The role
Save the Children is a leading international non-governmental organization, working with and for children to realize their rights. Save the Children has worked in Sierra Leone continuously since 1999, to promote and protect the rights of all children. Currently, Save the Children in Sierra Leone is working in four thematic areas: Child Protection, Education, Newborn and Child Survival (Health) and Child Rights Governance.

Child Rights Governance (CRG) is one of the thematic program areas included in Save the Children’s Global Strategy 2010-15 and the Sierra Leone country strategic plan for 2011-14. CRG work focuses on creating and/or strengthening the governance infrastructure that needs to be in place to effectively make children’s rights a reality.

Within Save the Children, CRG programmes have three key focus areas:
1) Strengthening the National Child Rights Infrastructure. This is also known as the General Measures of Implementation (GMI), which are the concrete steps set out by the UN Committee on the Rights of the Child for the state to take in order to establish the systems and mechanisms that are necessary to ensure that all rights in the Convention on the Rights of the Child are realized for all children.
2) Key governance issues that are crucial for child rights outcomes. These include work on children’s citizenship, work on political rights and freedoms of children, and work on economic governance focusing on accountability and transparency in public income and expenditure for child rights, economic justice and redistribution including tax advocacy and social protection.
3) Engagement with actors such as the private sector, media, state, civil society and children themselves to strengthen the quality of interaction between these actors to improve child outcomes.

Responsibilities: 1. Monitor the food security context :- Continuously scan and analyse the food security context within Sierra Leone and adapt the FS strategy or programmes as required.- Define data base and analysis frameworks ;

General Description of GOAL’s Work:In 1999 GOAL began work in Sierra Leone with a disadvantaged Children and Youths’ Programme for street children in Freetown and providing emergency relief in Kenema for the incoming Liberian refugees. Since then GOAL has expanded in both locations. In Kenema, to include a WASH and a child protection programme and in Freetown, the main base of operations, WASH, child protection, HIV/AIDS, nutrition and health.
In Kenema GOAL implements a UNICEF and Irish Aid funded WASH programme. This programme constructs or rehabilitates gravity flow systems, protected hand dug wells and bio-sand filters and uses the Community-Led Total Sanitation (CLTS) approach to promote sustainable sanitation solutions for rural communities. There is also a WASH in schools programme that delivers School Sanitation and Hygiene Education (SSHE) and School-led Total Sanitation (SLTS) both directly by GOAL and through a local partner.This year, GOAL aims to build on the success of the CLTS approach, and start a sanitation social marketing programme. The programme is essentially a package of interventions and activities that seek to simultaneously stimulate both the demand and the supply of environmental sanitation services/products.

Summary of the role:Following on from research conducted by UNICEF/MoHS into ‘Demand and Supply Chain Assessment for Sanitary Latrines in Urban and Rural Areas of Sierra Leone’ the selected candidate is to lead in the successful implementation and management of an effective newly created sanitation marketing programme in Kenema, Sierra Leone. The Programme Manager will play a key role in the market development of new, innovative and affordable sanitation and hygiene products to be made available to communities in both urban and rural settings.

The Sanitation Marketing Programme Manager will line manage two national staff.The approximate value of this project is £230,000.

Main Duties• Lead in the development of market demand and supply for sanitation and hygiene-related products and services for both rural and urban areas in Kenema. • Implement practical and effective strategies for sanitation demand raising and product and services supply chain establishment in the target locations • Assist in the development of IEC materials• Identify and support capacity development of small businesses in provision of sanitation services • Support quality assurance for all sanitation and hygiene hardware design, construction and maintenance elements in accordance to the programme standards, and routinely suggest improvements to ensure high quality standards and delivery within budget• To offer technical assistance in the development of innovative and alternative sanitation technologies in accordance to local context to ensure market satisfaction and easy replication • Work with businesses to ensure availability of products at household level• Represent GOAL as the co-chair of a national sanitation marketing sub-group alongside other sanitation marketing implementing partners and key stakeholders - designed to share lessons learnt, ensure best dissemination of information and possible nationwide scaling up. • Ensure necessary liaison with project stakeholders including project partners, government ministries and businesses• Work with the GOAL M&E Coordinator to monitor effective uptake of products• Work with an external evaluator to produce a report on lessons learned and recommendations for future SM projects, particularly when applied to scale.

About the role With Plan International serving as lead agency, the Chief of Party (COP) has ultimate authority and oversight within the organization and is responsible for overall management and technical support of a girl’s education project, including managing all activities of sub-recipients, coordinating all programme-focused strategic planning and decision making, and managing key personnel. The COP will serve as key liaison with the donor and all other agency counterparts, implementing partners, and alliance partners involved with the programme.
