The Canadian Red Cross Society (CRCS) is a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world. 
 
CRCS is currently seeking experienced Surgeons to be part of the Emergency Response Unit (ERU) roster of the Canadian Red Cross. ERU Delegates are trained and ready to be deployed for 4 to 6 weeks on short notice in the event of an overseas emergency.
 
Key Tasks and Responsibilities
 
Provide surgical care for patients in an ERU setting
To support the establishment and management of the Operating Theatre (OT) and the obstetric ward, in cooperation with the anaesthetist and operating theatre nursing staff.
To be able to perform various types of general surgery, including caesarean sections.
To perform pre-operative assessments, emergency triage and resuscitation (when appropriate)
To conduct ward rounds.
To work according to the Ministry of Health / WHO guidelines and ensure national standards are maintained and adhere to universal precautions
To liaise as requested with local health authorities and other health providers.
To supervise and provide training for local personnel, where appropriate.
To ensure that national standards of nursing care are maintained and ensure all staff adhere to aseptic practice and universal precautions.
To work according to the Ministry of Health / WHO guidelines/Sphere Standards and ensure that all documentation meets local medico-legal requirements.
 
Essential Requirements
 
Professional qualification as medical doctor and post-graduate qualification in surgery
Comfortable with both adult and pediatric patients
Can deliver and supervise surgical care delivered in low-resource settings
Experience of managing & supporting staff.
Experience in living or working in a cultural context other than their own.
Competent in computer use (Windows, Microsoft Office, spreadsheets, word-processing, e-mail).
Valid international driving license (manual gears).
Fluent in English.
Desirable Requirements
 
Experience in working for the Red Cross/Red Crescent movement.
Experience in working in low-resource settings.
Fluent in a language other than English, French or Spanish.

The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.

The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent Network, particularly with the Haitian Red Cross and also through external partners.

The goal of the HAP recovery strategy is that households and communities in Haiti are safe, resilient and part of a wider network that provides healthy and secure living conditions and spaces. To reach this goal, HAP has adopted two specific objectives: i) Neighborhoods are safer and resilient to shocks and ii) HRC is better equipped to build community safety and resilience.

SUMMARY:

The Senior Health Delegate provides technical assistance in the design, planning, monitoring, evaluation and exit/transition of HAP’s Health response and recovery programs. S/he is expected to play an active role in collaborating towards the achievement of programmatic objectives of the HAP strategy, in particular those related to health. S/he will identify opportunities for program growth and will support in proposal development. The Sr. Health Delegate promotes the use of best practices, knowledge management and institutional learning around health programming, ensuring that ARC programs are implemented in accordance with sector specific industry standards and evidence based approaches. As part of the Red Cross/Red Crescent Network, s/he will actively support and build the technical capacity of ARC staff and other Movement partners, in particular of the Country National Society.

The position will report to the Head of Technical Coordination & AMEL and may require up to 30% travel.This is a full time position for a minimum of 366 days with the possibility of extension and is an unaccompanied post.

RESPONSIBILITIES:

The Sr. Health Delegate‘s responsibilities include but are not limited to:

