Program Overview

Rare’s Philippines program, based in Cebu (Central Philippines) is pursuing ambitious, evidence based countrywide near shore fisheries strategies that combine No-Take-Zones and rights-based fishery zones (TURF – Reserves/Special Fisheries Management Zones). Our goal is to ensure greater community ownership and benefits that encourage long-term sustainable marine resource management along with the protection of important biodiversity. This program builds on Rare’s significant experience and success through its behavior change campaigns and technical assistance called Pride Campaigns.

Position Overview

The Manager, Fisheries Organizational and Institutional Development will lead all implementation activities relative to organizational and institutional development at Rare’s campaign sites. S/he will be responsible for ensuring the formulation of municipal technical working groups aligned to the appropriate policy instrument issued by either the Local Chief Executive or with the Municipal Council. S/he will work closely with this group as well as the local Conservation Fisheries Fellow in organizing and enhancing the management of local fisheries associations and or cooperatives at the TURF – Reserve Sites, and ensure that fishers and communities are consulted in all appropriate policies and plans relative to the program implementation. The Manager will provide leadership to ensure the smooth execution of the organizational and institutional development components of the campaign during the prototype and implementation phases of the program. The successful candidate will have the following:

  • At least 5 years’ experience in the formation and strengthening of community based organizations, fisheries associations and or cooperatives;
  • Demonstrated success in strengthening marine protected area /fisheries governance and or coastal resource management, comfort and expertise in coordinating with the local government units preferably in the Philippines;
  • A background in coaching and mentoring staff and delivering targeted in-house training to improve capacity for marine theme development along with the ability to perform language and cultural translation revisions to ensure Pride campaign materials are appropriate and effective;
  • Ability and willingness to travel inside the country under demanding conditions and or occasional travel abroad (when necessary);
  • The ability to work with minimal supervision independently and as part of a team;
  • A bachelor’s degree preferably in Cooperative Development, Social Work, Environmental Science, Fisheries, and or other related field; and
  • Fluency in Cebuano, Tagalog and English languages.

Burkina Faso: Senior Technical Advisor for Institutional Capacity Building (STA-ICB)

OVERVIEW: Through the Leadership, Management and Sustainability Program and the West Africa Leadership and Management Strengthening Project Associate Award, USAID and Management Sciences for Health (MSH) worked closely from 2011-2013 with the West African Health Organization (WAHO) to strengthen their leadership and management capacities to be a more visible leader for health matters in West Africa.

WAHO is the specialized health institution of the Economic Community of West African States (ECOWAS) and has a unique political mandate in the sub-region to influence health policy at the highest level within ECOWAS Member States (Benin, Burkina Faso, Cape Verde, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, the Gambia, and Togo) as well as to promote high standards for health, and facilitate harmonization of policies, pooling of resources, and the promotion of international collaboration to successfully face regional health challenges.

USAID/West Africa is looking to provide field support under the Leadership, Management and Governance Program (LMG) to expand on the institutional capacity building work with WAHO. LMG is a global five-year Cooperative Agreement awarded by USAID/Washington, designed to strengthen and expand the people-centered capacity building strategy pioneered under the previous Leadership, Management, and Sustainability Program. The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.

OVERALL RESPONSIBILITIES:The Senior Technical Advisor for Institutional Capacity Building (STA-ICB) will be LMG/West Africa’s senior expert providing technical assistance to WAHO. The STA-ICB will be posted at WAHO’s offices, embedded within WAHO. The nature of the technical assistance provided will focus on strengthening the institutional capacity of WAHO particularly in the areas of organizational development, program management, leadership, governance, advocacy, communication, negotiation, marketing, health information systems (HIS) and monitoring and evaluation (M&E). Additional technical focus will be on family planning, reproductive health and HIV and AIDS prevention with the sharing of best practices and the promotion of scaling up activities. The STA-ICB will be responsible for identifying specific technical assistance needs and managing a detailed technical assistance plan, providing technical oversight of all short-term technical assistance.

