A. MAIN PURPOSE AND SCOPE

The post holder is the Head of Programmes & Policy and reports to the Country Director. It is a senior management position with highly responsible functions. These include strategic management, the development and management of all programme and policy advocacy activities at the Country Programme levels. It also involves ensuring the financial management of donor funded projects.

The post holder will be responsible for leading, advising, motivating, and supporting the programme team to plan and manage activities aimed at achieving the goals and objectives of the Country Strategy Paper. To provide strategic leadership on program, policy & advocacy issues arising from the LRPs and national levels. He/she will also initiate, manage, supervise and provide guidance for advocacy & campaigns generated from grassroots whilst liaising closely with the Communications focal person. The postholder will be responsible for co-ordinating networks and will facilitate processes that enhance space for the poor in the national arena. He/she will also link community level governance issues with direct support from programme management specialists and LRP staff from all the programme areas from the community based work at the national level, as well as linking to wider macroeconomic and governance issues including at the Africa and international level. The position will have overall responsibility to establish a functional system to work on country specific policies and their enforcement which is pro-poor and excluded people. This has to be further related with work at international level and learning shared from this to have wider support to influence national and international government agencies at various levels.

B. RESPONSIBILITIES

Strategic Planning and Development

  • ?Support the Country Director and the Senior Mgt Team to lead the development of both strategic and 3-year plans in accordance with Country Strategy Paper (CSP) and 3-year planning guidelines.
  • Monitor the implementation of the CSP ensuring short term programmes are within the framework of the CSP.
  • Manage the review of the CSP: Mid-term review of CSP successfully conducted and on time
  • Support the various teams/sectors in the development and revision of strategic plans
  • Undertake the review of any sector when due

Programme Management

  • ? Manage the development, implementation, monitoring and evaluation of programmes in AAIL programmes
  • ? Support the Programme staff in the development and implementation of programme support activities
  • ? Manage the development of project proposals in accordance with the CSP and donor guidelines
  • ? Manage the appraisal and development of LRPs as well as provide support for the management of developed LRPs working closely together with Sponsorship team.
  • ? Ensure the timely submission of good quality programme reports as agreed with donors or in project proposal
  • ? Ensure project reports are submitted on time and queries calls for information from donors promptly acted on.
  • ? Manage the evaluation of programmes; both mid-term and final evaluations conducted on all projects and programmes.
  • ? Manage the Annual Participatory Review and Reflection Process. Ensure annual reports are prepared and shared with all partners and within AA.
  • ? Support the documentation and sharing of experience in all programmes within AAIL and with partners.

Regular production of documents on experiences

  • ? Represent AAIL in alliances and networks both within and outside Liberia as may be required.
  • ? Contribute ideas from the micro level work for the development of advocacy at the macro level while feeding macro level policy to inform our work at the micro level
  • ? Manage the development, implementation and monitoring and documentation of the outcome of periodic advocacy plans
  • ? Contribute to policy briefs and media strategies that inform stakeholders about the policy positions of ActionAid and partners.

Policy & Advocacy

  • ? Ensure advocacy plans are developed regularly and outcomes of advocacy activities documented and shared.
  • ? Provide a forum through which civil society and the general public can make an input and contribute to the parliamentary policy making and legislative process
  • ? Identify key issues and key collaborators for AAIL advocacy work
  • ? Conduct pro-poor analysis of policies and programmes aimed at reforms that will have impact on the lives of the poor and excluded.
  • ? Initiate, direct and co-ordinate the programme activities relating to parliaments or directed at reforms and policies impacting on poverty
  • ? Identify areas of critical concern and within the priorities of the CSP for research and advocacy work aimed at policy influencing, policy input and initiatives and policy measures on poverty issues.
  • ? Promote rights based approach with specific focus on women’s rights, in advocating for citizen’s rights.
  • ? Contribute to the development of the Country Programme as member of Senior Management Team

Human Resource Management

  • ? Support the recruitment and induction of programme staff
  • ? Provide line management to direct reports
  • Support in highlighting and applying women’s rights values to programmes and organizational development activities
  • ? Build a strong programme team among the programme staff located in the Head Office and other locations across Liberia.

Regular meeting of programme staff to share information

  • ? Set annual targets for each staff of the Unit in consultation with the staff. Maintain ongoing monitoring of the performance of staff against targets and take corrective steps if targets are not being met.
  • ? Provide support and motivate staff to meet targets.
  • ? Ensure appraisals are conducted for all programme staff through their line managers in accordance with AAIL staff policies.
  • ? Ensure the development of work plans by all reporting directly to HOPP
  • ? Develop annual staff development plans for subordinate staff taking into consideration areas of weaknesses and skill gaps noticed during appraisals and from staff career plans.
  • ? Provide line management functions to all staff of the Programme Support Unit.

