Senior Transition Advisor

Development Transformations (DT) is seeking Senior Transition Advisors (STA) to provide long-term support to USAID/Office of Transition Initiative’s (OTI) Libya Transition Initiative (LTI). The Senior Transition Advisors will provide program guidance, political analysis, and managerial support for LTI.

The STAs will be called upon to play a critical interlocutor role with the implementing partner(s), under the direction of the OTI Country Representative and representing the OTI Libya Transition Initiative as needed to the Government of Libya, the United States Embassy, the USAID Mission, potential partners, stakeholders, donors, and other actors as requested by the OTI Country Representative.

The STAs will play an instrumental role in contributing to the overall strategic direction and objectives of the OTI program in Libya; providing advice, analysis, and reporting on political and security developments; proposing and reviewing potential grants and other activities; contributing to monitoring and evaluation; overseeing the use of the OTI database; and contributing to budgetary oversight.

The STAs must possess all of the qualities below:

· Excellent political analysis, program and project management skills, reporting skills, and in- depth knowledge of international relations;

· Ability to serve as an effective liaison with a wide array of individuals and institutions;

· Aptitude to operate with high levels of autonomy, responsibility and authority in a highly stressful situation while exercising sound judgment in politically charged and challenging security environments;

· Ability to travel extensively within Libya, sometimes in low security areas;

· Demonstrated ability to maintain staff morale in a difficult work environment;

· Excellent inter-personal, presentation, negotiation, and team building skills.

REQUIRED TASKS:

The responsibilities of the STAs will include:

· Provide guidance on the identification and development of projects that meet program funding criteria, further programmatic objectives, and complement other projects and programs implemented by USAID/OTI;

· Provide independent analysis, advice, and reporting to USAID/OTI;

· Evaluate grant proposals and work with diverse groups—many of which have not previously received international funding;

· Communicate regularly and share program information with other project managers, bilateral donors, International Organizations, and indigenous and international NGOs to ensure visibility and synergy of program activities;

· Maintain strong relationships with key government partners and promote program linkages between program activities and Libyan government priorities;

· Draft, maintain, and update program strategy documents and other analytical products as needed to ensure that the program is calibrated to the current context and is engaging with key actors;

· Prepare information materials for use by the OTI Country Representative and field team in connection with their discussions with other foreign donors, international organizations, Libyan government officials, and the Libyan private sector.

· Coordinate with the field and home office to develop mapping, data analysis, and social network analysis products;

· Travel in areas of focus to monitor and assess political conditions and meet with potential grantees (taking into careful account local security considerations);

· When required, report regularly to the USAID/OTI on the status of: 1) grant development and implementation; 2) program performance analysis; 3) communication and coordination issues among program offices; 4) political and security developments; 5) relations with local partners, including local, state, and national government representatives; 6) financial and budgeting concerns; and 7) other pertinent information required to achieve program objectives;

· Perform a wide range of administrative functions (budget preparation, financial management, records management, travel assistance, etc.) in support of the OTI Country Representative to ensure programmatic success;

· Maintain a compilation of reference materials for use by the OTI Country Representative and field team;

· Support the OTI Country Representative to ensure the use of client systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation;

· Support and ensure the effective implementation of rolling assessments, cluster evaluations, program reviews, and other activities as needed;

· When required, assume higher representational responsibilities, potentially serving as acting OTI Country Representative in his/her absence, for example; and

· Mentor/train other field staff as required.

· Other tasks as assigned by the OTI Country Representative or his/her designee.

· Work closely and effectively with the other Transition Advisors to ensure coordination and fulfillment of all necessary responsibilities

REQUIRED EXPERIENCE AND SKILLS:

· A degree in a field related to supporting OTI’s development and stabilization objectives in Libya is required, an advanced degree is strongly preferred. At least seven (7) years of progressively responsible work experience.

· A minimum of five (5) years of recent and relevant project management experience, which may include political analysis, community development, economic development, democracy and governance, international law, human rights activities, reconciliation and transitional justice, or other transition-related programming.

· A minimum of one (1) year of overseas field experience working in a developing country, of which six (6) months must include experience working in one or more countries undergoing political instability.

· A minimum of six (6) months of supervisory experience (including but not limited to mentoring, training, and guiding staff).

· Fluency in written and spoken English is required. Proficiency in Arabic is strongly preferred.

· Knowledge of Libyan social and political structures at the national, regional, and local levels is desired. Familiarity with Libyan laws and processes affecting the political transition is also desired.

The role
To coordinate and manage the transition of Merlin’s international programming activity across 18 country operations into Save the Children International, building senior level visibility engagement and support for the transition process whilst maintaining a broad view across coun tries and cross-functional work streams.

