The role

As a member of the Senior Management Team (SMT) in Sierra Leone, the Finance Director shares in the overall responsibility for the direction and coordination of the Country Office (CO). The Finance Director in his/her capacity will be accountable to the Country Director for overseeing the finance – in both emergencies and development programming contexts.

Qualifications and experience

* Qualified finance professional (recognised accounting qualification suggested) with experience of operating in a global and complex organisation

* Recommended a minimum of 4 years management exp erience in a corporate or an NGO environment

Purpose of the Position:

Under the general guidance of the Nutrition Manager, you will support the development, planning, implementation, monitoring and evaluation of UNICEF programme of cooperation in nutrition in Sierra Leone, which aims to improve nutrition programmes and strategies, thereby leading to a reduction of malnutrition among children and women.
Key Expected Results:

  1. Participates in the formulation and development of programme goals, strategies and approaches for the UNICEF plan of cooperation. Plans, implements and monitors activities in maternal and child Nutrition as part of an integrated child survival and development approach. Prepares the maternal and child Nutrition component of the Annual Workplan of the Child Survival and Development.
  2. Participates with UNICEF/government/and other partners in the development of strategies, methodologies and identification of new approaches for improving maternal and child Nutrition, with emphasis on programme communication at community and household levels.
  3. Provides technical assistance for policy development and strategy formulation and implementation in the area of maternal and child nutrition that reflect child survival and development priorities.
  4. Ensures the preparation of the maternal and child Nutrition component of the Situation Analysis and its periodic update clearly identifying programme results. Prepares input of the Nutrition component to the Country Programme related documents, (e.g., Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS)), for assigned programmes/projects.
  5. Assists government authorities and partners in planning and organizing training programmes for the purpose of capacity building of service providers, at national and district levels, to deliver nutrition services for children under five years and women of child bearing age, including HIV/AIDS affected children.
  6. Coordinates activities and exchanges information/ideas with the other components of the Child Survival and Development programme and with the other programmes, to improve maternal and child Nutrition monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.
  7. Undertakes field visits, and surveys in order to monitor and evaluate project implementation and impact. Identifies problems and proposes remedial actions. Identifies alternative courses of action to accelerate/improve programme delivery.
  8. Coordinates with Operations/Supply staff on supply and non- supply assistance activities. Ensures proper utilization of funds disbursed and accountability and those activities are within established plans of action, and the programme budget allotments. Certifies disbursements of funds, monitors and submits financial status reports to the Nutrition Manager or other Senior Programme Officers, as required.
  9. Contributes to the mobilization of resources for nutrition activities and participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc. Supports nutrition cluster leadership in case of emergency.
    Qualifications of Successful Candidate
  10. Advanced university degree in Nutrition, Public Health, Social Sciences, or related technical field.*
  11. Five years of relevant work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
  12. Fluency in English and another UN language. Knowledge of the local working language of the duty station is an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Background West Africa is experiencing a deepening cycle of chronic poverty, whose roots lie in a number of complex issues. In many ways, West Africa's crisis is a crisis of decreasing livelihoods options and decreasing food security. Other issues also play their part, including cyclical drought, floods and disease outbreaks, which further undermine people's capacity. WASH has a major role to play in addressing issues of food security, livelihoods and emergencies. To date Oxfam in West Africa has had a moderately sized WASH programme in the region. However we now have an opportunity to increase the scale of our WASH work, and more importantly to increase the impact of the programme, by ensuring that it is structured to most appropriately respond to the real underlying problems and to ensure that it integrates more effectively with other existing programmes. Oxfam's WASH work in West Africa also includes using water for livelihoods - including water harvesting and appropriate irrigation. We also aim to build on approaches to WASH that can lead to risk reduction in regard to potential emergencies in the region. Oxfam in West Africa is seeking to have a much more significant impact in the region through its WASH Work. This is an opportunity to lead on the process of change required to help Oxfam achieve this aspiration.

