An exciting oppotunity has arisen within the Oxfam Sierra Leone programme for a qualified Programme Quality and Learning Officer (National). The successful candidate will support the programme to develop and institutionalize an inclusive Programme Quality and Learning framework in compliance with Oxfam’s programme standards. He/ She will also provide technical support to Oxfam staff in planning, monitoring, evaluation and accountability and learning activities this contributing to meet quality standard in progammes/project cycle management. He/she will further support the programme in documenting and disseminating best practice for institutional learning within and outside the organization especially with our local partners.The successful candididate will• Closely work with Programme Managers to ensure that systems are aligned and closely follow OI Minimum standards and other guiding principles; • Assist with developing an ESP logic model, M&E framework, accountability and learning tools and data collection, management and analysis; • Assist with developing logic models, M&E frameworks, accountability and learning tools and data collection, management and analyses for all ESP projects; • Train UWT and other relevant staff and partners on M&E processes, tools and analysis; • Develop templates for case studies, success stories and other qualitative data collection methods; • Work with program staff to design the qualitative and quantitative tools on MEAL and develop a MEAL implementation plan at each location; • Develop comprehensive MEAL guidelines to be taught and implemented at partner level; • Ensure proper MEAL coordination and streamlining structures between Oxfam and partners are in place; • Assist with strengthening the accountability mechanisms at project level; • Train project teams on using analysed data to inform program quality control, documentl essons leant and future project development;
