MEETING RAPPORTEURFOR

NUTRITION INTERVENTIONS – IMPROVING THEIR DELIVERY MEETING

20-22 MAY 2014, NEW YORK, USA

BACKGROUNDNutrition has received substantial attention and support over the past 3 years, largely due to successful

expansion and influence of the Scaling Up Nutrition (SUN) Movement. Globally UNICEF is seen as an important

partner by national governments as well as many donors and as a consequence UNICEF is requested by

numerous national authorities to sportive support in policy and programme design and implementation as well

as to take a leading role in coordination. In order to be able to meet these expectations, UNICEF as strengthened

its human resource capacity in terms of absolute numbers, distribution and skills building efforts at country,

regional and global levels. However, available information indicates that progress in countries is often slow,

objectives are not met, and that country offices struggle with systems challenges, limited absorption capacity,

and prioritizing strategically.

With increasing funding to UNICEF around nutrition and consequently higher expectations to deliver quality

results UNICEF headquarters nutrition section is proposing a meeting with regional and country offices to

discuss on ways to improve delivery of nutrition interventions through enhanced accountability mechanisms.WORKSHOPThe meeting will take place in New York, 20th-22nd May 2014. It will bring together nutrition staff from 18

UNICEF country offices, nutrition regional advisors from the 7 regions, and nutrition section staff from UNICEF

HQNY. The overall objective will be to discuss and agree on mechanisms that will increase UNICEF’s capacity to

better manage country programmes, delivery results in an efficient manner and enhance UNICEF’s

accountability.

Each session will be facilitated by at least 2 individuals. Countries are being requested to prepare posters

outlining the major nutrition grants received, challenges in implementation, facilitating factors, and way

forward.

TASKSThe consultant will

• Take note of each session proceedings and discussions

• Draft and finalize the meeting report

DELIVERABLEDraft and Final Report of the discussions at the workshop (including an executive summary)2

PROJECT DURATION: 15 days starting from 19 May 2014 up to 30 June 2014The consultant will work for a total of 15 working days over a period of 1.5 month.

It is envisaged that the consultant would spend approximately:

1 day prior to the meeting getting familiarized with the meeting agenda

3 days during the meeting taking notes (20 - 22 May)

1 day after the meeting to discuss with UNICEF HQ on meeting report

10 days writing the meeting report including executive summary

QUALIFICATIONS

• Fluency in English (written and spoken)

• Graduate and advanced degree in the area of nutrition and public health related field

• Minimum five years of relevant experience in nutrition and/or public health, with experience in reportwriting

• Excellent writing skills

• Ability to work independently and deliver quality results with limited supervision

General Conditions of Contracts for the Services of Consultants / Individual Contractors

  1. Legal Status

The individual engaged by UNICEF under this contract as a consultant or individual contractors (the “Contractor”) is engaged in a personal capacity and not as representatives of a Government or of any other entity external to the United Nations. The Contractor is neither a "staff member" under the Staff Regulations of the United Nations and UNICEF policies and procedures nor an "official" for the purpose of the Convention on the Privileges and Immunities of the United Nations, 1946. The Contractor may, however, be afforded the status of "Experts on Mission" in the sense of Section 22 of Article VI of the Convention and the Contractor is required by UNICEF to travel in order to fulfill the requirements of this contract, the Contractor may be issued a United Nations Certificate in accordance with Section 26 of Article VII of the Convention.

  1. Obligations

The Contractor shall complete the assignment set out in the Terms of Reference for this contract with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.

The Contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. During the term of this contract the Contractor must refrain from any conduct that would adversely reflect on UNICEF or the United Nations and must not engage in any activity that is incompatible with the administrative instructions and policies and procedures of UNICEF. The Contractor must exercise the utmost discretion in all matters relating to this contract.

In particular, but without limiting the foregoing, the Contractor (a) will conduct him- or herself in a manner consistent with the Standards of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICE relating to fraud and corruption; information disclosure; use of electronic communication assets; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General's Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.

