  1. BACKGROUNDThe United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.

COPAK requires the services of an international legal cooperation expert to prepare a training package to train Pakistani legal experts on International cooperation and to deliver a training workshop to legal and technical staff of ministries and agencies with the relevant mandate. The incumbent will report to Sub-Programme Advisor (Criminal Justice) under the overall supervision of the Country Representative.

  1. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED CONSULTANCY.The objective of the consultancy is to prepare and deliver a training package, deliver two back-to-back workshops to improve international legal cooperation, and develop a report advising on the way forward.

Expected DeliverablesThe incumbent will work under direct supervision of the Criminal Justice Sub-Programme Advisor and in close collaboration with other COPAK colleagues under the overall supervision of the Representative of the Country Office for Pakistan.

Produce and submit to UNODC COPAK:

• A training package for the use of ministries and agencies in Pakistan to improve international cooperation and state to state exchanges of legal information; the package is to contain a presentation materials, course notes and case studies relevant to Pakistan

• Back-to-back 2 day training workshops for legal and technical staff of Pakistani ministries and agencies with mandates that require international legal cooperation; the first training workshop will focus on the international legal framework and the needs and benefits of cooperation to Pakistan, and the second will be a practical training using case studies and mock cases on the use of a UN software designed for mutual legal assistance

• A report documenting the training workshops and suggesting a way forward

  1. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONSI. Academic Qualifications:• Master’s degree in International Relations, Political and /or Social Science, Law, Security, Development.II. Years of experience:• 5 years of relevant experience. • Experience within law enforcement or Private security related research and analysis is required• Familiarity with international law enforcement and private security agencies.• Ability to write and research on policing and security issue• Ability to formulate concise Reports and presentation/Ability to analyze and formulate draft recommendation.• Excellent verbal and written communication skills in English;• Previous experience of writing reports for UN an asset

  2. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.Interested individual consultants must submit the following documents/information to demonstrate their qualifications: guidance

  3. Proposal:(i) Explaining why they are the most suitable for the work(ii) Provide a brief methodology on how they will approach and conduct the work (if applicable)
  4. Financial proposal
  5. Personal CV including past experience in similar projects and at least 3 references
  6. P-11 Form duly completed.

  7. FINANCIAL PROPOSAL

• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;

The consultant will be required to travel to Pakistan for one week.EVALUATIONIndividual consultants will be evaluated based on the following methodologies:1. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [To be determined]* Financial Criteria weight; [To be determined]Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation
