UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Legal Consultant, Jordan Field Office

BACKGROUND

UNRWA has Legal Officers or Consultants in each of its field offices who are there to provide legal advice and assistance on matters that may expose the Agency to risks of significant legal, financial, political or reputational damage. Accordingly, the overall objective of the legal function in each field office is to serve Agency operations with a view to ensuring that legal advice and assistance is taken into account in planning and decision-making at policy, operational and management levels, and to ensure the proper and consistent implementation of the Agency’s regulatory framework, as set out by Agency rules and regulations, Organization Directives, and Agency-wide legal instructions and guidance.

In pursuing this overall objective, the legal function within the Jordan Field Office provides legal advice and assistance on matters that include, but are not limited to: neutrality, privileges and immunities, contracts and MOU’s, court cases involving the Agency or its staff members in their official capacity, communication with host government authorities, protection, detained staff, service accident injuries, investigations, procurement, staff conduct and discipline, implementation of HQ legal policies/guidance, training and official reporting required by the UN or donor agencies.

Description of Duties and Responsibilities

· Provides direct legal advice and assistance to the Head Field Legal Office (HFLO) and senior staff in Jordan Field on all aspects of legal matters that include:

§ The privileges and immunities of the United Nations;

§ UNRWA's relations with governmental authorities;

§ Claims made against the Agency and its staff member in their official capacity;

§ Advising, and as appropriate, supervising and overseeing the formation and/or review and drafting of contracts, lease agreements, memorandums of understanding, legal submissions and other legal documents related to the Field Office operation;

§ The use of land;

§ The personnel procedures and related administrative law matters which may give rise to staff claims and appeals;

§ The Agency’s regulatory framework and analysis thereof;

§ And prepares legal opinions and correspondence on such matters after consultation where appropriate with the Department of Legal Affairs at UNRWA, HQ;

· Carries out or participates in investigations of staff member conduct, advises the Field Investigations Officer or Director of UNRWA Operations in Jordan (DUO,J) on the findings and advises on appropriate action, which may include administrative or disciplinary action, to be taken, where necessary,;

· Liaises with the local governmental authorities to safeguard and facilitate the Agency's operations, including following up the implementation of the Agency's requests to the relevant authorities and drawing the attention of senior Agency officials to potential problems or disputes with the relevant authorities; establishes and maintains contact with local lawyers with a view to resolving Field related potential disputes and claims involving the Agency; studies claims made against the Agency, and makes recommendations to HFLO or the DUO,J and to Headquarters;

· Drafts, and assists in the negotiation of conditions of contract and other documentation of a legal nature for the purchase and sale of goods and services, the construction and maintenance of buildings, the use of land, and the provision of other services by the Agency in the Jordan Field;

· Checks and verifies reports from Agency staff concerning violations of the Agency's privileges and immunities and drafts communications as appropriate to the relevant authorities concerning such violations; maintains a data-base of statistics related to interference with Agency operations, and violations of the privileges and immunities of the Agency, and in particular interference with its premises and mistreatment of its staff;

· Acts as member of committees as requested by the DUO,J, including the Local Committee on Procurement and Intake Committee.

PROFFESSIONAL KNOWLEDGE REQUIRED

· Advanced degree in Law (Juris Doctorate or Master).

· At least two years of progressively responsible legal experience in a national or international organization. Familiarity with international law, human rights law, contracts and commercial law, administrative law, employment law, and criminal and civil procedure.

· Fluent command of written and spoken English.

DESIRABLE QUALIFICATIONS

· Knowledge of contemporary issues in the Middle East;

· Familiarity with the UN system and practices;

· Proficient command of written and spoken Arabic.

COMPETENCIES

· Ability to establish and maintain effective working relationships with others in a diverse team environment;

· A high level of written and verbal communication skills and practical writing experience in a legal context, including ability to present information and data in a clear and instructive manner, combined with superior skills in legal writing, analysis and expression in form of drafting legal opinions, papers and positions;

ADDITIONAL INFORMATION

· The Consultant is required to possess a valid driving license;

· The Consultant will be required to reside in Amman and to travel occasionally throughout the Agency's area of operations in the Middle East.

CONDITIONS OF SERVICE

· The duration of the consultancy assignment is six (6) months renewable;

· Remuneration for this consultancy will depend on the qualifications and experience of the candidate.

