Description Position Summary: Pact seeks a Chief of Party (COP) for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. Afghanistan: Humanitarian Affairs Officer /Civil Military Coordination, P-4

ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Kabul, Afghanistan. The Humanitarian Affairs Officer (Civil-Military Coordination – UN-CMCoord) reports to the Head of Office, OCHA Afghanistan.

RESPONSIBILITIES:
Under the leadership and guidance of the Head of OCHA Office Afghanistan, and within delegated authority, the HAO/CMCoord Officer will be responsible for the following duties:

Adviser on Humanitarian Civil-Military Coordination:

1) In his/her capacity as the Head of OCHA Afghanistan and HC’s adviser on civil-military relations, the HAO/CMCoord will establish the necessary links with Senior Military Officers in International military Forces and National Military Forces, Military Liaison Officers (MLO), and personnel in UN agencies, including any relevant civilian mission staff, and civil-military coordination personnel of appropriate NGOs.2) Monitor, analyze and report on any major accomplishments and progress as well as identify and follow up any potential or actual friction points in relations between the humanitarian and military communities.3) Serve as the primary focal point for all matters including policy related to civil-military coordination in close consultation with the Head of OCHA Afghanistan or Humanitarian Coordinator.4) Prepare, or provide substantive input in the preparation of, policy, position papers and reports on civil-military coordination issues for presentation to various agencies throughout the UN system and IASC members. Contribute to the Office regular reporting on civil-military coordination issues.

Policy and Advocacy:

1) Lead, if applicable, the development of country-specific guidelines on civil-military relations, based on the current “Guidelines on the Use of Military and Civil Defence Assets in Disaster Relief” and “Guidelines on the Use of Military and Civil Defence Assets to Support UN Humanitarian Activities in Complex Emergencies”, as well as the “IASC Reference Paper on Civil-Military Relationship in Complex Emergencies”, the IASC Discussion Paper and Non-Binding Guidelines on the “Use of Military or Armed Escorts for Humanitarian Convoys”, applicable Security Council resolutions and other relevant instruments.2) Ensure that the country-specific guidelines, and the generic guidelines mentioned above are properly disseminated and understood by both the humanitarian actors and the military forces present, as well as by local actors, as appropriate. Promote and ensure adherence to the above Guidelines within the entire humanitarian community and advise on potential consequences if these principles are compromised.3) Organise, with relevant and balanced Humanitarian and Military representation, Workshops on Civil-Military relations, by advocating adherence to applicable guidelines and principles and focusing on positive examples, contribute to a positive working relationship between relevant international military and IASC members.4) Additionally, act as an advocate for the promulgation of UN-CMCoord concepts, principles and activities, the promotion and protection of humanitarian principles and the dissemination of UN-CMCoord related guidelines.

Establish and maintain UN-CMCoord Network:

1) In this context, establish and maintain dialogue and coordination with the military and security forces in the area of responsibility. Identify, establish and maintain contact with the appropriate military counterparts, especially international military force deployed, and ensure mutual exchange of information about ongoing humanitarian activities and issues. Advise the military forces in the area of responsibility on international humanitarian coordination mechanisms. These mechanisms may include the UN Country Team, UN Security or Disaster Management Teams, Humanitarian Clusters, etc.2) In parallel, establish and maintain contact with humanitarian actors in the area of responsibility and serve as an information channel and advocate for their issues with relevant military/paramilitary organizations.3) Lead or participate in working groups, meetings and consultations with other UN agencies and humanitarian partners; organize meetings on UN-CMCoord matters with Heads of Agencies and/or other appropriate entities.4) Establish and maintain, if appropriate, an information exchange forum for stakeholders and interested parties in civil-military relations and participate in relevant meetings.

Humanitarian Affairs:

1) Leads and/or participates in large, complex projects, to include disaster assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.2) Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.3) Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning.

Security:

1) Act as Security Focal Point for OCHA Afghanistan, and reviews and monitors activities related to preparation of security plans for the OCHA, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation.2) Advises the Head of Office with regard to all security-related matters and participates in discussions and development of policies and procedures for security operations, contributing inputs related to assigned areas of responsibility.3) Establishes lines of communication with security officers, focal points and all other agencies to ensure maximum security coordination.4) Liaise and collaborate with Security Officers to maintain dialog with local authorities and international institutions such as Red Cross/Red Crescent for coordination of efforts.

