Pakistan: MdM seeks a FIELD COORDINATOR (M/F) for Pakistan (based in Lahore with regular field visits)

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Médecins du Monde is an international humanitarian organisation providing medical care to vulnerable populations affected by war, natural disasters, disease, famine, poverty or exclusion. Although Médecins du Monde’s primary aim is to provide medical care, our work goes further to ensure long-lasting effectiveness. We draw our experience on the ground to bear witness to obstacles to healthcare and to advocate for change.

MdM has been working in Pakistan since 1996. The organization currently implements 2 main projects:

•A post emergency program focusing on access to health care for the populations afflicted by the conflict in KPK and/or natural disasters.Since May 2009, the Khyber-Pakhtoonkhwa province (KPK, ex-North West Frontier Province) experienced several crises which resulted in massive displacements of populations.The health system in KPK, and in particular in the areas where a large number of IDPs have settled, appears to be over-burdened and unable to respond to the increased demand. MdM is operating in 4 districts of KPK (Kohat, Hangu, Tank and Peshawar) and implements both short-term or long-term response according to the needs and IDPs movements in the province.

•A long term program focusing on Gender based violence in Punjab provinceThe Social Welfare Department (SWD) of Punjab Province has dedicated a specific institution, the Dar-ul-Aman (DUA) i.e “House of Peace” in support to women victim of violence in early 80s. The DUA is a temporary shelter for those women who feel that their security is at stake or need an alternative residence, as under threat. The collaboration between MdM and SWD related to the support to DUAs has started in 2004, when DUAs were existing in 8 districts of Punjab only. These shelter homes were rather overcrowded sub-jails facing challenging hygienic conditions, where care and support services for women and their children were not available and abuse of residents by staff was frequently reported. MDM has been piloting the effectiveness and acceptance of multidisciplinary services to DUA’s resident by providing medical, legal and psychological support while progressively scaling up from 8 to 34 DUAs (one per province districts). In 2012, MdM and SWD agreed to incorporate a protection component to the current project. The phasing out strategy the project has been extended accordingly until end of December 2014.

•Operation SmileThis mission gives priority to the treatment of sequels of burns to women victims of violence. Several plastic surgery operations are necessary for the patients suffering from the burns to recover a certain physical mobility and functionality.

TASKS AND RESPONSIBILITIES:

In the position of Punjab Site coordinator you are responsible for overall management of the Dar-ul-Amman (DUA) program in Punjab covering the full DUA Program and supervising and guiding the coordination team based in Lahore. Due to the context in Pakistan one of your main responsibilities is security management. You report to the Desk Officer based in Paris and work in close relationship with the general coordinator of the MdM team based in Islamabad. You are responsible of a team of 50 persons (2 persons under direct management: Administrative Coordinator Punjab and DUA Program Coordinator).

•Overall management of the mission:

-Coordination, monitoring and evaluation of the program following donor contract and MdM mandate and program strategy in accordance with budget-Warranting the quality of the overall climate and the working conditions of the entire program.

•Overall management of finance and accountancy of Punjab GBV Programme

  • Supervision of Punjab administrator and ensure centralization of accountancy of the Punjab mission
  • Define and fine tune MdM annual budget of Punjab mission with the administrator
  • Responsible for program and financial reporting to HQ and donors according to schedule

•Security management

  • Coordinate security management with field teams, KPK teams and headquarters and ensure adequate and timely decisions are being made
  • Conduct systematic analyses of context to implement appropriate response measurement to safeguard team and its assets
  • Ensure security guidelines and protocols are regularly updated and followed by team

•Human resource management

  • Overall supervision of management of 50 national staff and 1 international and ensure compliance with the administrative and legal framework of the country and the rules and regulations of the overall MdM mission
  • Ensure national staff recruitment and management procedures are in place and Pakistan Labour law is respected

•Networking and platform building

  • Representation and liaison with governmental partners (SWD) in collaboration with program coordinator
  • Enforcement and supervision of public-private partnership building in support of medical, legal and psycho-social services inside - Dar Ul Aman following MdM mandate and program strategy
  • Representation of long term program at capital Islamabad with UN and INGO coordination clusters (period prior genco assignment)

