Overall objective and responsibilities: To coordinate & supervise the Mental Health and Care Practices (MHCP) programs, guaranteeing the quality of the implementation and developing a relevant strategy. More specifically, the MHCP Head of Department will be charged to :

Promote capitalization through research and collection of qualitative data

  • Follow up the research in refugees camp
  • Maintain relationship with partners on the respect of deadlines and analyses of context
  • Follow the capitalization of tools and qualitative information in every different programs with MHCP part
  • Organize internal assessment on the impact of the different approaches

Participate to the reinforcement of MHCP technical skills on the mission

  • Build his capacities on monitoring and coordination aspects
  • Provide technical support on the different bases where MHCP staff is working
  • Identify training needs and address them accordingly

Represent Action contre la Faim and its positioning in the field of MHCP

  • Make national and international organizations and authorities aware of ACF positions and protocols
  • Implement technical advocacy in relation with the Country Director and other Heads of Department
  • Produce information concerning technical progress, impact of programs and results of research

Manage the Team

  • For the dimensioning and recruitment of his/her team
  • For the operational and/or hierarchical management of his/her team
  • For evaluation of the technical performance of all of the MHCP teams (Programme Manager, Deputy MHCP Head of Department, Expert)
  • For development of the mission’s MHCP skills

Guarantee and ensure the confidentiality of data collected during the MHCP activities of the mission

Qualification and previous experience:You hold a master degree in psychology or psychiatry, and demonstrate both successful clinical and humanitarian field experiences in mental health and care practices. Recognized for your relational and communicational skills, you have developed strong training and team supervision capacities. Your English (oral and written) is fluent.

Status: Employee

  • Total average yearly gross income : from 44910€ to 51410€
  • Fixed-term contract, provided by ACF according to the French legislation.
  • All expenses paid on the field:

o Support to the R & R costs : 110€/month average

o Transportation costs to and from the mission : 460€/ month average,

o Collective or individual accommodation depending on position : 700€/month average

o Food and hygiene expenses (living allowance) : 285€/month directly paid on the field

o Per Diem : 189€/month directly paid on the field

  • Gross monthly salary ranging from €1805 to €2305 (13rd month included), depending on relevant experience
  • Social benefits: Medical, life and accident insurance provided by the institution
  • 25 days of annual paid leaves

Responsibilities: To lead the implementation, review and update of the country nutrition strategy and annual action plan in collaboration with nutrition team members and support from the Country Director. The Head of Nutrition and Health Department will be responsible for:

  1. Design, develop and evaluate actions in the field of nutrition and health

    • Collect and quality control of monitoring, follow up and evaluation data
    • Maintain quality for the nutritional situation analysis
    • Assess the standard of nutritional and medical proposals submitted by his/her teams

    • Evaluate of the technical performance and skills of Programme Managers
    • Develop the technical skills of Nutrition and Health teams
  4. Develop and launch programmes in collaboration with governmental, UN, international and local agencies

    • Disseminate ACF’s nutrition and health strategy at country level to partners and funding bodies
    • Develop and maintain a network of harmonious and productive relationships with national representatives and programme partners
  5. Represent ACF and its positioning in the field of nutrition and health

    • Represent ACF in dealings with national and international authorities on matters of health and nutrition
    • Make national and international authorities fully aware of the ACF positions and protocols

Qualification and previous experience: : Degree in nutrition, nursing or medical doctor with demonstrated and diversified experience in managing health and nutrition programs in the field, preferably in a coordination position. A strong experience in working at National level in nutrition/health policy development is compulsory.A previous experience with ACF is a major asset, as well as significant field experience in emergency nutrition and health programs, including undertaking assessment, designing and implementing programs and M&E and writing proposals, concept notes and reports.Successful applicants will have a proven track record of setting up strong relationship and trust within the community and stakeholders of the programs. Capacity to train and capacity build Deputy Department Heads required.Excellent knowledge of Community Therapeutic Care, SMART and CMAM guidelines.Excellent command of English required.

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Main function: Assist the work of the Policy, Outreach and Campaigns

Key tasks:
• Assist with training on specific advocacy skill building projects, including with regional programmes or specific international projects

The Assessment Capacities Project (ACAPS) is dedicated to improving the assessment of humanitarian needs in complex emergencies and crises.The project supports and strengthens humanitarian capacities to carry out better coordinated needs assessments before, during and after crises. ?Follow up NRCs commitments and activities according to the agreement with ACPS Consortium partners regarding the implementation of the project, inclusive reporting and budget management
?Participate and contribute to the Project Management Team (PMT) in Geneva for the implementation and development of the project

BACKGROUND The International Rescue Committee (IRC) is one of the world’s leading humanitarian relief and development organisations. IRC-UK comprises approximately 40 staff across five departments: Policy and Advocacy; External Relations; International Programmes (donor funding); Finance and Administration and International Programmes Technical Units (Women’s Protection & Empowerment, Children & Youth Protection & Development, Governance & Rights, Economic Recovery & Development, Emergency Preparedness & Response, and Research, Evaluation & Learning).