COMPETENCIES

PROFESSIONALISM: Knowledge of a range of humanitarian assistance, emergency relief and related human rights issues, including approaches and techniques to address difficult problems. Analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response. Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned country/area. QUALIFICATIONS

Experience: A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, military, or other related area is required. Previous experience with OCHA and/or in a related way in civil-military coordination, or experience in the military forces dealing with major humanitarian operations is desirable. Experience in working with humanitarian organizations in operations or preparedness is desirable. Field experience in emergency situations (complex emergencies, natural disasters, etc.) is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree as recognized by the United Nations.

Education: Advanced university degree (Master’s degree or equivalent) in political science, international relations, or other field related to civil-military coordination or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages: English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of Dari is desirable.

Project Description:The goal of the Strengthening Political Entities and Civil Society (SPECS) program is to strengthen competitive, inclusive and credible election and political processes in Afghanistan through the provision of tailored technical assistance to citizen groups, advocates and political parties. Specifically, the IFES component of SPECS works with civil society groups, including women- and youth-focused groups, to conduct advocacy and promote issues critical to citizens. IFES SPECS activities bolster the capacity of advocates to mobilize their constituents, prioritize top issues, advocate to political entities, candidates and elected officials on those issues, and report back to their constituents on progress. This is accomplished through intensive training and consultation, community mobilization, advocacy and outreach, and networking support.

Job Responsibilities:The Civil Society Coordinator will, under supervision of the Chief of Party (COP), perform the following tasks: • Provide support to the identification and selection of Afghan civil society groups as beneficiaries of technical assistance;• Coordinate the design and manage the implementation of a series of intensive training programs with targeted civil society groups;• Facilitate consultations between civil society partners and local communities and other groups, wherein partners learn to identify and select key constituent and policy reform issues of interest to the public.• Provide support to the development of advocacy action plans for civil society partners, which will serve as the primary planning documents for subsequent advocacy campaigns.• Provide mentoring and technical assistance to civil society partners to conduct advocacy campaigns for the public and outreach campaigns with key political entities.• Coordinate with both civil society and program implementing partners to ensure comprehensive reporting of advocacy and outreach initiates for the public.

Egypt: Arab States Regional Civil Society Advisory Group – ToRs

UN WOMEN was created in 2010, giving the UN system a strong entity with a mandate to advance women´s rights globally. Specifically, UN Women´s role is to:

• Support the development of normative frameworks to promote gender equality, gender justice and women’s empowerment.
• Support inter-governmental bodies, such as the Commission on the Status of Women, and inter-governmental processes such as the Rio+20 Conference on Sustainable Development and the Post-2015 development Agenda, in their formulation of policies, global standards and norms to promote gender equality and women’s empowerment
• Help Member States to implement these standards, standing ready to provide suitable, technical and financial support as necessary, and to forge effective partnerships with civil society
• To hold the UN system accountable for its own commitments on gender equality, including regular monitoring of system-wide progress

In doing this, UN WOMEN works at a country and regional level, building on the work done in the past and leveraging UNIFEM´s previous relationships with civil society and grassroots organizations on the ground, bringing women to the table in peace negotiations and supporting civil society in advancing gender equality in their countries and regions.

The relationship with civil society is critically important. The GA has requested the head of UN WOMEN to continue the existing practice of effective consultation with civil society organizations, and encourage(d) their meaningful contribution to the work of the Entity (GA/64/289)

Furthermore, UN Women’s Global Strategic Plan 2011-13 lays out in paragraph 57, output 1.2 that “Effective strategic partnerships between UN Women and CSOs, particularly women’s organizations and coalitions, will continue to be critical and effective partners. UN Women will work to ensure more systematic consultations with civil society at all levels, including establishing a civil society advisory group at the global level and, where required, at national and regional levels. In coordination with UN partners, UN Women will develop joint advocacy initiatives with women’s organizations and civil society partners, including women’s rights networks, religious and traditional leaders, men and boys, youth groups, grassroots and non-governmental organizations.

