GRM International is seeking an Deputy Chief of Party for an anticipated USAID funded Indefinite Quantity Contract (IQC) with the Office of Transition Initiatives (OTI). The program will help local partners advance peace and democracy in priority countries in transition. The Deputy Chief of Party ensures appropriate implementation of program strategy, that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing.

Qualifications

  • At least 4 years of experience working on donor-funded projects in a related role and with some demonstrated supervisory experience.
  • Strongly preferred that the candidate have experience with grants or small grants under contract programs.
  • Prior work experience in security-challenged environments.
  • Complete fluency in written and oral English is an essential qualification for the DCOP.
  • Previous experience working in developing countries, preferably in a fragile or transitional state environment is desirable.
  • Experience with activity design as well as development and management of development-type projects. S/he should be familiar with or have experience in political process and early recovery-type projects.
  • The DCOP must have the capacity to understand and analyze national, regional, and local politics; to guide the program staff in creatively designing grants that relate to the current political environment; and to ensure that activities are appropriately implemented, monitored, evaluated, and closed-out.

Responsibilities

  • The Deputy Chief of Party is responsible for Programmatic aspects of the OTI program in consultation with the COP and OTI.
  • Supervising the regional field offices in activity development and the activity implementation staff.
  • Ensuring appropriate implementation of program strategy, that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing.
  • Serving as the COP and CR‘s primary point of contact for current information about activities. S/he will also ensure that the relevant staff use, maintain, and upload weekly the Activity Database, and that data is consistent and complete.