Unless otherwise authorized by the appropriate official in the office concerned, the Contractor must not communicate at any time to the media or to any institution, person, Government or other entity external to UNICEF any information that has not been made public and which has become known to the Contractor by reason of his or her association with UNICEF or the United Nations. The Contractor may not use such information without the written authorization of UNICEF, and shall under no circumstances use such information for his or her private advantage or that of others. These obligations do not lapse upon termination of this contact.

  1. Title rights

UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.

  1. Travel

If UNICEF determines that the Contractor needs to travel in order to perform this contract, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract, on the following basis:

(a) UNICEF will pay for travel in economy class via the most direct and economical route; provided however that in exceptional circumstances, such as for medical reasons, travel in business class may be approved by UNICEF on a case-by-case basis.

(b) UNICEF will reimburse the Contractor for out-of-pocket expenses associated with such travel by paying an amount equivalent to the daily subsistence allowance that would be paid to staff members undertaking similar travel for official purposes.

  1. Statement of good health

Before commencing work, the Contractor must deliver to UNICEF a certified self-statement of good health and to take full responsibility for the accuracy of that statement. In addition, the Contractor must include in this statement of good health (a) confirmation that he or she has been informed regarding inoculations required for him or her to receive, at his or her own cost and from his or her own medical practitioner or other party, for travel to the country or countries to which travel is authorized; and (b) a statement he or she is covered by medical/health insurance and that, if required to travel beyond commuting distance from his or her usual place or residence to UNICEF (other than to duty station(s) with hardship ratings “H” and “A”, a list of which has been provided to the Contractor) the Contractor’s medical/health insurance covers medical evacuations. The Contractor will be responsible for assuming all costs that may be occurred in relation to the statement of good health.

  1. Insurance

The Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. The responsibility of UNICEF and the United Nations is limited solely to the payment of compensation under the conditions described in paragraph 7 below.

  1. Service incurred death, injury or illness

If the Contractor is travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contract, or is performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval, the Contractor (or his or her dependents as appropriate), shall be entitled to compensation from UNICEF in the event of death, injury or illness attributable to the fact that the Contractor was travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contractor, or was performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval. Such compensation will be paid through a third party insurance provider retained by UNICEF and shall be capped at the amounts set out in the Administrative Instruction on Individual Consultants and Contractors. Under no circumstances will UNICEF be liable for any other or greater payments to the Contractor (or his or her dependents as appropriate).

  1. Arbitration

(a) Any dispute arising out of or, in connection with, this contract shall be resolved through amicable negotiation between the parties.

(b) If the parties are not able to reach agreement after attempting amicable negotiation for a period of thirty (30) days after one party has notified the other of such a dispute, either party may submit the matter to arbitration in accordance with the UNCITRAL procedures within fifteen (15) days thereafter. If neither party submits the matter for arbitration within the specified time the dispute will be deemed resolved to the full satisfaction of both parties. Such arbitration shall take place in New York before a single arbitrator agreed to by both parties; provided however that should the parties be unable to agree on a single arbitrator within thirty days of the request for arbitration, the arbitrator shall be designated by the United Nations Legal Counsel. The decision rendered in the arbitration shall constitute final adjudication of the dispute.

  1. Penalties for Underperformance

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

  1. Termination of Contract

This contract may be terminated by either party before its specified termination date by giving notice in writing to the other party. The period of notice shall be five (5) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a total period of less than two (2) months and ten (10) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a longer period; provided however that in the event of termination on the grounds of impropriety or other misconduct by the Contractor (including but not limited to breach by the Contractor of relevant UNICEF policies, procedures, and administrative instructions), UNICEF shall be entitled to terminate the contract without notice. If this contract is terminated in accordance with this paragraph 10, the Contractor shall be paid on a pro rata basis determined by UNICEF for the actual amount of work performed to UNICEF’s satisfaction at the time of termination. UNICEF will also pay any outstanding reimbursement claims related to travel by the Contractor. Any additional costs incurred by UNICEF resulting from the termination of the contract by either party may be withheld from any amount otherwise due to the Contractor under this paragraph 10.

  1. Taxation

UNICEF and the United Nations accept no liability for any taxes, duty or other contribution payable by the consultant and individual contractor on payments made under this contract. Neither UNICEF nor the United Nations will issue a statement of earnings to the consultant and individual contractor

SCOPE OF WORK

Health and Nutrition Sector Consultant

Ouagadougou, Burkina Faso

Introduction: Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 91 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.