The STA-ICB will be responsible for maintaining strong working relationships with WAHO through the support of MSH home office and regional support teams. This is a highly visible position that requires establishing and maintaining professional contacts among high-level regional institutions, donors, the private sector, agencies, and Ministries of Health in member countries. The STA-ICB is expected to be self-motivated and to take initiative. S/he must possess knowledge of USAID/West Africa and WAHO regulations and procedures, as well as experience and maturity to exercise professional judgment in conducting activities with relevant counterparts to further USAID/West Africa and WAHO interests.

SPECIFIC RESPONSABILITIES:In close collaboration with WAHO senior level managers, the STA-ICB will provide support to WAHO staff and its focal points with the ECOWAS Ministries of Health in terms of capacity building in the areas of organizational strengthening, program management, leadership, advocacy, communication, negotiation and marketing as well as the identification and dissemination of best practices.

  1. Coordinate and implement capacity building programs to strengthen the leadership and management capacity of WAHO staff and other health managers in the region using evidence-based tools and approaches.

  2. Facilitate training sessions for ECOWAS country representatives and WAHO staff to build their leadership, management, and governance capacities and provide orientations on the implementation of WAHO policies.

  3. Collaborate with the senior leadership of WAHO to develop strategic plans and incorporate strategic focuses (including family planning) in regional meetings and dialogue.

  4. Provide technical assistance in the development of regional health policies and strategies.

  5. Coordinate all activities closely with WAHO decision makers and USAID/West Africa.

  6. Assist WAHO senior managers and in-country focal points, to identify opportunities and mechanisms that will improve collaboration and coordination with senior government officials, USAID bilateral missions and other donors including Global Fund, PEPFAR, the World Bank, and private corporations.

  7. Supervise and oversee support to a long-term technical assistant who will work with WAHO HIS expert to operationalize and implement regional HIS policies and platforms.

  8. Provide assistance to strengthen communication, collaboration and coordination between WAHO and Ministries of Health in ECOWAS countries to promote South-to-South knowledge exchange and sharing of best practices. Assist WAHO in its efforts to improve coordination with other donors and development partners in the region.

  9. Provide assistance to WAHO to strengthen its capacity to assist Ministries of Health in ECOWAS countries in improving planning, HIS, M&E, data analysis and reporting on priority health programs in the region.

  10. Provide technical assistance to WAHO in the areas of communications, resource mobilization and marketing.

  11. Participate in WAHO internal meetings and site visits. Produce quarterly reports to WAHO and USAID/WA, and communicate regularly with USAID/WA project managers.

  12. Liaise with USAID and other local and international partners to promote the institutional development of WAHO and its work in the West Africa region.

  13. Document and share successes and lessons learned in the format of project reports, publications and presentations at all levels.

QUALIFICATIONS AND SKILLS REQUIRED:

• Advanced degree (Masters, PhD, or MD) in a health-related field or management field required.

• A minimum of 7 years of field experience in progressively responsible positions in development programs, with management, HIS, M&E, organizational development, leadership, advocacy, communication and negotiation and adult training skills. Experience with public/private sector, health organizations, and international donors, and non-governmental organizations is highly desirable. Previous work experience with regional institutions also highly desirable.

• Solid understanding of ECOWAS and West Africa’s economic, political, social and cultural environment and the role of the regional institutions and host governments, private and public sector, including NGOs, in addressing development objectives, priorities and issues required. Knowledge of USAID, PEPFAR, the World Bank, the Global Fund and other donor mechanisms highly desirable.

• Ability to use good judgment on sensitive topics, including ability to exercise independent judgment in prioritizing assigned tasks and in dealing with stakeholders at all levels and in the appropriate cultural and political context.

• Proven ability to interact professionally and effectively with senior managers, decision-makers, government officials, public and private donors, USG, and civil society.

• Practical and analytical skills necessary to translate data or information into concrete actions.

