Public Finance and Local Governance Consultant – Research and Evidence

1. Background

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Public investments oriented toward and reaching girls and boys are essential to the fulfillment of their rights, as recognized in the Article IV of the Convention for the Rights of the Child (CRC), which obligates governments to undertake measures to the maximum extent of their available resources to fulfill children’s rights.

The role of national public finance policy and management is increasingly central for achieving results for children. For UNICEF, to leverage national resources means not only supporting the development of child-friendly policies and institutions, but also tackling budget and public financial management (PFM)-related bottlenecks and barriers to ensure that inputs are translated into intended outputs and impact for children. UNICEF’s engagements in budgets and public finance issues are particularly important for addressing social exclusion. Even when overall policies are improving and budgets are increasing, inequitable and inefficient budgetary allocations, as well as issues with subnational budget planning and management, play a key role in the systematic exclusion of disadvantaged children.

Therefore, in line with UNICEF’s 2014-2017 Strategic Plan, the Social Inclusion Section in UNICEF New York Headquarters will prioritize activities around two inter-related initiatives aimed at increasing the advocacy around and the support to UNICEF field offices, in order to increase the size, efficiency, equity and transparency of public investments towards achieving children’s rights. The two initiatives and expected UNICEF contributions are:

  1. Provide technical input to the development of and consultation around the UN Committee on the Rights of the Child (CRC)’s General Comment on Public Spending to Realize Children’s Rights (GC);
  2. Develop an internal Strategic Guidance (SG) on Public Finance and Local Governance (PFLG) to synergize, take to scale and systemize the equity focus of sector-based and cross-cutting initiatives led or supported by UNICEF.

It is expected that the evidence and strategies identified for the SG will feed into the evidence and advocacy messages for both the GC itself and the resource handbook that will be developed and disseminated during 2016 to facilitate the GC implementation by stakeholders such as governments, parliamentarians and civil society organizations.

2. Purpose

UNICEF is seeking a consultant to provide research and evidence generation support for the UNICEF’s contribution to the GC and the development of the SG. To ensure the relevance and quality of the evidence generated from desk-based review and case studies, it is expected that the consultant will participate in and contribute to the consultation processes for the production of both the GC and the SG. In addition, the consultant is expected to liaise regularly with focal points in the Programming Division in NYHQ on sector-specific PFLG issues. Due to the tight production timelines of both initiatives and the need for frequent, timely feedback to ensure best quality of deliverables, this consultant is expected to work full time and on-site.

3. Expected Results

Under the supervision of Chief of PFLG Unit, the consultant will produce the following results:

· A literature review of evidence on effective strategies, approaches, and practices, as well as lessons learned in the area of PFLG:

o Based on secondary research and through an extensive desk review, the consultant will summarize and synthesize relevant experiences and findings from available literature, in order to generate the evidence base for identifying effective strategies, approaches and practices, as well as lessons learned. The scope of the review may include i) relevant internal publications (e.g. the global stock-take, and the multi-media case studies of UNICEF county initiatives), and ii) external publications including, but not limited to, those by the World Bank, International Budget Partnership (IBP), Decentralization and Local Governance (DeLoG), ODI Centre for Aid and Public Expenditure (CAPE), Oxfam, and other UN agencies.

o The outputs will be delivered in modules that correspond to the five categories of PFLG interventions in the SG, namely i) budget data and bottlenecks analysis, ii) policy dialogue and advocacy around budget issues identified; iii) budget monitoring and tracking with a focus on strengthening local governance, iv) budgetary impact assessments (e.g. has UNICEF’s PFLG work led to greater, more efficient, equitable public spending?), and v) cross-cutting capacity development and partnerships.

· Input to the drafting and the consultation processes of the CRC General Comment and the PFLG Strategic Guidance:based on the above, the consultant will draw out relevant supporting evidence and produce drafting and analytical input to the milestones products for the GC and SG.

4. Duration

This is a 9-month assignment expected to begin on May 19, 2014. This consultancy is required to be full time, on-site at UNICEF Headquarters in New York City, although occasional working offsite is possible subject to supervisor pre-approval.

6. Competencies and Skills Required

· Advanced university degree in Economics, Public Finance, Social Sciences, Public Policy and/or Administration, International Relations or other relevant discipline.

· Minimum of 8 years of professional work experience in public financial policy, management and budgeting. Experience in local/community-level budget monitoring and analysis strongly preferred. Familiarity with UNICEF programming is a plus. Experience in fragile states also desirable.