In Burkina Faso, CRS has been active since 1960 and is the first and longest-standing international development organization in the country. In its more than 50 years of service in Burkina Faso, CRS has implemented programs focused on agriculture, education, emergency relief, food security, health (including nutrition, HIV/AIDS, and maternal and child health), microfinance, peace and justice, hygiene, sanitation and water.

Purpose:CRS Burkina Faso plans to increase its ability to pursue high quality programming in the health and nutrition sector (with a specific emphasis on health systems strengthening), in line with the agency’s 2012-2018 strategic plan. As such,CRS seeks a qualified candidate for a 3-month consultancy to undertake key activities to help CRS Burkina Faso to pursue future activities in this sector. This consultancy will cover research in the following areas: health systems (government, religious, and private), nutrition, gender integration, private sector engagement, ICT4D innovations, extension services, and community health outreach, and will identify barriers, good practices and lessons learned in the field. CRS’ program in Burkina Faso aims to better understand the linkages between these areas and to identify opportunities for growth in this sector.

Objectives:

1. Increase knowledge and understandingof the health sector including decentralized government health systems and policies related to nutrition, maternal and child health and community managed health systems and workers in Burkina Faso.

2. Identify opportunities for the transformation of gender inequities and the integration of men and empowerment of women in this sector (specifically maternal and child health care and nutrition).

3. Improve capacity to articulate CRS’ value propositionin the areas of health and nutrition (with a specific emphasis onareas targeted in the CRS health and HIV strategy), including deepening and strengthening relationships and connections, and identifying its comparative and competitive advantages within the sector.

4. Identify gaps and opportunities, donors, and partnerswithin the sector where CRS Burkina Faso can take a leading role in contributing towards more impactful, sustainable, and locally driven health and nutrition outcomes.

Specific Activities:

The consultant will undertake research and key activities to support CRS Burkina Faso to define its strategy and build its capacity in health and nutrition (with a specific emphasis on areas targeted in the CRS health and HIV strategy) programming. To further the objectives articulated above, the consultant will undertake the following main activities to help improve CRS’s understanding of the health and nutrition sectorand articulate CRS’s value proposition or niche in the sector:

1. Literature Review and Key Informant Interviews

o ReviewCRS health and nutrition strategy documents (Global Health and HIV Strategy, Signature Program Area Paper, relevant capacity statements, etc.) to contextualize CRS’ work in the sector.

o Identify key Government of Burkina Faso health and nutrition policies and initiatives and list priorities being promoted by the Government and leading research and development agencies, include an analysis of potential gaps and constraints.

o Conduct literature review, key informant interviews and focus groups with technical experts, CRS’ technical advisors (regional & HQ), national and local level staff, Ministry and government representatives, government technical experts and implementation staff, civil society organizations, and staff from INGOs and local, researchers, professors, donors, etc.

2. Analyse and Map

· Donors—funding trends, priorities, and award amounts, partners, geographic zones, perception of NGO partners, etc.

· Partners/competitors—including who, where, what, perceptions, funding sources, and strengths and weaknesses.

· Research agencies/institutions– including key activities relevant for CRS.

· Private sector—including who, where, what, interests (either business interests or from the standpoint of corporate social responsibility), and innovation potential.

· External environment(sector policies and/or government mandates or initiatives, pilot studies, needs, etc.)**, including gaps and innovations.**

· CRS Burkina Faso’s current role/position in health programming (for example strengths, weaknesses, opportunities and threats).

3. Summarize key health sector considerations, including

· The population’s key health care needs and access to health services in the target zones, , noting any particular underserved populations based on income, gender (men, women, boys and girls), ethnicity, livelihood (e.g. nomadic), disability, or any other relevant characteristic.

· The effectiveness of the primary health care system (CSCOM) in target zones, including distance between communities and facilities, ability of primary care facilities to provide the basic package of health services per national policies, functioning of the supervision system, key opportunities and gaps.