•Donor and fundraising (in coordination/collaboration with the General Coordinator of MdM in Pakistan)

  • Assess potential donors and initiate and follow up on fundraising process
  • Comply to donor contracts; donor reporting, follow up specific agreements and guarantees that the contract of objectives defined by the donors is fulfilled and that contractual obligations are respected
  • Represent MdM in meetings and events

•Legal management

  • Ensures a surveillance of local legislation and practices which are directly applicable to MdM such as Labour law, Social law, taxes and revenue law, customs procedures, immigration law, etc…
  • Anticipates and ensures renewal of all administrative agreements, licenses, permits, authorizations and privileges granted to MdM by the various bodies of the Pakistanis authorities.
  • Manages all legal problems that the mission might encounter

•Other

  • Representation of MdM

  • Your main job station is in Lahore, however you will be travelling to Islamabad for donors and general coordination issues. Additionally you will frequently travel to Islamabad to fine tune collaboration with the Coordinator of MdM KPK program based in Islamabad.

SKILLS AND EXPERIENCE NEEDED:

•Education: graduate/ master in social sciences or other relevant advanced degree

•Experience: Previous experience of international humanitarian and/or development in managing and coordinating programs with more than 30 staff members is compulsory. •Expertise: strong skills in full scope of program management, budget management, planning and team management.

The MdM’s Turkey / Syria mission officially opened last July and gradually grew and we are updating the activities on regular basis, following the evolution of the context.

The position is based in Turkey, and the field coordinators may have to travel into Syria.

TASKS AND RESPONSIBILITIES:

Working directly under the responsibility of the General Coordinator, the field coordinator manages the entire team in his/her location.

He/she is in charge of the coordination of the different aspects of the implementation and running of MDM project and responsible for management of security in the project site.

More specifically, you:

1/ Base Management & Project Coordination:- Supervise the opening of MDM mission in the field (installation of the office, recruitment of local staff, agreements with local authorities, creation of a local committee to be MDM counterpart…)- Supervise the office- Co-ordinate and support the national and international staff teams, ensuring that the individuals work effectively together and achieve the project objectives.- Active coordination and communication with the members of the coordination team to ensure the smooth functioning of the program.- Are responsible for the security in a difficult environment in direct link with the General Coordinator and the Logistic Coordinator. - Are responsible for ensuring that the Coordination team is receiving regular information material about the project and the context.

2/ Logistic management:- Supervise with the logistics department the logistics issues in the field : o development and implementation of sound logistic procedures and standards for the mission, in compliance with MDM HQ regulations and policies ; o to oversee installation and use of all MDM communication equipment and ensure that all employees are trained in proper usage

3/ Administrative management- Are the direct responsible of the Administrator or the Administrator/Logistician

4/ Security- Follow the local context, especially any event that could result in some insecurity for the team and reports to the general coordinator and Logistic Coordinator.- Develop formal and informal networks with local and international actors in the field to get accurate information.- Attend security meetings when necessary- Participate in the writing and updating of the security guidelines.- Make sure the security rules are respected by the team.

5/ Representation and coordination with local and international partners:- Close and active interaction with other agencies (UN and NGOs) and local authorities at the local level.- Create with local actors a local committee to be MDM counterpart for any issue related to recruitment, contracts…- Representation of MDM in the interagency coordination mechanisms and to other partners including local authorities and communities at the local level.- In collaboration with the General Coordinator, participate in meetings with donors and other partners.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule.The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries. International community tries to solve the problem, for the moment however, proposed solutions failed.

In February 2012, MdM decided to launch the exploratory mission in the Syria neighboring countries: Jordan, Lebanon and Turkey. Assessment of the humanitarian needs, MdM’s network as well as the local medical partners’ revival and the prepositioning for the intervention inside of Syria as soon as Syrian border will be open for humanitarian aid, were the goals of the mission.In Turkey we are supporting a post-operative and rehabilitation center ran by a local partner.In Syria we are implementing health centers in IDP camps

TASKS AND RESPONSIBILITIES:

Working directly under the responsibility of the General Coordinator, the Logistic coordinator is in charge of the overall logistic support provided to the projects (in Turkey and in Syria). S/he monitors the operational implementation of the project in compliance with the defined strategy. S/He responsible of the implementation of the internal logistic procedures. He supervises and follow-up the logistician officer of the base and the logistic assistant based in Syria.