· Strong research and drafting skills, especially to analyze and package qualitative information.

· Proven ability to work under tight deadlines and drive for results.

· Fluency in English mandatory. Fluency in French highly desirable.

II. Organizational Context and ScopeUnder the overall supervision of the Chief of Mission for South Sudan in Juba, and the guidance of the WASH Coordinator and Migration Health Officerin Juba, the successful candidate will be responsible and accountable for oversight, coordination and implementation of IOM’s emergency hygiene and health promotion activities in Upper Nile State. III. Responsibilities and Accountabilities 1. Develop an overall behaviour change strategy for integration of hygiene and health promotion activities for Internally Displaced Persons (IDPs) within the Protection of Civilians (POC) areas as well as outside of the POC.

  1. Design and lead the implementation of results-oriented interventions based on the approved overall strategy. Interventions may include, but are not limited to, awareness raising events, communication and messaging as well as training of staff and volunteers on good public health practices.
  2. Establish a system to monitor activities and analyse the interventions progress, specifically aimed at increasing effectiveness of hygiene interventions for better public health outcomes. This should include recommending specific actions for improvement.
  3. Provide direct oversight to health and hygiene promotion operations in the field including, staff supervision (community mobilisers, outreach workers and the network of house to house volunteers) and direct implementation. This may also include field level coordination of mobilisation activities such as mass and routine immunization campaigns (i.e. Oral Cholera Vaccination Campaign) as well as procurement of culturally and linguistically appropriate IEC materials for distribution.
  4. Oversee IOM health activities in the clinic in the absence of the Health Team Leader.
  5. Supervise periodic training for staff to ensure the quality of messages and full coverage of the population.
  6. Liaise with WASH and Health IOM and Cluster focal points to ensure coordination and integration of key messages such as malaria prevention, Gender Based Violence (GBV) prevention/other protection messages as necessary, good health seeking behaviour.
  7. Establish or strengthen partnerships with other clusters or agencies, where appropriate, to create synergies for raising awareness on the importance of good hygiene practices for health.
  8. Report weekly to Health and WASH Coordinators in Juba on results of interventions and activities as assist in midterm and final reports for donors.
  9. Represent IOM at health and other cluster related meetings, actively liaising and coordinating with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health matters.
  10. Undertake field assessments in IOM areas of work on as needed basis.
  11. Perform such other duties as may be assigned. IV. The Legal Response Initiative (LRI) is a small London based charity that supports poor and climate vulnerable developing countries and civil society observer organisations in connection with the international negotiations on climate change. It works through a network of lawyers from law firms, barrister chambers and universities in different jurisdictions who provide legal advice and assistance free of charge. To extend our legal support services to new beneficiaries, in particular South American countries, strengthen our network of expert advisers and proactively promote the organisation’s activities in the lead-up to the 2015 climate conference, LRI seeks to recruit a

Public Relations and Outreach Officer for (initially) 12 months at an annual salary of between £28,500 and £33,000 depending on experience.

  1. GENERAL DESCRIPTIONHealthNet TPO’s programme in South Sudan dates back to 1996. HealthNet TPO mission is to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. PURPOSE OF POSITIONThe Public Health/Reproductive Health Advisor is responsible for strengthening the institutional and operational technical capacity in the area of reproductive health in the health care system implemented by the County Health Departments HNTPO is active in the Bahr el Ghazal States.

  3. CORE RESPONSIBILITIES AND TASKS:
    • Provide technical assistance to the County Health Departments across the two States in the development and implementation of practical approaches for strengthening Reproductive Health services delivered at health facility and at community level.
    • Support the CHD in the implementation of the national strategies and frameworks for Sexual and Reproductive Health particular on EmONC, youth friendly sexual and reproductive health services, family planning and birth spacing.
    • Support the States Ministry of Health towards capacity building in the CHD and the HF’s, using training modalities, and retention of qualified human resources for maternal health and family planning, including training of midwives and enhancing midwifery skills among other health service providers.
    • Support CHDs in the preparation of annual work plans.
    • Assist the CHDs in preparation and implementation of guidelines that include strategies to reach youth and rural populations with reproductive health and family planning services.
    • Advise in and support the development, consensus building and introduction of effective coordination mechanisms for Reproductive Health in BPHS interventions.
    • Advise in and ensure the realistic planning and implementation of basic services provision.
    • Support and accompany the CHD in supervision visits and ensuring direct follow up activities on identified gaps.
    • Responsible for the monthly, quarterly and annual project reports.
    • Participate in the county level, and state level PH/RH meetings and related technical working groups.
    • Liaise and maintain partnerships with partner NGOs, UN and donor community in the provision of coordinated technical support in the areas of Public Health and Sexual and Reproductive Health.
    • If necessary, carry out any other tasks as can be reasonably be asked from the position by the Country Director.