· The effectiveness of the community health system (Community Health Workers and Volunteers) in target zones, including the ratio of community workers to households, supply and supervision systems, motivation, and key opportunities and challenges in strengthening community-based health services

· Gender considerations of family health care decision-making and identify approaches to integrate men in maternal child health and nutrition, and strategies to increase women’s decision-making in the household related to health care.

· ICT4D technologies in the sector (information services, linkages to national level system, etc.).

· Recommend policies to reinforce, barriers to overcome, and good practices and lessons learned to be considered in CRS program design.

4. Identify Strategic Growth Opportunities for CRS, based on needs, expected funding and CRS’s strengths.

5. Compile innovative proven and promising practicesthat could be adopted or piloted in current or future programming related to health and nutrition, identifying innovative approaches (including but not limited to ICT4D) which could facilitate the ways in which CRS and the GoBF currently implement their activities and engage stakeholders**; Recommend**policies to reinforce, barriers to overcome, and good practices/lessons learned to be considered in CRS program design.

6. Lead Action Planning Workshopto present findings and recommendations at the end of the 3-month consultancy period and to support the Country Program in its development of its action plan and/or sector engagement strategy document.

NB:The CRS Burkina Faso Country Program will work with the consultant to define the geographic scope of the research and the specific technical areas of intervention at the start of the consultancy.

Deliverables:

By the end of the three month consultancy, the consultant will be expected to produce a final report (which will inform a health systems strengthening strategy paper) which includes:

· A report/summary of the workshop (5-7 pages), including agenda, attendance list and contact information, summary of sessions, action items/next steps, etc.

· A summary of key informant interviews (donors, partners/competitors, private sector, Government, other), including key findings, potential innovations, and tips/pitfalls (8-10 pages). Additionally, provide transcripts of interviews as an annex.

· A report on innovations and initiatives (including ICT4D) in the health and nutrition sectors that highlights documents reviewed and summarizes key findings and potential innovations (8-10 pages).

· evaluation summary of the effectiveness of primary health care and community health system services and constraints (3-5 pages).

· Document key activities from the country-led capture plan, including:

o Analysis and mapping of donors (3-4 pages of who-what-where, historical funding and priorities, future priorities and funding, plus maps)

o Analysis and mapping of sector actors (5-7 pages of who-what-where, plus maps)

o Analysis of the external environment, including gaps and innovations (2-4 pages)

o List of identified strategic opportunities, partners, and recommendations (2-4 pages)

o Analysis of CRS Burkina’s current value proposition and position (2-4 pages)

· A prioritization of health and nutrition strategies/activities for CRS in the target zones with justifications (5-7 pages).

· Brief (5-10 page) report on the consultancy, summarizing work carried out, results, and conclusions.

Key Working Relationships:

The consultant will work directly with the CRS Burkina Faso’s Program Manager for Business Development and Strategic Growth and develop internal and external relationships.

Internal: Country program leadership and staff, including the Country Representative, Deputy Country Representative, Head of Program, Head of MYAP, Head of FFE, Emergency Coordinator, MYAP Health and Nutrition Program Manager, and other staff as necessary; Sahel West Africa (SWA) Deputy Regional Director for Program Quality and Growth (DRDPQ) and Regional Technical Advisor (RTA) in Health and Nutrition; CRS headquarters Technical Advisors in Health/Nutrition.

External: Caritas and other international and local partners; Ministry and government agents in the capitals as well as in municipal offices, including CSCOMs and health and nutrition centers; donors; officials and agents of other international and local organizations as needed.

Background, experience and capacities/skill required:

· M.A., M.S. or public health degree with a focus on health, nutrition, health systems strengthening, or a related field.

· 10 years of experience in health, nutrition, and/or health systems strengthening programming in the Sahel, preferably in Burkina Faso.

· Experience designing health, nutrition, and health systems strengthening projects; knowledge and understanding of rural development.

· Deep understanding and commitment to addressing gender equality in programming.

· Excellent interviewing skills.

· An understanding of donors in the sector highly preferred, as well as good contacts in Burkina Faso.

· Proven self-starter, excellent analytical, problem-solving and planning skills; capacity to work well in a team environment (and also to work independently as needed); and strong writing skills.

