OVERALL OBJECTIVE

The PM will be responsible for Education Activities and Community Services through DRC community centres. The operations encompass the Iraqi refugee programme, which since the escalation of the Syria crisis from July 2012 onwards now focuses on an approximate 50/50% divide between Iraqi Refugees and Syrian displaced target population.

The PM reports directly to the DRC Country Director in Syria.

BACKGROUND

DRC has been working inside Syria since 2007 in coordination with the Syrian Arab Red Crescent (SARC) and the Ministry of Education (MoE) to provide assistance to refugees and more recently IDPs in Damascus, Deraa, and Homs Governorates.

Sectors and activities include:

• Protection and Community services

• Quality education

• School rehabilitation

• Livelihood support

DRC is one of the few international NGOs allowed to assist Syrians and others displaced, or otherwise affected by the current conflict.

Since June 2012, DRC is providing direct humanitarian support to displaced and conflict-affected populations in the following areas and sectors:

• Non-food item and winterisation assistance

• Support to shelters hosting displaced people

DUTIES AND RESPONSIBILITIES

A) PROGRAMME MANAGEMENT

• Ensure a quality and timely implementation of the DRC programme as per donors’ agreements, here in particular DANIDA, UNHCR, UNICEF.

• Ensure programme consistency and proper coordination between the different sectors (education, livelihoods and protection) and managers/coordinators.

• Adjust in close coordination with the Ministry of education, UNICEF and UNHCR the development of new education and community activities under supervision of the Country Director.

• Promote and ensure relevant capacity building of the DRC education team in particular.

• Promote an efficient internal working environment with the education team as well as the Community Centre Coordinator.

• Plan adequate monitoring and evaluation of DRC operations,

• Prepare relevant operational and financial reporting to donors in cooperation with the education and community centre teams.

• Participate in and report on relevant DRC bilateral or working sector meetings with partners and donors.

• In coordination with the admin-finance section, define/update internal budgets as per planned activities, and ensure the project’s cost effectiveness and the respect of administration and personnel procedures.

• Develop further coordination with other INGOs and LNGOs on education and community activities.

• Ensure full compatibility between the education and community activities during an on-going emergency in close coordination with the emergency coordinator.

• Report to and interact closely with the Country Director.

• Contribute to the DRC strategy for education and community activities.

B) MANAGEMENT AND SUPPORT

• Manage and guide the educational team and the Community Centre Coordinator – in coordination with the CD.

• Ensure at all times that DRC relevant education and community activities comply with DRC Safety guidelines in close coordination with the DRC Safety Advisor in Syria.

• Ensure that all procurement relevant for activities are administered in good time and in efficient cooperation with the Logistic Coordinator.

• Ensure close follow-up is made in the field of the running of the community centres in Damascus in close coordination with the Community Centre Coordinator – and when relevant for Deraa and Homs community centres in close coordination with the Emergency Coordinator and relevant field coordinators.

• Ensure close coordination for all emergency related activities with the DRC Emergency Coordinator.

QUALIFICATIONS/REQUIREMENTS

Institutional and otherwise

• The PM in Syria needs to have hostile environment experience to be able to soundly work in the present environment in Syria.

• Preferably the PM would have previous working experience from the Middle East Region.

• Previous project management experience is a necessity – especially within the sectors of education, community, livelihood, protection, etc.

• Good writing and analytical skills is required.

• Good understanding of the project cycle management is necessary.

• Familiarity in working with donors such as UNHCR, UNICEF; ECHO and DANIDA is a strong asset.