Ensure that programme plans fit closely with livelihoods and food security strategies and programmes. Support recruitment for dedicated WASH staff in countries where necessary Lead on the development of regional proposals - such as Water Resource Management Monitor programme implementation, and undertake support visits as necessary to ensure Oxfam attains a high quality of programme and achieves its intended programme impact. Provide proactive support on programme monitoring and development of appropriate monitoring frameworks and tools Assist with programme evaluations as required. Assist directly country WASH program to cover gap in strategic senior WASH staff

Technical Advice: Provide technical advice, or find alternative sources of technical advice as necessary, to programmes on hardware and software issues relating to WaSH, as well as on issues such as integrated water resources management, low cost technologies and urban WaSH

Emergency Work: Review Oxfam's capacity for emergency WASH responses and the effectiveness of current and recent responses. Implement strategies to increase Oxfam's preparedness and response capacity, utilizing to the greatest extent possible capacity within existing development staff. Take the lead on WASH components of emergency responses in the region when capacity is exceeded within country programmes. In times of acute crisis, take an active and hands on role in assessing impact, advising on appropriate interventions, and operationalizing strategies Coordinate with HR on management of the regional humanitarian register

Contributing to programme quality standards: Ensure that work aims to meet Sphere Standards and adheres to Oxfam's emergency guidelines and protocols Ensure that all work is carried out in a way that is sensitive to community needs and promotes the full and equal participation of women As much as possible ensure that an empowering approach to working with communities is employed rather than one, which relies on didactic message based methodologies Be familiar with and abide by Oxfam's Code of Conduct and other regulatory codes such as the Red Cross Code of Conduct, Partners in Aid Code, Oxfam International protocols and the Inter- agency Field Co-operation Protocol. Purpose of the Position:

Under the general guidance of the Deputy Representative, responsible for the design, management, execution, monitoring and evaluation of a behaviour change and social mobilization strategy in support of the country programme in Sierra Leone.

The 2015-2019 Country Programme will have a strong focus on Community-Centred Capacity Building. The Communication for Development Manager leads UNICEF`s overarching strategy to ensure active and effective engagement of communities into programme planning, implementation and monitoring to foster community development.

Key Expected Results:

  1. In collaboration with UNICEF and government programme officers (including local councils), designs and manages/facilitates the implementation of communication plans of action aiming at: (a) behaviour development/change at the individual/household levels; (b) social mobilization of civil society organizations; and (c) Coordinate the different community based activities by programme sections in a unified Community-Centred Capacity Development approach ensuring increased community participation and ownership in development programmes.

  6. Provides technical support to government counterparts in the development and appropriate use of communication for social development, aimed at both individual behaviour change and collective actions.

  7. Coordinates development of the work plans for the unit and ensures objectives and targets are achieved. Supervises staff, identifies training needs and provides on-the-job training and supports fund raising.

Deputy Chief of Party, Sierra Leone

We are currently seeking a Deputy Chief of Party for the SNAP program, an active five year, $60 million USAID-funded project in Sierra Leone. The goal of SNAP is to reduce food insecurity and increase resiliency among the most food insecure and vulnerable rural populations in Sierra Leone. To achieve this goal, the program is focused on reducing chronic malnutrition among children under five; and enhancing livelihood opportunities. The DCOP will provide a key leadership role, supporting both the technical direction of the program and overseeing programmatic operations. This is a long-term position through the life of the project in June 2015 and is available immediately.