Collaboration with Partners

  • ? Support the LRP Managers and other programme staff to strengthen networks AAIL is collaborating with. Provide support to the networks for building of their capacity and building the capacity their member organisations.
  • ? Ensure AAIL’s collaboration with networks and other partners to conduct research and disseminate the findings on issues of common interest.
  • ? Coordinate AAIL’s collaboration with government agencies in order to share information, experiences, influence them and/or build capacity
  • ? Collaborate and exchange information with networks and other organisations in areas of common interest.

Financial Management

  • ? Ensure that programme activities are carried out within agreed budgets
  • ? Ensure the timely completion of programme processes for the release of funds of donors
  • ? Ensure that documents required for release of funds are submitted by dates agreed in each project

General

  • ? Support resource mobilization effort and utilization of field programs and evaluate contract management processes of donor funded projects as per planned objectives.
  • ? Coach, mentor and develop program staff for better efficiency and coordination.
  • ? Perform other related duties as required by the line manager
  • ? Participate in international and Regional initiatives, teams and projects

La mission :
La mission de suivi externe commanditée par DFID se déroulera au Sahel (Burkina Faso,Mauritanie, Mali, Niger, Tchad) dans le courant des mois de février et mars 2014. Les visites terrain de suivi-programme (actuellement en cours d’organisation) fourniront des détails opérationnels sur la performance des partenaires, la qualité de l’assistance délivrée et des procédures mises en place (celles-ci incluant les systèmes de suivi interne).

Taches et responsabilités

Vous agirez en binôme, en collaboration étroite avec la chargée d’Evaluation et de Recherche du Groupe URD, responsable de la mission de suivi.

Vos activités s’inscriront dans le cadre de la Mission de suivi externe des programmes humanitaires financés par DFID au Burkina Faso.

Vous aurez les tâches et responsabilités suivantes :

• Evaluation :
- Appuyer la conduite de l’exercice de suivi, selon les Termes de Référence et la méthodologie mise au point. La matrice d’analyse, formulée en utilisant le COMPAS Qualité , étudiera des aspects liés à la qualité des programmes et des systèmes internes de suivi.
- Conduire des entretiens individuels et collectifs avec différents interlocuteurs : services de l’Etat, acteurs de l’aide, populations et bénéficiaires des programmes….
- Participer à la rédaction et à la synthèse des résultats/conclusions des entretiens menés.
- Servir d’interprète lors d’entretiens (individuels ou collectifs) ou de réunions, des langues locales vers le français (et l’inverse).

• Accompagnement :
- Participer aux réunions de briefing avec les partenaires de DFID.
- Organiser et co-animer un atelier de réflexion sur la qualité des programmes et des systèmes de suivi, et la performance des partenaires opérationnels.
- Contribuer à la consolidation et rédaction des résultats de la mission de suivi, en vue de la restitution finale.

Profil recherché :

• Vous avez une formation supérieure :
- Dans le secteur de l’évaluation de l’aide humanitaire, en particulier des programmes de sécurité alimentaire et économique.

Minority Rights Group International is looking for an intern to support their Asia team, to help develop new projects and programmes of work, primarily in South Asia and possibly in Southeast Asia.

Candidates need to have either a good knowledge of the human rights situation in South Asian countries or experience having worked on one or more countries in the region. MRG currently has very few projects running in South Asia and is looking to develop new work in this region. The role mainly involves researching on the human rights situation of specific minorities in countries in South Asia. You will also need to have good Microsoft Office Excel skills to be able to help develop budgets for new programmes. You will need to liaise with our partner organisations in South Asian countries and with MRG's networks in the region, which constitute national and community organisations working on human rights issues. You will be expected to provide the team with administrative support.

You should also have an interest in human rights and issues affecting minorities.

We also welcome ERASMUS candidates.

Tasks would include:

Researching minority rights issues in specific countries and across the region.Liaising with MRG in country partners.Research on thematic issues MRG works on.Helping to design budgets.Administrative and logistical support to the programme coordinator and assistant (helping to organize events and trips)Media monitoring.Assist in drafting, word-processing and formatting lengthy documents and proposals.

