PSI seeks candidates for the position of Consultant to support Research activities in its Sexual and Reproductive Health and TB Department. Based in or near Washington, D.C., the Consultant will report to the Research Advisor in the department and will work primarily with the Woman’s Health Project and the Research Advisor for Reproductive Health. The position requires flexibility and willingness to assume varied duties and projects and offers an opportunity to assist PSI staff on a variety of projects in international family planning (FP) and reproductive health (RH). PSI offers a dynamic, creative, and progressive work environment. This position is open to a minimum 6 month contract, preferably longer, and a minimum of 30 hours per week. Candidate must be able to work on-site when required. The position requires a dedicated candidate who is a fast learner, can manage his/her own time, and is an excellent communicator. A daily rate commensurate with the candidate’s experience will be provided.

RESPONSIBILITIES :

Duties include, but are not be limited to:

  • Conducting literature reviews and assisting in data analysis;
  • Analyzing data, writing manuscripts and reports for publication, and coordinating internal and external processes in journal submission
  • Coordinating abstract submission from PSI country offices and facilitating review processes in advance of upcoming RH conferences
  • Attending and representing SRHT and/or PSI at internal and external meetings
  • Compiling indicators for RH/FP proposals, reports and other communication documents;
  • Updating, editing, and improving internal knowledge management resources;
  • Fulfilling additional programmatic and administrative functions as required.

QUALIFICATIONS :

  • Master’s degree candidate; some international work experience preferred.
  • Excellent writing, analytical, interpersonal, and organizational skills and attention to detail.
  • Demonstrated experience in quantitative research methods and data analysis.
  • Required computer skills: STATA and/or SPSS, Word, PowerPoint, Excel.
  • Willingness to use Wiki software, and familiarity with database development.
  • Native-level English with ability to work in Spanish or French a plus.

About the Position:

Public Finance and Local Governance Consultant – Research and Evidence

1. Background

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Public investments oriented toward and reaching girls and boys are essential to the fulfillment of their rights, as recognized in the Article IV of the Convention for the Rights of the Child (CRC), which obligates governments to undertake measures to the maximum extent of their available resources to fulfill children’s rights.

The role of national public finance policy and management is increasingly central for achieving results for children. For UNICEF, to leverage national resources means not only supporting the development of child-friendly policies and institutions, but also tackling budget and public financial management (PFM)-related bottlenecks and barriers to ensure that inputs are translated into intended outputs and impact for children. UNICEF’s engagements in budgets and public finance issues are particularly important for addressing social exclusion. Even when overall policies are improving and budgets are increasing, inequitable and inefficient budgetary allocations, as well as issues with subnational budget planning and management, play a key role in the systematic exclusion of disadvantaged children.

Therefore, in line with UNICEF’s 2014-2017 Strategic Plan, the Social Inclusion Section in UNICEF New York Headquarters will prioritize activities around two inter-related initiatives aimed at increasing the advocacy around and the support to UNICEF field offices, in order to increase the size, efficiency, equity and transparency of public investments towards achieving children’s rights. The two initiatives and expected UNICEF contributions are:

  1. Provide technical input to the development of and consultation around the UN Committee on the Rights of the Child (CRC)’s General Comment on Public Spending to Realize Children’s Rights (GC);
  2. Develop an internal Strategic Guidance (SG) on Public Finance and Local Governance (PFLG) to synergize, take to scale and systemize the equity focus of sector-based and cross-cutting initiatives led or supported by UNICEF.

It is expected that the evidence and strategies identified for the SG will feed into the evidence and advocacy messages for both the GC itself and the resource handbook that will be developed and disseminated during 2016 to facilitate the GC implementation by stakeholders such as governments, parliamentarians and civil society organizations.

2. Purpose

UNICEF is seeking a consultant to provide research and evidence generation support for the UNICEF’s contribution to the GC and the development of the SG. To ensure the relevance and quality of the evidence generated from desk-based review and case studies, it is expected that the consultant will participate in and contribute to the consultation processes for the production of both the GC and the SG. In addition, the consultant is expected to liaise regularly with focal points in the Programming Division in NYHQ on sector-specific PFLG issues. Due to the tight production timelines of both initiatives and the need for frequent, timely feedback to ensure best quality of deliverables, this consultant is expected to work full time and on-site.

