Purpose: To conduct a technical and editorial review of historical mapping of HIV programmes in four countries in Eastern and Southern Africa in support of a study investigating the reasons for declines in HIV incidence

Description: The World Bank, UNAIDS, UNFPA, WHO and the Global Fund have engaged in a collaborative effort to study the underlying reasons for declining HIV incidence in 8 countries. In Phase I, four countries were selected to participate in this study, which will involve an epidemiological review including mathematical modeling of HIV incidence trends and a historical mapping of HIV programmes and other factors that may have impacted on the trajectory of the HIV epidemic. A consultant is being recruited to provide quality assurance to the historical mapping of programmes, which is carried out by four national consultants in form of a desk review.

Deliverables: Technical and editorial review of four country reports including the following sections:
• a summary of findings (1 page);• a synopsis identifying all interventions that have had a coverage that is significant enough to have potentially influenced HIV incidence decline (5-10 pages);• an analysis suggesting which interventions with significant coverage may have actually had an impact on HIV incidence and should therefore be included in further modeling (5-10 pages);• a completed version of the historical mapping spreadsheet with qualitative and quantitative information on key interventions and underlying factors.

Reports to: • UNFPA Regional Office for Eastern and Southern Africa on behalf of the study group

Location: • The consultancy involves desk work, which the consultant is expected to deliver from his own work space. Travel to a country or Johannesburg may be required.

Specific tasks: • Review methodology and participate in briefing of national consultants on the study methodology (1 day);• Review the draft historical mapping matrices, identify data gaps and data quality issues to ensure consistency in data quality across the four countries (3 days);• Review the four draft historical mapping analysis reports and provide feedback on gaps in analysis (3 days);• Conduct a final technical and editorial review of the four country reports (11 days):

Minimum qualifications • Master’s degree in epidemiology, public health, social sciences, psychology, health promotion or similar, PhD an asset• Extensive knowledge on HIV prevention in Africa ;• Experience in research and conducting programmatic and/or academic reviews;• Excellent writing and analytical skills;
