The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.

The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent Network, particularly with the Haitian Red Cross and also through external partners.

SUMMARY:

Under the direct supervision of the Deputy Country Representative-Programs, the Institutional Change and Development Delegate is responsible for identifying opportunities for the ARC to engage with, and provide technical support to the Haitian Red Cross Society (HRC) on aspects related to business and organizational development (OD), performance and effectiveness in service delivery. More specifically, the Institutional Change and Development Delegate will be responsible for supporting HRC in the coordination of an institutional assessment, the development of a business plan and its implementation. This position may require up to 30% travel.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied post.

RESPONSIBILITIES:

The Institutional Change and Development Delegate’s responsibilities include but are not limited to the following:

•Identifies and facilitates opportunities for ARC to support the Haitian Red Cross Society (HRC) in its institutional growth and ensures these objectives are incorporated into all ARC/HRC joint programs and post-earthquake recovery program activities. •Leads the development of the HRC business strategy and supports in the execution of a plan that enables the HRC governing body, leadership, employees and volunteers to excel in achieving its vision. •Facilitates, coaches and mentors HRC leadership and change agents in the alignment and integration of people, processes and technology, vision and strategy; leadership, business goals and culture.•Provides advice and support to HRC in business process management including the formulation/fine-tuning of systems, policies, procedures, rules & regulations and guidelines to strengthen the HRC’s institutional capacity, effectiveness and accountability. •In close collaboration with the HRC, designs sustainable project/programs that enhance organizational development & effectiveness of the HRC Headquarters and branches. •Provides general program management oversight of the ARC’s OD portfolio in accordance with project proposal plans, budgets, timelines and minimum standards, this includes all aspects of the project management cycle including organizational assessment, design, set-up, joint planning, implementation, monitoring & evaluation, reporting and transition of an organizational change and development program.•Provides project management/technical/problem solving support to HRC for ARC funded OD projects.•Supports in the development of resource mobilization and retention of staff and volunteers leading to greater self-sustainability of service-delivery.•Monitors and keep Senior Management informed of critical issues that could adversely impact the ARC/HRC OD Program.•Promotes continued understanding and conceptualization of Red Cross organizational development & effectiveness and capacity building strategies within ARC/HRC programs.•Supports the Country Representative to ensure ARC/HRC organizational development model is aligned with the wider International Red Cross and Red Crescent Movement efforts in organizational development and capacity building.•Closely collaborates, plans and exchanges learning’s with HRC, other PNS and IFRC on issues regarding institutional strengthening of the HRC to ensure complimentarity.•Actively participates in cross-departmental and cross-regional initiatives which directly relate to HAP OD and/or broader ARC ISD strategies.

QUALIFICATIONS:

•Bachelor’s degree required, Master’s degree preferred in Business Management, Finance, Economics or other Organizational Development related fields.•Must have a minimum of 7 years relevant experience.•Thorough knowledge of the theories, concepts and practices of organizational development & effectiveness, leadership and change management.•Proven experience in the development and implementation of a wide-range of management systems (policies, procedures, tools, processes). •Proven experience in strong project management (program design, set-up, planning, implementation, reporting, monitoring, evaluation, transition, financial management).•Strong experience in executive level management within a non-profit organization, required.•Proven leadership, mentoring, team building, relationship building, negotiating and influencing skills.•Demonstrated ability to work effectively in dynamic and demanding operational environment with multi-cultural staff in the humanitarian and relief sectors.•Demonstrated ability in networking and developing relationships with various partners and stakeholders. •Familiarity with Red Cross/Red Crescent Movement, desirable.•Flexible in approach, fair, decisive, active problem solver and strategic thinker with a highly developed business acumen.•Excellent oral and written communication skills, required.•Must have strong computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.•Must be proficient in French and English, knowledge in Creole, desirable.