3. Expected Results

Under the supervision of Chief of PFLG Unit, the consultant will produce the following results:

· A literature review of evidence on effective strategies, approaches, and practices, as well as lessons learned in the area of PFLG:

o Based on secondary research and through an extensive desk review, the consultant will summarize and synthesize relevant experiences and findings from available literature, in order to generate the evidence base for identifying effective strategies, approaches and practices, as well as lessons learned. The scope of the review may include i) relevant internal publications (e.g. the global stock-take, and the multi-media case studies of UNICEF county initiatives), and ii) external publications including, but not limited to, those by the World Bank, International Budget Partnership (IBP), Decentralization and Local Governance (DeLoG), ODI Centre for Aid and Public Expenditure (CAPE), Oxfam, and other UN agencies.

o The outputs will be delivered in modules that correspond to the five categories of PFLG interventions in the SG, namely i) budget data and bottlenecks analysis, ii) policy dialogue and advocacy around budget issues identified; iii) budget monitoring and tracking with a focus on strengthening local governance, iv) budgetary impact assessments (e.g. has UNICEF’s PFLG work led to greater, more efficient, equitable public spending?), and v) cross-cutting capacity development and partnerships.

· Input to the drafting and the consultation processes of the CRC General Comment and the PFLG Strategic Guidance:based on the above, the consultant will draw out relevant supporting evidence and produce drafting and analytical input to the milestones products for the GC and SG.

4. Duration

This is a 9-month assignment expected to begin on May 19, 2014. This consultancy is required to be full time, on-site at UNICEF Headquarters in New York City, although occasional working offsite is possible subject to supervisor pre-approval.

6. Competencies and Skills Required

· Advanced university degree in Economics, Public Finance, Social Sciences, Public Policy and/or Administration, International Relations or other relevant discipline.

· Minimum of 8 years of professional work experience in public financial policy, management and budgeting. Experience in local/community-level budget monitoring and analysis strongly preferred. Familiarity with UNICEF programming is a plus. Experience in fragile states also desirable.

· Strong research and drafting skills, especially to analyze and package qualitative information.

· Proven ability to work under tight deadlines and drive for results.

· Fluency in English mandatory. Fluency in French highly desirable.

Project Description: As part of its strategy to prevent and treat undernutrition, ACF implements nutrition-specific and nutrition-sensitive interventions aimed at improving the nutritional status of populations. To better measure and understand the effects of these interventions, a large-scale project was initiated to develop methods, tools and appropriate practices and build capacity for routine assessment of nutritional impacts of our projects.ACF is currently for a Head of Research Project to complete the preparation stage of the project, to pave the ground for its funding and implementation. Based at the headquarters of the organization, under the supervision of the Nutrition security senior advisor, in close collaboration with the project team and the Research Department, the Head of PRoject will be responsible for:

  • Launch the project and implement preparatory steps: Update and finalize the literature review and monitoring and evaluation practices review. Develop and finalize the first version of practical guide, toolkit and training materials for the pilot phase. Sensitize and consult with headquarters and field teams, launch the internal call for expression of interest and pre-identify pilot projects/fields. Launch the first pilot study.

  • Build project governance and animate each instance: Set operating and communication modalities, establish partnership documents, prepare meeting agendas and reports.

  • Develop research protocol: Develop and write detailed research protocol (including logical framework / theory of change, detailed budget, organizational structure, job descriptions and planning for the implementation phase of project) in collaboration with the working group and the experts group. Prepare communication tools on the project and communicate internally.

  • Develop the funding plan and seek funding for the implementation of the project.

Qualification and previous experience: Master level in Public Health, Nutrition, Socio-economics or international development. Minimum 5 years professional experience, including at least 2 years in monitoring and evaluation of projects, preferably in humanitarian context. Experience in project management, formulation of project proposals and production of guides and/or methodological tools. Experience in conducting applied research projects is a plus. Good knowledge in nutrition, public health and epidemiology. You are recognized for your great analysis and synthesis capabilities. Organized and autonomus. Good communication skills and capacities to work in a multidisciplinary team. Fluency in English, both written and oral, required. Good command of French desirable.

Background:

Amid rapid urbanization, more than half of the world’s population now resides in cities, one billion of whom live in urban slums and often lack access to safe housing, reliable services, land tenure and basic rights. Between 1980 and 2000, total recorded global crime rates increased by about 30 percent, and between 2002 and 2007, 60 percent of urban residents in developing countries reported being victims of a crime. Women, children and youth -- especially girls -- face particular risks in this context. UNICEF’s Urban Programming team focuses on improved disaggregated data, policy analysis, new research and programme guidance to ensure the rights of children living in cities.