· Experience working with faith-based organizations highly desired – and strong willingness to understand how they work (and sensitivities) in order to further define roles in the project

· Proficiency in Microsoft Office, including Word, Excel, PowerPoint, Access, and Outlook.

· Excellent French oral and written communication skills as well as fluency in oral and written English, required.

Place of assignment: Based in Ouagadougou, Burkina Faso, with travel to other regions as needed. Lodging will be covered in Ouagadougou; lodging and per diem will be covered while on field visits.

Level of Effort and Timing: Full time for three months starting in June 2014 (approximately).

Purpose of the Position:

Under the general guidance of the Nutrition Manager, you will support the development, planning, implementation, monitoring and evaluation of UNICEF programme of cooperation in nutrition in Sierra Leone, which aims to improve nutrition programmes and strategies, thereby leading to a reduction of malnutrition among children and women.
Key Expected Results:

  1. Participates in the formulation and development of programme goals, strategies and approaches for the UNICEF plan of cooperation. Plans, implements and monitors activities in maternal and child Nutrition as part of an integrated child survival and development approach. Prepares the maternal and child Nutrition component of the Annual Workplan of the Child Survival and Development.
  2. Participates with UNICEF/government/and other partners in the development of strategies, methodologies and identification of new approaches for improving maternal and child Nutrition, with emphasis on programme communication at community and household levels.
  3. Provides technical assistance for policy development and strategy formulation and implementation in the area of maternal and child nutrition that reflect child survival and development priorities.
  4. Ensures the preparation of the maternal and child Nutrition component of the Situation Analysis and its periodic update clearly identifying programme results. Prepares input of the Nutrition component to the Country Programme related documents, (e.g., Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS)), for assigned programmes/projects.
  5. Assists government authorities and partners in planning and organizing training programmes for the purpose of capacity building of service providers, at national and district levels, to deliver nutrition services for children under five years and women of child bearing age, including HIV/AIDS affected children.
  6. Coordinates activities and exchanges information/ideas with the other components of the Child Survival and Development programme and with the other programmes, to improve maternal and child Nutrition monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.
  7. Undertakes field visits, and surveys in order to monitor and evaluate project implementation and impact. Identifies problems and proposes remedial actions. Identifies alternative courses of action to accelerate/improve programme delivery.
  8. Coordinates with Operations/Supply staff on supply and non- supply assistance activities. Ensures proper utilization of funds disbursed and accountability and those activities are within established plans of action, and the programme budget allotments. Certifies disbursements of funds, monitors and submits financial status reports to the Nutrition Manager or other Senior Programme Officers, as required.
  9. Contributes to the mobilization of resources for nutrition activities and participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc. Supports nutrition cluster leadership in case of emergency.
    Qualifications of Successful Candidate
  10. Advanced university degree in Nutrition, Public Health, Social Sciences, or related technical field.*
  11. Five years of relevant work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
  12. Fluency in English and another UN language. Knowledge of the local working language of the duty station is an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

JOB PURPOSE

Key Responsibilities

  • Collect, analyze and write weekly, monthly and quarterly reports to provide Nutrition (CMAM) updates and progress.
  • Professionally represent PSI South Sudan in Country, participating in Nutrition cluster meetings with partners and stakeholders and maintain excellent relation with State Ministry of Health Department of Nutrition.

1. INTRODUCTION OF THE SECTION

UNICEF’s Nutrition Section works towards improving child nutrition within the framework of the Convention on the Rights of the Child and other policy instruments through facilitating collaborative efforts in advocacy, policy and programming, capacity building, and monitoring and information dissemination, with particular attention to the most vulnerable.

2. BACKGROUND INFORMATION

Deficiencies in micronutrients such as iron, iodine, vitamin A, folate and zinc can have devastating consequences. At least half of children worldwide ages 6 months to 5 years suffer from one or more micronutrient deficiency, and globally more than 2 billion people are affected. Existing effective micronutrient interventions available to reduce the morbidity and mortality linked to chronic undernutrition, to foster optimal growth and development, and to improve nutritional status in populations, particularly in the most vulnerable groups, are being implemented or planned at different scales in many countries globally.