PROGRAM BACKGROUND
As the Syrian crisis continues, the number of refugees entering Jordan continues to increase overwhelming Zatari camp. UNHCR with the GoJ has decided to open another camp called Azraq camp in which IMC will be the sole provider of primary health services.
JOB SUMMARY
The primary function of the Site Manager is to provide operational and programmatic oversight of all camp-based IMC activities, inclusive of on-site supervision of staff, requisition of program supplies, maintenance of site-specific inventories, and general coordination of all IMC activities.
ESSENTIAL RESPONSIBILITIES:
This position will be responsible for the following in addition to capacity building of the Clinic Manager for the same:

  1. Site Management
    • Work with various programmatic and operational staff to ensure an appropriate level of logistical, technical, financial, managerial and administrative support to carry out activities • Contribute to production of proposals for new projects • Support logistical operations to procure and receive program supplies in coordination with the Program Coordinator and on-site program staff• Support the technical teams in ensuring all facilities in the field are well maintained and equipped through close coordination with logistics and other support staff • Work closely with Program Coordinators for effective implementation of programs and projects • Regularly update country office on progression of programs as per protocol • Assist with the development of future programs as needed • Work closely with Program Coordinators to identify and assess possible new geographic project locations • Maintain flexibility to take on added responsibility as and when needed
  2. Representation
    • Act as the liaison to other NGO agencies within the camp • Ensure maximum visibility of the agency amongst the NGO community • Contribute to the general coordination meetings and represent IMC in donor visits and orientations. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
  3. Human Resources Management
    • Provide operational oversight of program staff to ensure smooth and effective operations • Assist in the development and provision of orientations for newly arrived staff to the field site • Ensure compliance to local labor laws including working hours • Ensure implementation of administrative and human resource policies and procedures • Maintain open lines of communications with all field staff.
  4. Training/Capacity Building
    • Determine training needs for subordinate staff, including those on Code of Conduct, SEA, etc. • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs • Advocate and plan for professional development for subordinate staff
  5. Working Relationships
    • Maintain frequent communication with Program Coordinators to ensure program activities and objectives are communicated and implemented to the highest standard • Provide leadership in taking a constructive team approach to solving problems • Responsible for and work to improve overall team atmosphere and team building relationships • Attend camp coordination meetings which are relevant to site activities • Interface with national government, donors, and relevant agencies as necessary
  6. Security
    • Oversee security management for programs at site, inclusive of evacuation plans and protocols • Manage staff activities and vehicle movements • Ensures application and compliance of security protocols and policies
  7. Prevention of Sexual Exploitation and Abuse
    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
    Qualifications:• University degree in International Development and/or in a relevant field of study
  8. • Three years experience in program management, logistics and security of which at least one year in developing countries or resource deprived environment
    • Supervisory experience preferred
    • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
    • Profound cross-cultural awareness and insight into health care issues
    • Ability to exercise sound judgment and make decisions independently

You must be an outstanding communicator and problem solver. Nigeria: Field Coordinator: Vulnerability and Capacity Assessment (VCA)

Mercy Corps links peace-building with economic development, focusing on vulnerable populations such as adolescent girls.

Mercy Corps proposes to conduct a vulnerability and capacity assessment (VCA) in three states in Northern Nigeria to better understand the drivers and levers for positive change amidst the sea of ongoing challenges.

VCAs provide a methodology to answer the four key questions to resilience - Resilience to what? Resilience for whom? Resilience for what? Resilience through what? The VCA will help to identify weaknesses in key socio-ecological systems and potential future hazards that may exacerbate such weaknesses; and therefore helping to create a baseline from which changes in resilience can be measured.

Rather than viewing a VCA as a single assessment, Mercy Corps sees VCAs as a well-coordinated series of assessments. These may use established tools or be designed for a specific purpose. Used together they help to develop an understanding of the complex systems communities operate within.

Mercy Corps has developed a vulnerability assessment methodology that aims to understand vulnerability across scales. As such, information will be collected and analysed at the community, regional, and national level. Data driven, top-down, assessments will be complimented by qualitative, bottom-up information collected from communities and stakeholders from across the region.

In developing a vulnerability assessment of Northern Nigeria, Mercy Corps seeks to meet the following objectives:

  1. Inform the development of a broad strategy to reduce chronic poverty for Northern Nigeria.
  2. Influence the funding strategies of Northern Nigeria for DFID and other major donors.
  3. Identify potential partners and better understand their capacities.
  4. Identify drivers of vulnerability to continue to monitor after the initial assessment is complete based on indicators designed in collaboration with DFID.
  5. Build the capacity of the DFID country team to facilitate additional vulnerability assessment processes.
  6. Contribute to the ongoing efforts of the Mercy Corps’ Resilience Initiative by helping to further understand how VCAs can contribute to resilience-building programmes.