  4. PROFILE
    • Advanced degree in Public Health/ Reproductive Health or related discipline.
    • Minimum of 4 years work experience in planning, management and implementation of health programmes, with a mandatory focus in Sexual and Reproductive Health in similar settings.
    • Affinity with and proven experience / skills in institutional capacity development.
    • Excellent written and spoken English is required, the ability to speak Arabic or any of the local languages in the Bahr el Ghazal region a distinct advantage.
    • Results-oriented focus; keen drive and enthusiasm for delivering results.
    • Experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner.
    • Strong computer skills with MS Outlook, MS Word, and MS Excel, including data analysis

Background: An effective electoral complaints adjudication system in Afghanistan is essential for bolstering the legitimacy and credibility of elections and serving as an official outlet for electoral complaints. After the adoption of two new electoral laws in Afghanistan, the Independent Electoral Complaints Commission (IECC)—the key national body for electoral dispute resolution—has now been established as a permanent institution. This presents a unique opportunity for IFES to contribute to the sustained credibility of the electoral process in Afghanistan by supporting the institutional development and operation of the IECC.

IFES has considerable experience with electoral dispute resolution in Afghanistan, having provided technical support to the IECC and Independent Election Commission (IEC) for the 2009 and 2010 elections. IFES’ seeks to directly contribute to electoral integrity for the 2014 Presidential election and 2015 Parliamentary elections by providing technical advisory services to the IECC, and supporting the IECC as it establishes a permanent presence within Afghanistan’s fledgling democracy. Specifically, IFES will provide: strategic policy and implementation advice on electoral matters; assistance on operational planning and institutional cooperation; technical advice on regulations and procedures; and assistance in strategic planning and implementation for both training and public outreach.

Activities and Responsibilities: In support of these goals, the Public Outreach Adviser will perform the following tasks, with an emphasis on building sustainable institutional expertise:

• Under the guidance of the Senior Electoral Dispute Resolution Adviser, and working alongside the Training Adviser and Legal and Procedures Adviser, strengthen the capacity of the IECC to function as a permanent, independent, credible and professional institution of governance;• Support the IECC in the planning, design and implementation of a voter education campaign to inform voters and candidates of all aspects of the electoral complaints process and how they can access it;• Develop the capacity of IECC staff—via workshops and other training resources—to undertake regular, proactive reporting and publishing of information on the electoral complaints process via online and other media resources, including press releases;• Advise and assist the IECC on effective coordination with other organizations involved in election related public outreach campaigns, including media, civil society organizations (CSOs), political parties, the international donor community and other electoral stakeholders, with a particular emphasis on developing strong and sustained external relationships;• Conduct a review of previously produced training and outreach materials, utilizing and re-printing these materials as appropriate, and where new training and outreach materials are needed, help develop, translate and print these materials;• Conduct other functions as requested by the IECC.

Qualifications: The ideal candidate must have a minimum of 7 years of professional experience in designing and implementing public outreach strategies, including experience involving elections and electoral dispute resolution. S/he will have a strong combination of the following experience:

Background:

The Australian Government established the Development Assistance Facility for Afghanistan (DAFA) in 2007 to support the Afghanistan National Development Strategy. The goal of DAFA’s third phase is to develop the leadership and human capacity required to achieve sustainable economic and social development in Afghanistan. Building capacity and public confidence in the government’s ability to deliver services and improving the quality of education are critical components of this mission and the Afghan government’s efforts to meet its people’s needs.

DAFA III comprises four components:

Australia Awards in Afghanistan offers opportunities for long and short-term study and professional development in Australia with the objective of developing capacity and leadership skills so that individuals can return home and contribute to development in Afghanistan.

Malaysia Australia Education Project for Afghanistan (MAEPA) involves the Governments of Malaysia, Australia and Afghanistan cooperating to provide professional development training to Afghanistan’s Teacher Trainers and teacher college staff to improve the quality of teaching in Afghanistan.

The Public Financial Management (PFM) program aims to improve the quality of core development budget processes in key service delivery Line Ministries.

AusAID-Initiated Activities deliver needs-based, flexible interventions in support of the Australian Government’s strategic programming objectives.