UNICEF addresses the increasing risks posed to children in urban areas via developing global advocacy goods and providing technical assistance to Country Offices. The Research & Planning Consultant will assist the Urban Specialist to provide global support and technical assistance to the country-level programmes involved in Safe Cities, Child Friendly Cities and related urban initiatives. The consultant will analyse existing innovations and gaps in policy and research priorities, identify initiatives for scaling up and replication, assist in development of assessment and policy tools, and facilitate communication and knowledge sharing between the cities. This research position requires an individual with strong self-initiative, proven experience in a research support role, background working with children and on child rights issues and knowledge of urban policy development in the developing world.

  1. Key competences, technical background, and experience required:

Education:

Master’s degree preferred in at least one of the disciplines relevant to the following areas: urban planning, international urban development, development economics, social policy, evaluation or other fields relevant to urban policy and sustainable urbanization. Experience in the areas of basic service delivery (i.e. public health, education, sanitation) and climate change adaptation in urban areas is also an advantage.

Work Experience:

Minimum 2 years of professional work experience at the national and international levels in urban development, social work, urban planning, programming, implementation, monitoring, evaluation and/or managing of urban programmes as well experience in policy analysis. Professional work experience in a managerial position, or a technical expert position in urban issues preferred.

Language:

Fluency in English required. Fluency in French, Spanish or another UN language is considered an additional strength.

Competencies:

General Conditions of Contracts for the Services of Consultants / Individual Contractors

  1. Legal StatusThe individual engaged by UNICEF under this contract as a consultant or individual contractors (the “Contractor”) is engaged in a personal capacity and not as representatives of a Government or of any other entity external to the United Nations. The Contractor is neither a "staff member" under the Staff Regulations of the United Nations and UNICEF policies and procedures nor an "official" for the purpose of the Convention on the Privileges and Immunities of the United Nations, 1946. The Contractor may, however, be afforded the status of "Experts on Mission" in the sense of Section 22 of Article VI of the Convention and the Contractor is required by UNICEF to travel in order to fulfill the requirements of this contract, the Contractor may be issued a United Nations Certificate in accordance with Section 26 of Article VII of the Convention.

  2. ObligationsThe Contractor shall complete the assignment set out in the Terms of Reference for this contract with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.

The Contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. During the term of this contract the Contractor must refrain from any conduct that would adversely reflect on UNICEF or the United Nations and must not engage in any activity that is incompatible with the administrative instructions and policies and procedures of UNICEF. The Contractor must exercise the utmost discretion in all matters relating to this contract.

In particular, but without limiting the foregoing, the Contractor (a) will conduct him- or herself in a manner consistent with the Standards of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICE relating to fraud and corruption; information disclosure; use of electronic communication assets; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General's Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.

Unless otherwise authorized by the appropriate official in the office concerned, the Contractor must not communicate at any time to the media or to any institution, person, Government or other entity external to UNICEF any information that has not been made public and which has become known to the Contractor by reason of his or her association with UNICEF or the United Nations. The Contractor may not use such information without the written authorization of UNICEF, and shall under no circumstances use such information for his or her private advantage or that of others. These obligations do not lapse upon termination of this contact.

  1. Title rights

UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.

  1. Travel

If UNICEF determines that the Contractor needs to travel in order to perform this contract, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract, on the following basis: (a) UNICEF will pay for travel in economy class via the most direct and economical route; provided however that in exceptional circumstances, such as for medical reasons, travel in business class may be approved by UNICEF on a case-by-case basis.
(b) UNICEF will reimburse the Contractor for out-of-pocket expenses associated with such travel by paying an amount equivalent to the daily subsistence allowance that would be paid to staff members undertaking similar travel for official purposes.

  1. Statement of good healthBefore commencing work, the Contractor must deliver to UNICEF a certified self-statement of good health and to take full responsibility for the accuracy of that statement. In addition, the Contractor must include in this statement of good health (a) confirmation that he or she has been informed regarding inoculations required for him or her to receive, at his or her own cost and from his or her own medical practitioner or other party, for travel to the country or countries to which travel is authorized; and (b) a statement he or she is covered by medical/health insurance and that, if required to travel beyond commuting distance from his or her usual place or residence to UNICEF (other than to duty station(s) with hardship ratings “H” and “A”, a list of which has been provided to the Contractor) the Contractor’s medical/health insurance covers medical evacuations. The Contractor will be responsible for assuming all costs that may be occurred in relation to the statement of good health.

