Afghanistan: Economic Cooperation Advisor

Organizational ContextMinistry of Foreign Affairs is the key ministry and a significant player in the sector of foreign policy and international relations. The ministry was first conceptualized some 86 years back during the Amani Era. The mandate of MOFA is to establish and maintain effective foreign relations with all countries of the world; and to advance the national interests of Afghanistan through the development and implementation of comprehensive foreign affairs policies. The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programs by providing them with skilled international technical experts and capacity development advisors. On behalf of The Ministry of Foreign Affairs, CTAP is now seeking to fill the position of Economic Cooperation Advisor to work in the Ministry of Foreign Affairs’ Directorate-General for Economic Cooperation (DGEC). This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

  1. Position2.1 Nature and Scope of AssignmentThis assignment involves supporting a government-led planning and delivery institutional development program within the Ministry of Foreign Affairs. Under the supervision of the Director General of Economic Cooperation, the successful candidate will assist with the management of policies, change management, organizational change, communications, information flow and results analysis.The successful candidate will be expected to work through and with his/her Afghan national counterparts, and progressively transfer knowledge, skills and expertise to them. This position does not involve any type of management or line responsibilities under any circumstance.

2.2 Duties and Responsibilities:Under the direct supervision of the Director-General for Economic Cooperation, the Economic Cooperation Advisor will provide technical support in capacity development of the DGEC to ensure adequate capacity is available in economic policy analysis, international trade negotiations, WTO regulations, economic partnership agreements, bilateral and multilateral trade protocols and other related issues.Key duties of the Economic Cooperation Advisor will include, but not limited to, the following:• Within one month of assignment develop an action plan for the identified capacity development and change management processes reflected in the ToR • After comprehensive situation analysis and capacity assessment develop a comprehensive action plan for the department• Conduct a needs assessment/baseline assessment and develop a capacity building and training plan for the Directorate of Economic Cooperation in consultation with the General Director and in conjunction with the HR Department and any other relevant partners• Train relevant national counterparts on how to promote economic cooperation at the regional and international levels • Train DGEC staff in conducting capacity assessments to identify functional gaps• Develop mechanisms for coordination, facilitation and promotion of DGEC strategies in multilateral cooperation• Train DGEC staff in the development of comprehensive mechanisms for implementation and monitoring of national and regional economic protocols in line with the Tokyo commitments and other internationally agreed principles and practices• Develop a comprehensive monitoring and evaluation (M&E) system for tracking progress towards the different international protocols and train relevant staff on how to implement the M&E system• Provide technical support and guidance to DGEC staff on strategic planning to ensure clear understanding and smooth implementation of DG programs• Develop knowledge management systems on international development for local staff, based on international and similar country best practices• Advise and train DGEC staff to ensure that all outputs of DGEC maintain the highest standard of quality and that reports are clear and objectives are based on comprehensive analysis• Support DGEC staff in performance and progress review and establish mechanisms to track the results; train national counterparts in implementation of the system.• Train DGEC relevant staff in appropriate reporting and communication systems• Coach, mentor and train DGEC staff on any relevant economic cooperation issues• Train DGEC staff in advocacy strategies for economic cooperation

2.3 Deliverables:

The deliverables of the Economic Cooperation Advisor will be as follows:• An economic cooperation policy, action plan and monitoring and evaluation framework developed• Skills in economic cooperation transferred to government counterparts• A functional economic cooperation system complete with a communication and advocacy strategy established

2.4 Skills, Experience and Qualifications:The successful candidate should have the following skills, experience and qualifications:• Master degree, preferably in Economics, Development Economics, International Trade or Business Administration is required• PhD in Development Economics, International Trade or related subject preferred• Minimum of 10 years experience in program management and policy development in the aforementioned areas. A minimum of five years in policy analysis, policy development, change management, etc.• Demonstrated history of delivering training, coaching and mentoring local counterparts is a plus• Excellent verbal and written communication skills• Previous experience in under-developed, insecure or post-conflict environment a plus• Fluency in Dari and/or Pashto is a strong plus

International Consultant for International Legal Cooperation

  1. BACKGROUNDThe United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.

COPAK requires the services of an international legal cooperation expert to prepare a training package to train Pakistani legal experts on International cooperation and to deliver a training workshop to legal and technical staff of ministries and agencies with the relevant mandate. The incumbent will report to Sub-Programme Advisor (Criminal Justice) under the overall supervision of the Country Representative.

  1. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED CONSULTANCY.The objective of the consultancy is to prepare and deliver a training package, deliver two back-to-back workshops to improve international legal cooperation, and develop a report advising on the way forward.

Expected DeliverablesThe incumbent will work under direct supervision of the Criminal Justice Sub-Programme Advisor and in close collaboration with other COPAK colleagues under the overall supervision of the Representative of the Country Office for Pakistan.

Produce and submit to UNODC COPAK:

• A training package for the use of ministries and agencies in Pakistan to improve international cooperation and state to state exchanges of legal information; the package is to contain a presentation materials, course notes and case studies relevant to Pakistan

• Back-to-back 2 day training workshops for legal and technical staff of Pakistani ministries and agencies with mandates that require international legal cooperation; the first training workshop will focus on the international legal framework and the needs and benefits of cooperation to Pakistan, and the second will be a practical training using case studies and mock cases on the use of a UN software designed for mutual legal assistance

• A report documenting the training workshops and suggesting a way forward

Pakistan: Manual and Training Programme for Regional Cooperation in Law Enforcement (Home-based, International Expert)

  1. BACKGROUNDUNODC Country Office (COPAK) is mandated to provide the Government of Pakistan (GOP) with technical assistance to enhance the capacity of national authorities to tackle drug trafficking. The government-endorsed Country Programme 2010-2014 identifies key outputs with specific activities which contribute to the overall improvement of relevant systems, processes and knowledge. In addition, UNODC headquarters has an equal mandate to support the actions of regional actors in Central Asia. A region-wide awareness of the methods and process required to cooperate in the pursuit of drug traffickers will ensure that regional cooperation is not a limiting aspect of drug control.
    A regional cooperation and training programme will include a review of national legislation/regulations and provide an overview of compatibility of law enforcement approaches. The training programme will provide a suite of state-of-the-art knowledge-based tools that officers can use to increase their interaction with cross-border counterparts. The consultant will review existing policies, integrate international best practices, adapt practices to the Central Asia setting and provide recommendations for implementation of procedures. The outcome of this consultancy will result in a clear set of principles, procedure and documentation to assist in the establishment of a region-wide regime of illicit drug control enforcement.
  2. MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.The objective of the consultancy is to create a set of documents (manual, policy and handbook) that will be used by officers, policy makers and foreign affairs attaches to address the needs of regional cooperation.
    The consultancy has one key outcome:

Training package: The package will include full course schedule, outline and notes, manual, cases studies (narcotics cases should be included, although other case types be used later for trainees related to other crime types), and presentation materials for different sessions. A first draft will be submitted for review within 4-5 weeks of initiating the assignment and a final incorporating feedback and changes within 2 weeks of receipt of comments. A manual and training programme will outline the approach to be by law enforcement professionals that are, or could be, required to interact with other states as part of their dutiesIn all cases/situations the consultant will ensure that proposals and conclusions are generally applicable in Central Asia from a cultural, procedural and legislative point of view.
  4. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The scope of work includes national drug enforcement authorities in Central Asia and other related government bodies. The documentation and research must be general enough to cover all countries in the region while at the same time provide enough detail so material provided has utility to on-site practitioners.

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