The Activity Design Specialist/Short Term Technical Adviser will deliver specific, intermittent inputs for DAFA Phase III. Specific consultancy dates will be requested when Tasking Notes are issued by AusAID. Each assignment will be to conduct specific activity design and prepare an implementation plan in response to a specific tasking note received from AusAID. Typical assignments are between 2 – 4 weeks, though some assignments may exceed this duration.

DAFA Phase III will embrace a broad range of modes of assistance in order to address individual, institutional and systematic capacity building approaches and will maintain flexibility to meet changing requirements.

The following types of activities are envisioned:
• Provision of individual Advisers deployed in partner Ministries in non-line management functions (coaching, mentoring, advising, and training);
• Provision of technical assistance to undertake specific tasks with and on behalf of partner Ministries (e.g. policy studies, policy advice, research), through subcontracts to local or international organisations or individual advisers;
• Provision of tailored training programs through local or international training providers;
• Design and delivery of projects delivered jointly by counterparts and sub-contractors and/or advisers;
• Provision of Australia Awards scholarships to partner Ministry employee candidates; and
• Support of third country training through the Malaysia-Australia Education Project for Afghanistan (MAEPA).
As part of this process the Activity Design Specialist/Short Term Technical Advisor is required to work with partner Ministries on needs assessments, concept development and activity design.

Objectives of the Assignment:

The objectives of the assignment are:
• To develop and document designs for activities to be funded under DAFA Phase III;
• To produce completed Implementation Plans and design documents for submission to AusAID;
• In consultation with the Facility Manager or his/her designee review Implementation Plans document formats.

Reporting Arrangements:
• The Activity Design/Short Term Technical Adviser will report to the Facility Manager or his/her designee on the development of activities.
• The Adviser will be required to work with and mentor the Activity Coordination Officers (ACOs).
• The Adviser will work with the International M&E Adviser to ensure alignment of activities with the Performance Assessment Framework (PAF) and activity design processes.

Responsibilities and Tasks:

The Activity Design Specialist/Short Term Technical Adviser will:
• Work with the DAFA team to define the DAFA Capacity Development Framework to guide activity design. The Capacity Development Framework should be linked the ANDS Capacity Development Framework, AusAID Capacity Development Strategy and the DAFA Performance Assessment Framework;
• Coordinate and provide advice on the continued analysis of Ministry strategic plans and programs based on DAFA objectives and components to identify priorities and opportunities for DAFA;
• Coordinate and provide advice on mapping current and planned donor investments aligned to Ministries national programs;
• Work with partner Ministries to identify/confirm/develop activity concepts which meet DAFA selection criteria, with reference to DAFA strategic analysis and donor mapping;
• Work with partner Ministry nominated contact persons to develop implementation plans including design analysis, appraisal, cover notes, implementation plans, fully cost budgets, work plans and details of partner Ministry contributions;
• Mentor Ministry counterparts and DAFA Activity Coordination Officers (ACOs) during the activity design process;
• Provide advice to Facility Manager or his/ designee on the recommended approach to activity design and implementation consistent with DAFA Procurement Guidelines; and
• Work with the Facility (project) M&E Officer and International M&E Specialist to ensure activity designs are in line with the DAFA Performance Assessment Framework.

Mandatory Competencies:
• A degree in a relevant field.

Kenya: Consultant for Public Finance Management for Nutrition

Background and Justification

The second Lancet Series in Nutrition launched in early June 2013 showed that the number of stunted children has been drastically reduced by around one-third among under-fives. However, stunting still affect 165 million children under five years of age globally.

Stunting causes irreversible physical and mental damage for children. It negatively affects school attendance and performance. This, in turn, can reduce later adult income-generation by as much as 22 per cent. Undernutrition reduces economic advancement by at least 8 per cent due to losses in productivity, poorer cognition and reduced schooling, according to The Lancet. The Copenhagen Consensus has consistently confirmed that taking action on under-nutrition is the single most important cost-effective means of advancing human wellbeing and should be the top priority for policy-makers and philanthropists. US$1 dollar invested in reducing chronic under-nutrition can result in a return of up to US$30 through improved health and education benefits.

The new Lancet Series re-emphasizes the centrality of nutrition in sustainable development; brings additional evidence and calculation of costs for ensuring nutrition-specific interventions for young children and women before and during pregnancy; sets forth the nutrition-sensitive strategies around agriculture, social safety nets, early childhood development and schooling; and frames the enabling environment for commitment, accountability and responsiveness around reducing undernutrition.