•Develops health specific strategies in alignment with GoH, HAP and Movement strategies, principles, goals and objectives.•Contributes to the development of integrated program models. •Identifies and proactively pursues new opportunities for health programming (stand-alone and/or integrated projects) and develops proposals, project documents and budgets for new projects.•Ensures effective coordination and complementarity between American Red Cross projects and partner projects.•In coordination with Program Managers and Partnership Coordinator, ensures effective implementation, monitoring and evaluation of health activities according to approved plans and budgets of projects implemented by Red Cross and non-Red Cross partners.•Actively provides inputs in the development of systems, procedures, tools, associated methodologies and key project documents to ensure successful management and implementation of sector-specific and/or integrated projects.•Contributes technically to the development and management of RFA and RFP process, as required.•Advises on the successful exit strategy and/or handover of sector-specific activities. •Provides project management support and oversight when required.•Contributes to the review of program reports with project teams.•Participates in the hiring of technical staff.•Communicates mission, purpose, strategic goals and programme objectives among project staff (including incoming staff) to create mutual understanding and coherence.•Actively mentors and builds the technical capacity of ARC, HRC staff, volunteers and partners in health program strategies and approaches, planning, analysis, research and evaluation.•Closely monitors and communicates technical program performance, tracks and advises Senior Leadership on technical issues that could adversely impact American Red Cross programming in Haiti.•Ensures ARC health programs are in alignment with humanitarian industry standards, ARC and Movement guidelines and policies.•Documents and promotes good practices, knowledge management and institutional learning around DRR approaches and incorporates lessons learned, best practices and technical innovation in plans and project designs.•Contributes to the technical management response to program reviews and evaluations.•Contributes in the production of materials such as presentations, annual reports, training materials, position paper, proposals relevant to the incumbent’s area of expertise. •Represents the American Red Cross and liaises with counterparts from the Haitian Red Cross, Participating National Societies, the Federation and the ICRC, relevant Haiti Government agencies, as well as external partners active in the country to minimize duplication and maximize coordination. Reports back, as necessary.•Identifies community and government resources and seeks to integrate the health program with existing structures and capacities.•Fosters positive, collaborative, integrated and effective work relations with internal as well as external stakeholders.•In the event of an emergency, provides technical support to the response lead.•Closely monitors potential health outbreaks or epidemics (e.g. Cholera).•Actively participates in cross-departmental and cross-regional initiatives which directly relate to HAP and/or broader ISD strategies.•Backstops for other team members when required.

QUALIFICATIONS:

Niger: Monitoring and Evaluation Delegate

Reporting to the Programme Coordinator, the Monitoring, and Evaluation Delegate will be responsible for providing technical leadership for all M&E activities in the GF programme. S/He will ensure a flow of quality data to input into regular reporting requirements and lead M&E capacity building activities for project Partners.

Description of Key Duties and Responsibilities:

In coordination with other actors in TB, provide leadership within the PMU to:

Operationalize the M&E Plan designed for the TB Round 10 programmes, including: supporting partners in designing or using existing programme M&E tools, systems and processes for data collection, management, and verification (including data audits); as well as for reporting.

Support the assessment of the M&E capacities of Sub Recipients (SRs)

Manage a team of seven field-based staff and one staff based in Niamey with respect to M&E activities

Coordinate with the Sub Recipients and programme staff to adapt or create, test and refine relevant tools and systems for effective collection, storage, and use of service provision data. Support national systems that assure completeness and timeliness of TB data flowing up the system, at the same time avoiding creating a parallel system of data collection.

Support reliable and appropriate systems of archiving at all levels.

Through field M&E staff and other programme mechanisms, support supervision and spot checks that further help assure data quality from the source.

Support standardization of national tools and standards by all actors active in community-level TB management (many actors currently do not use PNLT standards).

Support reactivation and sustained functioning of health M&E coordination mechanisms among all actors active in TB in Niger.

Facilitate on-the-job M&E training for capacity development, especially in the area of use of data for decision-making.

Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports, and presentations for major activities undertaken.

Coordinate mid-term reviews and evaluation of programme activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings.

SUMMARY:

Under the direct supervision of the Deputy Country Representative-Programs, the Institutional Change and Development Delegate is responsible for identifying opportunities for the ARC to engage with, and provide technical support to the Haitian Red Cross Society (HRC) on aspects related to business and organizational development (OD), performance and effectiveness in service delivery. More specifically, the Institutional Change and Development Delegate will be responsible for supporting HRC in the coordination of an institutional assessment, the development of a business plan and its implementation. This position may require up to 30% travel.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied post.