UNICEF has been working with CDC’s International Micronutrient Malnutrition Prevention and Control Program (IMMPaCt) for more than 10 years. The particular focus of this partnership over the years has been to reduce the global burden of micronutrient deficiencies in children and pregnant women through the strengthening of global micronutrient interventions, development of guidelines and frameworks, monitoring and evaluation and surveillance systems, and increasing capacity at national and regional levels. Together IMMPaCt and UNICEF support, develop, and disseminate guidelines and frameworks on interventions that affect maternal and child under nutrition outcomes, specifically those related to micronutrient deficiencies, as they are necessary to increase access and coverage of key programs. Additionally, there is a need to develop replicable models for program monitoring and evaluation, surveillance and assessments to improve programs and facilitate scale up. Key global events and networks that this partnership has supported and shaped include the Global Alliance for Vitamin A (GAVA), the Iodine Network (ICCIDD), and the Flour Fortification Initiative (FFI). Additionally, the provision of integral technical support to numerous successful in-country projects has been a particular strength of the partnership, including technical support for the implementation of micronutrient surveys, technical assistance and capacity building for the implementation and monitoring of home fortification and salt iodization programmes.

3. PURPOSE AND OBJECTIVES & SCOPE OF WORK

Describe the “ultimate” purpose of the services being requested. Elaborate on the scope of work required.

Document the 10+ year collaboration between IMMPaCt and UNICEF by telling the story of the partnership and describing key achievements, successful strategies, and lessons learned. The objective is to produce an attractive, easy to read report that documents the experiences of this partnership to be shared within UNICEF and CDC, as well as among other global partners in nutrition, to illustrate how a successful interagency partnership can be forged.

4. SCOPE OF WORK

Conduct key informant interviews both at UNICEF and CDC HQs and with program countries, review project overviews and other documents, gather stories from the field, and compile any other information available, to produce a report documenting the partnership between IMMPaCt and UNICEF over the years. The report should be interesting to read, and highlight key successes of the collaboration, but also lessons learned. The report should also include case studies bringing in the country perspective.

5. UNICEF RESPONSIBILITIES

Describe the support that will be provided to the selected service provider during the contract period; i.e. liaise with country offices and ensure staff are available for joint work.

This position will be supervised by the M&E officer in the nutrition section. Frequent conversations with the IMMPaCt Team at CDC will be necessary, either by phone or video-conference. Some liaising with country-offices will also be part of the documentation. The consultant will be required to reach out to key informants who might have left the organisation or changed duty-stations.

6. EXPECTED DELIVERABLES AND TIME LINE

General Conditions of Contracts for the Services of Consultants / Individual Contractors

  1. Legal Status

The individual engaged by UNICEF under this contract as a consultant or individual contractors (the “Contractor”) is engaged in a personal capacity and not as representatives of a Government or of any other entity external to the United Nations. The Contractor is neither a "staff member" under the Staff Regulations of the United Nations and UNICEF policies and procedures nor an "official" for the purpose of the Convention on the Privileges and Immunities of the United Nations, 1946. The Contractor may, however, be afforded the status of "Experts on Mission" in the sense of Section 22 of Article VI of the Convention and the Contractor is required by UNICEF to travel in order to fulfill the requirements of this contract, the Contractor may be issued a United Nations Certificate in accordance with Section 26 of Article VII of the Convention.

  1. Obligations

The Contractor shall complete the assignment set out in the Terms of Reference for this contract with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.

The Contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. During the term of this contract the Contractor must refrain from any conduct that would adversely reflect on UNICEF or the United Nations and must not engage in any activity that is incompatible with the administrative instructions and policies and procedures of UNICEF. The Contractor must exercise the utmost discretion in all matters relating to this contract.

In particular, but without limiting the foregoing, the Contractor (a) will conduct him- or herself in a manner consistent with the Standards of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICE relating to fraud and corruption; information disclosure; use of electronic communication assets; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General's Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.

Unless otherwise authorized by the appropriate official in the office concerned, the Contractor must not communicate at any time to the media or to any institution, person, Government or other entity external to UNICEF any information that has not been made public and which has become known to the Contractor by reason of his or her association with UNICEF or the United Nations. The Contractor may not use such information without the written authorization of UNICEF, and shall under no circumstances use such information for his or her private advantage or that of others. These obligations do not lapse upon termination of this contact.