Key Responsibilities of the role:

PEAS Uganda Education Strategy

• Lead the development of the PEAS Uganda Education Strategy in line with the PEAS Education Philosophy and values

Driving Education Quality and Accessibility

• Line manage PEAS Regional Program Managers holding them to account for supervising schools and supporting them to meet ambitious School Improvement Plan targets
• Line manage key central office education and programmes staff (Education Quality, School Inspections, Child Protection and Participation and M,E&R) to ensure that they are providing necessary tools, guidance and technical expertise to regional staff

Compliance

• Assume responsibility for implementing programme activities defined by specific grants (e.g. DfID Girls Education Challenge Grant)
• Ensure that PEAS programmes departments are held to account for and supported to achieve contractual deliverables
• Coordinate specific donor reports (for institutional grants) with Finance & Grants Manager and the GEC Coordinator

PERSON SPECIFICATION

Experience and qualifications

• Educated to degree level in an education, international development or related field (masters desirable)
• Minimum of 5 years management experience in a development or humanitarian INGO (including representation at a senior management level)

UNRWA Field Offices generally have two Deputy Directors reporting directly to the Field Director. The Deputies will each manage a substantive portfolio of programme or organizational support responsibilities for a population of approximately 450,000 registered Palestine refugees. A programme portfolio will typically involve management and oversight of the Agency’s education, health, relief & social services and microfinance programmes at Field level. Currently, UNRWA seeks to fill the Deputy Director post responsible for programmes.

MISSION

Solidarités International est une association humanitaire qui secourt des populations en détresse, essentiellement victimes des conflits armés et de catastrophes naturelles. Spécialisée depuis 30 ans dans la couverture des besoins vitaux, à savoir manger, boire et s’abriter, elle prend en charge des programmes d’urgence puis de reconstruction. Dans le respect des cultures, Solidarités International met en œuvre ses programmes en unissant ses compétences à celles des employés et des cadres locaux. Les équipes de Solidarités International, composées d’environ 200 expatriés et de près de 1500 de cadres et d’employés locaux, sont aujourd’hui présentes en Afghanistan, au Pakistan, au Bangladesh, en Côte d’Ivoire, en Haïti, en Syrie, au Liban, au Kenya, au Mali, en Mauritanie, au Myanmar, en République Centrafricaine, en République Démocratique du Congo, en Somalie, au Sud Soudan, au Tchad, et en Thaïlande. Le siège est lui composé de 80 personnes environ (salariés et stagiaires).

SI a déployé une équipe exploratoire puis d’intervention en avril et mai 2012. Ce sont aujourd’hui 150 employés nationaux et 18 expatriés qui sont présents dans le pays. SI met actuellement en place une intervention d’urgence dans les domaines de l’EHA et de la sécurité alimentaire, développant ainsi 7 programmes au Mali.

Les activités majeures que ces programmes développent sont les suivantes :

Programmes EHA :

  • Réhabilitations : de points d’eau, réhabilitation des infrastructures d’approvisionnement en eau potable et d’assainissement dans des CSCOM et des écoles.

  • Formations / sensibilisations : Renforcement des communautés dans leurs capacités de prévention des maladies hydriques et les bonnes pratiques d’hygiène, formation du personnel des CSCOM pour la gestion des déchets, l’approvisionnement en eau potable, l’entretien des locaux et l’utilisation des kits d’entretien

  • Volet Choléra : Evaluations sur la vulnérabilité des populations, sensibilisation aux bonnes pratiques en matière de prévention des maladies hydriques et en cas d’épidémie : interventions d’urgence et de réhabilitation d’infrastructures existantes

Sécurité Alimentaire : - Distributions générales et ciblées de vivres, – Séances de sensibilisation des mères et femmes enceintes aux bonnes pratiques nutritionnelles, – Distributions de Cash inconditionnel.

FONCTIONS :

  • Le responsable programmes EHA est en charge de la mise en œuvre et de la réalisation des objectifs définis dans les propositions d’opération « Appui aux populations pour améliorer leur capacité de résilience face aux maladies hydriques et pour faire face à des situations d’urgence le long du fleuve Niger. »

Formation :

The School Club Zambia is a start-up Zambian NGO which has spent the past year working to put community schools at the forefront of development. We provide training, networking opportunities and start-up capital for school owned enterprises. School owned enterprises provide the necessary funding to enable community schools to upscale the amazing services they have been providing to vulnerable children and youth for the last decade. We aim to produce a new financial model for community schools which is relevant and sustainable in the Zambian context, with our first pilot projects already demonstrating tangible results. Acknowledging that financial self-sufficiency for community schools is only one path to increasing livelihood security for community school pupils, we equip schools with the knowledge and tools to integrate their school enterprises into the curriculum, increasing the chances of graduating pupils finding jobs or creating self-employment opportunities in Zambia's emerging market.

