Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified international candidates for water utility operations and water utility institutional development specialist positions on a Millennium Challenge Account (MCA) program in Cape Verde. The program seeks to improve water and sanitation services at the municipal level by implementing reforms to provide a financially sound, transparent and accountable institutional basis for the delivery of water and sanitation services to Cape Verdean households and businesses. These positions will be short term and require travel to Cape Verde.

Tetra Tech is seeking candidates for the following positions:*NO3. Customer and Commercial Management Specialist*NO4. Water and Sanitation Utility Operations Management Specialist*NO5. Non-Revenue Water Management Specialist*NO6. WASH Institutional Change Management Specialist*NO7. Senior Human Resources Specialist*NO9. Technical and Vocational Education and Training (TVET) Specialist*NO11. Senior Information, Education, and Communication (IEC) Specialist*NO12. WASH Utility Management Specialist*NO13. Asset Management/Capital Investment Specialist*NO16. Senior WASH Environmental Specialist*NO18. Senior Financial management and Economics Specialist*NO19. Senior Social and Gender Analysis Specialist

Qualifications: *Advanced degree in business administration, human resources management, engineering, economics, or related field relevant to institutional assessment and development;*Minimum 10 years of experience in evaluating the effectiveness of water utility institutions and organizational arrangements, implementing reforms, or in utility operations and management including capacity building;*A strong track record of improving organizations in terms of organizational structures, personnel procedures and utilization, and human capacity building; *Strong communications skills and ability to work with senior utility managers and government officials;*Fluency in English and Portuguese required.