  2. InsuranceThe Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. The responsibility of UNICEF and the United Nations is limited solely to the payment of compensation under the conditions described in paragraph 7 below.

  3. Service incurred death, injury or illness If the Contractor is travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contract, or is performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval, the Contractor (or his or her dependents as appropriate), shall be entitled to compensation from UNICEF in the event of death, injury or illness attributable to the fact that the Contractor was travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contractor, or was performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval. Such compensation will be paid through a third party insurance provider retained by UNICEF and shall be capped at the amounts set out in the Administrative Instruction on Individual Consultants and Contractors. Under no circumstances will UNICEF be liable for any other or greater payments to the Contractor (or his or her dependents as appropriate).

  4. Arbitration(a) Any dispute arising out of or, in connection with, this contract shall be resolved through amicable negotiation between the parties.
    (b) If the parties are not able to reach agreement after attempting amicable negotiation for a period of thirty (30) days after one party has notified the other of such a dispute, either party may submit the matter to arbitration in accordance with the UNCITRAL procedures within fifteen (15) days thereafter. If neither party submits the matter for arbitration within the specified time the dispute will be deemed resolved to the full satisfaction of both parties. Such arbitration shall take place in New York before a single arbitrator agreed to by both parties; provided however that should the parties be unable to agree on a single arbitrator within thirty days of the request for arbitration, the arbitrator shall be designated by the United Nations Legal Counsel. The decision rendered in the arbitration shall constitute final adjudication of the dispute.

  5. Penalties for Underperformance

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

  1. Termination of ContractThis contract may be terminated by either party before its specified termination date by giving notice in writing to the other party. The period of notice shall be five (5) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a total period of less than two (2) months and ten (10) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a longer period; provided however that in the event of termination on the grounds of impropriety or other misconduct by the Contractor (including but not limited to breach by the Contractor of relevant UNICEF policies, procedures, and administrative instructions), UNICEF shall be entitled to terminate the contract without notice. Following the internship at ICRH-Ghent, the intern will have the opportunity to experience the implementation of ?eld research in one of ICRH’s sister-organizations in Kenya (ICRH-K) or Mozambique (ICRH-M). The intern will be closely linked to the senior research sta? of these organizations and be involved in ?eldwork (e.g. data collection, implementation of interventions), scienti?c analysis and in the development of new projects. In addition, both ICRH-K and ICRH-M have strong links with local health facilities making it possible for the intern to observe and get an understanding of the functioning of health services in a low-income country. Job Purpose

Responsibilities

Background:

Amid rapid urbanization, more than half of the world’s population now resides in cities, one billion of whom live in urban slums and often lack access to safe housing, reliable services, land tenure and basic rights. Between 1980 and 2000, total recorded global crime rates increased by about 30 percent, and between 2002 and 2007, 60 percent of urban residents in developing countries reported being victims of a crime. Women, children and youth -- especially girls -- face particular risks in this context. UNICEF’s Urban Programming team focuses on improved disaggregated data, policy analysis, new research and programme guidance to ensure the rights of children living in cities.

UNICEF addresses the increasing risks posed to children in urban areas via developing global advocacy goods and providing technical assistance to Country Offices. The Research & Planning Consultant will assist the Urban Specialist to provide global support and technical assistance to the country-level programmes involved in Safe Cities, Child Friendly Cities and related urban initiatives. The consultant will analyse existing innovations and gaps in policy and research priorities, identify initiatives for scaling up and replication, assist in development of assessment and policy tools, and facilitate communication and knowledge sharing between the cities.   1. Key competences, technical background, and experience required:

Education:

Master’s degree required/PhD preferred in at least one of the disciplines relevant to the following areas: urban planning, international urban development, development economics, social policy, evaluation or other fields relevant to urban policy and sustainable urbanization. Experience in the areas of basic service delivery (i.e. public health, education, sanitation) and climate change adaptation in urban areas is also an advantage.

Work Experience:

Minimum 5 years of professional work experience at the national and international levels in urban development, social work, urban planning, programming, implementation, monitoring, evaluation and/or managing of urban programmes as well experience in policy analysis. Professional work experience in a managerial position, or a technical expert position in urban issues preferred.

Language:

Fluency in English required. Fluency in French, Spanish or another UN language is considered an additional strength.