Only 50% of Zambians are employed in the formal sector, which means for many young people, starting their own business is a necessity rather than a choice. In 2011 Zambia was re-classed as a Middle Income Country, with a boom in micro-credit facilities set to create more jobs and opportunities for young people equipped with the right knowledge, skills and information to start a successful business. The School Club Zambia is well on its way into developing and achieving the aims within our strategic plan for this year. With 5 different school enterprises strongly established we have exceeded our annual expectations and are, therefore, in need of a dynamic and forward thinking individual who can assist our Programmes Manager in her daily running activities.

The appointment to the role of International Programmes Director is for a period of five years following which either a second three to five year period in the role or appointment into a new executive position will be considered.

Pay Band: Pay Band 9: €74,939 - €92,572Job Purpose: The International Programmes Director is responsible for the management of all of Concern’s programme activity in our overseas countries.

The Director will oversee and manage Concern’s engagement in long-term development work, emergency response and related advocacy activities; in this way the position will contribute to the targets set out in the organisation’s strategic plan.

It is expected that our programme work will meet international operating standards and follow best practise.

This position will work closely with members of the senior management team in Dublin, the UK and the US, in this way ensuring that our work with poor communities is central to the organisation.

This position is part of the Senior Management Team.Main duties & Responsibilities:

  1. Oversee the development of country specific strategic plans that are aligned with the organisation’s strategic plan, ensuring country plans demonstrate:• that Concern is adequately prepared to respond to sudden and slow onset emergencies (in our existing countries of operation).• that development programmes are addressing the needs of the extreme poor and are in line with agreed programme policies and strategies.• that advocacy opportunities relevant to the needs of the extreme poor are identified and progressed;

  2. Manage the implementation of the strategic plans so as to ensure that the intended organisational and country-specific results are achieved;

  3. Ensure programmes and projects are designed, monitored and evaluated in partnership with the Strategy, Advocacy and Learning Directorate so that learning is optimised, internal and external standards are met and best practise is adhered to;

  4. Develop a funding strategy for overseas programmes that includes co-funding from institutions and general donation income. Ensure coordination between the various fundraising offices, Republic of Ireland (Fundraising and New Business Development), United Kingdom, and United States, in the implementation of the funding strategy;

  5. Work closely with major institutional donors with a view to optimising co-financing for programmes;

  6. Work closely with the Chief Operating Officer to ensure that the organisation has appropriate policies and procedures in place to manage the overseas financial affairs of the organisation, ensure compliance with best practice as well as donor and regulatory requirements and to ensure value for money in the utilisation of resources;

  7. Present multi-annual and annual programme plans and budgets and progress reports to the Council of Concern, senior management and relevant stakeholders;

  8. Work closely with the Human Resource Director to ensure Concern attracts, retains and develops staff both National and International;

  9. Work closely with the Emergency Director to roll-out mechanisms to ensure the security of our staff in the increasing complex environments in which we work;

  10. Ensure the roll-out of the Programme Participant Protection Policy and Code of Conduct across our country programmes;

  11. Represent Concern as appropriate with donors and other key stakeholders and contribute to the development of policy formulation and best practice in the sector;

  12. Represent Concern with various media organisations ensuring effective communication with our key audiences

  13. Monitor the external environment in which the organisation operates to ensure that significant developments are clearly understood and that opportunities are identified and leveraged as much as possible, in particular;• keep abreast of significant policy developments that may impact the organisation or its target communities.• engage with key external actors and networks promoting strategic partnerships that that may assist delivery of the organisation’s mission;

  14. Lead the International Programme Management Team to effectively manage and direct operations, ensuring that the Directorate has the right management systems, procedures and structures to carry out its overseas work effectively, accountably and safely.

  15. As part of the senior management team, contribute to the development of the organisation’s strategic direction and decision making processes so as to contribute to the overall leadership to the organisation;

  16. Accept, advance and pursue any new objectives or responsibilities that may be assigned by the CEO, including transfer of existing duties and/or re-assignment to other responsibilities should the organisation so require;

  17. Ensure that the organisation’s values and policy commitments, including accountability and equality, are reflected in our programming work.

Person specification: The appointee must have extensive experience at senior leader level in an international organisation and be passionate about the aims and objectives of Concern.The following are essential:• Master’s degree in Business Administration, Development Studies, Humanitarian Assistance or equivalent;

• Ten years’ experience of working in the international NGO arena of which at least five years are at a senior management level;

• Experience of managing multiple country programmes/operations at a regional level in both development and humanitarian contexts.
