Reporting to the Programme Coordinator, the Monitoring, and Evaluation Delegate will be responsible for providing technical leadership for all M&E activities in the GF programme. S/He will ensure a flow of quality data to input into regular reporting requirements and lead M&E capacity building activities for project Partners.

Description of Key Duties and Responsibilities:

In coordination with other actors in TB, provide leadership within the PMU to:

Operationalize the M&E Plan designed for the TB Round 10 programmes, including: supporting partners in designing or using existing programme M&E tools, systems and processes for data collection, management, and verification (including data audits); as well as for reporting.

Support the assessment of the M&E capacities of Sub Recipients (SRs)

Manage a team of seven field-based staff and one staff based in Niamey with respect to M&E activities

Coordinate with the Sub Recipients and programme staff to adapt or create, test and refine relevant tools and systems for effective collection, storage, and use of service provision data. Support national systems that assure completeness and timeliness of TB data flowing up the system, at the same time avoiding creating a parallel system of data collection.

Support reliable and appropriate systems of archiving at all levels.

Through field M&E staff and other programme mechanisms, support supervision and spot checks that further help assure data quality from the source.

Support standardization of national tools and standards by all actors active in community-level TB management (many actors currently do not use PNLT standards).

Support reactivation and sustained functioning of health M&E coordination mechanisms among all actors active in TB in Niger.

Facilitate on-the-job M&E training for capacity development, especially in the area of use of data for decision-making.

Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports, and presentations for major activities undertaken.

Coordinate mid-term reviews and evaluation of programme activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings.

Education:Relevant university degree such as Statistics, Public Health, etcFurther qualifications in Monitoring and EvaluationBasic Delegates Training course /IMPACT

Languages; Fluency in spoken and written English and French

Experience:Five years of work experience in leading monitoring and evaluation of Public Health projects and /or HMIS work in AfricaDemonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internetDemonstrated technical expertise in strategic management, project planning and budgeting, resource management, implementation ability as well as programme monitoring and evaluationExperience in developing and implementing a performance management system, giving candid performance feedback and supporting professional development efforts

Knowledge and Skills:Leadership and coordination skillsCommand of current M&E concepts, particularly in public healthAnalytical skills Good communication and presentation skillsAbility to work under stressful conditions, meet deadlines and travel extensively to support field operations or training.Computer literacy: self-sustainable (Windows 2007 environment)Strong communication and presentation skills in both French and English, including ability to develop reports and prepare relevant publications Ability to initiate and manage change and to recognise and adjust to rapidly changing conditions in order to align CSOs/Non state Actors programmes to the National strategy