Primary Location: Abuja, Nigeria with regular travel to Borno, Yobe, Jigawa, Katsina, and Zamfara

GENERAL POSITION SUMMARY:

The Field Coordinator will provide overall guidance to all field activities, including ensuring high quality primary data is collected from all locations across Northern Nigeria. The Field Coordinator will be expected to recruit local enumerators and focus group discussion facilitators, provide adequate training, and provide quality control for all data collection. Upon receiving the data, the Field Coordinator will review, clean, and help analyze the information.

The Field Coordinator will provide overall contextual guidance and support to the design and analysis of the VCA. S/he will also significantly contribute to the design and analysis workshops and final report write-up and dissemination. S/he will be responsible for all administration and logistics in field sites, including managing cash flows for a timely and efficient project.

ESSENTIAL JOB FUNCTIONS:

Assessment Implementation

  • Ensure effective implementation of the VCA in the field sites, including meeting deliverables on time, within budget, and according to Mercy Corps and DFID standards.
  • In collaboration with the lead consultant, design and implement relevant focus group discussions, data and information collection for on-going monitoring.
  • Ensures strong communication with the head office in Abuja. Informs lead consultant, logistics, and finance teams in a timely manner of all field needs and challenges.
  • Provides overall security management for the field activities. Reports all security concerns in a timely manner directly to the security focal point in Abuja.
  • Manages relationships with local authorities, local CSOs, and other local organizations.

  • Proactively form relationships with universities and research organizations to complement primary data collection.

Team Management

  • Recruit, train, and manage local focus group discussion leaders.
  • Promote accountability by providing timely feedback to all team members.
  • Contribute to country team-building efforts and ensure the integration of all team members into relevant decision-making processes.

Program Support Operations

  • Coordinate with program, finance, operations, and administration staff to ensure effective systems are in place to support field activities including logistics, procurement, security, administration and human resources.
  • Help design operational policies and practices as needed and in accordance with Mercy Corps regulations.

REPORTS DIRECTLY TO: Mercy Corps’ Nigeria Country Representative

WORKS DIRECTLY WITH: Mercy Corps Regional Resilience Advisor, VCA Lead Consultant, Finance and Operations department.

KNOWLEDGE AND EXPERIENCE:

  • Excellent oral, written, presentation and communications skills in English are required
  • BA/S or equivalent in education, management, social sciences, international development or other relevant field.
  • A minimum of 3 years of experience including significant experience collecting primary data from focus groups.
  • Familiarity with participatory data collection methods.
  • Experience in Northern Nigeria essential (Borno and Yobe).
  • Experience managing field data collection, including hiring and supervising focus group discussion leaders
  • Deep understanding of the challenges in Northern Nigeria.
  • Understanding of a systems approach and resilience highly desired.
  • High attention to detail and ability to work under pressure and tight deadlines.

JOB CONTEXT

On the 8 November 2013, “Haiyan” the most violent typhoon of the year (as known as “Yolanda”) hit the Philippines with winds of 300km/h . More than 4, 000 people were killed and hundreds are still missing. Government estimates that over 13 million of people were affected by Haiyan out a total population of 96 millions, and more than 4 million people are currently displaced. Leyte province, Eastern Samar, Panay province are the most devastated areas. Around 1 million houses are damaged even totally destroyed and 1.500 evacuation centers are sheltering more than 80 000 families. 2,5million of people are in need of live-saving food assistance. There is still an important lack of food, drinkable water, shelter, health care (lack of basics cares but also specifics cares for children and for pregnant & lactating women). Moreover, so many diseases are going to spread around population as diarrhea, tetanus, leptopsirosi because care centers and hospital are not still all operational and don’t allow to injured people to obtain the cares they need. At the arrival of the international humanitarian aid on the field, there were several difficulties. Actually, the geographical situation was maybe the most important difficulty. Because of the damaged airports, it was very hard to humanitarian actors to join some areas though the most affected and to provide the aid. Moreover, the ways of communication were totally destroyed after the typhoon in many provinces so it was impossible to evaluate the situation of those areas and to communicate about it. The assessment of the most impacted areas took time and was a brake to the aid’s delivery. Currently, international aid is deployed all around the affected areas but so many people are still waiting for this aid, particularly the most vulnerable people and the injured people.