UN WOMEN´s executive director is also making this commitment a priority. In her Vision and Action Plan, she said “in recognition of the special relationship I envisage between UN Women and women’s organizations, I will be forming an NGO Advisory Group to advise me as Executive Director of UN Women. This will be a body through which NGOs can share their perspectives, expertise and knowledge from the country level and a channel for our ongoing collaboration.”

The Arab states witnessed many transformations during and following the Arab Spring. Civil Society, as a whole, has a unique role to play as an actor and mechanism for change in the region, one of the key drivers behind the political and social revolutions that are taking place. Many of these changes saw women at the forefront of demonstrations holding their governments accountable, including in countries where women traditionally remain in the private sphere. In light of the role of women’s leadership and civil society in the Arab Spring and the low levels of women’s formal political participation across the region, UN WOMEN Arab States places support for this area at highest priority. UN WOMEN works with the emerging civil society movements to ensure that there is no regression on the women´s agenda post Arab Spring and that women’s civic activism can translate into sustained and meaningful engagement in all areas of public life. It is vital that all regional programming comes from an informed perspective in which the priorities on the ground, and from the ground, are taken into consideration. It is with this background that UN WOMEN Arab States is creating a Regional civil society advisory group.

Objectives:

The Advisory Group will be a consultative forum for regular dialogue between civil society and UN Women. More specifically the objectives will be:

i. To keep UN WOMEN up to date on the political changes that have taken place, are undergoing, and that might still happen, both in the Arab spring countries, and in countries that did not undergo a transformation in the last year;
ii. To foster dialogue and engagement between UN Women and civil society, on national development issues and trends related to gender equality, women’s rights and empowerment;
iii. To enable UN Women to benefit from civil society’s expertise, experience, perspective and knowledge and strengthen UN Women’s programme and priorities; and
iv. To serve as a consultative forum of ideas and strategies on key policy, knowledge and advocacy issues.

Role of the group:

• Provide strategic advice to UN Women and, when appropriate, on its thematic priorities and policies, including during the strategic planning process;
• Provide guidance on political, economic, social and cultural developments and trends to UN Women regional/national programming;
• Provide information on issues as they are observed and emerge, specifically in relation to political changes/unrest;
• Provide analysis on the socio-economic and political environment at the country/regional levels and its impact on gender equality and women’s rights issues;
• Provide inputs to UN Women’s programmes and policies, including the Regional Strategic Plan;
• Provide guidance and inputs to regional advocacy strategies;
• Assist UN Women in strengthening its engagement and dialogue with civil society at all levels.

Structural Framework:

The group will be managed from the UN WOMEN Arab States regional office and will meet twice a year with the opportunity to provide inputs electronically on a regular basis.
The ongoing collaboration with UN Women will take place via a web-based platform (the Civil Society Extranet), set up by UN Women, for group members to engage with each other and with all the country and regional Advisory Groups.

The civil society extranet platform that is being developed will facilitate knowledge and experience sharing with civil society experts and UN Women on key thematic issues of strategic importance to UN Women.

Composition:

The Arab States Civil Society Advisory Group will consist of 25 members. 12 of these will be from women´s equality networks, 8 will be from grassroots organizations, and 5 members will be high level experts in the field of gender equality and women´s rights, including, but not limited to, members of academia. All members will have a geographical distribution in the region, including members from North Africa and the Gulf States. UN WOMEN will ensure that a wide range of ideas and ideologies are represented in the group to best reflect the many perspectives that exist in the region.

The members will sit on the group on a rotational basis for two years. After two years, members, should they be nominated again, can be selected for an additional term of two years. Note that membership in the group is honorary and members will receive no remuneration, however, UN WOMEN will cover all travel expenses related to group meetings.

Selection criteria:

Civil society organizations and individuals will be invited to nominate members to the group. A committee composed of the UN agencies Arab States regional directors, and members of regional civil society, including, but not limited to regional members of the global Civil Society Advisory Group, led by the UN WOMEN Arab States Regional Director, will evaluate all nominations. The selection process will be duly documented ensuring transparency.

