Thailand: Regional Nutrition in Emergency Consultant

The main purpose of this consultancy is to strengthen the capacities of UNICEF nutrition program and partners in emergency preparedness and response in high risks and fragile settings. In particular, the consultant will focus on strengthening information for improved surveillance and planning to better prevent, prepare for and respond to disasters with the aim to build resilience of existing systems and communities
Work Assignment:
? Country Reviews
o Conduct basic literature review on current country practices for preparedness and response to emergencies, including coordination and information systems gaps and needs
o Identify linkages between general nutrition programmes, nutrition surveillance and nutrition in emergencies interventions to analyse how all components contribute to resilience
? Organize and facilitate a regional level workshop for priority countries to:
o Orient countries on UNICEF responsibilities and commitments for emergency preparedness and response
o Identify key challenges in emergency preparedness and response, including in information systems and coordination (regional and country based)
o Develop country strategies and action plans to address identified challenges, including in information and coordination
? Support capacity building efforts
o Review capacity building activities and outline a regional /county-based capacity building strategies
? Provide in-situ technical support (this may include travel to 2-4 countries such as Cambodia, Indonesia, Myanmar, the Philippines and Viet Nam)
o Implement most urgent actions as identified with countries e.g. training events and adapted packages
o Follow up on support provided on assessment of CMAM reporting and its potential applicability to other country offices in the region
? Assist with surge capacity for response in nutrition in emergencies as needed.
Contract Duration :
4 months period (September 2013 – December 2013)- possibility of extension
How to apply:
Qualifications or Specialized Knowledge/Experience Required:
? Advanced university degree in public health or nutrition or related field
? A minimum of 8-10 years of solid responsible experience in planning and implementing Nutrition in humanitarian action and emergency programmes
? Experience in humanitarian settings
? Knowledge and experience in nutrition surveillance systems a strong assets
? Fluency in English (verbal and written). Knowledge of another UN language an asset.
? Availability for travelling (2 or 4 countries during the 4 months assignment)
