Project Summary:
The Egypt Civil Society Support Project (ECSS) is implemented by a consortium of partners including MSI, FHI 360, and IREX. The project provides technical assistance and training to Egyptian civil society organizations (CSOs) to strengthen their institutional capacity and to help them provide services and implement community development projects more effectively.

Position Summary:
ECSS is seeking a consultant to, in consultation with ECSS staff; provide short-term technical assistance on the operational and financial aspects of loan management of local Egyptian organizations. The consultancy is expected to last 27 days, from September to December 2013. The primary objectives of the loan management technical assistance are to:

  • Improve the local organizations’ loan management systems. Enable local organizations to expedite loan approvals and reduce operating costs through a structured, streamlined workflow environment.
  • Enable local organizations to standardize loaning procedures and documentation to improve accuracy and efficiency.
  • Enable local organizations to generate comprehensive loan reports, track payments on loans, track payment and amortization schedules, accrue interest income, and integrate with General Ledger and financial statements.

Please note: This is a local position. Only candidates with Egyptian citizenship will be considered.

Responsibilities:

  • Provide technical assistance to update the Assiut Businessmen Association’s (ASBA) business plan, develop a financial performance monitoring tool, and update the organization’s operations (credit) and financial manuals.
  • Analyze employee performance and capacity; conduct an assessment on training needs.
  • Support Unified Group for Technical and Consultancy Services (UG) sub-grantees in developing financial policies and procedures and credit guidelines.
  • Based on the needs assessments, provide on-job training to loans officers on financial analysis.
  • Conduct organizational restructuring plan for the ASBA main office.
  • Submit a final report summarizing the results of the technical assistance, what have been achieved by the grantees and recommendations for next steps.

Qualifications:

  • Advanced degree in a relevant discipline from an accredited university.
  • Demonstrated experience loan management and loan services functions.
  • Proven knowledge of the USAID required loan documentation.
  • Thorough understanding of the current Egyptian civil society organizations (CSO) landscape and challenges.
  • Excellent interpersonal communication skills and demonstrated ability to work effectively in team situations; ability to effectively interact with individuals in all areas of the CSO community.
  • Excellent oral and written communication skills in English and Arabic.