A member of the group can be a member of an organization, but their participation in the group will be in their individual capacity, not as a representative of their respective organization. They will be selected based on the following criteria:

• Strong connection to national or regional women’s organizations and networks, concerned with matters within the mandate of UN Women and with extensive experience in national and/or regional advocacy and policy development;
• Thematic expertise in UN WOMEN´s regional priority areas;
• Demonstrable understanding of the needs and interests of diverse groups of women, particularly following the Arab Spring;
• Good knowledge of development patterns among countries with diverse socio-economic status;
• Experience in policy, legislation and/or human rights treaties is valued, particularly at the regional level;
• Efforts will be taken to incorporate men in the group;
• There will be sufficient representation of young women, their organizations and networks;
• Members of the group must be nationals of and current residents of a country in the Arab States region

BACKGROUND:For over a decade, CAR has suffered from a multi-faceted crisis marked by chronic poverty, political instability, and violence. In December 2012, the Seleka rebel alliance took control over much of the country and, after a short period of attempted negotiations and peace talks, carried out a coup d’état in late March 2013. Since then, public services, governmental offices, police and military forces, schools, health provisions, and other services have come to a standstill. The planting season was heavily disrupted in a country with 80% of the population involved in agricultural work and protection issues are having a cross-cutting impact on all sectors. As a result, the chronic humanitarian needs facing CAR have become acute in many parts of the country requiring immediate and intensive humanitarian action to respond to the multi-sectoral needs at hand.

Scope of WorkThe Water/Civil Engineer Program Manager will be responsible for overseeing IRC’s construction and rehabilitation activities in Nana Gribizi and Ouham Pende prefectures of CAR. These activities will focus on infrastructures related to economic infrastructure, school facilities, and ground-water systems and rehabilitation. The activities and projects that the position oversees involve both direct implementation and supporting implementation by communities through consulting engineers and contractors. The post, therefore, involves ensuring that design, construction and field supervision are conducted to a high professional standard by IRC employees and the private contractors.

The position reports to the Area Program Coordinator also based in Kaga Bandoro.

Responsibilities

Program management:Supervise the design (directly or contracted) of infrastructures that are adapted to population needs and context and match international and national norms and standards. Support communities to establish and oversee implementation of systems for controlling the quality of supplied construction materials; closely monitoring market prices; tracking works progress against work plans, and controlling the quality of the final construction outputs.Support communities to manage, in a strategic manner, construction/rehabilitation budgets and/or budget components to ensure an appropriate and efficient use of resources in the area of operation.Oversee implementation of grants and reporting systems and management of budgets, including budget forecasting, development of spending and work plans and indicator tracking sheets related to construction activitiesSupport communities to ensure that bidding process are done in a in a consistent and transparent mannerContractors management:Oversee the engagement of independent contractors for construction projects under governance and rights programmingEnsure proper provisional and final handover of infrastructure from IRC or the contractors to both the communities and the local authorities. The Australian Government established the Development Assistance Facility for Afghanistan (DAFA) in 2007 to support the Afghanistan National Development Strategy. The goal of DAFA’s third phase is to develop the leadership and human capacity required to achieve sustainable economic and social development in Afghanistan. Building capacity and public confidence in the government’s ability to deliver services and improving the quality of education are critical components of this mission and the Afghan government’s efforts to meet its people’s needs.

DAFA III comprises four components:

Australia Awards in Afghanistan offers opportunities for long and short-term study and professional development in Australia with the objective of developing capacity and leadership skills so that individuals can return home and contribute to development in Afghanistan.

Malaysia Australia Education Project for Afghanistan (MAEPA) involves the Governments of Malaysia, Australia and Afghanistan cooperating to provide professional development training to Afghanistan’s Teacher Trainers and teacher college staff to improve the quality of teaching in Afghanistan.

The Public Financial Management (PFM) program aims to improve the quality of core development budget processes in key service delivery Line Ministries.

AusAID-Initiated Activities deliver needs-based, flexible interventions in support of the Australian Government’s strategic programming objectives.

The Activity Design Specialist/Short Term Technical Adviser will deliver specific, intermittent inputs for DAFA Phase III. Specific consultancy dates will be requested when Tasking Notes are issued by AusAID. Each assignment will be to conduct specific activity design and prepare an implementation plan in response to a specific tasking note received from AusAID. Typical assignments are between 2 – 4 weeks, though some assignments may exceed this duration.