Competencies:

General Conditions of Contracts for the Services of Consultants / Individual Contractors

  1. Legal StatusThe individual engaged by UNICEF under this contract as a consultant or individual contractors (the “Contractor”) is engaged in a personal capacity and not as representatives of a Government or of any other entity external to the United Nations. The Contractor is neither a "staff member" under the Staff Regulations of the United Nations and UNICEF policies and procedures nor an "official" for the purpose of the Convention on the Privileges and Immunities of the United Nations, 1946. The Contractor may, however, be afforded the status of "Experts on Mission" in the sense of Section 22 of Article VI of the Convention and the Contractor is required by UNICEF to travel in order to fulfill the requirements of this contract, the Contractor may be issued a United Nations Certificate in accordance with Section 26 of Article VII of the Convention.

  2. ObligationsThe Contractor shall complete the assignment set out in the Terms of Reference for this contract with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.

The Contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. During the term of this contract the Contractor must refrain from any conduct that would adversely reflect on UNICEF or the United Nations and must not engage in any activity that is incompatible with the administrative instructions and policies and procedures of UNICEF. The Contractor must exercise the utmost discretion in all matters relating to this contract.

In particular, but without limiting the foregoing, the Contractor (a) will conduct him- or herself in a manner consistent with the Standards of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICE relating to fraud and corruption; information disclosure; use of electronic communication assets; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General's Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.

Unless otherwise authorized by the appropriate official in the office concerned, the Contractor must not communicate at any time to the media or to any institution, person, Government or other entity external to UNICEF any information that has not been made public and which has become known to the Contractor by reason of his or her association with UNICEF or the United Nations. The Contractor may not use such information without the written authorization of UNICEF, and shall under no circumstances use such information for his or her private advantage or that of others. These obligations do not lapse upon termination of this contact.

  1. Title rights

UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.

  1. Travel

If UNICEF determines that the Contractor needs to travel in order to perform this contract, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract, on the following basis: (a) UNICEF will pay for travel in economy class via the most direct and economical route; provided however that in exceptional circumstances, such as for medical reasons, travel in business class may be approved by UNICEF on a case-by-case basis.
(b) UNICEF will reimburse the Contractor for out-of-pocket expenses associated with such travel by paying an amount equivalent to the daily subsistence allowance that would be paid to staff members undertaking similar travel for official purposes.

  1. Statement of good healthBefore commencing work, the Contractor must deliver to UNICEF a certified self-statement of good health and to take full responsibility for the accuracy of that statement. In addition, the Contractor must include in this statement of good health (a) confirmation that he or she has been informed regarding inoculations required for him or her to receive, at his or her own cost and from his or her own medical practitioner or other party, for travel to the country or countries to which travel is authorized; and (b) a statement he or she is covered by medical/health insurance and that, if required to travel beyond commuting distance from his or her usual place or residence to UNICEF (other than to duty station(s) with hardship ratings “H” and “A”, a list of which has been provided to the Contractor) the Contractor’s medical/health insurance covers medical evacuations. The Contractor will be responsible for assuming all costs that may be occurred in relation to the statement of good health.

  2. InsuranceThe Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. The responsibility of UNICEF and the United Nations is limited solely to the payment of compensation under the conditions described in paragraph 7 below.

  3. Service incurred death, injury or illness If the Contractor is travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contract, or is performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval, the Contractor (or his or her dependents as appropriate), shall be entitled to compensation from UNICEF in the event of death, injury or illness attributable to the fact that the Contractor was travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contractor, or was performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval. Such compensation will be paid through a third party insurance provider retained by UNICEF and shall be capped at the amounts set out in the Administrative Instruction on Individual Consultants and Contractors. Under no circumstances will UNICEF be liable for any other or greater payments to the Contractor (or his or her dependents as appropriate).

  4. Arbitration(a) Any dispute arising out of or, in connection with, this contract shall be resolved through amicable negotiation between the parties.
    (b) If the parties are not able to reach agreement after attempting amicable negotiation for a period of thirty (30) days after one party has notified the other of such a dispute, either party may submit the matter to arbitration in accordance with the UNCITRAL procedures within fifteen (15) days thereafter. If neither party submits the matter for arbitration within the specified time the dispute will be deemed resolved to the full satisfaction of both parties. Such arbitration shall take place in New York before a single arbitrator agreed to by both parties; provided however that should the parties be unable to agree on a single arbitrator within thirty days of the request for arbitration, the arbitrator shall be designated by the United Nations Legal Counsel. The decision rendered in the arbitration shall constitute final adjudication of the dispute.