The Scaling Up Nutrition (SUN) Movement galvanizes the coherence of global working groups for nutrition to support countries that have joined the SUN Movement and are committed to applying the SUN Framework and Road Map. There are currently 41 countries (28 from Africa) who have joined the SUN Movement. These countries are formulating platforms for multisectoral coordination and frameworks for country solutions to addressing undernutrition. A number of countries have developed or are finalizing their national costed plans. Some countries are in the process of decentralizing the implementation and need support for planning and budgeting at sub-national level. Others need support for costing their national plan. Most of all need support to develop a financial tracking system in order to monitor resources and guide resource mobilization.

In order to support countries’ needs in terms of costing and investment methodologies for their national nutrition plans, UNICEF in coordination with the SUN Secretariat are organizing a Workshop on Costing and Financial Tracking of Nutrition Investment that will bring together the global experts on costing and financial tracking to discuss best ways to support countries.

In this line, UNICEF’s Eastern and Southern Africa Regional Office (ESARO) and Western and Central Africa Regional Office (WCARO) are jointly looking for a qualified candidate and/or institution to bring to the Workshop a review of nutrition-relevant budgeting and investment tracking practices and methodologies anchored to country experiences to date.

Scope of Work

The consultant or consultancy is expected to achieve the following outcomes:

  1. A review on the state of art in tracking and reporting on nutrition specific and nutrition sensitive government and donor expenditures in 28 Sub-Saharan African countries participating in the SUN movement with a special attention on countries with costed national plans. The review should highlight adequacy and consistency in tracking of and reporting on how resources relevant for nutrition are budgeted, released and implemented, and compare the financial management of existing nutrition-relevant spending with financial tracking proposed for national or subnational plans identifying additional resource requirements.
  2. A discussion on the key options and tools for improved financial management and tracking for nutrition specific and nutrition sensitive interventions and programmes with a special attention on the link between resources allocation, technical efficiency in budget performance and equitable outcomes. The paper should also highlight the advantages and limitations of different solutions and models.
  3. A summary report discussing how forward looking solutions could build on existing tools and methods for costing and tracking of health nutrition expenditures as well as other nutrition specific investments, and how reporting on these interventions could be joined with tracking and reporting of nutrition sensitive programmes (e.g. public health, water and sanitation, food security, social protection and education-related interventions).
  4. Recommendations on how strategic and operational plans for scaling up nutrition-relevant programmes should improve financial tracking and reporting in different contexts.

The tasks for the individual consultant include the following:

  1. Assist in identifying partners, institutions, organizations and technical experts who will be able to substantially contribute to the Workshop
  2. Assist in selecting countries with relevant experiences in financial tracking and assist those countries to present their experiences
  3. Prepare an overall review of different financial tracking systems and how they are best used by countries. This should include both nutrition-specific interventions and nutrition-sensitive development. The review will be used as a background document
  4. Lead the discussions during the Workshop to achieve the objectives and make recommendations to support countries
  5. Organize a core group of experts as a resource for country support on budgeting and financial tracking
  6. Contribute to drafting and finalizing (after consultation with stakeholders) the Workshop Report that will highlight the recommendations from the meeting.

The UNICEF supervisor will provide technical support to the contracted consultant at key stages of the assignment which may include: appraisal of the technical work; review of the proposed detailed processes; review, fine tuning and finalization of the briefs, documents and communication; review and evaluate regular reports; and, overall guidance and accountability for the work.

The consultant is expected to meet with the UNICEF supervisor at reasonable intervals during this contract.

Conditions

Travel will be required during the Costing Workshop in Kenya on 12-14 November, 2013. All travel will be by the most economical fare and reimbursement is strictly as per UNICEF policy. UN DSA rates for subsistence and accommodation are applicable.

No office space or equipment will be provided from ESARO and the consultant is expected to provide his/her own equipment.