• Excellent oral and written communications skills and ability to work in a large team and build good working relationship with all stakeholders.

• Proficiency in computer use, particularly Microsoft Office applications for word processing, PowerPoint, email, and Excel.

• Fluent written and oral proficiency in English and French required. Must be able to communicate effectively in both languages. Portuguese language ability would be an advantage.

THE VOLUNTEER’S ROLE:

Overall placement purpose:

To provide strategic organizational and governance development support to the Carood Watershed Model Forest Management Council and the Technical Working Group (TWG) to develop an organizational framework and a manual of operations for the Council leading to a new phase of institutional and management development based on concrete opportunities for consolidation and partnership. The Carood Watershed Model Forest Management Council is a body supported by the Bohol Environment Management Office (BEMO) under the Provincial Government of Bohol and the Department of Environment and Natural Resources which is tasked with the sustainable management of natural resources in Bohol province.

Specific Objectives:

• Provide strategic organizational and governance development support to the Council;
• Support the establishment of a Council Board, a functional TWG, sub-committees and a Secretariat, if needed;
• Recommend an organizational framework and a manual of operations for the Council leading to a new phase of organizational development based on concrete opportunities for consolidation and partnership; and,
• Provide guidance in activating the SEC registration of the CWMFMC;
• According to technical guidelines, develop 2 separate e-volunteer Scopes of Work that allow remote e-volunteers to support the local partner in their livelihoods programming;
• Provide additional remote support to partner organizations after their return to the US through e-volunteering and/or e-mentoring for a period of between 2 and 3 months following their return for an estimated 7 hours/week.

SKILLS AND QUALIFICATIONS:

Essential requirements

• Degree in Organizational Development, Change Management, Business Management, Economics, Marketing, Public Administration, Natural Resource Management or related field;
• 3-5 years’ experience at a senior level of organizational, program or project management;
• Experience in organizational governance and/or change management.

Desirable

• Experience or knowledge of enterprise development approaches for poor rural communities and in an agricultural context would be an added advantage;
• Knowledge in agricultural commodity industry development and marketing;

The ‘Diasporas for Development Initiative’ is a public private partnership generously supported by USAID and Accenture, implemented by Cuso International.

The ‘Diasporas for Development Initiative’ is a two year pilot project designed to address the challenge of human resource gaps in developing countries, often due to ‘brain drain,’ by engaging US-based volunteers to share their skills with Cuso’s local program partners.

The program takes a two pronged approach to promoting diaspora engagement in countries of ancestry:

  1. Developing partnerships with Diaspora Partner Organizations (DPO’s) in the U.S. through reciprocal exchange of support; and,

  2. Recruiting US-based professionals from the diaspora to share their skills in support of projects that build employability and entrepreneurship skills in their countries of ancestry (focus on Secure Livelihoods).

Albania: Call for Consultancy - Institutional Learning Process - 10 Years of Programme Experience on Child Protection in Albania

Terre des hommes has been operating in Albania since early 2000’s, starting operating projects on addressing child trafficking issues and gradually moving to contributing to the building of a national system of child protection in the country.

After 10 years of experiences in the country, and taking into consideration the amount of accumulated experience and overall contribution in the field of child protection and child rights in Albania, Terre des hommes Albania is seeking a consultant to conduct a capitalization of experiences and lead the institutional learning process to in order to analyse our experiences and facilitate collective learning based on these experiences.

Background

From 2001 to 2012, gradually and strategically moving from an issue-based vertical intervention on cross-border child trafficking, Terre des hommes has extended its intervention towards a system-building approach and the mainstreaming of child trafficking issues into the development of more sustainable structures, coordination mechanisms and comprehensive strategies to create a basis for the protection of children from all forms of abuse, exploitation and trafficking. Looking retrospectively from the initial projects, this institutional learning exercise would particularly focus on the projects from TACT II 2006 to CPSN project 2012, in order to draw the lessons learned and good practices of strategy changes.