  5. Penalties for Underperformance

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

OVERALL JOB FUNCTION:

The Senior Implementation Director (SID) is experienced in international public health and project management and provides overall strategic and programmatic guidance, coordination and support to the management and implementation of programs, projects, and activities undertaken by ICAP at country level. The SID supervises a team of individuals engaged in providing support for and coordination of ICAP projects and activities at country level. . In this capacity, the SID has overall responsibility for working closely with ICAP country directors and project managers to ensure the achievement of all goals, objectives and targets set for its international activities.

DUTIES AND RESPONSIBILITIES:

  • Guide the development and implementation of models and strategies for implementation of ICAP projects at country level

  • Provide direct supervision to a team of direct reports, and high-level management guidance to ICAP country directors, country representatives, project managers and consultants, as needed

  • Assist the ICAP Director to provide high-level supervision and guidance to ICAP Country Directors and project leaders to maximize their performance in the areas of project management, human resources management, office leadership and donor relations; elements

  • At least five (5) years of direct experience in staff management and supervision, staff recruitment, staff motivation and effective team-building

  • Sensitivity to cultural differences and understanding of the complex political and social issues related to HIV and other public health threats in resource-limited settings as well as the health services structures within these settings

  • Experience working with US Government (USG) donors and technical agencies, other bilateral donors, and major multi-lateral organizations active in international public health (e.g., WHO and the Global Fund)

  • Experience developing complex project work plans, budgets, progress reports, summaries, manuscripts and presentations

  • Ability to work well with others and to develop and maintain compatibility among project staff, donors, sub-contractors and other partners in a fast-paced work environment

  • Excellent interpersonal, writing and oral communication skills

  • Capacity to undertake significant international travel , including travel to and within multiple African countries

Liberia: Family Planning – Operations Research Intern

The IRC has been in Liberia since 1996, providing health and education support for the large numbers of repatriating refugees. Currently, IRC Liberia implements multi-sector programming with a specific focus in Women’s Protection and Empowerment (WPE), Child and Youth Protection and Development (CYPD) and Health in Lofa, Nimba and Motserrado countries. In addition, the IRC provides services to Ivorian refugees who fled from the 2010 election violence in Cote d’Ivoire.

Background

IRC Liberia seeks a research intern to oversee the operations research component on a new multi- year grant funded by USAID’s Child Survival Health Grants Program (CSHGP). The project aims to reduce maternal and child mortality by increasing Liberian women’s access to quality family planning services within the MOHSW’s Essential Package of Health Services ten-year health care plan. The project will target the catchment population of JDJ Hospital in Monrovia, Curran Hospital in Zorzor, Lofa County and five health clinics in rural Lofa. The IRC partners with the MOHSW, implementing project activities through their facilities and cadre of community health workers. The project strategy includes piloting and extending approaches which have the support of the MOHSW, but have not yet been tried in Liberia. These approaches include:• Introduction of injectable contraception into the service package of Community Health Volunteers (CHV), who currently deliver child and maternal health interventions in a house-to-house model• Development school reproductive health programs for adolescent girls• Integration of family planning services into other service delivery areas in primary health care facilities such as childhood immunization• Dispensing long-acting reversible contraceptives (LARC) and promoting PPIUCD as a routine part of post-abortion and post-partum care at two hospitals and one health center

The purpose of the Operations Research (OR) component of the “Better Future, Better Lives: Reducing Child and Maternal Mortality in Liberia” is to provide essential information to policy-makers on effective mechanisms to expand family planning use in Liberia. The OR study will use a quasi-experimental design to measure the effects of integrated FP/MNCH service delivery at health facilities and in communities on FP and MNCH acceptance and continuation in Lofa County. The research methods employed will be a cohort study of family planning acceptors; exit interviews with health facility clients; surveys of health staff and community volunteers; and analysis of HMIS.

This study is a collaboration between IRC and Columbia University Mailman School of Public Health.

Scope of Work? Coordinate the OR field activities including:o selection and training of the data collection workers for each studyo development of standardized procedures for regular data collection, processing and storageo logistics for study implementation ? Work with IRC staff and Columbia MSPH faculty to analyze data and prepare reports

Learning Objectives? Observe and work with professional staff on various tasks related to the research – specifically, organizing FGDs, recruiting women to the study and organizing exit interviews? Develop research skills related to Reproductive health in the development context? Gain an understanding of the management process through observing technical staff and coordinating activities