DAFA Phase III will embrace a broad range of modes of assistance in order to address individual, institutional and systematic capacity building approaches and will maintain flexibility to meet changing requirements.

The following types of activities are envisioned:

• Provision of individual Advisers deployed in partner Ministries in non-line management functions (coaching, mentoring, advising, and training);
• Provision of technical assistance to undertake specific tasks with and on behalf of partner Ministries (e.g. policy studies, policy advice, research), through subcontracts to local or international organisations or individual advisers;
• Provision of tailored training programs through local or international training providers;
• Design and delivery of projects delivered jointly by counterparts and sub-contractors and/or advisers;
• Provision of Australia Awards scholarships to partner Ministry employee candidates; and
• Support of third country training through the Malaysia-Australia Education Project for Afghanistan (MAEPA).
As part of this process the Activity Design Specialist/Short Term Technical Advisor is required to work with partner Ministries on needs assessments, concept development and activity design.

Objectives of the Assignment:

The objectives of the assignment are:
• To develop and document designs for activities to be funded under DAFA Phase III;
• To produce completed Implementation Plans and design documents for submission to AusAID;
• In consultation with the Facility Manager or his/her designee review Implementation Plans document formats.

Reporting Arrangements:
• The Activity Design/Short Term Technical Adviser will report to the Facility Manager or his/her designee on the development of activities.
• The Adviser will be required to work with and mentor the Activity Coordination Officers (ACOs).
• The Adviser will work with the International M&E Adviser to ensure alignment of activities with the Performance Assessment Framework (PAF) and activity design processes.

Responsibilities and Tasks:

The Activity Design Specialist/Short Term Technical Adviser will:
• Work with the DAFA team to define the DAFA Capacity Development Framework to guide activity design. The Capacity Development Framework should be linked the ANDS Capacity Development Framework, AusAID Capacity Development Strategy and the DAFA Performance Assessment Framework;
• Coordinate and provide advice on the continued analysis of Ministry strategic plans and programs based on DAFA objectives and components to identify priorities and opportunities for DAFA;
• Coordinate and provide advice on mapping current and planned donor investments aligned to Ministries national programs;
• Work with partner Ministries to identify/confirm/develop activity concepts which meet DAFA selection criteria, with reference to DAFA strategic analysis and donor mapping;
• Work with partner Ministry nominated contact persons to develop implementation plans including design analysis, appraisal, cover notes, implementation plans, fully cost budgets, work plans and details of partner Ministry contributions;
• Mentor Ministry counterparts and DAFA Activity Coordination Officers (ACOs) during the activity design process;
• Provide advice to Facility Manager or his/ designee on the recommended approach to activity design and implementation consistent with DAFA Procurement Guidelines; and
• Work with the Facility (project) M&E Officer and International M&E Specialist to ensure activity designs are in line with the DAFA Performance Assessment Framework.

Mandatory Competencies:
• A degree in a relevant field.

Project Summary:
The Egypt Civil Society Support Project (ECSS) is implemented by a consortium of partners including MSI, FHI 360, and IREX. The project provides technical assistance and training to Egyptian civil society organizations (CSOs) to strengthen their institutional capacity and to help them provide services and implement community development projects more effectively.

Position Summary:
ECSS is seeking a consultant to, in consultation with ECSS staff; provide short-term technical assistance on the operational and financial aspects of loan management of local Egyptian organizations. The consultancy is expected to last 27 days, from September to December 2013. The primary objectives of the loan management technical assistance are to:

  • Improve the local organizations’ loan management systems. Enable local organizations to expedite loan approvals and reduce operating costs through a structured, streamlined workflow environment.
  • Enable local organizations to standardize loaning procedures and documentation to improve accuracy and efficiency.
  • Enable local organizations to generate comprehensive loan reports, track payments on loans, track payment and amortization schedules, accrue interest income, and integrate with General Ledger and financial statements.

Please note: This is a local position. Only candidates with Egyptian citizenship will be considered.