Responsibilities:

Represent ACDI/VOCA interests during meetings with USAID Mission personnel, U.S. Embassy staff, host-country government officials, international organizations, indigenous and international NGOs, international donors, and others interested in ACDI/VOCA activities in coordination with the Chief of Party.Communicate regularly and share program information with other USAID project managers, bilateral donors, UN Organizations and other indigenous and international NGOs.Assist the COP in developing and implementing a project strategy and an integrated program approach.Supervise administrative, financial and M&E staff. Recruit, hire, train, manage, and evaluate staff as necessary to ensure program success.   • Contribute to timely and quality reporting of SL programme;
  • Produce clear and quality reports that demonstrate accountability and learning;
  • Collect best practices, case studies which demonstrate qualitative and quantitative changes over the period;
  • Ensure proper documentation of MEAL processes;
  • Facilitating capacity building process of the partners on MEAL issues;
  • Conduct reviews, learning events, surveys at project locations; and
  • Delivering any other responsibility assigned by the line manager.

Purpose:-There are a number of different community initiatives in Sierra Leone that bring people together to raise funds and support livelihoods, education, healthcare and other community needs for children and their families. There is a need for a better understanding how these initiatives can be brought to scale in a sustainable manner to empower families and communities in caring for their children.

Overview:-High levels of poverty make it difficult for majority of people in Sierra Leone to spare funds for activities beyond basic food consumption. The population in absolute poverty is about 52.9 per cent and that in extreme poverty stands at 13.9 per cent. It is therefore very difficult for people in Sierra Leone to have extra money to use on important things such as education, healthcare, nutritious food, safe water, improved sanitation and maintenance of facilities. High borrowing costs, collapse of extended family safety nets, absence of social protection for poor and vulnerable people make it virtually impossible to access capital and diversify income generating sources. Self-help can therefore be an important strategy for communities to support their own initiatives for better livelihoods, health care, protection and education of their children.

Objectives:-The objectives of the consultancy will be to:(a) Map and analyse the performance of all main forms of community financing and self-help in Sierra Leone;(b) Study the enabling policy framework for community financing in Sierra Leone;(c) Determine obstacles to the development of community financing and self-help in Sierra Leone, including comparisons with other countries and international best practice.(d) Develop a framework for supporting the organisational development, leadership, financial literacy, resource mobilisation and effectiveness of community financing initiatives.(e) Suggest ways of increasing awareness on benefits of community financing and self-help.(f) Recommend how, given their respective mandates and comparative advantages, UNICEF, other development partners and Government can support community financing innovations.(g) Recommend policy actions that are necessary to create a better enabling environment for community financing and self-help in Sierra Leone.

Methodology and Tasks:-This consultants will analyze data, engage with communities, civil society, private sector, development partners and Government to ascertain how community self-help and financing initiatives can be strengthened in Sierra Leone to help poor and vulnerable people to improve their livelihoods.

Existing community financing initiatives such as the Village Savings and Loan Associations (VSLAs), Wi Pikin Groups, Empowerment and Livelihoods for Adolescent Girls (ELA),

Other service-based initiatives such as the Performance-Based Financing (PBF) and incentive schemes such as the Improving Schooling in Sierra Leone (ISIS) programme should also be analyzed to examine how they can provide synergies and be used as stepping stones for community based financing schemes.

Deliverables:-An inception report will be prepared at the outset outlining how tasks required in the consultancy shall be carried out. Secondary data will then be assembled and an outline of existing community financing initiatives and the policy environment prepared. A comprehensive report including an executive summary, background, analysis, conclusions and recommendations comprehensively addressing all objectives of the study outlined in (3) above will be delivered to the satisfaction of UNICEF on time as specified below.

Qualification and Competence:-• Minimum of a Master’s degree in cooperative development studies, economics, anthropology, finance (with a bias for microfinance) or business administration (with a bias for small businesses). A combination of skills in several of these disciplines will be an added advantage.• At least 10 years of progressively responsible work experience in an organization supporting the development of self-help, cooperatives and community financing mechanisms.• Wide exposure to community financing practices gained through substantive relevant work experience in several developing countries including sub-Saharan Africa.• Excellent communication and presentation skills in English.