RESPONSIBILITIES:

The Institutional Change and Development Delegate’s responsibilities include but are not limited to the following:

•Identifies and facilitates opportunities for ARC to support the Haitian Red Cross Society (HRC) in its institutional growth and ensures these objectives are incorporated into all ARC/HRC joint programs and post-earthquake recovery program activities. •Leads the development of the HRC business strategy and supports in the execution of a plan that enables the HRC governing body, leadership, employees and volunteers to excel in achieving its vision. •Facilitates, coaches and mentors HRC leadership and change agents in the alignment and integration of people, processes and technology, vision and strategy; leadership, business goals and culture.•Provides advice and support to HRC in business process management including the formulation/fine-tuning of systems, policies, procedures, rules & regulations and guidelines to strengthen the HRC’s institutional capacity, effectiveness and accountability. •In close collaboration with the HRC, designs sustainable project/programs that enhance organizational development & effectiveness of the HRC Headquarters and branches. •Provides general program management oversight of the ARC’s OD portfolio in accordance with project proposal plans, budgets, timelines and minimum standards, this includes all aspects of the project management cycle including organizational assessment, design, set-up, joint planning, implementation, monitoring & evaluation, reporting and transition of an organizational change and development program.•Provides project management/technical/problem solving support to HRC for ARC funded OD projects.•Supports in the development of resource mobilization and retention of staff and volunteers leading to greater self-sustainability of service-delivery.•Monitors and keep Senior Management informed of critical issues that could adversely impact the ARC/HRC OD Program.•Promotes continued understanding and conceptualization of Red Cross organizational development & effectiveness and capacity building strategies within ARC/HRC programs.•Supports the Country Representative to ensure ARC/HRC organizational development model is aligned with the wider International Red Cross and Red Crescent Movement efforts in organizational development and capacity building.•Closely collaborates, plans and exchanges learning’s with HRC, other PNS and IFRC on issues regarding institutional strengthening of the HRC to ensure complimentarity.•Actively participates in cross-departmental and cross-regional initiatives which directly relate to HAP OD and/or broader ARC ISD strategies.

QUALIFICATIONS:

Haiti: Livelihoods Delegate

Organizational context (where the job is located in the Organization)

On 12 January 2010, an earthquake of magnitude 7.0 struck Haiti’s capital Port‐au‐Prince and its surrounding areas. The earthquake had devastating effects: an estimated 230,000 people were killed, and many left injured and homeless. Material loss is reported to be equivalent to more than 100 per cent of Haiti’s national income. More than 1.5 million displaced persons sought refuge in spontaneous settlements in and around the capital, in host families and rural areas. The humanitarian situation in Port‐au‐Prince and the provinces is compounded by the high level of chronic poverty in Haiti.

The Haiti Operation has moved beyond the emergency phase and is now working closely with families to support them to return to neighbourhoods where they can develop further their lives and the opportunities that this brings.

The integrated neighbourhood approach recognizes the influences of interventions upon one another and the strong need for a holistic approach in order for the ‘camp to community’ strategic direction to be successful. Appropriate and sustainable shelter solutions are more than four walls and a roof: it’s about ensuring access to water and sanitation, employment or livelihood opportunities and education. The Red Cross will focus on an integrated approach which looks at the main services needed for a community to thrive, and working side by side with local residents, involving them as active participants in their neighbourhood renewal.

Job purpose

The Livelihoods Delegate will further tailor the livelihoods program to ensure that it supports the Integrated Neighbourhood approach and is able to adjust to the real life situation of the communities. The Livelihoods Delegate will implement the livelihoods programme, in close coordination with the members of the teams working on community approaches. The Livelihoods Delegate will base the programmes on sound and ongoing assessment and analysis of the affected population needs, vulnerabilities and capacities. In particular with the aim of supporting resilience of the participating population. Together with the community development team the Livelihoods Delegate will enhance the program to actively respond to the community initiated requests to support independence and sustainability.

Job duties and responsibilities

Support in re-establishing and improving livelihoods of the affected population in order to ensure they are more resilient to future disasters. This may be through (although not exclusively) a range of approaches including through casual or regular waged labour, cash transfers/distributions (cash, cash for work, vouchers) ad the development of small and medium enterprises.

Monitor the financial development of families that were involved in the LH grant program and develop individual approaches.

Work to ensure that livelihoods programs include priority cross cutting issues such as protection of vulnerable groups, environment, disaster risk reduction, and ensuring that projects are in line with the humanitarian principle of ‘do no harm’.

