Sierra Leone: Finance and Operations Director, Girls Education Programme

About the roleThe Finance and Operations Director (FOD) is responsible for overseeing project finances and other operational and administrative duties in accordance with the relevant donor regulations and in line with Plan’s financial and operational management policy provisions. The FOD will supervise grant management and financial reporting on grant performance and will ensure best use of resources by managing the preparation of sound budgets, monitoring project expenses, and assuring timely preparation of donor financial reports.
Main responsibilities•Provide oversight of financial, operational, and administrative management of the project.•Supervise all grant management and reporting on grant performance, as well as provide financial and technical management to ensure best use of resources through sound budgeting, monitoring of project expenses, and timely preparation of donor financial reports.•Develop and implement monthly project-wide financial review(s) and analyses, as well as provide timely and reliable financial information for decision-making.•Provide oversight and management of procurement processes for supplies, equipment and services.•Maintain strong internal policies, processes and controls systems in order to provide timely, consistent and accurate financial and budget management.•Work closely with the Plan UK office and Plan Sierra Leone country office staff on internal and external financial reviews and audits; work closely with project finance/grants/operations staff, and sub-grantees
The Budget for Sierra Leone will be approximately £7 million.
About youKnowledge, skills and behaviours required to achieve the roles objectives;•Master’s degree or equivalent in finance or financial management, and a professional qualification in accountancy.•Significant experience of managing programmes funded by the United Kingdom Government or the European Commission, including experience managing finances for DFID•Experience managing small grants programs or sub-granting mechanisms involving local NGOs.•Proven logistics, procurement or supply chain management capabilities.•Professional experience in Sierra Leone preferred.•Proficiency in Microsoft Office suite, including Word, Excel and Outlook.•In-depth knowledge of DFID financial management rules and regulations of United Kingdom Government and / or other comparable major bilateral aid donor in relation to grant management•Awareness of child protection issues•Ability to adopt new software and financial management systems.•Excellent communication, management and leadership skills.•Proven analytical skills in isolating priorities and tackling them.•Proficiency in Microsoft Office suite, including Word, Excel and Outlook.•Demonstrated decision making and risk management capabilities

Location and TravelThis position will be based in Freetown, Sierra Leone with International and local travel.
Type of roleThis will be a three year fixed term contract.