S/He is in charge of collecting information, following-up of the security context and situation, and propose adapted behaviour.

More specifically, you:

1/Programme logistic coordination: • Define Mission objectives, strategies, budgets and ensure their monitoring and management • Define/adapt, implement the logistical activities required to achieve the general objectives, in collaboration with the General Coordinator • Set-up logistic department, defines and implements logistic process

2/ Support activities: • Perform the role of technical adviser and take final responsibility for all logistical tasks of the Mission: ? For Syrian project, according to the on-going implementation: Supply, rehab and hygiene for the PHC, watsan activites in the camp (not yet implemented by the flying team) • Guarantee the availability, implementation and management of all the technical and logistical resources required to carry out the operations of the Mission • Make all the technical choices for the various logistical areas (procurement, construction, security, etc.) and supervise their implementation • Supervise and regularly evaluate the progress and advancement of logistical activities

3/ Emergencies: • Ensure permanent capacity for the logistic assessment of emergency situations by supporting the flying team • Good network of contacts

4/ Supply chain management • Are in charge of the supply of the medical and logistic kit and medical running stock • For all supply for Syrian projects, upon the Syrian team requests, respecting the emergency of the needs • Take overall responsibility and supervision regarding to the implementation and the respect of supply procedures and policies, • Determine the adequate purchasing procedure regarding amount, donor guidelines, specific technical constraints, and specific HQ policies, • Organize and follow the purchasing procedure, • Validate when needed, orientate and follow-up all the purchases of the mission, • Prepare or supervise the written contracts when necessary • Manage the purchase follow-up tools and the capitalization

5/ Team management • Supervision and management of the logistic team • Propose and prepare organisation charts and job profiles for all logistic teams, • Ensure that the national logistics team is of an appropriate size and sufficiently competent to provide day-to-day (basic) logistical support for the Mission.

6/ Fleet management • Ensure overall management of the fleet • Supervise implementation and follow-up of existing fleet management procedures and policies, • Plan and supervise vehicle maintenance, • Supervise follow-up of vehicle documentation, supervise the monitoring of consumption

7/ Assets and infrastructures management • Ensure the management of Equipment Statement process, • Consolidate assets inventories and transmit them to GenCo and HQ, • Supervise the follow-up of the equipments status and documentation, the follow-up of preventive maintenances and repairs, the follow-up of stocks and infrastructures.

8/ Security • Are in charge of the security back-up for the team when they are inside Syria.

Turkey: MdM seeks A LOGISTIC COORDINATOR (M/F) For Turkey (based in Reyhanli with regular field visits)

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule.The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries. International community tries to solve the problem, for the moment however, proposed solutions failed.

In February 2012, MdM decided to launch the exploratory mission in the Syria neighboring countries: Jordan, Lebanon and Turkey. Assessment of the humanitarian needs, MdM’s network as well as the local medical partners’ revival and the prepositioning for the intervention inside of Syria as soon as Syrian border will be open for humanitarian aid, were the goals of the mission.In Turkey we are supporting a post-operative and rehabilitation center ran by a local partner.In Syria we are implementing health centers in IDP camps

TASKS AND RESPONSIBILITIES:

Working directly under the responsibility of the General Coordinator, the Logistic coordinator is in charge of the overall logistic support provided to the projects (in Turkey and in Syria). S/he monitors the operational implementation of the project in compliance with the defined strategy. S/He responsible of the implementation of the internal logistic procedures. He supervises and follow-up the logistician officer of the base and the logistic assistant based in Syria.

S/He is in charge of collecting information, following-up of the security context and situation, and propose adapted behaviour.