  1. Title rights

UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.

  1. Travel

If UNICEF determines that the Contractor needs to travel in order to perform this contract, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract, on the following basis:

(a) UNICEF will pay for travel in economy class via the most direct and economical route; provided however that in exceptional circumstances, such as for medical reasons, travel in business class may be approved by UNICEF on a case-by-case basis.

(b) UNICEF will reimburse the Contractor for out-of-pocket expenses associated with such travel by paying an amount equivalent to the daily subsistence allowance that would be paid to staff members undertaking similar travel for official purposes.

  1. Statement of good health

Before commencing work, the Contractor must deliver to UNICEF a certified self-statement of good health and to take full responsibility for the accuracy of that statement. In addition, the Contractor must include in this statement of good health (a) confirmation that he or she has been informed regarding inoculations required for him or her to receive, at his or her own cost and from his or her own medical practitioner or other party, for travel to the country or countries to which travel is authorized; and (b) a statement he or she is covered by medical/health insurance and that, if required to travel beyond commuting distance from his or her usual place or residence to UNICEF (other than to duty station(s) with hardship ratings “H” and “A”, a list of which has been provided to the Contractor) the Contractor’s medical/health insurance covers medical evacuations. The Contractor will be responsible for assuming all costs that may be occurred in relation to the statement of good health.

  1. Insurance

The Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. The responsibility of UNICEF and the United Nations is limited solely to the payment of compensation under the conditions described in paragraph 7 below.

  1. Service incurred death, injury or illness

If the Contractor is travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contract, or is performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval, the Contractor (or his or her dependents as appropriate), shall be entitled to compensation from UNICEF in the event of death, injury or illness attributable to the fact that the Contractor was travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contractor, or was performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval. Such compensation will be paid through a third party insurance provider retained by UNICEF and shall be capped at the amounts set out in the Administrative Instruction on Individual Consultants and Contractors. Under no circumstances will UNICEF be liable for any other or greater payments to the Contractor (or his or her dependents as appropriate).

  1. Arbitration

(a) Any dispute arising out of or, in connection with, this contract shall be resolved through amicable negotiation between the parties.

(b) If the parties are not able to reach agreement after attempting amicable negotiation for a period of thirty (30) days after one party has notified the other of such a dispute, either party may submit the matter to arbitration in accordance with the UNCITRAL procedures within fifteen (15) days thereafter. If neither party submits the matter for arbitration within the specified time the dispute will be deemed resolved to the full satisfaction of both parties. Such arbitration shall take place in New York before a single arbitrator agreed to by both parties; provided however that should the parties be unable to agree on a single arbitrator within thirty days of the request for arbitration, the arbitrator shall be designated by the United Nations Legal Counsel. The decision rendered in the arbitration shall constitute final adjudication of the dispute.

  1. Penalties for Underperformance

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

  1. Termination of Contract

This contract may be terminated by either party before its specified termination date by giving notice in writing to the other party. The period of notice shall be five (5) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a total period of less than two (2) months and ten (10) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a longer period; provided however that in the event of termination on the grounds of impropriety or other misconduct by the Contractor (including but not limited to breach by the Contractor of relevant UNICEF policies, procedures, and administrative instructions), UNICEF shall be entitled to terminate the contract without notice. If this contract is terminated in accordance with this paragraph 10, the Contractor shall be paid on a pro rata basis determined by UNICEF for the actual amount of work performed to UNICEF’s satisfaction at the time of termination. UNICEF will also pay any outstanding reimbursement claims related to travel by the Contractor. Any additional costs incurred by UNICEF resulting from the termination of the contract by either party may be withheld from any amount otherwise due to the Contractor under this paragraph 10.

  1. Taxation

UNICEF and the United Nations accept no liability for any taxes, duty or other contribution payable by the consultant and individual contractor on payments made under this contract. Neither UNICEF nor the United Nations will issue a statement of earnings to the consultant and individual contractor

JOB SUMMARY

Seconded to the Nutrition Cluster, The IMC Nutrition Assessment Manager (NAM) will provide field based technical support, countrywide, for the completion of nutritional assessments (primarily SQUEAC and SMART). Where necessary, the NAM will lead on the implementation of surveys.