The International Programmes Team (IPT) is responsible for all European statutory fundraising, for monitoring and reporting on grants and contracts awarded, and for building relationships with key statutory donors and partners to develop programming and engage in key industry developments.

PURPOSE
This project aims to ensure that IPT, and by extension IRC, capitalises on its success in establishing partnerships and raising money from European Institutional donors through developing the structure required for the department to effectively:
1. Lead on the growth and diversification of statutory funding for IRC-UK.
2. Ensure the highest quality of business development, grant and contract implementation and risk management.3. Represent and engage on behalf of IRC in key industry developments and fora
Thus, IRC-UK is seeking a consultant to work with IPT to facilitate the process of identifying the optimum structure required to meet the needs of IRC into the next 5 years.

ACTIVITIES
• Facilitate internal process meetings
• Consult with Steering Group on process
• Complete stakeholder consultations
• Provide structure options
• Draft job descriptions
• Lead on internal communications with Director of IPT

OUTPUTS

CLARIFICATION OF TERMS
• The consultant will interview the stakeholders by appropriate media channels and no field visits are anticipated

DURATION OF CONSULTANCY
A total of 3 months is anticipated for full completion, 2 months for structure options to be presented and a further month to draft job descriptions.

The consultant will report to Eleanor Dougoud, Director of International Programmes Team Support will be given for contacting IRC’s internal stakeholders.

France: Director of the Clinical Research Department

Mission

The postholder will manage the operations and development of the Epicentre Clinical Research Department. The postholder will answer to the Managing Director.The main objective of the Clinical Research Department is to analyse new diagnostic and therapeutic approaches, in particular in the field of infectious diseases. Compétences requises

  • Formation internationale en épidémiologie
  • Expérience de la recherche et de la conduite de projets dans les pays en voie de développement
  • Expérience de conduite et publication de travaux scientifiques dans des champs proches de ceux d’Epicentre
  • Expérience dans la direction d’équipes
  • Connaissance si possible de Médecins Sans Frontières
  • Forte connaissance du paysage et des acteurs scientifiques internationaux
  • Maturité par rapport aux responsabilités qui incombent à ce poste et capacité à bien représenter l’organisation Epicentre
  • Capacité à animer une équipe et à impulser de nouvelles idées
  • Capacité à communiquer oralement et par écrit, et à superviser ce type de communication
  • Français et anglais courants
  • Volontaire pour s’engager dans la vie d’une association à un poste de responsabilité auprès de la Direction d’Epicentre

Conditions

Poste basé à Paris avec des déplacements fréquents.Contrat à durée indéterminée à temps plein à partir de janvier 2013 (période d’essai de 4 mois). Pour les candidat(e)s issu(e)s de la fonction publique possibilité de détachement. Rémunération : 65503.75 Euros bruts annuels sur 13 mois.

Sierra Leone: A FOOD SECURITY HEAD OF DEPARTMENT - Sierra Leone

Length of Contract: 12 months – from beginning of december

Responsibilities: 1. Monitor the food security context :- Continuously scan and analyse the food security context within Sierra Leone and adapt the FS strategy or programmes as required.- Define data base and analysis frameworks ;

  1. Together with the coordination team, contribute towards the definition of the programming strategy :

    • Evaluate the population needs ;
    • Propose intervention strategies ;
    • Write proposals and technical reports for the donors;
  2. Working in collaboration with the Field Coordinators, provide technical supervision to the programmes :

    • Approve the implementation methodology of the projects ;
    • Provide technical advice in areas such as targeting, selection of activities, monitoring and evaluation, technical quality;
  3. Manage the food security team :

    • Build the capacity of ACF and Partner staff to implement the FS programme. Areas of focus are likely to include agribusiness; cash transfer programming, livelihoods support, and monitoring and evaluation.
    • Participate in the recruitment and training of FS staff together with the HR Manager.
    • Contribute to performance appraisals of the food security teams;
  4. Represent the Organization when liaising with the various food security partners in the country

    • Attend coordination meetings and represent ACF as required.
    • Develop and maintain strong working relationships with other FS actors including Government, donors and NGOs.

Qualification and previous experience:Agronomy and socio-economy degree with at least Four to five years relevant experience in food security & livelihoods and project cycle management. Experience in Disaster Risk Management and in in development context is required. A technical specialisation in at least one of the following: EWS, Cash transfer interventions, agro-business. English: fluent written and spoken.

Status: Employee - Fixed-term contract, provided by ACF according to the French labour law.- Total average yearly gross income: from 41160 € to 47160 €- Food and housing: 1000 € / month averageo Per Diem : 210 € / month averageo Support to the R & R costs : 110 € / month averageo Transportation costs to and from the mission : 460 € / month averageo Monthly gross salary ranging from 1650 € to 2150 € (Net: from 1518 € to 1978 €) depending on relevant experience (possibility to increase up to 2750 € gross (2530 € net) according to seniority and performances)- 25 days of annual paid leaves - 20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)- Social benefits: Medical, life and accident insurance provided by the institution- Accompanied position (partner, children) according to the place of assignment- Training before departure and all along the career with Action Contre la Faim.