Purpose

The purpose of this exercise will be to reflect, identify and document the mass of knowledge and lessons learned across the various programmes, from the beginning of its operations in Albania to the end of CPSN program, and transform it into institutional capital by using a systematic, reflective and participatory approach.

The results of the institutional learning exercise will be twofold:

  • Provide a synthetic and comprehensive document containing a descriptive history of programme evolvement, a summary of main achievements and impact across the years and consolidated and validated lessons learnt from the 10 years programme experience.
  • Offer a concrete example of implementation of a comprehensive CPS project analyzed and presented based on the institutional model of action of Tdh in order to spread tools, examples of interventions and lessons learned to all Tdh Delegations.

This exercise is expected to bring about a greater collective awareness among all key stakeholders involved in the process on the areas for change and ensure their participation in developing recommendations for improvement both at the programme and organizational level.

Timeframe: The final product of this institutional learning process has to be finalised no later than December 10th.

Required experience and skills of the consultant:

• Demonstrated experience in conducting such processes, particularly through participatory methodologies;• In-depth knowledge on child protection issues and system-building;• Social field related academic background;• Excellent analytical and report writing skills;• Outstanding level of English (the research is to be written in English)

The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent Network, particularly with the Haitian Red Cross and also through external partners.

SUMMARY:

Under the direct supervision of the Deputy Country Representative-Programs, the Institutional Change and Development Delegate is responsible for identifying opportunities for the ARC to engage with, and provide technical support to the Haitian Red Cross Society (HRC) on aspects related to business and organizational development (OD), performance and effectiveness in service delivery. More specifically, the Institutional Change and Development Delegate will be responsible for supporting HRC in the coordination of an institutional assessment, the development of a business plan and its implementation. This position may require up to 30% travel.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied post.

RESPONSIBILITIES:

The Institutional Change and Development Delegate’s responsibilities include but are not limited to the following:

•Identifies and facilitates opportunities for ARC to support the Haitian Red Cross Society (HRC) in its institutional growth and ensures these objectives are incorporated into all ARC/HRC joint programs and post-earthquake recovery program activities. •Leads the development of the HRC business strategy and supports in the execution of a plan that enables the HRC governing body, leadership, employees and volunteers to excel in achieving its vision. •Facilitates, coaches and mentors HRC leadership and change agents in the alignment and integration of people, processes and technology, vision and strategy; leadership, business goals and culture.•Provides advice and support to HRC in business process management including the formulation/fine-tuning of systems, policies, procedures, rules & regulations and guidelines to strengthen the HRC’s institutional capacity, effectiveness and accountability. •In close collaboration with the HRC, designs sustainable project/programs that enhance organizational development & effectiveness of the HRC Headquarters and branches. •Provides general program management oversight of the ARC’s OD portfolio in accordance with project proposal plans, budgets, timelines and minimum standards, this includes all aspects of the project management cycle including organizational assessment, design, set-up, joint planning, implementation, monitoring & evaluation, reporting and transition of an organizational change and development program.•Provides project management/technical/problem solving support to HRC for ARC funded OD projects.•Supports in the development of resource mobilization and retention of staff and volunteers leading to greater self-sustainability of service-delivery.•Monitors and keep Senior Management informed of critical issues that could adversely impact the ARC/HRC OD Program.•Promotes continued understanding and conceptualization of Red Cross organizational development & effectiveness and capacity building strategies within ARC/HRC programs.•Supports the Country Representative to ensure ARC/HRC organizational development model is aligned with the wider International Red Cross and Red Crescent Movement efforts in organizational development and capacity building.•Closely collaborates, plans and exchanges learning’s with HRC, other PNS and IFRC on issues regarding institutional strengthening of the HRC to ensure complimentarity.•Actively participates in cross-departmental and cross-regional initiatives which directly relate to HAP OD and/or broader ARC ISD strategies.