A first rapid assessment was conducted from November 18th to November 20th in four Municipalities of Iloilo province. HI team intervene immediately with the distribution of emergency shelters for 3,500 people in Batad municipality. As a concentration of INGO and governmental presence was observe in Iloilo province mainly on the coastal area, HI assessment team decided to follow the path of the typhoon and carry out a second assessment from November 29th to December 3rd in inland areas non assessed by other actors in Capiz Province. The conclusion of the assessment highlighted Sigma Municipality and its barangays for 3 main reasons:- Few humanitarian actors present in Sigma- High level of damages and considerable needs in shelter, food and livelihood were recorded- Additional vulnerability due to floods and sensitive zone in the western border of the municipality.

This intervention is conducted following 2 main axes:1. Ensure that the most vulnerable families have access to cash grants in selected barangays to rebuild their shelter and meet other basic needs2. Ensure that community level capacity to rebuild or repair typhoon damaged houses with inclusive build back better techniques has increased

The action targets households and individuals from Typhoon Haiyan affected areas. More specifically, the action targets the affected populations who are living in the remote areas and those who were underserved by the emergency relief in the typhoon aftermath. - 200 vulnerable families (a min of 1,000 persons) will have access to cash grant and construction technical support - 50 local builders (majority of carpenters) will benefit from cash for training on build back better principles and construction techniques including accessibility and from the distribution of an individual tool box to support their activity. - A minimum of 634 households (2239 inhabitants) from minimum 2 targeted barangays will have access to sensitization on inclusion and build back better principles and techniques including accessibility

MAIN RESPONSABILITIES OF THE EXPATRIATE

Based in Roxas, under the responsibility of the Head of mission, you will be responsible for:

•A post emergency program focusing on access to health care for the populations afflicted by the conflict in KPK and/or natural disasters.Since May 2009, the Khyber-Pakhtoonkhwa province (KPK, ex-North West Frontier Province) experienced several crises which resulted in massive displacements of populations.The health system in KPK, and in particular in the areas where a large number of IDPs have settled, appears to be over-burdened and unable to respond to the increased demand. MdM is operating in 4 districts of KPK (Kohat, Hangu, Tank and Peshawar) and implements both short-term or long-term response according to the needs and IDPs movements in the province.

•A long term program focusing on Gender based violence in Punjab provinceThe Social Welfare Department (SWD) of Punjab Province has dedicated a specific institution, the Dar-ul-Aman (DUA) i.e “House of Peace” in support to women victim of violence in early 80s. The DUA is a temporary shelter for those women who feel that their security is at stake or need an alternative residence, as under threat. The collaboration between MdM and SWD related to the support to DUAs has started in 2004, when DUAs were existing in 8 districts of Punjab only. These shelter homes were rather overcrowded sub-jails facing challenging hygienic conditions, where care and support services for women and their children were not available and abuse of residents by staff was frequently reported. MDM has been piloting the effectiveness and acceptance of multidisciplinary services to DUA’s resident by providing medical, legal and psychological support while progressively scaling up from 8 to 34 DUAs (one per province districts). In 2012, MdM and SWD agreed to incorporate a protection component to the current project. The phasing out strategy the project has been extended accordingly until end of December 2014.

•Operation SmileThis mission gives priority to the treatment of sequels of burns to women victims of violence. Several plastic surgery operations are necessary for the patients suffering from the burns to recover a certain physical mobility and functionality.

TASKS AND RESPONSIBILITIES:

In the position of Punjab Site coordinator you are responsible for overall management of the Dar-ul-Amman (DUA) program in Punjab covering the full DUA Program and supervising and guiding the coordination team based in Lahore. Due to the context in Pakistan one of your main responsibilities is security management. You report to the Desk Officer based in Paris and work in close relationship with the general coordinator of the MdM team based in Islamabad. The American Bar Association Rule of Law Initiative seeks a temporary Field Financial Manager (from November 1, 2013 to February 28, 2014) for its Peru office that manages ABA ROLI’s “Program to Support the Criminal Justice Sector”, which provides technical support to the country’s transition to an accusatorial model of the criminal justice system. The position will be based in Lima.


Responsibilities:

The Field Financial Manager shall coordinate budgeting and financial reporting related to all program activities, including those related to several training workshops per month.
