In the wake of movements for revolutionary change across the Arab Levant and Maghreb, civil protests against the Assad regime began in Syria in Spring 2011. Over the past 20 months, civil war has proliferated across the country. In the same period, the response by the regime has grown progressively more repressive and violent, culminating in the almost continuous use of heavy weaponry against densely populated urban areas in concert with indiscriminate shooting, arbitrary arrest, torture and killing of citizens by internal security forces. The IRC maintains humanitarian programming across the region focused on aiding those affected by the crisis

The Child and Youth Protection and Development (CYPD) unit comprises three sub-sectors - Education, Child Protection and Youth and Livelihoods. Working in partnership with camp management, the IRC CYPD program aims to increase access to education and livelihood opportunities, and to create a protective environment for children and youth.

SCOPE OF WORK: . IRC started operations in Turkey in October 2012, focused on distribution of upwards of 50,000 winterization kits inside Syria. A second program launched in December, providing direct assistance to Syrian IDPs. This Humanitarian Response Program (HRP) has focused on environmental health, education, child protection and health and is envisioned to expand to youth and livelihood.In response to the needs of youth, IRC is planning to implement a livelihoods program in IDP camps for 400 youth. The project will include vocational training, business and life skills courses and saving activities to support the start up of small business

The youth and livelihood manager will report to the CYPD Coordinator.

RESPONSIBILITIES:

Develop an overall project work plan as well as monthly work plan for project implementation based on the logframeLine manage the Youth and Livelihood officer and assistants providing mentoring, capacity building and staff support as necessaryOrganize and facilitate the trainings of youth on business and life skills.Conduct an initial assessment and market survey to identify vocational skills to be taughtMonitoring, Evaluating and ReportingConduct regular monitoring visits to project sites to monitor progress of implementationCompile and submit monthly narrative and progress reports based on the logframe to the CYPD CoordinatorDevelop donor reports for submission to the Grants UnitParticipate in project evaluation with technical support from CYPD CoordinatorDevelop project spending planReview monthly Budget versus Actual and monitor project spendingStaff Supervision and Capacity BuildingMaintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning ProcessSupervise the officer and assistants in the campsParticipate in recruitment of new staff if necessaryConduct training and other capacity building activities such as ongoing mentoring and coaching for project staffDelegate implementation activities to staff as appropriateReceive, review and provide feedback on staff work plans and reports on a bi-weekly and monthly basisCoordinate closely with other CYPD project staffAdhere to and act in accordance with the IRC Global HR Policies and ProceduresAdhere to and serve as a champion of the IRC Way Standards for Professional ConductExternal RelationsRepresent IRC at relevant coordination meetingsCollaborate closely with other stakeholders including, NGO and donors

REQUIREMENTS:

Education:Preferred degree or Certification in Business Management, Community/Social Development, Social SciencesExperience:Minimum of 3-5 years of work experience working in youth livelihoods/employment programming, preferably with refugee/displaced population and community development skills, previous international experience required.Experience in working directly with and training youthPrevious supervisory or team management experience.Knowledge of youth employment issues including experience with the private sector in remote field settings under challenging conditions.Knowledge of, vocational training techniques, business and life skills concepts, enterprise development and displaced/refugee livelihoods.

WORK ENVIRONMENT:The manager will be accommodated in the IRC guesthouse in Antakya and is expected to travel frequently to IDP camps inside Syria.