Coordinate livelihoods assessments that integrate and draw upon sectoral assessments and analysis and beneficiaries changing and diverse needs, vulnerabilities and capacities.

Develop a market analysis tool that can be used as a guide for further livelihoods approaches, including SMEs and jobs.

Further develop the livelihoods program with particular emphasis on job creation in neighborhoods where activities are being undertaken.

Manage staff as per operational needs and requirements

Prepare quarterly and annual work plans and provide regular updates on progress with the community team and report to the Coordinator.

Ensure all planning and reporting requirements for the livelihoods program are met.

Develop and maintain positive and progressive working relationships with the Haiti Red Cross, other National Societies, national and local authorities and international and national organization to share information.

Ensure regular contact with technical focal points in livelihoods at the operation and zone levels.

Coordinate all planned projects with the IFRC Movement Coordination to ensure consistency and lack of duplication.

United Kingdom of Great Britain and Northern Ireland (the): Livelihoods Delegate - Global Surge Capacity Initiative

Overview

The British Red Cross (BRC) helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. When the crisis is over, we help them to recover and move on with their lives.

The organisation operates through 33,000 volunteers and 2,800 staff. Geographically, BRC in the UK is organised into 21 Areas, which are grouped into 4 Territories.

As part of its Corporate Strategy “Saving Lives, Changing Lives” BRC is committed to continuing to strengthen the capacity of the Red Cross Movement (RCM), particularly in its Disaster Management (DM) function. As a result of this, BRC is seeking to recruit appropriately skilled and experienced operational managers/co-ordinators to enable BRC to provide immediate management capacity both to Movement field operations at short notice and to BRC’s UK Office DM department as required. BRC is in the process of developing this cadre of delegates for the ‘Global Surge Capacity’, which also includes delegates specialising in logistics, shelter and programme management.

Inherent in this role is the need for flexibility, the ability travel and to be willing and able to work in multiple contexts with different stakeholders over the course of the employment. The post holder will be a member of the UK International Disaster Management Department (which consists of the disaster response, recovery and logistics teams) but must be able to deploy at short notice for periods of up to 3 months and to spend up to 75% of their time (maximum 9 months in any 12-month period) overseas. The post holder will also be required to travel and work in remote and potentially unstable areas.

Overall objectives of the Global Surge Capacity initiative include:

  1. To have flexible surge capacity to support RCM disaster responses, particularly in senior and co-ordinating roles.
  2. To have trained personnel familiar with BRC who can provide support to the set-up, management or closure of bi-lateral or partnership programmes with other Red Cross/ Red Crescent national societies.
  3. To increase BRC’s operational capacity while minimising additional workload pressure on UK Office resources or requiring an increased UK Office head count.
  4. To provide capacity for gap-filling for on-going programmes, or undertake specific time-limited tasks in UK Office.
  5. To combine the opportunity for increased field experience with development objectives in operational leadership to enable delegates who demonstrate the appropriate potential to be able to pursue career pathways to more senior roles within the RCM.

Overall Purpose of the Post

The Livelihoods Delegate will be responsible for supporting or managing livelihoods projects. Such livelihoods projects may include: food aid, asset replacement, income and employment support (e.g. food for work, cash for work, cash grants, income generation, training), market support (e.g. vouchers, market infrastructure) and primary production support (e.g. agriculture, livestock, fishing). Cash transfer programming is an increasingly common approach in BRC projects and the post holder is expected to have experience in developing and implementing cash transfer programming.The contribution of the Livelihood Delegate may be required at any stage throughout the project cycle, including supporting or managing teams to assess, identify, design, recruit staff and implement appropriate support to protect, promote and recover livelihoods affected as a result of conflict or natural disaster.The position may be required to work in a multi-lateral capacity seconded to International Committee of the Red Cross (ICRC) or Federation (IFRC), or alternatively on BRC bi-lateral projects.During periods of non-deployment the position is expected to provide support to ongoing livelihoods related work in the UK office such as contributing to the creation of operational tools, capacity building and lesson learning materials.