Responsibility of UNICEF:-• Facilitate availability of data and documents.• Arrange for meetings with partners and field work including transport while in the field.• Payment of applicable Daily Subsistence Allowance (DSA).• Payment of costs of international flights (economy) from home country to Sierra Leone and back, visa and terminal expenses. Development of Kombra Tok Curriculum and Toolkits - Freetown INGO Urban WASH Consortium

Background to the ProjectThe Freetown INGO Urban WASH Consortium is made up of five INGOs: Action Contre la Faim (ACF), Concern Worldwide, GOAL Ireland, Oxfam and Save the Children International. The Consortium is currently being funded by DFID for a two year period from May 2013 to April 2015. Since April 2013 the Consortium has undertaken formative research to determine the specific health behaviours, target groups and approaches for hygiene promotion over the next two years.Based on this research, the Consortium plans to establish ‘Kombra Tok’ groups. These groups follow the criteria and rational of the Care Group approach and will address the six identified behaviors, which are as follows:

  1. Care givers of under 5s wash their hands with soap and water at the five critical times each day
  2. Care givers of under 5s only give their children (6–59 months old) treated water to drink
  3. Care givers of under 5s give their child ORS immediately after bloody diarrhoea and/or three or more loose stools in a 24 hour period
  4. Care givers of under 5s bring their child to a health centre for treatment after bloody diarrhoea and/or three or more loose stools in a 24 hour period
  5. Care givers of under 5s construct a handwashing station within their homes
  6. Care givers of under 5s store their household drinking water in jerry cans

The objective of this project is to develop the curriculum and tool kits required for the implementation of the ‘Kombra Tok’ approach. The poject deiverables will be developed in consultation with the technical advisor of the Consortium Coordination Unit and should include:Curriculum for training of trainers (ToT); Training manual for Kombra leaders; Toolkit for Kombra Tok; and Training of ToT and testing of the ToT manual.All training curriculums should be in lesson plan format, use the principles of adult education and reference should be made to the Food for the Hungry CareGroups. The topics and approaches developed should use the results of the formative research and only consider the specific behaviours listed above. This research will be shared with the success candidate.

Experience requiredExperience in developing curriculum and toolkits for health behaviour programs, together with a University degree in a WASH-related or Public Health field. Whilst experience of work in West Africa, preferably Sierra Leone, would be an advantage, you should also have significant experience as a behaviour change specialist in health promotional programming in either an advisor or consultant capacity and ractical experience in implementing and assessing the CareGroup approach.Strong communication and report writing skills with excellent English language are essential.

SCOPE OF WORK: The Financial Controller has overall policy and management responsibility for the finance and accounting functions. The Finance Controller’s responsibilities include general controllership, staff training and capacity building, management, treasury and budget functions. UNFPA funded obstetric fistula prevention project

A Fistula is a permanent abnormal passageway between two organs in the body or between an organ and the exterior of the body. Obstetric fistula is the most devastating and serious of all childbirth injuries. It happens when a woman gives birth without appropriate medical help. Usually after enduring days of agonizing, obstructed labour, a woman's body is literally broken by childbirth. During labour contractions, the baby's head is constantly pushing against the mother’s pelvic bone - causing tissue to die due to lack of blood flow to this area. All of that pushing creates a hole, or in medical terms a "fistula", between the birth passage and an internal organ such as the bladder or rectum. Because of this hole the woman cannot hold her urine, and sometimes her bowel content as well and so becomes incontinent. Many fistula sufferers are young girls.

A woman with fistula is likely to be rejected by her husband because of her foul smell and her inability to bear more children. She is usually shunned by her community and forced to live in isolation. These women suffer profound psychological trauma resulting from their utter loss of status and dignity, in addition to suffering constantly from their physical internal injury. To compound it all the woman usually loses her baby in birth process.

