyst to enhance systems that bridge data collection with analysis and data-driven decision making and planning. Building on previous gains, focus on accurate and timely data collection at the health facility level will be paramount.

Qualifications

• Post graduate degree in data management and data analysis, with a focus on health data management preferred.

• Experience using DHIS 2.9 or similar national HIS architecture.

• At least seven years’ experience in experience in evaluation design, development of indicators and data analysis with proven record in monitoring and evaluation.

• Demonstrated expertise with data management, data analysis tools and software.

• Demonstrate experience with qualitative and quantitative research methodologies and research design.

• Previous work experience in Liberia, and in particular, community health, preferred.

• Demonstrated ability to analyze data, demonstrated experience in writing reports on key performance indicators and making presentations to key stakeholders on project performance.

• English fluency required.

• Ability and willingness to travel in Liberia as required.
