Under the overall guidance of the Chief of Mission (COM) in Kabul, and under the directsupervision of the Programme Manager for the Community Cohesion Initiative, thesuccessful candidate will be accountable and responsible for providing overall coordinationof the field operations of the CCI Programme. The Field Coordinator will be a member ofthe programme senior management team.
The successful candidate will maintain and strengthen the necessary operational structuresand inter-departmental processes, both within the CCI programme office and between theCCI programme and the IOM Mission, in order to ensure transparent and accountable grantdevelopment, implementation operations and reporting.
The CCI programme is funded by the Office of Transition Initiatives (OTI). Through CCI,IOM seeks to improve community stabilization in order to foster an enabling environment forsustainable peace and traditional development programmes. This is done by strengtheningties between and among local actors, customary governance structures, and the localgovernment authorities. To achieve these objectives, CCI will design and implement smallgrantactivities through a process-oriented, community driven approach and will emphasizeproject processes. The IOM/CCI programme will be primarily focused in the North and Westof Afghanistan.
Core Functions / Responsibilities:1. Oversee the daily operations and staff of the CCI Field Operations Unit related tointerventions in Kabul.2. Ensure the successful development, implementation and monitoring of theprogramme’s community-based, small grant initiatives at the field level in accordancewith the overall objectives of the programme.3. Be accountable for the transparency and quality of grant implementation processesand activities at the field level, including contracted services and project committeesat the community level, including service-delivery community coordination, grantoperations and reporting.4. Provide support, oversight and coordination to CCI field teams, community groupsand local government counterparts to ensure a rapid, consistent flow of grant ideas.5. Coordinate with the CCI senior management team, including the donor, on theselection and approval of grants identified by the field teams.6. Work closely with the logistics, financial and procurement teams in the application ofstandard guidelines and procedures aimed at ensuring an appropriate, efficient andtransparent use of funds.7. Coordinate, as required, with the CCI engineering team to ensure the technicalquality of proposed, ongoing and concluding grant activities.8. Provide regular reporting to the Programme Manager and the senior managementteam on all aspects of grant implementation, from grant identification and contractingto financial reconciliation and close-out; maintain daily interface with, and providerelevant inputs to the Grants Manager.9. Support the hiring and training of field staff for CCI, as well as provide direction andoperational guidance to the field staff, at the direction of the Programme Manager.10. Be responsible for the safety and security of field teams, including ensuring thatappropriate security information is regularly and appropriately disseminated to the senior management team and, as appropriate, to field staff in coordination with IOM'sStaff Security Unit (SSU) and the Mission Security Focal point as/when required, inclose conjunction with the management of IOM Afghanistan and in accordance withthe United Nations Department of Safety and Security (UNDSS) requirements.11. Monitor the political and security developments throughout the country, with aparticular attention to areas of active and potential implementation of CCI grants;provide regular analysis and discussion with the senior management team of thesame.12. Seek to increase the communication and coordination of local Afghani governmentofficials with local community members and groups in the development of grant ideasand the implementation of CCI projects.13. Enhance and maintain project identification cycle methodology, including theidentification and organization of community project support groups, and providetraining to appropriate field staff on the same.14. Represent the CCI Programme in various fora, and inter-agency gatheringsconvened to discuss coordinated responses to recovery and transition initiatives inAfghanistan in coordination with the Programme Manager and the Chief of Mission.15. Act as OIC in the absence of the Programme Manager or Grants Manager, ifrequired.16. Perform such other duties as may be assigned.

Required Qualifications and Experiencea) completed advanced University degree from an accredited academic institution,preferably in International Relations, Development Studies and Planning or related fields;b) five years professional experience (or seven years of experience for candidates holdinga first level university degree) in Emergency and Post-crises settings; c) knowledge of theUnited Nations Department of Safety and Security (UNDSS) protocols and experienceworking in a phase III (or above) security environment; d) Strong knowledge and culturalunderstanding of the region and conversant on regional politics.
LanguagesFluency in English is required. Working knowledge of Dari or Pashtu an advantage.