As per UNICEF DFAM policy, payment is made against approved deliverables. Acute Watery Diarrhea (AWD) and confirmed cholera cases are rapidly on the rise and the most vulnerable populations such as internally displaced persons (IDPs) and children bear the burden of the breakdown in public health services. Alarming data shows that an estimated 7,000 acute watery diarrhea cases have been reported in Banadir (Mogadishu) region with 3,092 cases in the same period. Therefore, improving environmental health through access to clean water is of high priority for urgent intervention. In addition, a substantial impact of the disasters in Somalia is seen in urban areas such as Mogadishu, Kismayo, Baidoa, Galkayo, Garowe, and Bosaso, where there is a presence of large IDP populations. In Mogadishu, for instance, a significant number of people, who fled from droughts and floods, have been in the IDP camps and communities for more than 15 years. Only very few of the IDPs have stable livelihoods such as casual labour, while many others beg for survival. There has been a lack of consideration for the needs of vulnerable groups during and after the emergency phase, and no disaster management strategy has been developed for the country. There is an urgent need to support the livelihoods of IDPs and returnees in other regions of Somalia through short and long term measures. With the existing health/medical expertise and capacity, and four years of implementation and presence in migration health in Somalia, our client is scaling up its migration health programme in the country, particularly in the areas of Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Syndrome (AIDS), Tuberculosis, Malaria, Water, Sanitation and Hygiene (WASH)/Environmental Health (EH), Maternal and Child Health (MCH), emergency medical service and psychosocial support to vulnerable migrants and mobile populations (MMPs) and their affected host communities.In this context, while our client continues to implement existing HIV prevention and WASH/EH projects, our client is also expanding the existing projects in Lower Shabelle, Middle Shabelle, Gedo, Lower Jubba and Hiiraan region to provide access to water, sanitation and good hygiene practices for the most vulnerable communities. The specialist will provide technical support to enhance the capacity of subnational (cantonal and municipal) legislative bodies to implement public sector financial audits. Candidates selected for this position will be placed on the ERT standby roster and may be called when the International Medical Corps ERT responds to an emergency. This position is not compensated unless candidates are responding to an emergency response.

When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene—providing rapid and effective aid that saves lives, reduces suffering, and promotes self reliance.

International Medical Corps has established an International Emergency Roster to ensure that emergency positions are filled in a timely manner with professionally qualified, gender balanced, geographically diverse, linguistically able and a highly motivated corps of professionals. The team includes coordinators, logisticians, doctors and water and sanitation experts. It also includes specialists who focus on protection, prevention of sexual violence and aid for rape survivors and mental health.

Emergency Response Team (ERT) members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground.

International Medical Corps maintains a roster of staff which is updated on regular basis in order to include new staff into the system. This also provides an opportunity for the existing staff to update their areas of expertise and other relevant information.

JOB SUMMARYThe primary function of the Emergency Public Health Officer is to ensure public health concerns (e.g., communicable diseases, diseases surveillance, and outbreak response) are integrated into emergency response activities and to lead coordination and implementation of these activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:1. Program Planning• Work closely with the Team Leader/Country Director to meet understand program goals and to meet expectations• Lead/participate in a coordinated rapid assessment to better understand communicable disease risks and to map treatment sites and surveillance activities • Monitor and analyze data to flag possible outbreaks during the emergency phase • Work with medical team and special advisors such as WASH/EPI to identify possible outbreak risks and plan risk mitigation• Work with Medical Director/Coordinator to develop response to outbreaks of communicable diseases during the emergency phase• Initiate planning for longer-term communicable disease prevention activities, including outbreak response and containment and prevention education, as emergency stabilizes• Contribute to production of proposals for any new projects

Coordination• Coordinate with all relevant actors and actively participate in relevant working groups or sub-cluster (where active) • Work with partners and community members to develop appropriate prevention, surveillance and response activities • Coordinate with other sectors and participate in additional cluster working groups to ensure integration of communicable disease concerns into various services

Training• Organize and lead trainings for partner organizations working in various sectors • Organize and lead trainings for key groups of first responders • Organize and co-facilitate trainings for medical practitioners on data collection/analysis and planning an outbreak response• Identify and train community-based volunteers for prevention activities • Build capacity of local organizations involved in prevention and/or surveillance activities

  3. Representation• Represent the organization at meetings as appropriate • Ensure maximum visibility of the agency amongst the UN and NGO community• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

  4. Human Resources Management• Assist in the selection, training and support of qualified program staff • Develop support strategies for staff and introduce principles of self care

  5. Security• Ensure application and compliance of security protocols and policies • Consider security implications of all program activities, reviewing new initiatives with national staff, partners and community leaders

SKILLS & REQUIREMENTS:• Advanced degree in Public Health or other relevant field of study preferred• At least three years of field experience, including experience in communicable disease prevention, surveillance and outbreak response• Experience in emergencies and conflict areas strongly preferred• Relevant regional experience strongly preferred• Familiarity with standards and guidelines for communicable disease prevention, surveillance, and outbreak response• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs• Profound cross-cultural awareness • Ability to exercise sound judgment and make decisions independently• Extremely flexible, and have the ability to cope with stressful situations and frustrations• Excellent decision making skills• Team player and strong communication skills, both oral and written• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