Building upon HPA’s previous work addressing maternal health through community based training and sensitisation, this project extends HPAs work to two new districts- Koinadugu and Kambia. Through intense sensitisation and active search, HPA trained volunteers find women with Fistula in the remote villages and refer them to Aberdeen Women’s Centre (AWC), and West Africa Fistula Foundation (WAAF) where FREE operations are provided for the women

PURPOSE OF CONSULTANCYThe objective of the consultancy is to work with Health Poverty Action and its partner organisations to analyse data from fistula surgery centres and search partners to provide up to date information, robust of fistula incidence trends by location, age, ethnicity etc.

The consultant will also set up an M&E system that will allow continued data collection from partners and consolidation and analysis of data.

SPECIFIC TASKS TO BE CARRIED OUT BY THE M AND E CONSULTANT

Main tasks

Work with the M&E officer and M&E intern in Health Poverty Action supporting and building the team capacity to:- consult with partners (Aberdeen Women Centre (AWC), West African Fistula Foundation (WAAF), Haikal, UNFPA and Reproductive Health unit of the Ministry of Health and Sanitation (MOHS) )to identify the full extent of data available and information that they believe will be useful for the intended audience.

  • review data collected from fistula surgical centres (AWC and WAAF) andcommunity search organizations (Haikal and Health Poverty Action) over the past 10 years.

  • request additional data or information to complete data sets orcontextualise data from organisations above and other sources

  • Organise and prepare data for analysis

  • Analyse and present information from data analysis

  • Present possible for explanations for trends and patterns observed

  • Develop a clear method for the integration of information from the DHSsurvey into the framework of information provided by the DHS survey

Background / ContextSierra Leone has one of the highest maternal and under-5 mortality rates in the world, while malaria, respiratory and diarrheal diseases account for more than 75% of the country’s under-five mortality. Malnutrition is reported to cause 57% of child deaths. All these indicators are closely linked with the poor situation with water and sanitation; diarrheal diseases; bloody and watery diarrheas are the third major cause of infant mortality according to the Disease Surveillance Unit in the Ministry of Health and Sanitation.

Background for technical assistance for Environmental health and sanitation (EHS) specialist PositionUNICEF is currently seeking to recruit a Senior EHS Specialist, with extensive experience of environmental health and sanitation development in Sierra Leone able to demonstrate professional leadership to MoHS staff and partners. Physically located in the Ministry of Health and Sanitation and s/he will be required to work closely with all the UN agencies involved in sanitation and other Sierra Leone non-Governmental organizations responsible for environmental health and sanitation services. The purpose of this position is to assist in establishment of environmental and sanitation directorate as well as implementation of the MoHS aim of strengthening Sanitation Leadership, Coordination and to assist the MoHS in developing and managing the implementation of sanitation sector country strategies to achieve impact; and delivering an existing program of products and activities to assist Sierra Leone meet the sanitation MDGs.

Duties and Responsibilities• Leadership and Coordination Support MoHS operations in planning, developing and executing new initiatives, including support of national cooperation in environmental health supply and sanitation sector, focusing mainly on technical and operational matters related to water supply and sanitation, wastewater management. Identify improved water governance system in Sierra Leone and integrate into action plan for implementation, including policy and legislation, regulation, decentralization, sector financial management, alternative service providers, and civil society participation. Assist MoHS to ensure that accountabilities for the Sanitation sector, especially services in the sub-sectors-urban sanitation – are clearly defined. Support the strengthening of sanitation sector coordination by hosting regular coordination meetings and establishing a Sector Working Group. Initiate the dialogue within MoHs towards establishing a Sanitation Sierra Leone.

• Roadmap to Reach sanitation MDGsLead and provide technical and policy advice to directorate staff and project partners to develop innovative policies and projects consistent with the strategic objectives of MoHS and sector priorities as well as innovative programs that would accelerate achievement of Millennium Development Goals (MDGs). Lead and undertake national studies and research to promote to new technologies, policies and sector assessments. Support the MoHS to develop a roadmap to Sanitation MDGs. Expected outputs include: a document outlining plans to achieve sanitation MDGs; guidelines and practical support to implementation of Sanitation MDG roadmap; and development of MoHS service standards.

