MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Médecins du Monde is an international humanitarian organisation providing medical care to vulnerable populations affected by war, natural disasters, disease, famine, poverty or exclusion. Although Médecins du Monde’s primary aim is to provide medical care, our work goes further to ensure long-lasting effectiveness. We draw our experience on the ground to bear witness to obstacles to healthcare and to advocate for change.

MdM has been working in Pakistan since 1996. The organization currently implements 2 main projects:

•A post emergency program focusing on access to health care for the populations afflicted by the conflict in KPK and/or natural disasters.Since May 2009, the Khyber-Pakhtoonkhwa province (KPK, ex-North West Frontier Province) experienced several crises which resulted in massive displacements of populations.The health system in KPK, and in particular in the areas where a large number of IDPs have settled, appears to be over-burdened and unable to respond to the increased demand. MdM is operating in 4 districts of KPK (Kohat, Hangu, Tank and Peshawar) and implements both short-term or long-term response according to the needs and IDPs movements in the province.

•A long term program focusing on Gender based violence in Punjab provinceThe Social Welfare Department (SWD) of Punjab Province has dedicated a specific institution, the Dar-ul-Aman (DUA) i.e “House of Peace” in support to women victim of violence in early 80s. The DUA is a temporary shelter for those women who feel that their security is at stake or need an alternative residence, as under threat. The collaboration between MdM and SWD related to the support to DUAs has started in 2004, when DUAs were existing in 8 districts of Punjab only. These shelter homes were rather overcrowded sub-jails facing challenging hygienic conditions, where care and support services for women and their children were not available and abuse of residents by staff was frequently reported. MDM has been piloting the effectiveness and acceptance of multidisciplinary services to DUA’s resident by providing medical, legal and psychological support while progressively scaling up from 8 to 34 DUAs (one per province districts). In 2012, MdM and SWD agreed to incorporate a protection component to the current project. The phasing out strategy the project has been extended accordingly until end of December 2014.

•Operation SmileThis mission gives priority to the treatment of sequels of burns to women victims of violence. Several plastic surgery operations are necessary for the patients suffering from the burns to recover a certain physical mobility and functionality.

TASKS AND RESPONSIBILITIES:

In the position of Punjab Site coordinator you are responsible for overall management of the Dar-ul-Amman (DUA) program in Punjab covering the full DUA Program and supervising and guiding the coordination team based in Lahore. Due to the context in Pakistan one of your main responsibilities is security management. You report to the Desk Officer based in Paris and work in close relationship with the general coordinator of the MdM team based in Islamabad. You are responsible of a team of 50 persons (2 persons under direct management: Administrative Coordinator Punjab and DUA Program Coordinator).

•Overall management of the mission:

-Coordination, monitoring and evaluation of the program following donor contract and MdM mandate and program strategy in accordance with budget-Warranting the quality of the overall climate and the working conditions of the entire program.

•Overall management of finance and accountancy of Punjab GBV Programme

  • Supervision of Punjab administrator and ensure centralization of accountancy of the Punjab mission
  • Define and fine tune MdM annual budget of Punjab mission with the administrator
  • Responsible for program and financial reporting to HQ and donors according to schedule

•Security management

  • Coordinate security management with field teams, KPK teams and headquarters and ensure adequate and timely decisions are being made
  • Conduct systematic analyses of context to implement appropriate response measurement to safeguard team and its assets
  • Ensure security guidelines and protocols are regularly updated and followed by team

•Human resource management

  • Overall supervision of management of 50 national staff and 1 international and ensure compliance with the administrative and legal framework of the country and the rules and regulations of the overall MdM mission
  • Ensure national staff recruitment and management procedures are in place and Pakistan Labour law is respected

•Networking and platform building

  • Representation and liaison with governmental partners (SWD) in collaboration with program coordinator
  • Enforcement and supervision of public-private partnership building in support of medical, legal and psycho-social services inside - Dar Ul Aman following MdM mandate and program strategy
  • Representation of long term program at capital Islamabad with UN and INGO coordination clusters (period prior genco assignment)

•Donor and fundraising (in coordination/collaboration with the General Coordinator of MdM in Pakistan)

  • Assess potential donors and initiate and follow up on fundraising process
  • Comply to donor contracts; donor reporting, follow up specific agreements and guarantees that the contract of objectives defined by the donors is fulfilled and that contractual obligations are respected
  • Represent MdM in meetings and events

•Legal management

  • Ensures a surveillance of local legislation and practices which are directly applicable to MdM such as Labour law, Social law, taxes and revenue law, customs procedures, immigration law, etc…
  • Anticipates and ensures renewal of all administrative agreements, licenses, permits, authorizations and privileges granted to MdM by the various bodies of the Pakistanis authorities.
  • Manages all legal problems that the mission might encounter

•Other

  • Representation of MdM

  • Your main job station is in Lahore, however you will be travelling to Islamabad for donors and general coordination issues. Additionally you will frequently travel to Islamabad to fine tune collaboration with the Coordinator of MdM KPK program based in Islamabad.

SKILLS AND EXPERIENCE NEEDED:

You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model.

•Education: graduate/ master in social sciences or other relevant advanced degree

•Experience: Previous experience of international humanitarian and/or development in managing and coordinating programs with more than 30 staff members is compulsory. Experience in multi-discipline program management with a range of donors in a complex operating environment. Experience in security management. Experience in HR management.

•Expertise: strong skills in full scope of program management, budget management, planning and team management.

•Required skills:, analytical, problem-solver, team manager, people manager, good orator and communicator, thorough and detail-oriented.

•Ability to keep calm in highly stressful work situations.

•Ability and flexibility to travel to remote areas in Punjab and throughout Pakistan.

Languages: Fluent English (oral and written) mandatory