Background and Justification:

Yemen is amongst the countries with the highest level of child malnutrition. In 2013 an estimated 1 million children are suffering from acute malnutrition and a little over a quarter of these are severe acute malnourished. IMC, UNICEF and nutrition cluster partners have been responding to emergency levels of child malnutrition for the last three years. CMAM programmes have thus been scaled up in recent years. By the middle of 2013 a total of 1141 OTP (Outpatient Therapeutic Program) and 544 SFP (Supplementary Feeding Program) had become operational.

To inform the decision making in planning and designing of live saving and long term nutrition programs in the country several nutrition assessments have been carried out. However there still exists a dearth of up to date information on the current situation of acute malnutrition in most of the country. In addition, the effectiveness and efficiency of the already established CMAM program has not been particularly effectively examined - only a couple of CMAM coverage evaluations (using SQUEAC methodology) had been carried out in the last year.

Although there have been improvements in capacity of Ministry of Public Health and Population (MOPHP) and cluster partners to undertake timely and good quality nutrition assessments, there is still a gap in having an experienced and senior level technical expert that can provide guidance and oversight to governorate level assessment coordinators.

Thus the overall the purpose of this assignment is to enhance the MOPHP capacity in assessment, and technically support MOPHP and nutrition cluster partners to carry out SMART nutrition surveys and SQUEAC coverage assessments in high priority areas of Yemen.

Specific Tasks:

  1. In consultation with the Nutrition cluster Assessment Technical Working Group and MOPHP nutrition department develop a nutrition assessment decision making framework for Yemen.
  2. Review and update the SMART nutrition survey tools which have been in use in the last surveys so that they are adaptable to various contexts in Yemen.
  3. Provide support for the planning, coordination and implementation of SMART nutrition surveys in priority governorates.
  4. Train MOPHP and Nutrition cluster partners on SMART Nutrition survey and SQUEAC Coverage Assessment methodologies.
  5. In coordination with MOPHP nutrition department establish a roster of personnel to make up a Nutrition Rapid Assessment Team at national level, and work with the government to ensure assignment of focal persons in governorates.
  6. Support Cluster information management officers in creating repository of reports and datasets of past Nutrition Assessments.
  7. By closely working with WFP /VAM Unit, and WHO strengthen timely compilation and dissemination of Food security and nutrition surveillance information.
  8. Support design, implementation, and completion of SQUEAC coverage assessment in in Hajja, Hodeida and other governorates as required.

Deliverables

  1. Training of MOPHP staff on SMART nutrition survey methodology
  2. Four rounds of training (75-100 participants) of MOPHP and NGO partners on SQUEAC
  3. Supports the implementation / ensures the implementation of 10 SMART and 10 SQUEAC surveys

Summary

The Consultant – Nutritional Causal Analyses (NCA) will perform 2 NCAs in Yemen, one in Taiz and one in Sana’a over an estimated (to be confirmed with Consultant) 6 to 8 week period.Back ground and Justification:

Despite the scale of the above, there is still a dearth of real information and understanding about the immediate and underlying causes of malnutrition, and the potential actions that could be put in place to address them

To inform the decision making in planning and designing of activities to effectively address the underlying and basic causes of malnutrition in the 2 main areas of operation of IMC, two NCAs are planned. Specific Tasks:

  1. Desk review of all available literature on the Nutritional situation in Yemen (from Consultants base (1 week)
  2. Meet stakeholders in Yemen to complete the above – including NGO, UN and Government representatives (1 week)
  3. Train staff for both locations (brought together in one location) on methodology (1 week)
  4. Complete NCA in Taiz (2 weeks – including draft report)
  5. Complete NCA in Sana’a (2 weeks – including draft report)
  6. Finalize reports in Sana’a and complete 2 presentations – one internal for IMC and one external for partners

Deliverables

  1. Two NCAs completed – reports shared with IMC, and with Donors and partners during the course of a presentation
