Expression of Interest to Conduct End-Line Evaluation of Capacity Support for Early Childhood Development and Psychosocial Support (C-SEP) Project.

Save the Children has worked in Malawi for 30 years and is currently operating in 20 districts, covering all regions. The core programming areas are Maternal and Child Health, HIV/AIDS, Education and Child Development, Child Protection and Child Rights Governance, Food and Livelihoods Security, Social Protection and Emergency Response. We remain committed to developing strong partnerships to ensure that all children in Malawi thrive in a safe family environment and benefit from greater public investment and better use of society’s resources in realising their right to protection from violence, abuse, exploitation and neglect.

Save the Children has been implementing a 3 year project Capacity Support for Early Childhood Development (ECD) and Psycho-Social Support (PSS) (C-SEP) Project which aimed at helping children, including orphans and other vulnerable children, learn and develop to their full potential with the overall objective of strengthening participation of children in quality ECD and PSS programmes. The project supported local communities to promote ECD and psycho-social support in three districts of Blantyre, Chiradzulu and Zomba (in 9 Traditional Authorities and two sub-urban wards), through establishment of Community-Based Childcare Centers (CBCCs), parenting groups and children’s corners.

The end of project evaluation is aimed at assessing the extent to which the project has achieved the planned objectives. The assessment will further provide learning through assessing successes and challenges regarding effectiveness, impact, relevance, coordination and sustainability of project interventions to Save the Children International, USAID and key stakeholders such as Government and other NGOs. Findings from this study are expected to inform a broad range of stakeholders in Early Childhood Care and Development (ECCD) and Orphas and Vulnerable Care (OVC) programming to promote children’s access to quality ECCD services and improve their performance when they transition to lower primary school; as well as inform advocacy for policy changes that are geared towards improving the state of ECCD and psychosocial services in the country.

The assessment will be conducted in all the three project impact districts focusing on project effectiveness, impact, relevance, sustainability, coordination, best practices and lessons learned, in line with the project objectives.

Save the Children invites expressions of interest in providing the service from eligible and qualified individual consultants. Interested consultants must provide information describing their qualifications and experience in performing similar assignments in the past three years. Shortlisted candidates will be contacted to develop a full Technical and Financial proposal.

JOB SUMMARYThe Psychosocial Support Manager will manage the provision of targeted psychosocial support to displaced Syrian populations through the provision of integrated MHPSS services. Special focus will be given to those experiencing emotional distress and mental health needs that impair functioning and complex protection cases, as well as particularly vulnerable groups, including women, children and youth, persons with disabilities, and survivors of violence. The Psychosocial Support Manager will lead on Psychosocial Support as part of the Protection department and coordinate closely with the Mental Health and Medical departments. He/she will report to the Emergency Response Team Leader based in Turkey, with direct line of supervision from the expatriate Protection Coordinator.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Management of Psycho-Social Support• Conduct MHPSS needs assessments among the affected populations, in line with IASC guidelines and WHO/UNHCR MHPSS assessment toolkit.• Support the development of MHPSS and overall Protection programming, including relevant program materials and tools. • Manage PSS teams across several sites, primarily of Psychosocial Workers (PSWs), to ensure service delivery and quality standards in line with IMC’s approach, the IASC MHPSS guidelines, and other best practices. • Support PSWs to provide integrated mental health and protection case management and psychosocial support to vulnerable individuals and families and complete appropriate case documentation, in coordination with Mental Health Specialist and GBV Specialist.• Support PSWs to identify appropriate topics and conduct group sessions and community-based activities in coordination with the Child Protection and GBV/Women Engagement teams. • Train PSWs and other psychosocial service providers on team in case management, Psychological First Aid (PFA), and other relevant trainings as needed, and ensure their training on mhGAP and Guiding Principles on GBV in Humanitarian Settings.• Conduct on-the-job supervision and training assessments to evaluate key competencies and training needs of PSWs and update training plan accordingly.• Support in the training of Community Health Workers (CHWs) from the Medical department on PFA and integration with the MHPSS services for appropriate identification, referrals to MHPSS services, and follow up. • Prepare and implement a Training of Trainers (ToT) program on PFA and other relevant topics and support national trainers to roll out trainings. • Support the development of referral pathways internal to organization and with external service providers to strengthen links to available services for MHPSS and Protection more generally, including regularly updating service directories/mappings. • Engage community leaders, community-based organizations, and other service providers in supporting beneficiaries to access MHPSS services. • Lead the development of appropriate IEC materials on MHPSS, as well as Protection in general, to build awareness of services and promote key messages. • Lead recruitment of new staff and program start-up in new sites as necessary. • Support with team-building, performance review and professional development of staff. • Participate in site-specific Coordination Platforms (both MHPSS and non-MHPSS) for sharing information, contributing to strengthened collaboration with partners, referral mechanisms, and advocacy for best practices and IASC MHPSS guidelines.

Program Monitoring, Capacity-Building & Coordination • Provide continual technical support and monitoring of PSS program activities for capacity-building and to ensure quality standards for MHPSS and Protection.• Ensure participation from beneficiaries in program development, implementation, and evaluation and feedback mechanisms for accountability.• Work closely with support departments to support program administration and the logistical implementation of activities in program sites. • Coordinate regularly with other teams within the Protection department, Mental Health, and Medical for integrated activities and comprehensive services. • Mainstream MHPSS through referral workshops and PFA trainings both within IMC across sectors, and with other service providers and partners.• Participate in interagency coordination mechanisms for the provision of MHPSS services,sharing of relevant information, advocacy on key messages, and development of sector strategy. • Support the development of appropriate M&E tools, including the use of IMC standardized tools as possible, and the collection of program data from program sites on a weekly basis.