• Sanitation Services Support in identifying appropriate, advanced and efficient technology that is suitable to the continental climate conditions and develop necessary norm / standards. Assist MoHS to development specific strategies for Sanitation support. A model for sustainable development and management of Sanitation services should be developed and an investment project designed to test out the model.

• Sector Advocacy Assist to give sanitation sector a higher priority in national budget and donor financing through intensifying sector advocacy. Undertake a study of the economic impact of the sanitation, including CLTs/SSHE sector in Sierra Leone. Support sanitation-specific advocacy activities, especially for the establishment of a specific budget line for sanitation. Develop sector promotional materials and assist branches of government in preparing WSS budget proposals. Contribute to sanitation global advocacy activities by sharing the Sierra Leone sanitation experience with international counterparts. Contribute substantially to the definition and execution of coaching and training directorate staff, with a focus on technical and operational aspects under existing and new initiatives.

• Knowledge ExchangeLead and support strengthening of knowledge and innovation services for catalyzing investments, reforms, and capacity development. Develop and maintain a knowledge database on the sanitation sector across the region covering the overall structure of the service, the decentralization process, the role of other sectors entities, a list of key service providers and financiers, investment needs over the short, medium and long term, investment trends and key enabling conditions to increase investments in the sector. Contributes proactively to internal and external Knowledge development by identifying, presenting and publishing best practices and lessons learned. Act as the focal point for UNICEF institutional relations in the sector, and liaise with other development partners, different media, selected service providers and MoHS. Assist key MoHS policy-makers gain insight from comparative experience in WSS policies, including rural water and sanitation policies. Assist in the analysis of Mongolia’s sector and producing publications to share lessons with other lead sanitation sector agencies. Also, be the lead of implementing action plan;• Implementation reports outlining plans to achieve sanitation MDGs; guidelines and practical support to implementation of sanitation MDG roadmap; and development of MoHS service standards.• Develop a model for sustainable development and management of Sanitation services.• Periodic reports, briefing notes for the progress of sanitation work• Draft funding proposals and other documents as and when necessary for the directorate• Technical guidelines & curriculums for improving WSS standards.Specific arrangementsThe Specialist will report to the director of EHS and closely cooperate with the relevant UNICEF WASH officers, its implementing agencies and other stakeholders to ensure quality and complementarities of the desired outputs.

Required qualifications:• Education
Masters or higher-level degree(s) in a related technical or management discipline (Sanitary or Public Health Engineering or other relevant degree with specialization in sanitation and hygiene service provision)

• Specific knowledge for this position – Extensive knowledge on institutional, financial and technical challenges in sanitation sector and current knowledge for possible solutions in Sierra Leone. Strong knowledge and experience in policy, planning and management issues related to the sector including WASH approaches and concepts. Knowledge of good governance practices, and approaches deal with gender-sensitive, social inclusion and empowerment principles. Ability to integrate contributions from different disciplines to formulate strategies and viable implementation sequences in sector.

Experience At least 8 years relevant experience using a broad range of advocacy tools, such as government relations, issue campaigns, political advising, elite education and mobilization, etc. in the sanitation sector. Significant experience working in developing country and/or closely with partners, including governments in developing countries, bilateral and multilateral donors, and major civil society actors preferred.

Skills – Demonstrated experience and ability to work with the government and partners, to influence without taking over, advise on politically sensitive reforms, and gain and retain confidence in a personal ability to deliver on required products to meet deadline. Outstanding listening as well as verbal and written communication skills and the ability to express complex strategies in simple and actionable terms. Full written and spoken fluency in English.

Others Proven ability both in delivering on own-managed work and in team leadership, especially dealing sensitively with other in a multi-cultural context. Track record of delivery of and managing complex tasks requiring technical knowledge and experience, personal maturity and political judgment.