Responsibilities:

  • Provide technical assistance to update the Assiut Businessmen Association’s (ASBA) business plan, develop a financial performance monitoring tool, and update the organization’s operations (credit) and financial manuals.
  • Analyze employee performance and capacity; conduct an assessment on training needs.
  • Support Unified Group for Technical and Consultancy Services (UG) sub-grantees in developing financial policies and procedures and credit guidelines.
  • Based on the needs assessments, provide on-job training to loans officers on financial analysis.
  • Conduct organizational restructuring plan for the ASBA main office.
  • Submit a final report summarizing the results of the technical assistance, what have been achieved by the grantees and recommendations for next steps.

Qualifications:

  • Advanced degree in a relevant discipline from an accredited university.
  • Demonstrated experience loan management and loan services functions.
  • Proven knowledge of the USAID required loan documentation.
  • Thorough understanding of the current Egyptian civil society organizations (CSO) landscape and challenges.

Overview of the Position

The logistics unit is involved in many civil works activities ranging from minor activities such as drainage works in warehouses to building large storage facilities for its own use as well as to support partners. One major activity is to support the Gov of Afghanistan in capacity building initiative.

The Ministry of Agriculture, Irrigation and Livestock (MAIL) wants to establish a Strategic Grain Reserve (SGR) under its social protection scheme. The plan is to have 200,000mt of grain storage in strategic locations throughout Afghanistan. This will include Silos, large to medium bagged storage facilities and small storage facilities at district/community level.

Our client will support MAIL in construction of medium to large storage facilities in Kabul, Mazar, Herat and Puli- Khumri as well as small storage at district level. In Kabul, our client will commence construction of a 20,000mt facility in the first week of November.

In parallel to the construction of the facility in Kabul, design work for storage facilities in Herat and Mazar will be carried out. Our client also plans to expand this project to include the design and build of smaller warehouses (=>500MT) at District Levels to be handed over to farmers cooperatives

General Functions

Our client needs an Assigned Employee who has Civil Engineering background for the supervision and oversight of construction works for our client’s projects at the various locations. To help accomplish the task it is deemed more operationally viable to recruit an engineer from an external consulting company.

The Assigned Employee (Project Engineer) will report to the Head of Logistics and will be responsible for the following tasks:

• For the Kabul SGR project: provide day-to-day supervision and oversight of the planning and construction execution. This will require the Project engineer to spend significant time at the construction site. For the Pul-i-Khumri, Mazar and Hirat SGR projects, in the first phase the site engineer will be requested to review the existing site surveys; present the plans to MAIL for their endorsement; and will then be responsible for sourcing design and/or manufacturing/erection companies for the warehousing facilities. The Project engineer will produce the scope of work and bidding documents for the design / construction tender(s) and will prepare the contractual agreements. In the 2nd phase the project Engineer will be expected to follow the tender process (incl. directing the technical evaluation) and carry out supervision and oversight of construction works at the three additional sites (as and when they are awarded, in part or in full). Both phases of the project will require the site engineer to make frequent site visits, hence travel to various locations inside Afghanistan.

• For the district level storage project, the Project Engineer will work in consultation with Area Office / Country Office Programme and Logistics in order to support the design of appropriate village / district level storage facilities that may provide a shared resource for farming cooperatives. If activated, this project will require some travel to the field in order to clarify applicability of design and methodology of execution.

The project Engineer must have an excellent grasp of English as this will be required to draft detailed note-for-the-records concerning decisions with a financial implication; technical and tendering documents. Furthermore, the Project Engineer should have a good knowledge of computer graphics and mapping software, as well as the capacity to use design related software such as CAD. The Project Engineer will be expected to provide regular project updates and written reports to the Head of Logistics as well as MAIL counterparts.

Reporting Line:The Project Manager will report to the Head of Logistics & Pipeline with regards to all SGR related projects. The Project Manager will also maintain a technical liaison with the Facilities Management Unit.

Essential Experience

Educational Qualifications of the Assigned Employee:• The Assigned Employee must have a University degree in Civil Engineering/Structural Engineering.• Project Management certification is an advantage.• Good knowledge of computer graphics and mapping software.

Experiences of the Assigned Employee:• The Assigned Employee will have a Minimum of 5 years’ experience with proven Project• Management of medium to large projects. Previous working experience in humanitarian assistance programmes is an advantage.
