Liberia: Finance and Administration Manager

Overall Responsibilities
MSH seeks a Finance & Administration Manager to provide financial and administrative management support and expertise for an anticipated five-year Health System Strengthening and Quality Improvement Technical Assistance Project to the Ministry of Public Health and Social Welfare in Liberia. The program focus areas will include performance-based financing, supply chain management, and institutional capacity building with emphasis on effective decentralization of services. Anticipated health-specific focus will be on maternal and child health, reproductive health and family planning, malaria and HIV/AIDS.
Specific Responsibilities
The Finance & Administration Manager provides oversight to all financial and administrative/operations matters, directly supervising operations staff and related functions. S/he also prepares financial and other reports and develops, maintains and monitors budget details. S/he manages project support staff and participates in preparation for, and completion of, the semiannual/annual reports and the annual performance review process. The Manager trains staff ensuring compliance with standard operating procedures (SOPs) in the areas of finance and accounting, human resources, procurement and operations and acts as signatory authority for project expenses.
Qualifications
Master’s degree in Business Administration, Finance, Commerce or related field.
Minimum of 7 years of experience managing USAID/USG projects on a similar scale and complexity.
Experience managing grants, contracts, and subcontracts strongly preferred.
Experience managing the procurement of goods and commercial services up to $100,000 (excludes goods procured in and shipped from the US and restricted goods) in accordance with USAID regulations.
Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management and procurement, among other management support areas/functions, as required.
Excellent planning, management, and organizational skills. Skilled in organizing resources and establishing priorities.
Strong leadership, analytical, and organizational skills. Demonstrated ability to work both independently and within a team. Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
Excellent interpersonal skills and supervisory skills and ability to interact professionally with donor, project stakeholders, in-country collaborators, and staff at all levels of the organization.
Strong MS Office skills, including Excel.
Strong written and oral presentation skills in English (FSN 3 or higher).