The Transition PMO Lead will;
* Ensure successful administration of project management framework, processes, and tools to maintain and track 18 country programme transitions as well as 14 cross-functional work streams
* Track and report on project portfolio performance, providing a real-time, comprehensive, and prioritised view of all project work streams
* Support effective stakeholder management and coordination across a complex organisation
* Encourage and share lessons learned and best practices across programs and work streams , building relationships with stakeholders and brokering relationships at all levels
* Support the creation and improvement of processes, procedures, and tools
* Lead and contribute to individual projects to facilitate the overall transition

Project/Proposal Summary:
Women in Transition (WIT) will invest in opportunities that enable education women to enter and advance into decision making positions in Afghanistan’s public, private and civil society sectors. For young women with at least a high school education, WIT will provide access to advanced professional development opportunities through four specific practice areas under the WIT umbrella: 1) Women in the Economy, 2) Women’s Rights Groups and Coalitions, 3) Women in Government, 4) Women’s Leadership Development. This is a five year project based in Kabul, Afghanistan. Position Summary: The Women’s Rights Groups and Coalitions (WRGC) Component Director will manage all activities under this $40 million program component, under the overall management of the Chief of Party. The purpose of the WRGC component is to support activist women’s groups and coalitions to influence public policies and social practices for the benefit Afghan women. The program will do so by providing capacity building in the areas of gender analysis, strategic advocacy and communications, outreach and public awareness/education, coalition building, research, organizational development, managerial and financial management, and fundraising. The Component Director also will oversee the implementation of grants to support related outreach, activism and research.

Responsibilities: • Design and manage the implementation of all component activities, ensuring full collaboration among international and domestic partners;• Manage the recruitment and supervision of component staff and consultants;• Establish and manage all aspects of grant mechanisms; • Nurture coalitions of activist organizations towards sustainable, strategic advocacy on behalf of the rights of Afghan girls and women, focusing on impact in law, policy and practice; • Ensure robust monitoring of component activities and impact; • Ensure timely donor reporting on all component activities and results;• Manage component budget and expenditures;• Coordinate with donor counterparts, responding to all component related requests as required;• Participate in senior management processes and decision-making.

The program will help local partners advance peace and democracy in priority countries in transition. The Chief of Party (COP) will have overall strategic, programmatic, financial, and management responsibility for the project.  The COP will be the primary liaison with the client as well as with other donors, partners, and stakeholders, including national governments.

  • Responsible for management, oversight, and reporting of Contractor progress and quality performance in meeting the activity undertakings in this program.
  • The Contractor’s designated person for overall management of the in-country relationship with USAID/OTI.
  • In close coordination with the CR, responsible for providing oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design, ensuring that all activities are monitored and evaluated
  • Ultimately responsible for ensuring that the relevant staff use, maintain, and upload weekly the OTI Activity Database, and that data is consistent and complete.

  • Must be operations savvy.  Know how to design and implement an operations platform which must include financial management, financial reporting, procurement processes, systems, and grants management.
  • Complete fluency in written and oral English is an essential qualification for the Operations Manager.

Responsibilities

  • The Operations Manager is responsible for all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property. The Operations Manager will ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW.
  • Monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes, reviewing financial management, and monitoring grant implementation. S/he will assure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor‘s procurement processes and SWIFT IV Activity Manual.
  • Supervising the Contractor‘s day-to-day field presence in the areas of operations (including the project's facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting.
  • Acting as the Chief of Party when s/he is absent from the program.
  • Supervising the daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to USAID/OTI on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures; S/he will also ensure continuous liquidity for the project.
  • Handling all human resource issues; supervising the day-to-day implementation of all grants made under the program; and investigating and identifying new ways of achieving project efficiencies.

Regional Program Manager - Indefinite Quantity Contract (IQC) with the Office of Transition Initiatives (OTI)

GRM International is seeking a Regional Program Manager for an anticipated USAID funded Indefinite Quantity Contract (IQC) with the Office of Transition Initiatives (OTI). The program will help local partners advance peace and democracy in priority countries in transition. The Regional Program Managerprimary role, in conjunction with the COP and OTI, will manage a field office in terms of financial and administrative management, program development and implementation, as well as grant development and implementation.

Responsibilities:

  • Coordinate with the COP, who is responsible for coherence of program strategy and project development program-wide; he/she will supervise the program development officers and the activity implementation and support staff in his/her respective offices.
  • Manage the development of overall regional program strategy with and review of grantee proposals by PDOs, including proposal submission and data entry.
  • S/he will also oversee the identification of potential grantees and the development and implementation of small grant activities. Other responsibilities will include advising the COP on the evolution of the local political, legal, and economic situation and on how to continuously adapt the regional OTI program to ensure that it remains relevant and effective.
  • Oversee the programmatic and implementation monitoring of each grant activity; the RPM will ensure that activities and reports are accurately captured and shared with the main office and USAID/OTI. S/he will also supervise enforcement of proper financial, procurement, and general operational protocols and reporting in the field office.
  • Ensure that the field offices maintain compliance with USAID regulations in regards to auditing requirements, implementation, procurement, financial management and overall office management.
  • Supervise and provide guidance to all staff located at the field office.

Qualifications

  • Have a minimum of 6-8 years professional experience (including at least 1 to 3 years of supervisory experience) working in complex and challenging field operational contexts;
  • Have prior experience demonstrating the skills required to fulfill the full range of responsibilities outlined above for the Regional Program Managers; it is highly desirable that the RPMs have prior work experience with the Contractor, sufficient to demonstrate fluency with the Contractor‘s management and operational systems;
  • Have demonstrable prior working experience in donor programs; it is highly desirable that this include experience in conflict transition setting.
  • Have demonstrable prior work experience in programs requiring community-level engagement;
  • Be completely fluent in written and oral English.

  • Demonstrable experience managing the in-country operational and programmatic start-up for USAID-funded programming; previous experience establishing in-country presence in less secure operating environments is highly preferred;
  • Basic knowledge of safety and security needs for a program in conflict and transitional setting.