Reporting • Ensure disaggregated and cumulative tracking of clients/beneficiaries and documentation of all activities and outcomes. • Participate in preparation of internal and external reports, including submission of weekly reports to Protection Coordinator.• Maintain program files and documentation as per program management minimum standards, including maintaining the confidentiality and security of MHPSS client data. • Ensure programming is on track to meet objectives; reporting daily on important issues that are cross-cutting, highlight protection trends, and/or require supervisor feedback and decision-making by the Protection team.• Other tasks as necessary.

REPORTINGThe PSS Manager reports directly to the Protection Coordinator, and receives technical support from IMC’s global Mental Health and Psychosocial advisor and officer.

Qualifications: SKILLS AND REQUIREMENTS• The qualified candidate will be a mental health professional with MA/S or equivalent in social science – psychology, clinical social work or sociology – with knowledge of human rights, international development, public health, or other relevant field;• Knowledgeable in and has used the IASC MHPSS and GBV/CP guidelines and best practices as part of previous work experience.• Minimum of 5 years (of which at least 3 years in the field) of professional experience in humanitarian work, and substantial experience in MHPSS, including in emergencies and conflict settings.• Demonstrable technical expertise in the assessment of and design and delivery of responses to pre-existing and emergency induced MHPSS needs. • Training experience required; capacity and proven track record in national staff and partner training and capacity-building, including support of national counterparts on the track to management level;• Knowledge of MHPSS Case Management and integration of Mental Health into Primary Health Care approaches.• Experience in team-building and engagement with communities; familiarity with needs-based participatory approach. • Knowledge and/or working background of working with refugees and IDP’s.• Strong organizational and supervisory skills.• Strong interpersonal skills and the ability to work within different cultural environments.• Honest, hard working and a self-motivated person• Ability to work within a team structure or in isolation, flexible, and can cope with stressful workload and working with limited resources.• Ability to travel on short notice to project sites by car, boat or air.• Experience in working in the Middle East is a plus. • English language proficiency is required and knowledge of Arabic and/or Turkish languages is and advantage.

Nonviolent Peaceforce (NP) is a dynamic international, nongovernmental organisation that works to reduce violence and protect civilians in situations of violent conflict and its aftermath, mostly through the deployment on the ground of multinational teams of civilians. In South Sudan, NP has over 100 national and international staff in eight field teams providing thematically-focused protection programming in inter- and intra-communal violence reduction, conflict early warning/early response systems, child protection, gender-based violence protection and prevention, and displacement (IDPs, refugees and returnees).

CONSULTANCY PURPOSE:

NP staff often operate in challenging circumstances and therefore the organisation must adequately prepare new hires and provide comprehensive support for existing and exiting colleagues. NP invites expressions of interest in advising on and leading the development of a comprehensive psychosocial support programme for national and international staff at NP, including:

? updated internal policies, procedures, and job profiles that mainstream issues of staff welfare, resilience, stress management and psychosocial support;
? customised induction materials for newly hired national and international staff, as well as NP managers;
? resiliency self-assessment tools and group training sessions for existing staff;
? strategies for making counselling services available in person and by telephone to staff in South Sudan;
? strategies for supporting exiting staff in seeking counselling and other types of support as needed.

QUALIFICATIONS AND COMPETENCIES:

Consultants should have:
? five or more years experience in psychosocial support programme design in the humanitarian sector;
? experience in the delivery of counselling;
? experience of and demonstrable interest in supporting national and international staff and addressing cultural differences in terms of the nature and delivery of psychosocial support;
? knowledge of the field-based conditions in South Sudan;
? a Bachelors or Masters degree or applied qualification in counselling or psychology; and
? an understanding of and commitment to the Nonviolent Peaceforce mandate in South Sudan.

International Medical Corps is currently implementing mental health and psychosocial assistance activities for Iraqi refugees and displaced Syrians in Damascus, through case management services and psychosocial activities. The Mental Health and Psychosocial Officer will support these activities and others, as needed.

ESSENTIAL RESPONSIBILITIES:

1. Join or initiate interagency coordination mechanisms for the provision of mental health and psychosocial support (IASC Reference group in coordination with IMC Mental Health and Psychosocial Advisor)a. Share relevant information. b. Plan joint assessments and response strategies
2. Collaborate with existing government structures and local authorities organizing MHPSS activities

4. Develop the strategy and mechanisms to integrate a MH/psychosocial component into IMC programmes in keeping with IASC guidelines of mental health and psychosocial support in emergencies
5. Identify and where appropriate collaborate with existing formal and informal community leaders and service providers
6. Provide mental health services and psychosocial support as needed to affected population (precise programming depending on identified needs, existing services and capacities and actions of other agencies)
7. Train selected staff in key aspects of psychological first aid and relevant aspects of IASC guidelines
8. Initiate training of identified staff in appropriate skills ( e.g frontline mental health care for PHC workers, community psychosocial support skills )
9. Assist with the development of proposals
10. Hire and build capacity of national staff to implement MHPSS programmes

Qualifications

1. The qualified candidate will be a mental health and psychosocial professional with RN, Ph.D., MD, Masters or equivalent degree with 3+ years clinical experience
2. Experience in coordination and technical assistance provision at the level of working group/task force or equivalent