More specifically, you:

1/Programme logistic coordination: • Define Mission objectives, strategies, budgets and ensure their monitoring and management • Define/adapt, implement the logistical activities required to achieve the general objectives, in collaboration with the General Coordinator • Set-up logistic department, defines and implements logistic process

2/ Support activities: • Perform the role of technical adviser and take final responsibility for all logistical tasks of the Mission: ? For Syrian project, according to the on-going implementation: Supply, rehab and hygiene for the PHC, watsan activites in the camp (not yet implemented by the flying team) • Guarantee the availability, implementation and management of all the technical and logistical resources required to carry out the operations of the Mission • Make all the technical choices for the various logistical areas (procurement, construction, security, etc.) and supervise their implementation • Supervise and regularly evaluate the progress and advancement of logistical activities

3/ Emergencies: • Ensure permanent capacity for the logistic assessment of emergency situations by supporting the flying team • Good network of contacts

4/ Supply chain management • Are in charge of the supply of the medical and logistic kit and medical running stock • For all supply for Syrian projects, upon the Syrian team requests, respecting the emergency of the needs • Take overall responsibility and supervision regarding to the implementation and the respect of supply procedures and policies, • Determine the adequate purchasing procedure regarding amount, donor guidelines, specific technical constraints, and specific HQ policies, • Organize and follow the purchasing procedure, • Validate when needed, orientate and follow-up all the purchases of the mission, • Prepare or supervise the written contracts when necessary • Manage the purchase follow-up tools and the capitalization

5/ Team management • Supervision and management of the logistic team • Propose and prepare organisation charts and job profiles for all logistic teams, • Ensure that the national logistics team is of an appropriate size and sufficiently competent to provide day-to-day (basic) logistical support for the Mission.

6/ Fleet management • Ensure overall management of the fleet • Supervise implementation and follow-up of existing fleet management procedures and policies, • Plan and supervise vehicle maintenance, • Supervise follow-up of vehicle documentation, supervise the monitoring of consumption

7/ Assets and infrastructures management • Ensure the management of Equipment Statement process, • Consolidate assets inventories and transmit them to GenCo and HQ, • Supervise the follow-up of the equipments status and documentation, the follow-up of preventive maintenances and repairs, the follow-up of stocks and infrastructures.

8/ Security • Are in charge of the security back-up for the team when they are inside Syria.

The MdM’s Turkey / Syria mission officially opened last July and gradually grew and we are updating the activities on regular basis, following the evolution of the context. The position is based in Turkey, and the field coordinators may have to travel into Syria.

TASKS AND RESPONSIBILITIES:

Working directly under the responsibility of the General Coordinator. S/he manages the entire team in his/her location.

He/she is in charge of the coordination of the different aspects of the implementation and running of MDM project and responsible for management of security in the project site.

More specifically, you:

1/ Base Management & Project Coordination:- Supervise the opening of MDM mission in the field (installation of the office, recruitment of local staff, agreements with local authorities, creation of a local committee to be MDM counterpart…)- Supervise the office- Co-ordinate and support the national and international staff teams, ensuring that the individuals work effectively together and achieve the project objectives.- Active coordination and communication with the members of the coordination team to ensure the smooth functioning of the program.- Are responsible for the security in a difficult environment in direct link with the General Coordinator and the Logistic Coordinator. - Are responsible for ensuring that the Coordination team is receiving regular information material about the project and the context.

2/ Logistic management:- Supervise with the logistics department the logistics issues in the field : * development and implementation of sound logistic procedures and standards for the mission, in compliance with MDM HQ regulations and policies ; * to oversee installation and use of all MDM communication equipment and ensure that all employees are trained in proper usage

3/ Administrative management- Are the direct responsible of the Administrator or the Administrator/Logistician

4/ Security- Follow the local context, especially any event that could result in some insecurity for the team and reports to the general coordinator and Logistic Coordinator.- Develop formal and informal networks with local and international actors in the field to get accurate information.- Attend security meetings when necessary- Participate in the writing and updating of the security guidelines.- Make sure the security rules are respected by the team.

5/ Representation and coordination with local and international partners:- Close and active interaction with other agencies (UN and NGOs) and local authorities at the local level.- Create with local actors a local committee to be MDM counterpart for any issue related to recruitment, contracts…- Representation of MDM in the interagency coordination mechanisms and to other partners including local authorities and communities at the local level.- In collaboration with the General Coordinator, participate in meetings with donors and other partners.
