Length of Contract: 12 months – from beginning of december

Responsibilities: 1. Monitor the food security context :- Continuously scan and analyse the food security context within Sierra Leone and adapt the FS strategy or programmes as required.- Define data base and analysis frameworks ;

1. Together with the coordination team, contribute towards the definition of the programming strategy :

   • Evaluate the population needs ;
   • Propose intervention strategies ;
   • Write proposals and technical reports for the donors;

2. Working in collaboration with the Field Coordinators, provide technical supervision to the programmes :

   • Approve the implementation methodology of the projects ;
   • Provide technical advice in areas such as targeting, selection of activities, monitoring and evaluation, technical quality;

3. Manage the food security team :

   • Build the capacity of ACF and Partner staff to implement the FS programme. Areas of focus are likely to include agribusiness; cash transfer programming, livelihoods support, and monitoring and evaluation.
   • Participate in the recruitment and training of FS staff together with the HR Manager.
   • Contribute to performance appraisals of the food security teams;

4. Represent the Organization when liaising with the various food security partners in the country

   • Attend coordination meetings and represent ACF as required.
   • Develop and maintain strong working relationships with other FS actors including Government, donors and NGOs.

Qualification and previous experience:Agronomy and socio-economy degree with at least Four to five years relevant experience in food security & livelihoods and project cycle management. Experience in Disaster Risk Management and in in development context is required. A technical specialisation in at least one of the following: EWS, Cash transfer interventions, agro-business. English: fluent written and spoken.

Status: Employee - Fixed-term contract, provided by ACF according to the French labour law.- Total average yearly gross income: from 41160 € to 47160 €- Food and housing: 1000 € / month averageo Per Diem : 210 € / month averageo Support to the R & R costs : 110 € / month averageo Transportation costs to and from the mission : 460 € / month averageo Monthly gross salary ranging from 1650 € to 2150 € (Net: from 1518 € to 1978 €) depending on relevant experience (possibility to increase up to 2750 € gross (2530 € net) according to seniority and performances)- 25 days of annual paid leaves - 20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)- Social benefits: Medical, life and accident insurance provided by the institution- Accompanied position (partner, children) according to the place of assignment- Training before departure and all along the career with Action Contre la Faim.
